    Introduction:

    On the 5 th of December 2010 a team from Capital Fortunes Pvt Ltd visited the

    project site of Yamne hydro electric projects (hep) and conducted a preliminaryfeasibility study based on

    1. Location and Accessibility of the project site.2. Existence of Reserved forest, Bio sphere or national parks.3. Rehabilitation and Resettlement Issues.4. Preliminary estimation of the Power Potential and Energy Generation.5. Any other Constraints while construction of the project.

    1. Location and Accessibility of the project site.Pashigat the district capital of East Siang is the closest town to theproject sites. In order to get to Pashighat following routes can betaken.

    y N earest airport is Dibrugargh in Assam, from Dibrugargh toPashighat one could go by road taking 5hours or helicopter

    service is available.However this route cannot be used to mobilize heavy machineryas we need to cross the Brahmaputra River by boat.

    y Alternate route would be from Guwhati ->Itanagar->Pashigat byroad, this would take 10hours or helicopter service is availablefrom Guwhati to various parts of Arunachal Pradesh including

    Pashigaht.

    In order to mobilize heavy machinery the road from Guwhati ->Itanagar->Pashigat is the only option for the coming two years.

    The projects are about 35kms from Pashighat capital of East Siang District of Arunachal Pradesh.

    The latitude and longitude of the projects are as follows.

    A motor able road exists along the river to both weirs as well as power housesites of both Yamne 1 and 2 projects.

    Further to this from the information gathered this road is going to be a 2 laneroad and tenders were being issued for the construction of the 2 lane roadexpected to be completed in 18 months.

    2. Existence of Reserved forest, Bio sphere or national parks.

    The project is clear of any impact a reserved forest or national park might

    have on the execution of the project. The Mouling national park is around50Kms from the proposed project site will not have any impact on the project.

    From the Google image seen, we can notice that the Jaypee group s (5 to 7 kms

    from the power house of Yamne 2) 2700MW hep is closer to the national parkand is in advanced stage of obtaining environmental clearance.

    The forest cover was not particularly dense nor could we notice anyprotected species of trees that are cause to raise any concerns regarding

    MOEF clearance.

    3. Rehabilitation and Resettlement Issues.y Arunachal Pradesh along with Sikkim is one of the most peaceful

    states of N orth East with a stable government.y East Siang district were the project is located is sparsely

    populated and consists mostly of the Adi tribe who are known tobe very hospitable and peace loving.

    y The commonly spoken languages among the tribe are Hindi and

    English.The village closest to the project was called Geysingg (Picture below) whichhouses about 200 families.

    The Geysingg village is at a highly elevated location form the proposed weir siteof Yamne 2 to cause any issues.

    N o other habitation was noticed along the course of the river apart from some

    scattered huts at highly elevated locations which are not cause of any alarm.4. Preliminary estimation of the Power Potential and Energy Generation.

    Generations of 190mu guaranteed even in weak discharge years.

    A more project specific study on hydrology needs to be done to havebetter assessment of the potential.

    5. Any other Constraints while construction of the project.

    Dam site of Yamne 1 and 2 respectively.

    The dam site has ample space on the right bank of the river to set up a colony.

    The availability of construction power seems to non existence as we didnot notice any transmission or distribution lines in the vicinity.

    Conclusion.

    MORTH has called tenders for two laning with N H standard from Pasighatto project site.

    The project sites are in between Jaypee 2000MW and Athena s 300MW,

    which are in advanced stage of getting environmental clearance.

    Availability of approved hydrological data on the same tributary.

    Possibility for combined power evacuation.

    Aerial distance from power house to Pasighat is 18km (Government of India s Proposal for pooling station at Pasighat).

    Projects are in low altitude area because of receding Himalayas in

    Arunachal Rain starts from April 15 th onwards, which generates power inpeak summer period and the duration of rainfall is long.

    80000 sq. km of undisturbed forest cover which gives ultimate rainfall

    Very low density of population in the area as much as 6 persons persq.km.

    Dominance of hydro power developers as the states economy is to be

    driven primarily by hydro power.

    Established procedures during DPR and clearance stages through friendlybureaucratic setup.
