Laboratory Testing of C-14 Soil Leaching Potential DDES performed additional soil sampling and testing at four selected site sampling locations based on C-14 concentrations. The additional soil sampling was performed approximately two feet to the north, south, east, and west of the original locations summarized below. Soil samples were collected at 1 meter (m) and 2 m depths (32 soil samples for laboratory leaching test). Original Soil Sample Location

Each of the 32 soil samples were tested for C-14. In addition, laboratory representatives added 100 ml of deionized water to a 30 gram aliquot of each soil sample. After sitting for a minimum of 12 hours, the deionized water was decanted from the soil mixture and analyzed for C-14. The laboratory leaching process that was performed provides a general indication of the C-14 desorption potential exhibited by site soils. The laboratory testing report that documents the soil and water testing results for the laboratory leachate procedure is provided in Attachment 1. A table summarizing the leaching results is provided in Attachment 2. We understand that the laboratory reported the liquid testing results on a weight of liquid basis (i.e., pCi/g). Thirteen of the 32 soil and leachate samples exhibited C-14 concentrations above detection limits in both the soil and leachate sample. Notably, 19 of the 32 soil and leachate samples exhibited C-14 concentrations below detection limits in the soil and/or leachate sample. Kd values of the 13 samples range from 0.7 to 74.1 with an average Kd value (desorption) of 29.9. A plot of the C-14 concentrations of the 13 soil samples in relation to desorption C-14 Kd values is provided in Attachment 2. The data plot indicates a correlation between higher soil C-14 concentrations and higher Kd values. Although there are some limitations in the laboratory leaching process, the leachate testing results show overall that C-14 preferentially remains in the soil phase. Some leaching or desorption of C-14 from the site soil samples is indicated by the laboratory leaching process and by the groundwater testing results presented herein.

C-14 Concentrations in Soil Site maps prepared by DDES, LLC (DDES) that summarize C-14 concentrations in soil at depths of 0.15 meter (m), 1 m, 2 m, and 3 m are provided in Attachment 3. The data shown on the site maps indicate that C-14 concentrations in soil generally decrease with sampling depth and that substantial amounts of C-14 is adsorbed to or otherwise retained in soil at depths less than 3 m. In our opinion, the reduced frequency and concentration of C-14 detections in the deeper soil samples (3 m depth) support that extensive leaching or desorption of C-14 is not occurring from shallow soils at the site. C-14 Concentrations in Groundwater Site maps showing groundwater elevations and C-14 concentrations exhibited in groundwater samples collected from on site and off site monitoring wells are provided in Attachment 4. Detected C-14 concentrations in groundwater range from approximately 11.8 pCi/L (MW-6) to 647 pCi/L (MW-3). Groundwater samples collected from off-site Monitoring Wells MW-7 and MW-8 did not exhibit detectable C-14 concentrations. As noted above, the limited number of C-14 detections in the deeper soil samples support that C-14 desorption from shallow soil and vertical migration of C-14 through the soil is not the only process contributing to detections of C-14 in groundwater. In our opinion, the former on-site septic tank operation likely contributed to the observed C-14 groundwater concentrations. Operation of the septic tank ceased approximately 30 years ago (1986). In relation to the laboratory desorption C-14 Kd information presented herein, the average C-14 groundwater concentrations (151 pCi/L or 0.151 pCi/ml) at source area Monitoring Wells MW-2, -3, and -4 combined with representative average site specific C-14 soil concentrations (26.28 pCi/g) supports that site specific Kd values are greater than the laboratory desorption C-14 Kd values. We understand that additional groundwater sampling and testing is planned. The additional groundwater sampling and testing data will be used to further support site evaluation and risk-based decisions. Conclusions A main finding is the limited distribution of C-14 in soil, diminishing with depth, and that the observed C-14 groundwater concentrations are well below the MCL value (2,000 pCi/L), even though soil leaching and desorption to groundwater have been occurring for a relatively long time (> 30 years).

C-14 concentrations observed in soil and groundwater samples from the site combined with the laboratory leaching and C-14 desorption analysis (Kd) indicate that, based on existing site data, the site groundwater concentrations will not reach risk-based levels for C-14 in drinking water. This conclusion is further supported by soil leaching/desorption being a primary rate limiting process for the soil to groundwater pathway. We recommend that selection of Kd values to be used as part of risk based decisions for the site consider the following:
Laboratory C-14 desorption analyses
Representative site specific soil and groundwater concentrations (e.g., 26.28/0.151)
Default conservative Kd values (e.g., 0.8 to 20) used to establish Preliminary Remediation Goals (PRGs)
In our opinion, the existing site data indicate that site specific Kd values could range from approximately 10 to >100.

With the exceptions noted as flags or footnotes, standard analytical protocols were followed in the analysis of the samples and no problems were encountered or anomalies observed. In addition all laboratory quality control samples were within established control
limits, with any exceptions noted below. Each sample was analyzed to achieve the lowest possible reporting limit within the constraints of the method. In some cases, due to interference or analytes present at high concentrations, samples were diluted. For diluted samples, the reporting limits are adjusted relative to the dilution required.
TestAmerica St. Louis attests to the validity of the laboratory data generated by TestAmerica facilities reported herein. All analyses
performed by TestAmerica facilities were done using established laboratory SOPs that incorporate QA/QC procedures described in the application methods. TestAmerica’s operations groups have reviewed the data for compliance with the laboratory QA/QC plan, and data have been found to be compliant with laboratory protocols unless otherwise noted below.
The test results in this report meet all NELAP requirements for parameters for which accreditation is required or available. Any exceptions
to NELAP requirements are noted in this report. Pursuant to NELAP, this report may not be reproduced, except in full, without the written approval of the laboratory.
Calculations are performed before rounding to avoid round-off errors in calculated results.
All holding times were met and proper preservation noted for the methods performed on these samples, unless otherwise detailed in the individual sections below.
All solid sample results for Chemistry analyses are reported on an "as received" basis unless otherwise indicated by the presence of a % solids value in the method header. All soil/sediment sample results for radiochemistry analyses are based upon sample as dried and
disaggregated with the exception of tritium, carbon-14, and iodine-129 by gamma spectroscopy unless requested as wet weight by the client.
This laboratory report is confidential and is intended for the sole use of TestAmerica and its client.
RECEIPTThe samples were received on 10/31/2016; the samples arrived in good condition, properly preserved. The temperature of the coolers at
receipt was 18.0° C.

With the exceptions noted as flags or footnotes, standard analytical protocols were followed in the analysis of the samples and no problems were encountered or anomalies observed. In addition all laboratory quality control samples were within established control
limits, with any exceptions noted below. Each sample was analyzed to achieve the lowest possible reporting limit within the constraints of the method. In some cases, due to interference or analytes present at high concentrations, samples were diluted. For diluted samples, the reporting limits are adjusted relative to the dilution required.
TestAmerica St. Louis attests to the validity of the laboratory data generated by TestAmerica facilities reported herein. All analyses
performed by TestAmerica facilities were done using established laboratory SOPs that incorporate QA/QC procedures described in the application methods. TestAmerica’s operations groups have reviewed the data for compliance with the laboratory QA/QC plan, and data have been found to be compliant with laboratory protocols unless otherwise noted below.
The test results in this report meet all NELAP requirements for parameters for which accreditation is required or available. Any exceptions
to NELAP requirements are noted in this report. Pursuant to NELAP, this report may not be reproduced, except in full, without the written approval of the laboratory.
Calculations are performed before rounding to avoid round-off errors in calculated results.
All holding times were met and proper preservation noted for the methods performed on these samples, unless otherwise detailed in the individual sections below.
All solid sample results for Chemistry analyses are reported on an "as received" basis unless otherwise indicated by the presence of a % solids value in the method header. All soil/sediment sample results for radiochemistry analyses are based upon sample as dried and
disaggregated with the exception of tritium, carbon-14, and iodine-129 by gamma spectroscopy unless requested as wet weight by the client.
This laboratory report is confidential and is intended for the sole use of TestAmerica and its client.
RECEIPTThe samples were received on 10/31/2016; the samples arrived in good condition, properly preserved and on ice. The temperature of the
coolers at receipt was 18.0° C.
PERCENT SOLIDS
Samples 030-106-02 (160-19756-34), 030-107-02 (160-19756-36), 030-108-02 (160-19756-38) and 030-109-02 (160-19756-40) were analyzed for percent solids in accordance with EPA Method 160.3 MOD. The samples were analyzed on 11/02/2016.
No analytical or quality issues were noted, other than those described above or in the Definitions/Glossary page.
TRITIUM
Samples 030-106-02 (160-19756-34), 030-107-02 (160-19756-36), 030-108-02 (160-19756-38) and 030-109-02 (160-19756-40) were analyzed for Tritium in accordance with EPA Method 906.0. The samples were prepared and analyzed on 11/25/2016.
