Conforming changes to Capacity Zone Modeling Compliance Filing
CAPACITY ZONE MODELING:CONFORMING RULES
Additional changes are required to Section III.13 to support Capacity Zone Modeling changes
• Allow for bidirectional trading of CSO Bilaterals between Capacity Zones
• Document all Ownership Shares of Pool-Planned Units
• Conform Section III.13 of Market Rule 1 to the Capacity Zone Modeling changes proposed in Section III.12

Bidirectional trading of CSO Bilaterals
• ISO reviewed the participant proposal discussed at the December MC to allow for increased flexibility related to CSO Bilateral trading– The ISO believes this can be implemented in time for the CSO Bilateral
Period for CCP 2015-2016 ARA 3
• Modifications to Section III.13.5 of Market Rule 1 are required to allow CSO Bilaterals in both directions of a modeled constraint and ensure that the LSR/MCL continue to be met when reviewing transactions– CSO Bilaterals will continue to be reviewed following the same
approach as today and will be accepted/rejected based upon their confirmation timestamp

Document Ownership Shares of Pool-Planned Units
• The information within Section III.13.7.3.3.6. of Market Rule 1 reflects only the ownership shares in Pool-Planned Units within the existing Capacity Zones
• The ISO is planning to include all ownership shares for Pool-Planned Units– In the event a new import-constrained Capacity Zone is formed the
specifically allocated CTR rules will properly include the ownership of the Pool-Planned Units

Additional conforming changes are required to the market rule
• Update Section III.13 of Market Rule 1 to properly state Capacity Zone in place of the current Load Zone language

Proposal Summary and Schedule
• Allow for bidirectional trading of CSO Bilaterals between Capacity Zones
• Document Ownership Shares of Pool-Planned Units
• Conform Section III.13 to the Capacity Zone Modeling changes proposed in Section III.12
• The expected effective date of these changes is December 1, 2014
