Identification of ASM Solutions to improve Network performance The ASM solutions process is aimed at delivering ATFCM options that can help alleviating capacity problems identified in any particular area of European airspace, in cases where ASM is identified as one of the causes generating ATM delays.

Work Area 3 Description of task
Improve the ASM/ATFCM/ATC processes and procedures supporting Network operations A continuous, seamless and reiterative planning, allocation and operational deployment of optimum airspace configurations, based on airspace request at any time period within both pre-tactical Level 2 and tactical Level 3, will result in a rolling process, supporting enhancement of the daily Network Operations Plan. This will allow airspace users to better take benefit from changes to airspace structures in real-time.

The definition of ASM performance targets should look at the entire ASM/ATFCM process to identify possible targets to achieve for each phase of the process.
Support the review of ASM performance KPIs:
Currently available KPI’s, both civil and military should be reviewed in order to avoid unnecessary duplication of efforts and rather utilising to the most possible extent what is already available.
Definition of ASM performance monitoring system to implement:
Once finalized, performance monitoring system will be subject of regular routine reports and analysis. It is important that its publication, timescale and format conforms with the Airspace Improvement Initiative Implementation of ASM performance monitoring system
