Truss Bridge Inspections StatewideOklahoma Department of Transportation

CEC was contracted by ODOT to provide specialized inspection services on truss bridges throughout Oklahoma. These services required special training and the use of equipment that has never been used in Oklahoma before. CEC teamed with Harcon and Keith Harris for specialized equipment and ropes training. CEC now has the first expert climbing bridge inspection team. These individuals are involved in rigorous training to ensure OSHA safety measures are met.

This is the first contract that ODOT has awarded of this kind. CEC is currently in the second year of this contract. The first year included hands-on inspections that included rigging equipment, climbing, the Tracker, and a man lift. The second year will involve random inspections.

I-40/Arkansas River Bridge ReconstructionOklahoma Department of Transportation

May 26, 2002, in the early morning hours of Memorial Day weekend, a 200-ton river barge strikes Pier 3 of the Interstate-40 Bridge, creating a devastating chain reaction that would cause an entire 500-foot section of the bridge to collapse into the river.

Seven days after the tragic collapse occurred, ODOT requested CEC to perform emergency bridge inspections of primary bridges on the I-40 detour route. CEC’s duties expanded to more than 44 bridge inspections, repairs and monitoring.

Operating three different inspection crews, 24 hours a day, seven days a week, CEC covered over 100 miles of detour route within 65 days. Utilizing several innovations, CEC inspectors developed a bridge inspection checklist, featuring an abbreviated reporting form allowing field personnel to quickly prioritize the most critical bridge repairs. A fast track bridge repair protocol was created. CEC inspectors made repair recommendations at the site, then instantly communicated needs to the ODOT Bridge Engineer and on-call emergency repair contractor. CEC personnel stayed on-site in order to function as Construction Managers, observing and advising on the repairs as they were actually being performed.

Underwater Bridge Inspections StatewideDepartment of Transportation

Cobb Engineering Company served as the Program Manager for Statewide Underwater Bridge Inspections. CEC provided the initial scheduling, data collection and coordination of Infrastructure Engineers, Inc. CEC provided quality control on all inspections that were performed and completed the report phase for the Oklahoma Department of Transportation. CEC implemented a detailed Executive Summary supplying a quick reference for the ODOT review staff.

CEC provided a project team leader to be on the boat with diving personnel. The two teams of CEC and Infrastructure Engineers were completely integrated during this contract. There were no personality clashes and our personnel worked seamlessly together to provide quality inspection and report services for the Oklahoma Department of Transportation.

Mr. Barnes is responsible for the coordination and project management of transportation and right-of-way/land acquisition projects. Mr. Mitchell is responsible for the day-to-day operations of the Duncan office of Cobb Engineering Company. He serves as the liaison between CEC and County governments. Mrs. Baker is involved in roadway and bridge design, with an emphasis on hydrology and hydraulic analysis for several projects. She has also performed various types of traffic analysis, and has been very involved in the Reconnaissance Data projects for ODOT. Mrs. Baker has also assisted in the Environmental Clearance process and documentation including public meetings. She has developed National Environmental Policy Act (NEPA) documents from research and has performed field visits to coordination of specialist studies and final report completion. Mrs. Baker has attended training for Federal Highway Administration Traffic Noise Model (FHWA TNM) 2.5 in order to perform noise studies including: modeling concepts, how to set up projects, performing barrier designs, and presenting results. She is also involved in the Sign Inventory for ODOT as an assistant project manager, providing QA/QC in the project as well as coordinating project activities from collecting sign data to incorporating information to GIS and Aerial Photography to create a database for ODOT staff to use.

He has developed hydrologic/hydraulic studies, master drainage reports, and plans for roadway, bridge, waterline, and sewer line construction and rehabilitation. He provided complete storm sewer design on two miles of the I-40 Crosstown project. This included over 150 drainage structures and 10,000 total feet of piping of varying diameter. Mr. Glenn modeled the entire OSU-Stillwater campus water distribution system via Bentley WaterCAD for the planning of various immediate and future upgrades.
