Oct. 1, 2010, marks the 10-year anniver-sary of the establishment of Naval BaseVentura County, the official date that Na-val Air Station Point Mugu and Construc-tion Battalion Center Port Hueneme com-bined under a single commander. In recognition of the anniversary, The
Lighthouse is publishing these “Lookingback” items that detail the history of thetwo bases leading up to their unified com-mand and that recall the major news of thelast 10 years.
•To celebrate the 50th anniversary of
Operation Deep Freeze, the U.S. NavySeabeeMuseum in Port Hueneme openeda new exhibition titled, “Seabees on Ice:Antarctica, 1947-1993.”MuseumCuratorKimCrowell wrote this piece at that time, but it was never published.“Seabees on Ice” is still on display at the
Seabee Museum.•
By Kim CrowellSecond of three parts
In order to detect crevasses, Seabeesused equipment, primitive by today’s sen-sitive technology, to pick out a safe routethrough the ice fields. More than once, they failed to detect any danger. RichardT. Williams, CD3, USN, a heavy equip-ment driver of the MCB (Special), waskilled when his D8Caterpillar fell througha bridge that had been placed over a crackin the ice at McMurdo Sound.A few weeks later, tractor driver Max
R. Kiel fell victim to a huge crevasse alsowhile driving a D8 tractor. In memory of these men, the Air Oper-
ating Facility at McMurdo Sound wasnamed Williams Air Operating Facility, and the airstrip at Little America V be-came Max Kiel Airfield.Even in the final years of Operation
Deep Freeze, Seabees feared undetectedcrevasses andweak ice as they experiencedmore than one close call with men, wom-en and equipment falling into crevasses.Tasked with the construction and sup-
port of the United States’ scientific basesin Antarctica, the first battalion took re-sponsibility for getting 20,000 measure-ment tons of materiel and equipment tothe frozen continent. Loaded on 13 ships, these rawmaterials emerged from icy foun-dations to materialize as the base stationsat the Bay of Whales and on Ross Islandin the first summer season — November1955 to January 1956—while three morewere built up in the second summer sea-son.Ross Island andMcMurdo Sound, once
known only as the location of RobertScott’s last hut before his tragic trek to theSouth Pole, are the northern-most pointsof the Antarctica continent. Originally,Little America V was slated to provideprimary logistical support for the U.S. ef-forts in Antarctica, butMcMurdo proveditself better suited for runways and ashorter flight to New Zealand’s South Is-land. The first Seabees to arrive at HutPoint on McMurdo Bay slept in tents insub-freezing temperatures, building per-manent facilities of plywood and alumi-num nearly round the clock. McMurdoserved as the jump-off point for the SouthPole Station during the second summerseason and as the primary logistical sup-

We continue our look at PermanentChange of Station (PCS) moves.Your service member should be as-
signed a sponsor from his “receiving com-mand,” or the new command. The spon-sor is a current member of that commandwho is trained to help your service mem-ber transition to his new command andbase. If you are PCSing overseas, you, thespouse, will also have a sponsor. With orders in hand, your next step is
to learn the procedures and determinewhich move is best for you. Your Fleetand Family Support Center holds a classcalled “SmoothMove.”This class coversthe types of moves, best practices, bene-fits, allowances (yes, you have weight re-strictions), financial reimbursements andmuchmore. The value of this class cannotbe overstated. You’ll add to yourmilspeakvocabulary the necessary acronyms as-sociated with moving (see below). If youare making an OCONUS (outside conti-nental U.S.) there is a special class foryour move. You’ll be glad you took thatclass. The website www.militaryhomefront.
dod.mil is my next recommended stop.Click on the Military HOMEFRONT
Toolbox, then on “PlanMyMove.”Hereyou will find a wealth of information onthe process of organizing and executingyour move, including a “move budgetcalculator”and calendar. Please take timeto read all the information provided onmoving. If your service member is deployed and
you are coordinating your move, you willneed a copy of your service member’sorders and a Power of Attorney. The fol-lowing terms are important to know:CONUS: 48 contiguous statesHHG: Household goodsDLA: Dislocation Allowance, which is
an allowance to assist in defraying out-
of-pocket, miscellaneous costs associatedwith moving. The amount is based onrank and dependency status.PPM or DItY Move: Personally Pro-
cured Move, or “Do It Yourself”PPO or PPSO: Personal Property Office
or Personal Property Shipping OfficePer Diem Allowance: Allowance paid
daily for lodging, meals and related ex-penses associated with orders. There are two myths regarding mov-
ing.First, youmay hear that you can “make
money”on aDItYmove. This can be true. However, before you start counting onthat money, let’s consider a few things.Have you ever driven a truck or towed
a vehicle or trailer before? Will you be traveling across mountains,
in the winter, etc?Who will help you pack and load your
truck?More important, who will help youunload the truck at your new duty sta-tion?If you sustain damages in themove, that
is your loss. If damaged by the militarycontracted movers, you will receive re-placement value of damages. Also, consider the time needed to pack
an entire household, finding boxes andpacking materials and the amazing stressadded to an already stressful move. The reality is you can still “make mon-
ey” with a military procured move. Witha bit of planning, your per diem andDLAmore than cover any costs associated withmoving without the hassle of packing, loading, transporting and unloading yourbelongings. My husband and I have doneboth moves — a DItY move is not in myfuture again. The second myth is about the quality
of a military move. There are always hor-ror stories about damages. Honestly, themilitary contracts with the best. If themovers do not perform, they do not getadd-on business, period. And any lossesor damage you may sustain are coveredat replacement value.Moving is considered one of the top
five stressors, whether military or civilian.“Getting your knowledge on” is the bestway to execute a smooth move. Take ad-vantage of the resources available.

Naval Base Ventura County helpedclean up the planet during Earth Day fes-tivities this month.Three tons of residential electronic
waste – primarily computers, cell phonesand television monitors – were kept outof landfills thanks to the first residentiale-waste recycling event in recent memoryat the base.A similar event for government e-waste
kept another 22,000 pounds of e-wasteout of landfills. And a beach cleanup on April 13 yield-

a good job of environmental stewardshipin addition to carrying out its mission,”said Dan Shide, installation environmen-tal program manager and one of the co-ordinators of the Earth Day activities.Shide’s comments came as he manned
a booth next to the beach cleanup area atPoint Mugu.“Hopefully events like these will increase
people’s awareness of Earth Day and theresources surrounding us – their impor-tance and significance,” he said.Sixty-four vehicles pulled up to the cor-
doned-off area in the NEX parking lot atPort Hueneme for the residential e-wasterecycling event onApril 15, leaving behind5,000 pounds of computer monitors, 108television monitors and 1,500 pounds ofmiscellaneous waste such as cell phonesand cables, said Joe Montoya of Naval
Facilities Engineering. There were also fivewalk-ups.The government electronic waste recy-
cling event on April 20 also proved suc-cessful, with 61 people turning in approx-imately 22,000 pounds of governmente-waste, according to Jerriet Davis, prop-erty disposal specialist with the DefenseReutilization and Marketing Service. The beach cleanup drew nearly 30 peo-
ple, including four Cub Scouts from Den3246 in Port Hueneme. Environmentalspecialists were on hand to provide guid-ed nature walks along the beach at PointMugu, and telescopes were set up for bird-watching.“We are pleased with the success of our
Earth Day events,” Shide said. “Theyserved as an opportunity to increase en-vironmental awareness for base personnel, and in the case of the electronic waste re-cycling events, provided a needed serviceto the base community.”

National Day ofPrayer Breakfastset for May 6
On Sunday, May 9, our nation will ob-serve Mother’s Day. It is a time to paytribute to the woman in your life whomyou call “Mom.”The individual celebrat-edmay be your biologicalmother, an aunt, adoptedmother, family friend, a neighbor, foster care mother, grandmother, step-mother or mentor.Whatever the relation-ship, she is the person in our life whomwe felt fulfilled the major role of mother. With so many varied family circumstanc-es, some refer to more than one individu-al as “mother.” They have had the op-portunity to have more than oneindividual embrace, empower and lovethem. For some there is a qualifier for amoth-
er. In order to be celebrated, she wouldhave tomake every attempt to provide thebasic needs for her children, displayingthat she cares and would do whatever isnecessary to protect them. It is unfortu-nate in our society when a mother abusesthis privilege and does not fulfill her ex-pected role. What type of card or gift doyou buy a mother who was emotionallyor physically absent from her child? Yes,in our broken world there are people whowill stand in front of the Mother’s Daysection at Hallmark crying because theymay not be able to honestly identify a rea-son to purchase a card of gratification orthankfulness. These individuals feel thatit isn’t enough to simply say you gave lifeto a child. They believe a mother is onewho does so much more.
Mothers protect, love, empower andencourage. They provide bandages whenyou scrape your knee. Mothers will dis-cipline and chastise when necessary toensure you are a wonderful contributorto society. Mothers will brag on your suc-cess, provide guidance even when it is notsought. Mothers will be mothers regard-less of how old their children are. Moth-ers are special people!I pray we all have someone in our life
that we can celebrate on Mother’s Day.Whoever that woman is, show her somelove on May 9 and let her know you ap-preciate every hug, every time she encour-aged you to press forward, and when shehelped you to walk righteous.May God bless all mothers and con-
tinue to give each a measure of faith thatwill assist them in this dynamic and high-ly admired role.
Pay tribute to the one you call ‘Mom’

AsAdm. JonathanW.Greenert, the vicechief of naval operations, visited NavalBase Ventura County (NBVC) recently, his message was made very clear: Missionreadiness must include family readiness. As NBVC community support services
work together to ensure family readiness,school-age children and their schools arean important piece of the family readinesspuzzle.Readying a child for deployment and
homecoming goes beyond making paperchains and marking off days on a calen-dar. It is also not safe to assume that whenyour child leaves the home in the morningto attend school, the family’s deploymentstressors stay at home. Also important tochildren, families and teachers is knowingabout the resources available to them be-fore, during and after a deployment. The key to preparing a child is to keep
communication flowing in the family.Don’t let the children be the last to knowthat mom or dad is leaving for deploy-ment. Developmentally appropriate, hon-est discussions are necessary to keep com-munication flowing freely in a family.
Typically, adults have some understand-ing of why a command is being deployed— they have a mission, it is their duty tocomplete the mission successfully, and itwill, short-term or long-term, benefit ourcountry’s security. However, children can’talways grasp such a concept. This is whycommunication between parents and chil-dren is essential. As parents, don’t be afraid to respond
to their concerns. If parents are apprehen-sive about responding to concerns brought
up by their child, know that support ser-vices are available for both parents andchildren to help them better understandtheir concerns and emotions.Family stressors are not left behind the
closed doors of a family’s home. Mostchildren spend about seven hours a dayin school. Children talk to their peers, talkto their teachers, write about their homelife and often share family stories withtheir entire class. No doubt, teachers knowa lot about your families. However, the perspective of a school-age
child may not always be what is actuallyhappening in the home. If a parent is be-ing deployed, it is vital that the teacher beaware. When the child begins sharing theirconcerns or if a child “shuts down,” theteacher will have a better understandingof the child’s emotional state if he or sheknows that a parent is deployed. As a school liaison officer, this is my
number one request from schools: Pleaselet us know when a student’s parent is be-ing deployed. Unfortunately, this is notinformation I can share with schools, butparents can.
The Defense Department, United Ser-vice Organization and Trevor RomaineCo. have created a DVD to help militarychildren cope with a parent’s deployment.“With YouAll theWay”offers school-agechildren help with preparing for and deal-ing with all stages of deployment, frompre-deployment to separation to reintegra-tion.The free DVD is slated to be distributed
through USO centers and Military One-Source in May as part of a children’s de-ployment kit that also contains a stuffedbear called Cuzzie, postcards, a journaland a set of dog tags inscribed “With YouAll theWay.”Parents can access MilitaryOne Source (MOS) online at www.milt-aryonesource.com or at 1-800-342-9647.Mission readiness must include family
readiness; family readiness must includechild and school readiness. Keep commu-nication freely flowing in the family andwith the schools. Use the resources avail-able and ask for help when you need it.— For questions about any K-12 schoolissue, contact the NBVC school liaison officerat 989-5211 or [email protected]

Mechanic 2nd Class Laurence Clayton.“Both civilian and Seabee mechanics aretaking great pride in their work and aretreating it as if they themselves will beusing it in such dangerous areas.”NMCB 3 is also expected to deploy to
Afghanistan next year, and the Seabeesunderstand that the same armor they areinstalling now will be protecting themwhen it is their turn to deploy and con-tinue the mission.“Working with CED to armor mission-

Construction Mechanic 1st Class Clif-ton Setty of U.S. NavalMobile Construc-tionBattalion (NMCB) 40has beennamedthe Naval Expeditionary Combat Com-mand (NECC) Sailor of the Year.Setty competed against three other
NECC Sailors for the title, which was an-nounced March 18 at Little Creek, Va.Setty first competed at NMCB 40’s bat-
talion level and the 31st Seabee ReadinessGroup’s (SRG) Sailor of the Year compe-titions before he was recognized as the 1stNaval Construction Division (1NCD)Sailor of the Year before the NECC com-petition.Utilities ConstructionmanMaster Chief
Jamye Rainwater, NMCB 40’s senior en-listed adviser, attributes Setty’s winningat these various levels to NMCB 40’s Sail-orization program.“It’s a termmost Sailors have heard, but
themeaning of it encompasses the positivecultivation of a Sailor,” said Rainwater.“It’s the process of using Navy guidelinesand principles to turn an average citizeninto a diverse and successful Sailor.”“There are a lot of first class petty of-
ficers that deserve and could have wonthese competitions, so it’s an honor to benamed Sailor of the Year at the NECClevel,” said Setty.Senior Chief Utilitiesman Frederick
Martinez, Setty’s direct supervisor, andChief Equipment Operator Shane Potts,Setty’s past supervisor, wrote Setty’s awardpackage and have guided him through the
process until this point.Setty “was up against six other first class
petty officers during NMCB 40’s Sailorof the Year competition, and without adoubt, when he won, we knew he wouldgo far,” said Potts.“He has been performing at the level of
a chief and at times filling the profes-sional role at that level since I checked on
board,” said Martinez.Setty held the role of embarkation lead
petty officer and helped coordinate all ofthe movements for the battalion duringthe recent NMCB 40 Pacific theater de-ployment.“I moved the battalion from Port Hue-
neme to Okinawa, Guam, and a total of13 locations during our deployment. I also
helped plan for all the messages and coor-dinated with various units for planes andcargo,” said Setty.
“His sheer dedication to his job and thebattalion shows. When you come into ourbuilding spaces, he’s here putting in thework,” said Potts.Setty gives the credit of his winning
streak to his supervisors and subordinates, and it isn’t only Setty’s supervisors whothink he is deserving of his Sailor of theYear accolades“CM1 is what you think of when you
hear Sailor of the Year,” said Builder 3rdClass Dan Jones, NMCB 40 Convoy Se-curity Element. “He is a fair and consistentleader with me and my peers. He sets theexample constantly, he’s always early towork, motivating, and you know he’s notgoing to ask anything of you that he hasn’tdone or isn’t willing to do.”Martinez said Setty will tell you himself
that it’s because of the Seabees he leadsthat he wonNECCSailor of theYear. Thehardest thing to get Setty to do is to talkabout himself, which basically shows justhow humble he is about winning.“He’s going places and is going to be an
outstanding leader for the Navy, whetheror not he goes any further in the Sailor ofthe Year competitions that are ahead ofhim,” said Martinez.Settymoves on to Fleet Forces competi-
tion, where the winner will be named oneof the Navy’s overall Sea Sailors of theYear and automatically be promoted tochief petty officer, just one of the manyhonors that come with that recognition.

Sixty-nine runners and walkers — some withstrollers, some with dogs — took advantage ofa gorgeous day on April 15 and traveled a coast-line route for the traditional Earth Day 5K atNaval Base Ventura County, Point Mugu.Lt. Cmdr. Matt Thomas, who recently returned
from a deployment with VAW-117, took firstplace with a time of 15 minutes, 17 seconds, beat-ing Rebecca Newton, who took first in both the5K Sweetheart Run and the Spring Fling 5K.Newton’s second-place finish time was 15 min-utes, 55 seconds.A couple of dogs ran the event, but the only
official four-legged entry was Eric, an 8-year-oldBelgian Malinois K-9 carrying the runner’s bib135. His handler, Master-at-Arms 2nd Class(FMF/AW) Adam Leeds of Force Protection,carried 134.
They came in at 27 minutes, 44 seconds.“This is a great way to keep the dogs in shape,”
Leeds said. “It teaches people that the dogs aren’tjust here for enforcement, that they can help inthe community as well.”After finishing the run, which was sponsored
by Morale, Welfare and Recreation, Leeds andEric rested a bit, then hopped into their officialvehicle to escort in the last three participants:first-time walker Michelle Landon, senior walk-er Hanna Caraway and fitness instructor KristenRenee. With lights flashing behind them, the three
grinned as they crossed the finish line at 47 min-utes, 57 seconds. It was Renee who had convinced Landon she
could do it, and now Landon needs no convinc-ing.“I’ll definitely do it again,” she said.

The oranges were drawing a crowd. When the Port Hueneme Commissary
set up its latest farmers market on April15, those oranges, priced at 34 cents apound, were a big hit. So were the russetpotatoes, which were going for 89 centsfor a five-pound bag.“I enjoy fresh produce,” said Michelle
Colyer as she picked through the bins offruits and vegetables set up outside thecommissary’s main entrance. The wife ofa retired Army officer, she had just beento the farmers market in Ventura the daybefore, but now she was back to shop thisone at the commissary.“There are very good prices here,” she
said.Acting ProduceManager Jorge Gutier-

we first open in the morning at 8:30,” hesaid.OnApril 15, the early birds could choose
from cucumbers, the last of the Chileancrop of nectarines, the first crop of seed-less watermelon, grape tomatoes andkabocha squash – all in addition to theoranges and potatoes. The farmers market is the most recent
effort by commissary management to in-crease the amount and variety of produceavailable to Naval Base Ventura Countypersonnel. Last October, the commissary
completed an 80-square-foot expansionof the produce department – an expansionthat increased sales by $2,300 a month.“We schedule about three farmers mar-
kets a year and then hold special ones inbetween,” Gutierrez said. The next farmers market is scheduled
for Friday, Saturday and Sunday,May 14,15 and 16. Sales begin at 8:30 a.m., andthe market closes at 7 p.m. each day.

HM2 Anthony Cruz Padilla shows youngstersat El Descanso School in Camarillo thatboxing isn’t his only sport.
By Andrea HowryLighthouse editor
It takes something special to keep theattention of a room full of third-, fourth-and fifth-graders, and the U.S. Navy Box-ing Team had it.When BNSN Justin Diaz said he lived
on a destroyer and had visited nine coun-tries around the world, there was morethan one “Wow!” from the students at ElDescanso School in Camarillo.ABE Anthony Aguirre told how he
helps launch aircraft off a nuclear-pow-ered carrier, USS Roosevelt (CVN-71).HM2 Anthony Cruz Padilla explained
how, as a hospital corpsman, he was oncestationed on a hospital ship.“We provide assistance to people who
don’t have the means to get the help theyneed,” he said. “We help people aroundthe world.”But the oohs and aahs endedwhenDiaz
answered the question about why he gotinto boxing.“I used to get bullied,”he answered, and
all eyes met his. “I was 9 years old andliving in Puerto Rico, andmy dad told meto start boxing. He saw how much I en-joyed it, and he told me that if I got intofights and got into trouble, he’d take it allaway. I got good grades just so I couldkeep boxing.”A child who was once overweight, a
child who needed to rein in his anger, achild who was a troublemaker -- they all
grew up to be boxers competing in theArmed Forces Boxing Championships atNaval Base Ventura County, and onApril16 they told their stories to children wholistened.“Boxing is a good way to transfer your
anger,”Diaz told the youngsters. “Any bademotion, you just let your frustrations outwith a punching bag. That way you don’tbring it home or to school with you.”HN Brandon Wicker called boxing a
discipline.“You don’t want to go out and hurt
people,” he explained.“It’s a sport, not a fight,” added Kent
Blankenship, the athletic director forMo-rale, Welfare and Recreation and the El
Descanso dad who brought the boxers tothe school. “You wear a headgear andgloves. It’s a sport.”With that, he passed around the boxing
gear, then invited some of the students onstage to try sparring. Also putting ongloves wasDr. Beverly Eidmann, principalof El Descanso.“I think the kids learned some really
good lessons today,”she said after the box-ers left. “I think some of the kids couldreally relate to some of their stories.”Boxers SKSNAbdulla Johnson,ADAN
TyronHunter and Padilla all walked awayfrom the school with a smile.“I would love to do this again,” Padilla
said. “This motivates me to win.”

The Naval Surface Warfare Center(NSWC) Port Hueneme MK 41 VerticalLaunching System (VLS) communityand associated U.S. Navy activities col-laborated and shared information withnaval officials from nine allied nationslast month.During the three-day event March 23-
25, NSWC Port Hueneme provided al-lied VLS users with access to the latesttechnology in logistics and in-serviceengineering.This event was significant because it
allowed users to discuss issues and les-sons learned with system experts at onelocation, enabling a more efficient andeffective way to control Total OwnershipCosts (TOC) and maintain the VLS at
the highest level of capability. The event benefits the U.S. Navy at
large by supporting the Navy’s MaritimeStrategy of fostering and sustainingcooperative relationships with interna-tional partners. This contributes to thesecurity and stability of the oceans forthe benefit of all and is particularly rel-evant, as this year marks a milestonefor the international Navy community. The total number of foreign ships withVLS now equals the number of VLS-equipped U.S.Navy ships.“The Australian Navy is pleased that
NSWC Port Hueneme and the U.S.Navy provide a chance to connect withother countries and improve relation-ships,” said Philip Gaha, Royal Austra-lian Navy liaison officer.“This is an excellent opportunity to
meet with system experts who can help
with problems,” he added. This is the 13th year in which inter-
national users of the VLS system haveparticipated; NSWC Port Hueneme hashosted similar events for 20 years andcreated a best practice for other pro-
grams to follow.Foreign Navy participants included:
Australia, Canada, Germany, Japan,Korea, Netherlands, New Zealand, Nor-way and Turkey. Denmark has procuredthe system and is currently buildingships but was not in attendance.U.S. Navy participants included: PEO

Carrie de Jesus is the Naval Base Ven-tura County Athlete of the Month forApril. From being an active girl who grew up
playing many sports, to seeing a dream ofbecoming a nun go by the wayside, to find-ing her life’s companion and relocatinghalfway around the world, Carrie is oneof a kind in our book. She is an inspirationto us all. This woman never turns awayfrom a challenge.Ten days short of her 39th wedding an-
niversary, Carrie lost her husband, Navyretiree Roberto de Jesus, to cancer.Fourmonths earlier, she had discovered
she also had cancer. She refused treatment, willing to orphan her children to join herterminally ill husband. But after encour-agement from her sons Joel, Jay and Jerryand the rest of her family, she started che-motherapy 28 days before Roberto’s lastbreath.Less than a year after her treatments
ended, in April 2008, she began attendingwater classes atNBVCPortHuenemewitha longtime friend and workout buddy,Lilia. There was still another challenge to
overcome. While they were gung-ho abouttheir exercise, Carrie and Lilia were afraidof the water. So they would stay after classand practice swimming.Carrie returned to the Philippines for a
visit in January 2009.While she was gone,Lilia and I worked our way to deeper wa-ter. By the time Carrie returned,we wereready for the deepest part of the pool.I would always ask Carrie if she was
ready for another challenge, and I havenever had to ask twice. Even though nei-ther Lilia nor Carrie was still a swimmer,
they were no longer afraid of the water. For suspended water fitness, MWRhas
special equipment that allows the non-swimmer to participate even in the deepend.Water fitness is not a swim class, andtherefore those who take part stay verticalmost of the time. Now that Carrie was comfortable in the
deep end of the pool, the next challengewas the diving board. She needed a littletime to work up the nerve, but before her65th birthday, shewas determined to jump. With the entire aquatics staff supportingand encouraging her, she was ready. In the summer of 2009 she did it! Soon
it became a tradition that the class wouldnot start until Carrie had jumped off thediving board.Carrie’s doctors tell her she is clear of
the cancer, but she waits for the five-yearmark to really be at ease. Only then willshe consider herself cancer-free.With consistency and commitment, Car-
rie has attended water classes for the lasttwo years, rain or shine. She has also ven-tured over to our Bee-FitWellness Center, where she attends our senior classes in thestudio.
Athlete of the Month overcame her fear of water
The MWR Athletic Branch at NBVCPort Hueneme has just finished itssecond year-round water fitnessseason. MWR now offers a variety ofone-hour classes, in both shallow anddeep water, Monday through Thursdayat 11:30 a.m. During the summer, there are also Friday and eveningclasses. April 20 to field questions from Sailors. While the Navy isn’t seeing the same
number of suicides and violent episodesthat have rocked the Army in recent years, stress among Sailors is rising, Greenertsaid. He called it a “disturbance in the force,”
and in the military, it is evidenced byhigher divorce rates, more arrests for driv-ing under the influence and a rising num-ber of suicides and sexual assaults.Suicide rates have been creeping up in
theNavy,Greenert said, but numbers havenot spiked this year.“I like to think you’re looking out for
your shipmates,” he said.Greenert said is especially concerned
about a figure that’s coming out in DUIarrests: Blood alcohol levels are higherthan ever, as high as 0.2.“That’s high,” he said. “And that’s dif-
ferent than in the past. It shows there’ssome binge drinking going on, and thatcan lead to donnybrooks and a whole
panoply of problems.”Sexual assault numbers, he added, “are
not good,”and he urged those in the crowdto get involved if situations are getting out
of hand.“Be a good shipmate,” he said. “Take
steps to stop it.”Greenert said he’s committed to helping
Sailors reduce the stress levels, and fam-ily readiness programs are crucial tothat. He liked what he saw at NBVC.“They’re one of the most squared-away
group I’ve come across,”he said, referringto the people who support the families onbase. What’s needed is to increase awareness
of the services they offer and to get thehelp they provide to the people who needit.Greenert then fielded concerns from the
audience, which ranged from day-careavailability to physical training regimentsto the effect of recent health care reformson TriCare. An aide took down the infor-mation, and Greenert said he would re-search answers to those questions he couldnot answer on the spot. After the meeting, Greenert toured the
NavalMobile ProcessingCenter, then helda roundtable discussion with Fleet andFamily Service Center counselors, com-mand Individual Augmentee coordinatorsand school liaisons.

tained seven Antarctic stations for scien-tists involved in the International Geo-physical Year, five of which weremaintained year round. Most of the sta-tions were accessible by the sea, but twowere more remote. An overland route oraircraft reached Byrd Station, while theSouth Pole Station was accessible mainlyby air. Sled dogs and their handlers per-formed emergency rescues and proved tobe the most reliable method of transportuntil the mid-1960s.Between 1962 and 1963, select Seabees
underwent training to receive certificationas nuclear power plant operators in prep-aration for the installation of the PM-3Apower plant atMcMurdo Station. Shippedto Antarctica in pre-fabricated 15-tonpackages, and installed by Martin Mari-etta and Seabees, the reactor used enricheduranium and generated enough power tosupply 1,500 net kilowatts of electricity.Originally installed to decrease the needfor petroleum products, the power plantwas built to make McMurdo as indepen-dent as a nuclear submarine. The reactorwas shut down in October of 1973 andwas subsequently dismantled and removedfrom the ice. The control panel from thereactor is part of the new exhibit at themuseum.
