I can’t believe how the time has gone by as we close our ASPE EMC 2012-2013 calendar year and what a year it has been. The programs we offered allowed our members to keep that New Years resolution for professional and personal development. A recap of our programs consist of sessions on Boiler Basics, Domestic Hot Water Systems, the New EPA Boiler

Prevention in Fire Protection Systems, NFPA-99 Healthcare Facility Codes, ASHRAE Standard 188P and a tour of a Rain Water Reclamation Facility at WCCC in Detroit. Wow, and I did that with one breath. However, it took a year to do.

educator with the Indiana Vocational Technical College, elevating the knowledge and skills of Indiana contractors. The Code Study & Development Group of Southeastern Michigan met on April 09, 2013. The purpose of the meeting

CSDGSM, President, Vice President and Secretary Treasurer. Secondly, to go through the 153 proposed plumbing code

changes to the 2015 Residential Plumbing Code. The meeting was attended by Jeremy Brown; Esteban Cabello, P.E.-CPD; Ron George, CPD; William Grayzar; Dann Holmes; Matt Kapcia; Hank Koppelo, CPD; John Nussbaum, IPP, FASSE/FASPE and Barry Pines, CPD EPA-RRP.

The purpose of the Code Development Process and Code Hearings is to ensure the continued development and maintenance of the Codes with the following goals in the forefront. Timely evaluation and recognition of technological development changes, that pertains to construction regulations. To encourage the Plumbing and Mechanical Industry as a whole to submit proposed changes they feel would improve the regulations that govern construction.

Barry Pines was elected CSDGSM President, Ronald L. George Vice President and John Nussbaum Secretary Treasurer. John Nussbaum gave a brief history of the CSDGSM which began in 1988 under the Plumbing Heating & Cooling Contractors Association of Southeastern Michigan, when the ICC was BOCA International, following the PHCCASM and MCA merge. CSDGSM became an

code books and governed by its own set of bylaws. John and Barry gave an explanation of the funding that helped subsidize those people being sent to the code hearings to represent CSDGSM.

Ron George and Jeremy Brown indicated they would be at the hearings this year and represent CSDGSM. Jeremy indicated if NSF had any opinions that differed from CSDGSM, he would at that point only represent NSF on that particular code change. The attendees understood. Matt Kapcia (city of Troy) gave the attendees something to think about regarding the bootlegging of water heater sales and installations. We all know that we cannot stop the sale of water heaters because of the restraint of trade laws. Matt suggested we start an all industry move to amend the law by

buyer of these water heaters give their driver’s license to the merchant for acquiring an address where that heater will be installed. The merchant selling the water heater would then be required to notify that municipality so that the local inspector could go after a permit and inspection the installation as to safeguard and protect the health and safety of the residents in his/her community. I couldn’t agree more.

Barry Pines educated the new comers to the meeting on how the CSDGSM goes about the business of going through each of the proposed plumbing code changes. He explained the meaning of AS, being (AS Submitted), AM, being (AS

With that being said Barry began projecting the proposed plumbing code changes on the screen. The committee being a good consensus group of the plumbing industry really gave spirited discussion to the process. Over the years the CSDGSM has been over 83% in agreement with IPCC/IRPC. John reminded the attendees that those who represent CSDGSM at the hearings after hearing testimony could change their mind following caucus and agreement to the change.

Buying bits and pieces from multiple manufactures and distributors may save money on the front end. Finding a contractor that would know how to install a mismatch of products and make them work as a designed engineered system would cost much more money on the back end.

Our monthly meetings are normally held at the Plumbing Industry Training Center in Troy. This year, we’ve changed things up a bit. In April, our ASPE Eastern Michigan Chapter members and guests went on location. Our host site was the Wayne County Community College NW

General Education Building.

Although Cindy is very knowledgeable in Rainwater Harvesting Systems, she invited Mike Gauthier, Division Manager Water/Fire/ASME for Highland Tank to conduct our tour and deliver his presentation on their HighDro®-Pure Rainwater Recycling System.

Rain Water Collection tanks (RCT) or cisterns are available in aboveground or belowground designs. Sizes range from 50 gallons to 60,000 gallons when constructed in a factory

with saddles or vertically with legs, skirt, or a base.

The project was behind the New General Education Building. The speaker was Mr. Michael Gauthier, who gave the tour and later presented the Power Point program. While his attendees were enjoying the dinner, he was able to illustrate all of the engineering and equipment selections. This method really tied it all together. You were given the design parameters, budget restraints, selection of the location and a step by step of his involvement in the construction support. This is an example of the valuable design programs that are consistantly being planned for the members of this chapter.
