Grand Bauhinia Medal (GBM)

The Honourable Mr Justice TANG Ching, Robert, SBS, JP

Mr Justice TANG joined the Judiciary in 2004. Currently a Permanent Judge

of the Court of Final Appeal, he has served in the Judiciary for over 14 years.

Mr Justice TANG has chaired important committees within the Judiciary

dealing with, for example, the terms and conditions of service of judges, the

extension of the retirement age of judges and legal education. As his

judgments show, Mr Justice TANG’s contributions to the jurisprudence of Hong

Kong has been significant. He is awarded GBM in recognition of his

Mr CHEUNG Hok-ming, GBS, JP

Mr CHEUNG is awarded GBM in recognition of his distinguished and long

public and community service, particularly his dedication and significant

contributions to the development of district administration. During the various

stages of his public service, particularly as a member of the Executive Council

and the Legislative Council, Mr CHEUNG rendered staunch support and

invaluable advice to the Government and made significant contributions to

policy decision-making, particularly in respect of the development of the New

Territories and the rural development. As a leading figure in the New

Territories, Mr CHEUNG has united different sectors in the New Territories to

jointly promote the welfare of the residents of the New Territories. Mr

Mr CHAN Yau-hing, Robin, GBS, JP

Mr CHAN is a successful entrepreneur with great achievements in the insurance

industry as well as a philanthropist. He is dedicated to the nurturing of young

talents for the insurance industry and has contributed to the development of the

Hong Kong insurance industry. Mr CHAN devotes himself to philanthropic

initiatives. Under his steer, his conglomerate has been dedicated to various

charitable causes and invested in venture philanthropic organisations to provide

financial and other support to social-purpose organisations or social enterprises

in Hong Kong. Mr CHAN wholeheartedly promotes the cohesiveness of

overseas Chinese and Chinese culture. On the community front, he displays

enthusiasm in enhancing the cohesiveness of clansmen. Mr CHAN is awarded

GBM in recognition of his outstanding and meritorious contributions to the

community.

Professor YOUNG Rosie T T, GBS, JP

Professor YOUNG is a world-renowned educationist and researcher in medicine

and one of the top authorities on endocrinology worldwide. She has received

numerous honours for her exemplary work in the scientific and medical fields.

Her research in diabetes mellitus, carbohydrate metabolism in liver disease,

thyrotoxicosis and thyrotoxic periodic paralysis has led to improved treatments

that help save lives and reduce the suffering of patients. Professor YOUNG

joined the University of Hong Kong in 1954. Although having retired for

nearly 20 years, she has continued to serve the University and young people in

Hong Kong, and stays active in passing her knowledge and experience to the

younger generation of medical professionals. Her tireless devotion and

valuable contributions to public health and education has brought her utmost

respect from the community. She is awarded GBM in recognition of her

exemplary work in education and the medical field.

Gold Bauhinia Star (GBS)

The Right Honourable the Lord NEUBERGER of Abbotsbury

Lord NEUBERGER, currently a Non-Permanent Judge from Another Common

Law Jurisdiction of the Hong Kong Court of Final Appeal, has served in the

Judiciary for over nine years. He has written extremely significant judgments

on behalf of the Court of Final Appeal. His support for Hong Kong has been

both immense and enthusiastic. He has spoken about the existence and

integrity of the rule of law in Hong Kong in the many out-of-court speeches he

has given both in and outside Hong Kong. He is, and has always been, a very

strong supporter of the Hong Kong Judiciary. Lord NEUBERGER is awarded

GBS in recognition of his dedicated and distinguished service in the Judiciary.

Mr LIN Sun-mo, Willy, SBS, JP

Mr LIN is awarded GBS in recognition of his outstanding contributions to the

industrial development in Hong Kong, particularly as the Chairman of the Hong

Kong Productivity Council since August 2016. Mr LIN has been actively

promoting the local industrial development, rendering staunch support to the

administration of the Dedicated Fund on Branding, Upgrading and Domestic

Sales, assisting Hong Kong enterprises in enhancing their competitiveness and

furthering their business development in the Mainland market. Mr LIN has

been very active in advisory and statutory bodies relating to industrial support.

He has been a respected adviser to the Government on matters relating to the

promotion of innovation and technology development and re-industrialisation in

Hong Kong, and contributing notably to the development of strategies and

measures to enhance co-operation and co-ordination among stakeholders.

Mr HON Chi-keung, JP

Mr HON, currently the Permanent Secretary for Development (Works), has

served in the Government and the Hong Kong community for over 34 years.

He has made exemplary contributions to the areas of infrastructure development,

increasing land supply initiatives, promotion of quality improvements in the

construction industry and development of heritage conservation and greening

policies. Throughout Mr HON’s career, he has demonstrated integrity,

exemplary commitment to serve as well as distinguished administration and

leadership skills. His contribution to the community is highly regarded both

within and outside the Government. Mr HON is awarded GBS in recognition

of his loyal and distinguished service to the Government and the Hong Kong

community.

Mr FONG Yun-wah, Henry, SBS, JP

Mr FONG is awarded GBS in recognition of his long and distinguished

community service, particularly his dedication and significant contributions to

hundreds of community projects covering education, medical services, elderly

care and child care services and community building in the Mainland, Hong

Kong, Macao and Taiwan. As a successful and respectable entrepreneur with

remarkable achievements in the business sector, Mr FONG has given generous

Mr Thomas Brian STEVENSON, SBS, JP

Mr STEVENSON is awarded GBS in recognition of his long-standing

distinguished public and community service, in particular his significant

contributions to charities, horse racing and sports. Under Mr STEVENSON’s

visionary leadership as Deputy Chairman (2008-2010) and then Chairman

(2010-2014), The Hong Kong Jockey Club has advanced as a world leader in

horse racing as well as a premier charity and the largest community benefactor

in Hong Kong. Mr STEVENSON has also played a crucial role in developing

Rugby sports in Hong Kong. Under his leadership as the President of the Hong

Kong Rugby Union from 2001 to 2016, the Hong Kong Sevens has become an

internationally acclaimed sporting event and is a highlight of our sports calendar.

Professor YUEN Kwok-yung, SBS, JP

Professor YUEN is a world-renowned microbiologist and clinician who has

made exemplary contributions to the research and control of emerging infectious

diseases. Throughout the years, Professor YUEN has designed more than 100

rapid and accurate diagnostic tests for different kinds of microbial infections.

Moreover, he has also found novel antiviral treatment against influenza A viral

infection. All along, Professor YUEN attends to patients suffering from the

most difficult infectious diseases, and personally teaches and trains specialists in

the field of clinical microbiology and infectious diseases. He also provides

expert advice to the Government on the formulation of comprehensive and

effective strategies to reinforce the local health protection system and tackle the

threat of antimicrobial resistance to public health. Professor YUEN is awarded

GBS in recognition of his long and outstanding contributions to the development

of public health protection and medical advancement in Hong Kong.

Mr Charles Nicholas BROOKE, SBS, JP

Mr BROOKE is a renowned surveyor whose achievement and status are well

recognised in the industry. He has contributed significantly to the advancement

of harbourfront enhancement in Hong Kong. Mr BROOKE has been the

Chairman of the Harbourfront Commission (HC) since its establishment in 2010.

He has contributed tremendously in leading the HC in providing advice to the

Government and private proponents on harbourfront development to beautify

and enhance the Victoria Harbour as well as its harbourfront areas for the

enjoyment of residents and visitors alike. Mr BROOKE is awarded GBS in

recognition of his distinguished and long public service.

Mr CHENG Wai-sun, Edward, SBS, JP

Mr CHENG is awarded GBS in recognition of his dedicated and distinguished

public and community service, in particular his significant contributions to the

higher education sector in his capacity as the Chairman of the University Grants

Committee (UGC). The “3+3+4” academic structure was smoothly

implemented in the higher education sector in 2012/13. This was a landmark

milestone of Hong Kong’s education reform. Under his leadership, the

UGC-funded universities successfully implemented the new academic structure,

which was due in no small measure to Mr CHENG’s close attention to every

aspect of the change. In reflection of his dedication to higher education, Mr

CHENG made exemplary effort in strengthening the pursuit of various important

initiatives, including teaching and learning as well as internationalisation.

Mr KUNG Lin-cheng, Leo, BBS, JP

Mr KUNG is awarded GBS in recognition of his profound contributions to the

Ocean Park and Hong Kong’s tourism development. He has been serving as a

Member of the Board of Ocean Park Corporation (OPC) since 2003 and took

over the Chairmanship in 2014. Mr KUNG has demonstrated excellent

leadership in successfully leading the various development projects of OPC.

He has also steered the OPC management in the formulation of new strategies to

enhance the Park’s competitiveness and strengthen its promotion efforts in key

source markets. Mr KUNG has actively participated in the West Kowloon

Cultural District (WKCD) project. With in-depth knowledge of banking and

financial services, Mr KUNG has provided sterling contribution and

instrumental leadership to the formulation of the investment strategy for the

WKCD Authority.

The Honourable Mr Justice Michael Victor LUNN

Mr Justice LUNN joined the Judiciary in 2003. He was appointed a Justice of

Appeal of the Court of Appeal of the High Court in 2011, and was appointed

Vice President of the Court of Appeal of the High Court in 2014. During his

judicial career, Mr Justice LUNN has handled many high profile and difficult

criminal cases. His numerous judgments testify to the significant contribution

he has made to the law in Hong Kong. He has been in charge of the important

task of updating specimen directions given to the jury in criminal cases. By

itself, this is a massive contribution to the criminal law in Hong Kong. Mr

Justice LUNN is awarded GBS in recognition of his dedicated and distinguished

service in the Judiciary for 15 years.

Silver Bauhinia Star (SBS)

Dr the Honourable CHIANG Lai-wan, Ann, JP

Dr CHIANG is awarded SBS in recognition of her distinguished public and

community service over the past three decades, particularly her active and

extensive participation in public affairs. As a successful industrialist and

businesswoman who supports the industrial development in Hong Kong, Dr

CHIANG is well respected in the industrial and business sectors. She has

actively participated in education and women affairs, and takes a keen interest

in issues concerning the Kowloon West region. Dr CHIANG has also served

on many public bodies, boards and committees over the years.

Professor WONG Yuk-shan, BBS, JP

Professor WONG is awarded SBS for his long-standing dedication and

contributions to public service through his participation in various major

government advisory and statutory bodies, in particular as the Chairman of the

Consumer Council. Under Professor WONG’s chairmanship since 2013, the

Consumer Council released a series of influential study reports, enhanced

engagement with consumers, and provided useful advice to the Government on

consumer protection issues. Professor WONG has made tremendous

contributions to the work of the Consumer Council in furthering the interest of

consumers in Hong Kong. Professor WONG has also been very active in the

development of basic education and local higher education system.

Mr TSANG Keung

Mr TSANG is awarded SBS for his distinguished and dedicated service to the

Government and the Hong Kong community, in particular his contributions to

international law matters in Hong Kong. Mr TSANG is currently the Law

Officer (International Law) of the Department of Justice and has served in the

Government for over 19 years. With strong professional capacity, substantial

expertise in the area of international law and excellent advisory skills, he excels

in handling complex legal issues and provides solid legal support to various

government bureaux and departments.

Mr LAM Kwok-leung, CSDSM

Mr LAM is awarded SBS for his distinguished and dedicated service to the

Government and the Hong Kong community. In particular, he has

demonstrated exemplary leadership and made significant contributions in

steering the Correctional Services Department to rise to new challenges and

achieve wide recognition for its professionalism and initiatives both locally and

internationally. Mr LAM is currently the Commissioner of Correctional

Services and has served in the Government for over 34 years.

Mr YIP Wing-shing, David, BBS, MH, JP

Mr YIP is a well-respected leader in district administration and community

service. He is committed to serving and leading the Central and Western

District Council, of which he was a member from 2008 to 2011 and has been

the Chairman since 2012. Under his leadership, Mr Yip has enhanced the

governance of the District Council, enabling it to hold constructive discussions,

with diverse and balanced views, on district affairs. Mr YIP is keen on youth

work and has made outstanding contributions to the Commission on Youth

since 2010. He is also active in sports promotion and religious development

through his work with the Sports Commission and Tung Sin Tan, a charity of

Taoist background based in the Central and Western district. Mr YIP is

awarded SBS in recognition of his distinguished public and community service.

Mr WONG Ming-yam, BBS, JP

Mr WONG is awarded SBS for his distinguished public service and his

long-term and exemplary contributions to promoting innovation and

technology development in Hong Kong. Since his appointment as the Board

Chairman of the Hong Kong Applied Science and Technology Research

Institute Company Limited (ASTRI) in 2013, Mr WONG has been steering the

Board to set the policy and strategic directions for ASTRI and leading ASTRI

to strengthen its corporate governance, research capabilities, commercialisation

of research and development results, among others, to build up the branding of

ASTRI. With his ample experience in leading and managing technology

entities, he has made significant contributions to holding together some 600

staff members at ASTRI and driving the organisation forward in enhancing

Hong Kong’s competitiveness in technology-based industries.

Mr KWOK Chun-wah, Jimmy, BBS, MH, JP

Mr KWOK is awarded SBS for his outstanding contributions to the industrial

development of Hong Kong. Under his able leadership as the Chairman, the

Federation of Hong Kong Industries has played an active role in enhancing the

competitiveness of Hong Kong’s industry. With his rich knowledge of, and

extensive connections in, the manufacturing sector, Mr KWOK proactively

reflected the industry’s views and suggestions to the Government on issues

affecting the industrial sector. Mr KWOK has also offered valuable advice to

the Government through his participation in various advisory and statutory

bodies.

Ms CHAN Suk-mei, May, BBS, JP

Ms CHAN is a veteran journalist with a wealth of news experience. She has

taken up leading positions in various media bodies and played a leading role in

pursuing the interests of fellow journalists and raising the standard of media

practitioners. She has made commendable efforts in the setting up of the

Hong Kong News-Expo to promote the development of the news industry.

With her expertise and experience in the media and communications sector, she

has provided valuable advice on manpower training and development of the

mass communications industry, poverty and family related issues. Ms CHAN

is awarded SBS for her notable contributions to the continued promotion of the

development of the news industry, training of young journalists and active

participation in community service.

Mr WONG Kwan-yu, BBS, MH, JP

Mr WONG is awarded SBS for his renowned contributions to the education

sector in Hong Kong over the years. Mr WONG is an experienced education

professional. He is currently the President of the Hong Kong Federation of

Education Workers (HKFEW). Under his leadership, HKFEW provided

balanced views on various important education issues that cover all school

levels. On the higher education front, Mr WONG has served as a Member of

the Council of Lingnan University since 2013 and has provided wise counsel to

the development of the University. Mr WONG has also participated actively

in various advisory committees relating to education and contributed useful

views on education issues.

Mr LO Wing-sang, Vincent, BBS, JP

Mr LO is awarded SBS for his distinguished public and community service,

particularly his significant contributions to the promotion of art, culture and

museum services as well as the development of social welfare services in Hong

Kong. Mr LO has been serving on a wide spectrum of government advisory

bodies. Under his capable leadership, the Museum Advisory Committee

(formerly the Art Museum Advisory Panel) has provided excellent steer on the

strategies to enhance the branding of the Leisure and Cultural Services

Department’s museums and pioneering initiatives in the art field, as well as

sound advice on various aspects for the sustainable development of museum

services. Since 2012, Mr LO has been appointed the Chairman of the Social

Welfare Advisory Committee (SWAC), which has provided invaluable advice

to the Government on social welfare matters. Over the years, Mr LO has

demonstrated exceptional commitment to the work of SWAC, especially the

study on the long-term social welfare planning in Hong Kong.

Mr LAM Tin-sing, Enoch, JP

Mr LAM is awarded SBS for his distinguished and dedicated service to the

Government and the Hong Kong community, particularly in ensuring the

continued provision of a reliable supply of potable water for the people of

Hong Kong, enhancing drinking water safety in Hong Kong and taking forward

the Total Water Management Strategy. He retired as the Director of Water

Supplies after over 35 years of service with the Government.

Mr LEUNG Koon-kee, Anthony, JP

Mr LEUNG is awarded SBS for his distinguished and dedicated service to the

Government and the Hong Kong community. Mr LEUNG enhanced

awareness within the Architectural Services Department of quality

management, environmental protection and occupational safety and health

management. He was fully committed to promoting best practices in the

building industry, thereby elevating the reputation of the Department for design

excellence and technical expertise. Mr LEUNG displayed a high level of

integrity, diligence and professionalism. He retired as the Director of

Architectural Services after over 38 years of service with the Government.

Ms LEUNG Ka-lai, Ada, JP

Ms LEUNG, currently the Director of Intellectual Property, has served in the

Government for over 34 years. She has made exemplary contributions in

enhancing the intellectual property (IP) regime, promoting IP protection and

strengthening Hong Kong’s status as an IP trading hub in the region. Ms

LEUNG is awarded SBS for her distinguished and dedicated service to the

Government and the Hong Kong community.

Mrs CHAN Helen, JP

Mrs CHAN is awarded SBS for her distinguished and dedicated service to the

Government and the Hong Kong community. Mrs CHAN has made

significant contributions to providing professional advice and economic

assessments to government bureaux and departments to facilitate policy

formulation. Mrs CHAN retired as the Government Economist after serving

in the Government for over 32 years.

Mr HUANG Lester Garson, JP

Mr HUANG is awarded SBS for his distinguished and dedicated public and

community service. He has participated extensively in various boards and

committees over the years. Mr HUANG has made tremendous contributions

to the Government’s initiatives on language education and school-based

management policy. He has also provided invaluable expert advice to the

Hospital Authority on matters related to corporate governance, risk

management and key legal issues. On financial services, Mr HUANG has

provided solid support to the work of the Securities and Futures Commission,

and tendered constructive and sensible advice on the work of the Hong Kong

Monetary Authority and the Hong Kong Mortgage Corporation Limited

(HKMC), in particular the promotion of HKMC’s Reverse Mortgage

Programme.

Mr SIU Man-tat, JP

Mr SIU is awarded SBS for his distinguished and dedicated service to the

Government and the Hong Kong community as well as his valuable

contributions to the financial management of the Government. He has upheld

the professionalism of the Treasury, tendered valuable advice on fiscal

sustainability and inspired the Department to be constructive and facilitating in

rising to challenges. He retired as the Director of Accounting Services after

over 35 years of service with the Government.

Mr CHAU Kwok-leung, Alfred, PDSM

Mr CHAU is awarded SBS for his distinguished and dedicated service to the

Government and the Hong Kong community. Mr CHAU joined the Hong

Kong Police Force (the Force) in 1978 and was promoted to Deputy

Commissioner in 2015. He has worked in a wide spectrum of posts both in

Uniform Branch and Criminal Investigation in the Force, and performed his

duties to an extremely high standard. Mr CHAU retired as the Deputy

Commissioner of Police after over 39 years of service with the Government.

Mr LEE Man-tat, BBS

Mr LEE is awarded SBS for his distinguished long-term contributions to

charity and community service in Hong Kong. Mr LEE has established

charity foundations to fund different activities to relieve poverty, support

educational institutions in the Mainland and Hong Kong, and provide

scholarship to support under-privileged students. In addition, his foundations

sponsor and work with various social welfare organisations to hold community

activities to promote and strengthen caring family relationship in Hong Kong.

Mr LEE leads his company to become one of the most prominent Hong

Kong-based manufacturers of Chinese sauces and condiments. He is also

devoted to the promotion of Chinese culture and cuisines over the years.

Dr CHAN Yau-nam, Ian, MH

Dr CHAN is awarded SBS for his outstanding public and community service.

Through his distinguished leadership, he strengthens the ties among the Chiu

Chow community in Hong Kong, the Mainland and overseas to better serve the

community. Dr CHAN has brought new impetus to the development of the

Federation of Hong Kong Chiu Chow Community Organizations as a force to

unite the Chiu Chow clan and promote the Chiu Chow traditional culture

through services to the community. Dr CHAN is especially committed to the

fostering of an inclusive society. He has shown exemplary leadership in

building district network to serve the wider community, and has been using his

influence on the Chiu Chow society to further promote community

development.

Dr POON Sun-cheong, Patrick

Dr POON is awarded SBS for his distinguished public and community service,

particularly his significant contributions to the higher education sector in Hong

Kong. He is a generous donor and an ardent supporter of education. Over

the past three decades, Dr POON has served on many committees and boards

of the Hong Kong Polytechnic University and the University of Hong Kong.

He has made significant financial contributions to the two universities and has

actively participated in their Council and Foundation business.

Medal for Bravery (Silver) (MBS)

Mr LEE Pak-keung

Mr LEE, a Fireman, displayed an act of gallantry of an extremely high order in

the mountain rescue operation at Fei Ngo Shan from 26 to 27 August 2017

during the passage of Typhoon Pakhar. The incident happened at a

mountainous area without proper trail. Mr LEE was one of the first batch of

rescuers who overcame the intractable terrains and adverse weather to locate

and reach the two stranded hikers on the cliff. As one of the hikers was

wounded and could not walk or be removed to a place of safety under the

adverse environment of the mountain at the time, Mr LEE and the other three

team members risked life and limb to stay on the cliff to protect the two hikers

and gave all their raincoats and thermal blankets to the two hikers. Although

battered by strong wind and heavy rain and suffering from hypothermia, Mr

LEE and the other three team members still put the welfare of the two hikers on

top of their own. Mr LEE is awarded MBS in recognition of his tremendous

courage, selflessness, commitment to duty, professionalism and gallantry of an

extremely high order.

Mr WONG Sui-ki

Mr WONG, a Principal Fireman, displayed an act of gallantry of an extremely

high order in the mountain rescue operation at Fei Ngo Shan from 26 to 27

Mr CHAN, an Air Crewman Officer III, displayed an act of gallantry in an

off-shore search and rescue operation to save eight crew members of a stricken

fishing vessel “11506” during the approach of Super Typhoon Hato on

22 August 2017. As the winchman of the rescue helicopter, he was lowered to

the pitching and rolling deck with a tiny foothold to save the survivors under

severe weather conditions and a hostile operating environment. Faced with

the high risk of being hit by obstacles and thrown overboard, Mr CHAN

disconnected himself from the hi-line to prepare all survivors for the rescue,

fought against the waves and wind for over 40 minutes and successfully saved

eight lives. He is awarded MBB in recognition of his display of great

courage, professionalism and selflessness in a highly hazardous environment.

Mr TSANG Chi-ho, MBB

Mr TSANG, an Air Crewman Officer III, displayed an act of gallantry in an

off-shore search and rescue operation to save 14 crew members of a broken and

grounded cargo vessel “XIN KE 11” during the passage of Super Typhoon Hato

on 23 August 2017. As the first winchman of the rescue helicopter, he was

lowered to a tiny landing space on the heavily listed ship deck to save the

distressed 14 survivors under severe weather conditions and a hostile operating

environment. On a few occasions he was nearly hit by obstacles as the ship

deck was rocked by high seas and strong wind. He fought against the waves

and wind for around 30 minutes and successfully saved 14 lives. He is

awarded MBB in recognition of his display of great courage, professionalism

and selflessness in a highly hazardous environment.

Captain WONG Yiu-hong, MBB

Caption WONG, a Senior Pilot, has displayed an act of gallantry in an off-shore

search and rescue operation to save eight crew members of a stricken fishing

vessel “11506” during the approach of Super Typhoon Hato on 22 August 2017.

As the aircraft commander of the rescue helicopter, he showed great courage

and excellent airmanship in flying into known thunderstorm activities and

remaining on scene in severe weather conditions to carry out the rescue while

ensuring the safety of his crew and the aircraft. He successfully led the entire

crew to complete the mission and saved eight survivors. He is awarded MBB

in recognition of his display of immense courage, professionalism and total

commitment during the very difficult and risky operation.

Mr FOK Wai-fung, GMSM

Mr FOK, a Senior Air Crewman Officer, displayed an act of gallantry in an

off-shore search and rescue operation to save two survivors direct from rough

sea during the passage of Super Typhoon Hato on 23 August 2017. As the

first winchman of the rescue helicopter, he was lowered into the choppy sea

covered with debris and diesel fuel for a direct winching rescue of two

exhausted survivors who were struggling in heavy waves of up to five metres.

Despite the severe weather conditions and a risking operating environment, it

took a lot of courage to step out of the helicopter. Mr FOK had no hesitation

to go down to the rough seas repeatedly, fighting against the waves and gale

force winds for nearly 20 minutes and successfully saved two survivors. He is

awarded MBB in recognition of his display of great courage, professionalism

and selflessness in a highly hazardous environment.

Mr LI Ngai

Mr LI, a Senior Station Officer, displayed an act of gallantry in the mountain

rescue operation at Fei Ngo Shan on 27 August 2017 during the passage of

Typhoon Pakhar. The incident occurred in a mountainous area without proper

trail. The operation was full of challenges because of the dense bushes, steep

and rocky cliffs, muddy slopes, loose pebbles, cascades of rainwater, as well as

small-scale landslips. Mr LI led a team to rescue the two stranded hikers, and

exercised utmost caution every step of the way to avert any unforeseeable

danger that might threaten him or his team members proceeding behind him.

He set up a rope system quickly to abseil down to the location of the two hikers

and formulated an evacuation plan. Although he was hit by a rock in the

process, he continued to supervise and coordinate the rescue operation to ensure

its smooth implementation. Mr LI’s contribution was instrumental to the

success of the rescue operation. He is awarded MBB in recognition of his

display of great courage, professionalism and leadership in a highly hazardous

environment.

Mr LEE Shek-hei, Brian

Mr LEE, a Fireman, displayed an act of gallantry during the rescue operation in

a No. 1 Alarm Fire Incident at Yuen Yuen Hok Yuen on 10 September 2017,

during which a female adult had fallen into a structure used for joss paper

incineration. Tasked as the rescue team leader, Mr LEE was the first to dash

into the ashes. He endured pain and high temperature of well over 600

degrees Celsius throughout the rescue operation with the sole objective of

minimising the extent of injury sustained by the wounded and removing her

from danger as quickly as possible. Mr LEE and his team members overcame

the arduous environment inside the ash pool and completed the rescue in less

than six minutes, while he sustained second-degree burns to both of his legs.

Mr LEE is awarded MBB in recognition of his display of great courage,

professionalism and selflessness in a highly hazardous environment.

Mr LIU Kwai-hing

Mr LIU, an Air Crewman Officer III, displayed an act of gallantry in an

off-shore search and rescue operation to save 11 survivors from a sinking cargo

vessel “Hung Tai 176” during the passage of Typhoon Pakhar on 27 August

2017. As the first winchman of the rescue helicopter, he was lowered to a

vessel which was 80% submerged. The remaining deck area where Mr LIU

carried out the rescue operation was subject to the risk of sinking and could be

engulfed by the rough seas anytime, apart from the risk of his being washed off

from the slippery and inclined deck. Under severe weather conditions and a

hostile operating environment, he fought against the waves and wind for around

25 minutes and successfully saved 11 lives. He is awarded MBB in

recognition of his display of great courage, professionalism and selflessness in

a highly hazardous environment.

Mr CHOY Chak-man

Mr CHOY, an Air Crewman Officer III, displayed an act of gallantry in an

off-shore search and rescue operation to save five survivors from a life raft

adrift at sea during the passage of Super Typhoon Hato on 23 August 2017.

As the second winchman of the rescue helicopter, he was lowered to the lift raft

which was crowded, smelly and filled with diesel contaminated sea water.

Under the appalling conditions where the life raft was pitching and rolling on

battering waves like a washing machine, Mr CHOY fought against the waves

and wind with determination and successfully saved five survivors. He is

awarded MBB in recognition of his display of great courage, professionalism

and selflessness in a highly hazardous environment.

Mr ROLFE, a Probationary Constable of Northern Territory Police in Australia,

displayed an act of gallantry during the rescue operation at Hugh

River/Larapinta Drive causeway, Australia on 27 December 2016, during which

a Hong Kong citizen was saved. At the material time, Central Australia had

recorded record rainfalls and waterways, creeks and rivers were in heavy flood.

A vehicle with two persons inside, one of whom is a Hong Kong citizen, was

washed off the roadway and fell into the swirling water. Although both

struggled to escape from the car, the Hong Kong citizen was ultimately washed

seven kilometres away downstream while the other was washed to a small tree

in the middle of the floodwaters. After saving the person washed to the small

tree and despite the extreme weather and the remoteness of the location, Mr

ROLFE, totally on his own and without any communication or life-saving

equipment, searched the highly dangerous and turbulent floodwaters and

surroundings for the Hong Kong citizen washed downstream. He placed his

life at extreme risk when traversing about six kilometres of floodwater in harsh

terrain while suffering cuts and lacerations from sharp rocks before reaching

the Hong Kong citizen. He carried the Hong Kong citizen around his neck,

successfully swam across the floodwaters to reach safety. Mr ROLFE is

awarded MBB in recognition of the great courage, perseverance and

selflessness he displayed in a life-threatening situation when voluntarily

enduring the extreme risk and danger on his own in the course of saving the

Hong Kong citizen.
