1. Arunachal Pradesh – an Overview

Arunachal Pradesh, lying in the north eastern tip of India and bounded by long international

borders of 1628 km with Bhutan on the west, China to the north and north east and

Myanmar on the east. is not only the sentinel to the nation but also a potential corridor for

trade and commerce across the borders with these neighbouring countries. Being contiguous

with Assam and Nagaland in the south and southeast, it shares the problems and prospects

of other states in the North Eastern Region.

With an area of 84,000 Sq km, making it the largest geographical entity in the NE region,

Arunachal Pradesh has a massive requirement for roads to link administrative centres and

villages. The state has predominantly hilly topography and is traversed by six major

perennial rivers, all discharging in the Brahmaputra. The annual rainfalls in the state

average more than 2500 mm. It also received substantial snow melt in the high altitude

areas in the upper reaches. The region falls under Zone-V in the seismic map of the country.

Because of these factors construction and maintenance of roads in Arunachal Pradesh is not

only costly but also difficult and time taking.

The total population as per 2001 census was 1.10 million. The density of population of

13.11 persons/Sq km is the lowest in the country. About 64% of the population consists of

ethnically diverse tribes, 26 in number. Majority of the people live in widely scattered

villages, many in interior areas close to international borders.

The economy of the rural people in the state still depend largely on subsistence agriculture

based on traditional shifting cultivations. Some considerable progress has however been

made to replace the traditional system of agriculture with permanent wet rice cultivation

(WRC) or terraced rice cultivation (TRC), especially in the foothill areas bordering Assam

and in some selected river valleys.. In recent years, there have also been substantial

developments in horticulture with apples, oranges, kiwis etc growth and exported. Besides

these tea plantation has also started picking up.

The state is also endowed with mineral resources like oil, coal, graphite, limestone etc.

In the large the perennial rivers of the state, there exist huge hydro power potentials

estimated to be around 50,000 MW.

The Arunachal Pradesh is also endowed with many species of bamboos, medicinal and

aromatic plants, canes, orchids, timber woods and many types of rare wild life in the forest,

that cover about 81% of the state’s area.

2. Present status of road development Program

In absence of other means of communication like inland water transport, railways or air

services, road is only the means of transportation of men and materials in the state. The

absence of road of proper standard in the state is the major stumbling blocks for

development in many other sectors like power, horticulture, industries, tourism etc.

The lengths of roads in the state under various agencies like PWD, BRO, Rural Works

Department, E & F Department etc., are as given in Table-1 below.

The density of roads in the state thus works out to 18.65 km/100 Sq km against national

average of over 85 km/100 Sq km and North Eastern regional average of over 60 km/100 Sq

km. With this road density, which is the lowest in the country, there exist huge deficiencies

in road communication sector in the state.

3. Connectivity Status

The state capital Itanagar is linked to Banderdewa and Gohpur on NH 52 by two laned NH

52A. Of the 16 district headquarters 14 are linked by ODR roads, 13 under BRO and one

under PWD and two by MDR roads under NEC.

Then again of the 157 administrative centres in the state, 30 Nos. still remain unconnected.

The detailed break-up of unconnected administrative centres are given in Annexure I. The

connectivity status of villages in the state are as given in Table 2.

It may be seen that 76% of the villages in the state have populations less than 250, the

threshold population for qualifying under PMGSY programme in hilly or desert states or

areas.

The roads to district headquarters often remain cut off due to land slide etc. Most of these

roads will need transport of heavy machinery and materials for the mega hydro power

projects being taken up in the river basins served by them. The also serve important

strategic needs which will include transportation of defence personnel, heavy equipment

and ammunitions. Hence these roads have to be upgraded to double lane NH standard. The

detailed position of connectivity of District headquarters to nearest National Highway or

4. Road ahead

The state has overall vision of increasing coverage of road network to achieve maximum

connectivity. The road density targeted by the horizon year 2020 is 25 km per 100 Sq km

against the present level of 18.65 km per 100 Sq km with the target of road density as 25 km

per 100 Sq.km by the horizon year of 2020, the total length of road, the state should possess

is 20936 km. Hence the total length of new road to be added by 2020 is 5317 km (20936-

15619). Dividing the overall targets in three Five Year Plans; the quantum of new road to be

added by end of 11th Plan is 2127 km. Besides above, improvement of the road connecting

District Headquarters with nearest National Highway are also becoming inevitable with the

existing growth of traffic. Keeping the vision intact the following target is fixed to be

achieved in 11th Plan period.

5. National Highway

The coverage of NH programme in Arunachal Pradesh is limited to 419 km. This compares

very poorly with the actual requirements of the state assessed to be about 3350 km. Further,

the existing NH network in the state also covers a small finge area in the foothills adjacent

to Assam and connectivity to many an important obligatory point is yet to be established. A

large number of important bridges on NH 52 like Siang, Sissiri, Ipi Pani, Digaru etc., are yet

to be completed.

The details of three National Highways in the state viz NH 52, NH 52A and NH 153 are

given in Table-4 below.

Proposal for new NH.

One of the major goals the 20 Years Road Development Plan of India (Lucknow Plan 1980-

2000), was to bring every part of the country within distance of 50 km from a National

Highway. Under this scenario, the projected length of NH required in the State of Arunachal

Pradesh with an area of 84000 Sq km would be 1675 km. However, taking into

consideration the actual length required due to altitude compensation and for river crossings

etc, the actual length required would be twice the projected figure and would stand as 3350

km. Against this the existing NH network has the length of only 419.33 km as shown in

Table-4 above.

A ban on declaration of new NH during 10th Plan prevented any signified effort towards

proposing new NH in the state. Hence, during the 11th Plan period efforts will have to be

intensified to increase the coverage of NH network in the State. The target length of NH in

the state at the end of 11th Plan could be pegged at 850 Km, twice the present length. The

thrust will be on inter district connectivity and better linkage from NH-52, and NH 37 and

38 is running along the north bank and south bank of Brahmaputra river in Assam.

East-West Highway. Construction of the East-West Highway, a National Highway within

the territory of Arunachal Pradesh providing inter-district connectivity is a long cherished

dream of the people of the State. The importance of this road has also been reflected in

Shukla Commission Report (1996-1997). A concept note on this proposal was also

submitted to the Government of India. The proposal envisages a double lane National

Highway running in east-west direction along the middle belt of the State linking Itanagar

with majority of the district headquarters and covering areas with higher concentration of

population and more productivity in terms of agriculture and horticulture. The trunk route

will help to avoid frequent incursions into Assam and vagaries of long detours involved in

movement from one district to another and the state capital

The project consists of two sectors viz. (i) Western sector and (ii) Eastern sector. The

Western sector will cover the road stretch starting from Balipara on NH-52 in Assam and

terminating on NH-52 at Pasighat in East Siang district covering important places like

Bhalukpong, Nichipu, Seppa, Sagalee, Doimukh, Nirjuli (Itanagar), Yazali, Ziro, Daporijo,

Along and Pangin over a distance of about 939 Km. The Eastern sector, on the other hand,

will cover a length of 320 Km from Mahadevpur on NH-52 to Bimlapur in Assam via

Bordumsa, Namchik, Jairampur, Changlang, Khonsa, Longding and Ranglua. Details of

different segments under the two sectors of the East-West Highways envisaged are shown in

Annexure-II(a) & (b) enclosed. The new NH will be developed by upgrading the existing

road network of ODR and MDR categories to NH standards, and constructing bridges over

missing water gaps where required. The total cost of the project at today’s price level is

estimated to be around Rs 1510.80 crores.

The upgradation work is proposed to be taken up in phases and stages starting from first two

phases covering Itanagar towards Seppa via Sagalee, Rilo, Pijirang etc. and Itanagar to Ziro

via Hoj and Yazali. It is proposed that both the segments will be submitted before the

Ministry of Shipping, Road Transport and Highways for declaration as NH during 11th Plan.

6. NEC Programme

Till the end of 8th Plan as many as 17 projects in Arunachal Pradesh covering 1 bridge and

16 roads with aggregate length of 1272.40 Km had been completed combinely by the PWD

and BRO under funding from NEC.

Projects under 9th Plan.

During the 9th Plan four road projects were taken up. Details are given in Table-5 below. Of

these the first project has been completed. The remaining three projects taken up under the

Prime Minister’s Initiative for NE region shall be completed by March 2007.

Under 10th Plan EFC clearance have been accorded for four roads projects. The lists of the

works is given in Table-6 below. Implementation works have been taken up by the Public

Works Department Arunachal Pradesh against the first two projects sanctioned earlier.

The EFC clearance for the remaining two works at Sls. 3 and 4 were accorded during 2006-

07 and the works are in initial stage. The above four projects will spill over to 11th Plan with

a financial implication of about Rs. 188.00 crore.

Maintenance obligation. Over the years, some cross transfers of roads have taken place

between the PWD and BRO. A few NEC roads have been transferred and merged with the

General Service (GS) road programme of the Defence Ministry. Thus at the end of 10th Plan

(2202-2007) there will be 12 completed NEC roads in Arunachal Pradesh with total length

of 680.00 Km and maintenance obligation of Rs.12.25 crores per annum (taking the

maintenance yardstick @ Rs.1.80 crores per Km per year based on the norms as

recommended by the Ministry of Shipping, Road Transport and Highways.

New projects identified. Some 18 new road projects have been identified for inclusion

under 11th Plan of NEC. The list is enclosed as Annexure-III. The total projected cost of

these 18 new roads would work out to Rs. 1042.40 crores. The final selection of the new

R&B projects to be taken up during 11th Plan of the Council could be done on the basis of

this list.

The task of connecting the unconnected administrative centres are proposed to be carried

out from the plan resource of state and allocation of NEC to state. The total requirement of

resources are projected as below in Table-7:-

Additional/Substitution proposal of the State Government

Based on the discussion of the Advisor SP (NE), Planning Commission with the Hon’ble

Chief Minister on 30th September, 2006 and earlier submissions from the State Government

to the Ministry of Road Transport & Highways, Government of India, New Delhi, the

following additional/substitution proposals are proposed:

(i) Lekhi Bridge (Span:335 m) – An RCC Bridge of about 335 metre span over River

Pachin from Lekhi on NH 52 A to Yupia, the district headquarter of Papum Pare

District, with approach road of about 1.88 Km at an estimated cost of Rs.28.00 crores

has been proposed as in replacement of the selected scheme namely “Improvement of

Papu- Yupia road(10 Km) costing Rs.10.00 crores.

(ii) Changlang to Khonsa Road (64 Km) – This is a very important inter-district road

connecting two district headquarters, namely Changlang of Changlang District and

Khonsa of Tirap District. Besides, this road will connect many villages and will form

part of the proposed East-West Highway in the State. The estimated cost of this road is

Rs.31.00 crores.

(iii) Toru to Seppa Road (190 Km) – This proposal is in substitution of the proposed

Seppa-Nechipu (GS) road (96 Km). Pasighat-Pangin Road (81.00 Km), originally

included under SARDP-NE and is now proposed under ADB. The proposal has already

has been submitted to the Central Ministry.

(iv) Taloriang to Limeking Road (140.00 km) – A very leading to the border areas of

Kurung Kumey and Upper Subansiri Districts viz. Taloriang to Limeking road via

Yangte – Tali and Pip Sorang and having length about 140.00 Km has been

inadvertently missed out from original list of proposals under SARDP-NE. This is a

very important road which will connect four administrative centres viz. Yangte, Tali,

Pip Sorang and Limeking besides a large catchment of villages. The road will serve

prime strategic needs as it will link the basins of three important rivers viz. Kuring,

Kumey and Subansiri. It is necessary that this project is included under SARDP-NE,

Phase-B.

Entrustment of S&I works to PWD

The PWD is a well-structured organization following the time tested work system of the

CPWD, its parent body. The PWD also possesses ample manpower and the technical

expertise for implementing road construction works in hilly terrain.

The BRO, on the other hand, is overburdened with construction of General Service (GS)

Roads and China Study Group (CSG) roads in the border area, besides major arterial

roads like NH-52, NH-52 A. The S&I works of these roads entrusted to the BRO is not

getting off. Hence, a part of the S&I works specially of the roads presently under PWD,

AP, should be entrusted to the State Agency.

8. Project under NLCPR

During 2005-06 and 2006-07, the Ministry of DONER, Government of India has sanctioned

15 road and bridge projects under NLCPR aggregating sanction amount of Rs.19388.74

lacs. Total of the state share components at 10% of the sanctioned costs work out to

Rs.1948.87 lacs. Against Rs.5486.62 lacs released to State Government as advance under

terms of sanction the expenditures incurred are limited to Rs.1028.53 lacs only. The details

of schemes and the status of their progress are appended in Annexure IV(a).

The schemes are in stage of tendering. Hence the poor financial progress. All the 15 projects

will spill over to the 11th Plan and with total committed liability of about Rs.139.00 crores.

The possible hurdles in the implementation of the project may occur due to inability of the

State Government to contribute state share. There may also be possibilities of time and cost

overruns.

New proposal under 11th Plan. Some 31 projects with tentative cost of Rs.895.17 crore

have been identified for future investment under NLCPR. The list is enclosed as Annexure

IV(b). During the 11th Plan period schemes worth to the tune of Rs.500.00 crore are

proposed to be posed before Ministry of DONER for sanction under NLCPR.

Goals to be achieved

Keeping the vision intact the following target is fixed to be achieved in 11th Plan period.

i) Connect all District Headquarters to nearest National Highway with NH standard.

ii) Connect all administrative centres with all weather ODR Standard Road.

iii) Development of border area road connecting villages located in international border

areas with fair weather ODR Standard Road.

iv) Develop few International Border trade road of NH standard.

9. Programme under RIDF

The road development programme under Rural Infrastructure Development Fund (RIDF), a

loan scheme administered through the National Bank of Agricultural and Rural

Development (NABARD) began with tranche RIDF V 1999-2000. Under different tranches

of the programme from RIDF V to RIDF XII PWD, 32 numbers of road and bridge projects

with aggregate costs of some Rs.397.55 crores have been taken. Out of these 7 numbers of

schemes costing Rs.30.94 crores have been completed by the March’2006. Another 6

schemes with an estimated cost of Rs.49.09 crores will be completed by March’2007. The

details status of the ongoing works is given in Annexure-V. Because of the flood of fresh

sanctions received and low level of funding as many as 18 Nos. of schemes will spill over to

11th Plan with a total backlog of Rs.208.89 crores.

Some numbers of new schemes at a total cost of Rs.136.38 crores have been identified for

funding during 11th Plan. Keeping the target for completing all the current schemes and of

50% of new schemes within 11th Plan itself the fund requirement during the period shall be

Rs.277.08 crores.

10. CRF Programme

Programme content. Under Central Road Fund the development of road are grouped in

three categories:-

1) Normal or State Category with 100% support from Government of India again accrual of

the state.

2) Inter State Connectivity (ISC) category with 100% support from Government of India and

3) Economically Important (EI) category with 50% of cost funded by Government of India and

50% born by the State Government as state share.

Existing schemes. So far 30 schemes under CRF normal category have been taken up under

PWD at total sanction cost of Rs.114.10 crore. Besides these, one scheme under ISC

category and one scheme under EI category are being executed by the department.

Out of 30 state category schemes 11 schemes have been completed and 19 schemes are

ongoing in different stages of progress. This list is enclosed as Annexure-VI(a). The total

investment on the schemes including the expenditure during 2006-07 will work out to

Rs.85.05 crore. Hence backlog of 11 projects costing Rs.29.05 crores shall be carried

forward to 11th Plan.

Future programme. Some 31 Nos. of road projects with aggregate cost of Rs.210.37 crores

have been identified for inclusion under CRF programme. The list is given in Annexure-

VI(b). The present trend of accrual of CRF resource is limited to around Rs.16.02 crore per

annum. Thus the total accrual during 11th Plan with an annual mark up of about 10% is

estimated to be Rs.123.00 crore. Therefore, fund available for new schemes after fulfilling

the requirement of the carried over schemes of 10th Plan is expected to be around Rs.94.00

crores. Induction of new projects shall be limited to this resource base.

11. STATE PLAN INCLUDING ACA/SPA

Grant Component under State Plan

Against 755 roads in various state of development, over 1200 schemes with a bank of

sanction of Rs. 209.00 crores are likely to spillover into the 11th Plan from the 10th and Pre-

10th Plan. Scheme content will include Roads, Bridges, Porter Tracks, Foot Bridges etc.

Another Rs. 375.00 crores is projected against new road and bridge proposals likely to come

up during the 11th Plan period. A bulk of these new proposals will cater to hitherto

unconnected areas of the State, including unconnected Administrative Centres.

Besides, during the 11th Plan, the Department will be requiring Rs.100.00 crores for

Maintenance of existing road and bridge assets, porter tracks etc., Rs.17.50 crores for

Direction and Administration under Plan, Rs.15.00 crores for new T&P and another

Rs.34.00 crores for miscellaneous heads like Court Cases, maintenance of Directorate

offices, Training and Quality Control, etc.

Thus, overall requirements under grants will work out to Rs. 750.50 Crores.

In order to provide dedicated funding to critical road schemes, the following roads are

proposed to be constructed under One Time Additional Central Assistance/ Special Plan

indicated in table-6 as below. The programme is proposed to be dovetailed with Centrally

Sponsored road development programme in North Eastern States. Since the state plan

allocation are insufficient, loan funding shall also have to be availed to supplement the

deficit.

Maintenance of Asset

Arunachal Pradesh does not have any dedicated fund for maintenance of road assets.

Because of resource constraints under Non-plan, a part of the plan allocations is being

earmarked for routine maintenance of road. The preventive and renewal works of the road

largely remain unattended to this lead to speedy deterioration of the road assets. This has

also resulted to huge backlog of requirement of fund for maintenance of Road and Bridge

assets in the state. As per general assessment annual requirement of funds for normal

maintenance and periodic renewal will work out to Rs.100.00 crore.
