2017 Arts Education Grants Score Sheet Applicant: Parlando School for the Arts Average of Jury Panel Scores: 35.25

Questions and Comments from the Arts Commissioners Benefit to Students Felicia An especially rich, immersive program for underserved students. How many

students will participate?

Tamil I believe this program is unique and the students will be greatly benefited.

Mark No comments

Kathleen I see huge potential benefit for students of any age or circumstances, but especially kids who attend Boulder Preparatory School, to find stability and affirmation in their lives through artistic self-expression. Parlando's program offers a whole semester of opportunities to explore music and painting with professional artists, and it sounds like a lot of fun!

Heather Where will the gallery "opening" be held? Will it be open to the public at any point? It would be wonderful to try to coordinate with existing efforts like First Fridays for the exhibition.

Alan maybe i missed it, but i didn't read anywhere how many students are contacted during the project.

Alice How many students will participate? How will they be selected. This information would be very helpful. Also, how can students not in the senior class interface in the future with this type of artistic program since the school has no structure art curriculum.

Cindy No comments

Complementing Curriculum and Offerings Felicia Please describe how the curriculum meets school arts standards.

Tamil Definitely complementing the offerings at the school.

Mark No comments

Kathleen This music and expressionist painting program fills a gap in Boulder Prep's curriculum. As a small school, it would not normally be able to offer such a program with high-caliber professional artists.

Heather No comments

Alan as for art in the curriculum, this fills a need. it would be better to see how this incorporates art into the entire curriculum, since over time, incorporating art into other aspects of education will be more sustainable.

Cindy The goals of this program are fantastic and I fully support them, but I would like to learn about how this program ties to state content standards in (visual) art - whether it enhances (or goes beyond, outside of) state standards or contributes content standard education.

Proposed Outcomes and Evaluation Strategy Felicia Can you explain what was learned in the pilot? What were the outcomes of the

pilot?

Tamil No comments

Mark This needs specifics. There should be a final critique component to this workshop. This can come from Mr's Dunham & Day and even a student directed self critique session. The instructors should have requirements / standards in place that give the students goals

Kathleen The proposed outcomes include two to three musical compositions and paintings from each student. I'd like to know how many students might participate, and can be accommodated in the music class and in the painting studio? How would students be selected for this program if there are more that want to participate than room to accommodate them?

Heather No comments

Alan the project is qualitatively presented. there is no quantitative evaluation except that an unspecified number of students will write two or three compositions and make two or three paintings.

Alice No comments

Cindy No comments

Artistic Excellence Felicia How will you determine artistic excellence? Will there be professional critique of

the finished products? How will you curate the art/music show i.e. Are there prizes or awards? Will the teachers provide critical response?

Tamil No comments

Mark No comments

Kathleen The basis for the program seems well thought-through, and the musician and painter working with students have excellent credentials.

Heather No comments

Alan the staff is artistically excellent

Alice Resumes for Will Day and Russell Durham should be included to complement what you have briefly described about their respective artistic backgrounds.

Mark Even though they have received funding in the past 5 years, I gave Parlando the full score of 4 due to reaching an at risk population. "Nearly half the students at Boulder Prep come from low income homes and 15% are actually considered homeless. 45% of the population is [comprised of] students of color. We recognize the value of arts in rehabilitating students who have given up on education and even themselves."

Kathleen The music and arts classes Parlando outlines for Boulder Prep students support a diverse and inclusive school program that typically is underserved in arts programming.

Heather No comments

Alan No comments

Alice Received a "3" since they have already received funding in this cycle

Cindy Due to the fact that Parlando currently receives funding from BAC, I scored this at 50%. I LOVE that they have created this program at Boulder Prep, that they have made it accessible by arranging transportation for the students (which was my first question when I began reading this application).

Benefit to Students Felicia

Will increase exposure to creative writing. Enhance existing school work. Provide further opportunities. But unsure how she can accommodate 607 students of Casey as stated. I assume not all will want to participate but what is a reasonable number who could be appropriately accommodated.

Tamil No comments

Mark No comments

Kathleen

The Casey Creative Writing Club would offer students a block of time every week during the school year to write creatively with help from a professional writer and creative writing teacher. The class would offer a constructive and creative activity for late-start Wednesdays.

Heather No comments

Alan

i like the idea, but the narrative indicates it could be attended by as many as 600 students. i think there's a workability issue with the project. seems like a big task for one person to facilitate a group larger than a dozen or so. in which case, the dollar to student ratio impact isn't great.

Alice No comments

Cindy

Sounds like an exciting project that could benefit students greatly, but I'm curious how you will get students to participate.

Complementing Curriculum and Offerings Felicia

Complements curriculum, Language Arts. Anything else to add about what students will experience. How will they understand value?

Tamil No comments

Mark No comments

Kathleen

The project would enhance Casey's language arts program and provide concentrated time to write creatively every week. The instructor would work with Casey language arts teachers on content and skills to cover in the club.

Heather No comments

Alan

based on the uncertainty of the size and type of club - intermittent or established - it's tough to determine how this adds to the existing curriculum.

Alice No comments

Cindy Could benefit from a direct tie to state education standards.

Felicia Students will have something to do during Late Start. Will take attendance and have students evaluate. What are more specific goals like how many pieces of writing will students be expected to produce? Will they receive individual feedback?

Tamil No comments

Mark No comments

Kathleen

For students to enhance their writing skills, some individual guidance and evaluation would be helpful. Question: the applicant has proposed that no students would be turned away, but how would the instructor handle a potentially large number of students attending the club from the 600+ student body?

Heather No comments

Alan pretty good evaluation methods

Alice It might be better to get student input every month or every other month in order to better access what is working for them and what is not instead of waiting until the end of the semester. Tweaking it as you go along would probably have more immediate benefits.

Cindy

Could use a more concrete evaluation plan, to show to what extent goals are reached through program.

Benefit to Students Felicia

A powerful way to entice students into the arts and to demonstrate creativity. Love this project. Why Boulder High? Is it open to public? How do you serve hundreds in the one hour intensives. Are there really hundreds who participate? Who comes up with the technical and design plans? To what degree do students implement plans? How do you divide up the work? What happens to what they write? I assume the project is happening in 2018? Was 2017 a typo? Is just one car produced? Does it have to be operatable? Are special permits required to move the car around like at the parade?

Tamil No comments

Mark Recusing

Kathleen

The Artcar sounds like a fabulous project--bizarre, fun, but also could teach art students a lot about working in different mediums, such as welding and using found objects in a large-scale sculpture. I think it would have broad appeal to Boulder High students, would inspire students to take on weird art experiments, and attract a lot of attention to the BHS art department, especially through the Lights of December parade in Boulder.

Heather

Please provide a ballpark number of students that will be involved with the project at Boulder High in the creation phase.

Alan i like that it is a hands on practical project that includes a 'career education' approach.

Alice No comments

Cindy

What a fun and unique project! I like that there is collaboration with other art car artists and student exposure to multiple artists working in different media and modalities in the real world. Are these collaborating artists confirmed?

Complementing Curriculum and Offerings Felicia

I'm sure there is complementing curriculum. But what is it? Will Kate provide the curriculum structure? As well as help evaluate the project?

Tamil No comments

Mark Recusing

Kathleen

Probably fills in the gap of teaching how to make bizarre large art installations. I think this could be a highlight of making art at BHS for a lot of students.

Alice No comments

Cindy

How does this tie into state education standards? Where does metal fabrication take place? If it’s off campus, how do students get there?

Proposed Outcomes and Evaluation Strategy Felicia

How will student participation be evaluated? Will they be evaluated by artists? By themselves? What do the come away with in terms of artistic and technical production?

Tamil No comments

Mark Recusing

Kathleen

I like the fact that students would write about the Artcar experience and make a journal that accompanies the project. I also like the follow-up survey of students (and teachers?) for lessons learned. I really like the suggestion that the car could be purchased or auctioned to support the BHS art program. Could Mark Moffett work to help make that happen? Also, who might be the other funder for the project? Will the project proceed if no other funders are found?

Heather

"Participants will be given an evaluation of the workshop" by whom? This section is a little confusing--how will the project organizers be evaluated (as opposed to the students who participate)? Will the student participants be asked to evaluate their experience?

Alan evaluation is thin. how do we tell if the students learned anything?

This installation could enhance current art classes and the experience of art at Naropa and CU, and how students might learn new skills regarding fabricating and putting together an art installation.

Heather No comments

Alan this project is arts education, but maybe it should be resubmitted as a project grant.

Alice No comments

Cindy This seems more like a project grant project than an arts education grant project. The fact that is takes place on a university campus seems almost incidental.

Complementing Curriculum and Offerings Felicia

I don't know if this project is eligible or not. These are college students. The criteria refer to "children," Boulder school students.

Tamil No comments

Mark No comments

Kathleen

The project would fill in a gap in Naropa's art program and complement CU's curriculum on hands-on making an installation with professional artists.

Heather No comments

Alan

it is a project and sounds like it includes a few students as 'intern' type learners. there is a community education component.

Teacher and student testimonials indicate that Todd Mitchell inspires students, engages them in writing and creative thinking. By talking about being a writer, teacher, and published author, he would inspire students at Columbine and Whittier to imagine themselves as authors.

Heather No comments

Alan

this is generally a very well constructed grant application. i can tell the writer is a good storyteller. who was the author you eventually met as a youth who changed your life?

Alice No comments

Cindy

This seems like a really great opportunity for students to interact with a real live artist/author, which I love. I also love more books for kids.

Complementing Curriculum and Offerings Felicia No comments

Tamil Who are the authors you will bring?

Mark No comments

Todd Mitchell's proposed workshops with students would complement the BVSD curriculum for elementary school writing and literature classes.

Heather No comments

Alice No comments

Cindy

Tying this program to state educations standards (whether it helps educators meet them or seeks to reach beyond those standards to teach something important that is not covered by the standards) would go a long way for me and I will increase my score for this program in the Complementing Curriculum category if you do that.

Outcomes sound reasonable and achievable. Evaluations apparently would be left to teachers?

Heather

What motivations do the teachers have to conduct any of the forms of evaluation listed? What evaluation will the author perform and report on as part of the final report for this grant, if funded? The strategies listed put the work of project evaluation on teachers, but no funding for their time and effort is budgeted, and the application suggests only that his visits might be evaluated in the ways listed.

Alan

a very succinct and precise set of measurements, although not much on the methodology in the section

Alice Maybe for the evaluation you could also have a brief but very specific questionnaire for students with detailed questions about what worked and did not work for them, would they recommend the program to a friend etc. etc.

Cindy

Proposed outcomes seem great, but evaluation is left to the teachers - will that information be collected (and how), to gauge the success of your program? If you have a plan for that and (more importantly) teacher buy-in, I will raise my score for the Outcomes and Evaluations category.

Benefit to Students Felicia

Provides after school music and personal development instruction at Columbine. Purpose is to create Mariachi band. Concerned about financial viability. Budget shows $17,000 in expense with only $4,550 in income.

Tamil No comments

Mark No comments

Kathleen

The MUSE program of after-school instruction in instrumental music and choral singing, based on the El Sistema program, has clearly offered opportunities for the 38 students enrolled in the program at Columbine Elementary School. A Boulder Arts Commission grant would benefit individual students and the whole school by funding teachers for another 22 students, or 60 students total. This after school music program is offered free to students and has resulted in a number of enrolled students receiving scholarships to Rocky Ridge Music School. The program encourages self-esteem, discipline, responsibility, artistic expression, and other aspects of healthy personal development for young students, many of them second-language learners from Northern Mexico, who wouldn't otherwise have opportunities to play in an orchestra and sing in a chorus.

Heather No comments

Alan

the students benefiting are around 40. i'm wondering how to replicate this through the school to get more kids involved, maybe through adding this as an overarching curricula component

Alice No comments

Cindy This seems like a great program. Are there any plans for expanding beyond Columbine?

Complementing Curriculum and Offerings Felicia No comments

Tamil No comments

Mark No comments

Kathleen

The MUSE program complements the BVSD music curriculum, and offers students the opportunity for instrumental and choral instruction in much smaller groups (5 students per teacher) rather than large classes. The program also fills a gap after school three days a week with a healthy arts-based program in which kids learn important skills and work toward personal development as musicians and performers.

Kathleen I love the idea of students spontaneously playing these instruments at Manhattan Middle School, in an outdoor setting that allows other children and adults to use the music garden. I also love the fact that students and their families and teachers, supported by the PTO, have installed this music garden and would do the installation on the tenor marimba--teamwork to benefit students. I also agree with the applicant's statement, "Middle school is a hard time, and more opportunity to play music will be stress relieving." and happiness inducing.

Heather The scores here and for 2 and 3 reflect comparative values: students' casual encounters with an additional musical instrument on campus will not have the academic impacts of other proposed projects competing for this funding.

Alan

i like that the school has an arts in education philosophy that incorporates arts and creativity in its entire curriculum. that being said, i'd like to see more intentionality about how the instrument garden is incorporated into each class - maybe math class has something about intervals, or english class has writing assignment about the marimba, etc. i didn't know marimbas cost so much. i would think the applicant would want to be sure lots of kids would learn to play it.

Alice No comments

Cindy I love this project. Having experienced teaching in middle school and being the mother of school-aged children, I recognize the benefits of making art (including the ability to create music) accessible to kids is a great start to building a love for and appreciation of the arts. By creating this space on the school grounds, but outside and accessible to all, boundaries to participation are broken down and a more approachable space for individual expression is created.

By making this music garden accessible to students every day as they enter and exit school, as well as to the public in the neighborhood, it creates an opportunity for music exploration outside traditional classroom scenarios and with nontraditional instruments. I like that the project, while non-traditional in it's implementation, is still tied to state education standards, which are specifically stated in the application. I am excited to see how this space grows as a place to conduct concerts and share music with the school and greater community. Again, as the mother of school-aged children in BVSD, I have seen the (sometimes sad) state of musical instruments available in our schools and I fully support greater funding of any and every type of instrument to be made available to students in our schools.

Kathleen

I like the proposed outcomes that students will learn to play instruments instinctively, and this addition to the instrument garden will help remove barriers for playing music for children who might otherwise not play - thus exposing more children to playing music. Music teachers at Manhattan would be able to use the instruments for class activities, but would they also evaluate student outcomes?

Heather No comments

Alan

since it sounds like the garden is used 'by chance' the observational evaluation is about all there is.

Alice No comments

Kathleen Making music as self-expression is an excellent artistic endeavor.

Heather No comments

Alan the school itself is artistically excellent, but this project could be better.

Alice This is difficult to score.

Cindy While professional artists are not involved in the implementation of this project, I like that a high quality instrument is being sought for the garden. I like that one goal is to tie in traditional music classes to the space and create programming that incorporates both traditional instruments found in music class along with the music garden and it's instruments.

Tamil No comments

Mark Let me start by acknowledging the positive impact that E-Town has had on this community. I greatly respect this institution. The scores for "Benefit to Students" and "Complementing Curriculum and Offerings" are due to the small number of students that will actually benefit from this grant. Starting with 20-30 invited to perform then narrowed to 5 finalists that are accepted into the program. Based on your budget of $55,800 that translates into $11,160 per finalist. Knowing that the production / recording / coaching costs that drive this budget are "the nature of the beast", but I cannot give these categories a higher score.

Kathleen No comments

Heather This program serves a very small number of students with an in-depth learning process; the program reach is very limited.

Alan i like the project and mostly like how the application makes the case using the bvsd arts education criteria and particularly the extracurricular component. the downside is that it is a juried process and only a small handful of students gain direct benefit.

Benefit to Students Felicia Please indicate what venues are possibilities, what relationships or partnerships

Tamil Where will they be performing? Which schools? How many students? Ages?

Mark Schools and student groups need to be identified. A relationship with BVSD needs to be established before I can give this a higher score. That aside I think that this would be a wonderful opportunity for Boulder students to learn from and form friendships.

Kathleen This Boulder sister city project with a group of young artists in Nicaragua has great potential, but it's not clear to me how the program will work with local students. Is there an agreement with BVSD, Intercambio, or other institutions or organizations to offer workshops or teaching events during the time the Nicaraguan artists are here?

Heather Not clear how having visiting student artists will benefit Boulder students from information given.

Alan i like the project, but it seems to be heavy on the school in Nicaragua and light on any schools in boulder.

Alice No comments

Complementing Curriculum and Offerings Felicia Have you worked with BVSD to determine how programs might complement

Tamil For how long they will be available?

Mark Showing how a poor community in Nicaragua embraces the arts and their artists would provide valuable insight on importance of the arts to our affluent community. Needs more detail than the completion of a community mural.

Kathleen Could you clarify how the Nicaraguan artists would work with local students, and who/which organizations would collaborate on the mural project? The application refers to art, dance, and music, and the idea of bringing three artists to Boulder: would each of the artists teach/perform in all the media? Would they also work on the mural? Do you have a location for the mural, and have you worked out an agreement with the city (if public) or private property owner?

Page 36: Applicant: Parlando School for the Arts Average of Jury ... · Applicant: Parlando School for the Arts Average of Jury Panel Scores: 35.25 Questions and Comments from the Arts Commissioners

36 | P a g e

Heather Application lacks specifics on how cross-cultural communication will develop. How will language barriers be addressed? In which classes (art, foreign language, other) will these interactions take place?

Alan it does fill gaps, particularly with regards to multiculturalism

Alice I imagine this would be a unique, one-off curriculum enrichment program. Letters of support from Boulder schools and organizations, even though you don't know for sure if this project will be funded, would make this a much stronger grant proposal. Talk with professors at CU in Latin American Studies for more support. Reach out to more groups/orgs for support. After looking at the photo presentation I think a culinary exchange/demonstration is also in order.

Cindy There is no item in budget for the rental cost of space in which to hold classes or demonstrations, nor is there any established partnership with organizations that might be interested and/or have the space to do that. While I believe there are several locations that could benefit from a mural, there is no venue chosen for that, either. Before suggesting funding for this project, I think it is important to have venues secured and support of local public schools for the program.

Proposed Outcomes and Evaluation Strategy Felicia Will students and teachers be asked to evaluate the programs in which they

participate? Will there be follow up? Do you know if this will be an annual exchange? Any thought about ever sending Boulder artists to Nicaragua?

Tamil Not clear

Heather Project's vision seems grander in proposal than can be executed by a few visiting artists in a brief timespan. Classes, demonstrations, public mural creation, and school and community outreach are a lot to accomplish in a short visit. Detailed plan is lacking.

Alan since the narrative doesn't address the schools or students in boulder, it's not clear

Alice Maybe ask Boulder students to write a brief essay about how this experience affected them vis a vis their perception of the culture/art from another country, differences and similarities between the two cultures re art and will this experience have any lasting impact on how they personally create or view art, dance, music, etc. What age/grades to you hope to connect with, how many Boulder schools will you try to work with and how will you ask Boulder teachers to assess the benefits of the exchange.

Heather No comments

Alan i generally like the project and the artist in residency. the narrative is unclear about the numbers of students benefiting - they are identified as 'x number' of students. there is direct benefit to orchestra members and their families, but unclear about how the performances will be learning experiences. what come to mind for me are the leonard bernstein youth concerts - basically rehearsals - where he turns to the audience and talks about music to the audience members. there is lots of commotion, chatter, and exchanges. i see this as a straight-forward performance. will midori be in the classrooms or presenting school assemblies or just to the music classes?

Kathleen I like the intent to survey students, including their previous exposure to the arts (both from in-school classes and out-of-school arts experiences) to understand the gap in each student's arts education. I also like that students and teachers will assess themselves before and after the program on growth in pottery skills, social/emotional growth and understanding, and skills like critical thinking and working independently.

Heather Program outcomes and evaluation as listed are fine; would raise this score if a project budget is provided so that we can see costs specific to running YSI classes rather than entire Pottery Lab.

Alan pretty good evaluation - at least mentioning pre and post testing.

Kathleen The Studio Arts program for the Youth Services Initiative would reach more kids, the vast majority of whom are Latino, and many from low-income households.

Alan the group has received funding before, but this project is one that has a good arts education mix.

Cindy I know that YSI provides transportation, so I am giving this a 4 for equity - providing free art experiences, coupled with the ability for students to access those free experiences easily makes for an equitable program.

Benefit to Students Felicia Need more detail on what is being taught, which disciplines, when, for how many

hours, what age groups, etc. Appreciate inclusion of parent support. How is that actualized?

Heather Because no specific projects are listed beyond potential school partner names, benefits given are very general to arts education.

Alan the budget is boulder-specific but thin on explanation.

Alice No comments

Cindy It sounds like this organization does great stuff and they have some good numbers to back up their impact, but the project they are proposing is unclear. I would like more information about the specifics of these artist residencies. Project narrative doesn't describe what the project looks like.

Complementing Curriculum and Offerings Felicia Applicant says that program is based on CO Academic Standards. Can you be

more specific?

Tamil Definitely complementing the offerings at the school.

Mark Recusing

Kathleen Letters of support from University Hill and Flatiron elementary schools indicate that Think 360 Arts for Learning has brought talented and inspirational artists to Boulder schools to complement and fill in gaps in curriculum.

Heather Lack of specificity. Which classes will you be in, at which grade levels, to supplement which curricula?

Alan the project generally meets the criteria, but on a one-size-fits-all basis. are the three people on the participants list the artists in residence?

Alice No comments

Cindy It's hard to tell as the application doesn't really describe what the residency program consists of. The application has some good information regarding the impact of their programming, but I have no idea what the residency program looks like. It sounds like a good project and I support the idea of artists in our schools, sharing their knowledge and expertise, but I would appreciate a bit more information about what happens during these residencies - how many student

contact hours? What types of artists? How do they interact with teachers? I would love more information to correctly rate this application. I love that they tie outcomes to Colorado state education standards, I'd like more specifics about what standards and how they do that. While it sounds like many modalities and media is covered by their programming, some anecdotal info would be good to show how standards are applied and executed to the residencies. I will raise this score if specifics of the project are made more clear.

Proposed Outcomes and Evaluation Strategy Felicia What is actually being presented to students?

Kathleen How does the program work with teachers and administrators to assess impact?

Heather Lack of specifics about how Boulder projects will be evaluated. In future, you could submit past evaluation results as attachments to give samples of the types of evaluations you conduct.

kind of art is presented at each school? Teachers?

Cindy I like that they have a training program for the artists they employ for these residencies, which sounds like it includes some education on state standards, which is important for schools to meet. The large list of collaborators indicates strong artistic excellence.

Boulder Focus Felicia Three residences in 3 different BVSD schools.

Kathleen Though not based in Boulder, the program has ties with schools in Boulder. Could you place artists/performers in Boulder schools who specifically live and work within the city of Boulder, to emphasize that artists live and breathe among us,

and students can become artists, too, like their neighbors? That would also offer employment opportunities to more Boulder artists.

Cindy This project will definitely serve Boulder schools. I wonder if the artists employed as resident artists will be chosen from Boulder area artists?

selected for individual cultures of schools?

Kathleen University Hill in particular has a very diverse student body. Would the 360 programs be offered at Uni-Hill, Flatirons, and Boulder High? Or in some other public school in Boulder with diverse students and high socio-economic need?

Alan has not received funding

Cindy I like the focus on Title 1 schools and the fact that this is executed through the public school system, which makes it accessible to all students, especially those who may be underserved.
