APPENDIX 1 : DEVELOPMENT TIMELINE 1.1 Housing growth needs to be in line with the local supply of jobs and infrastructure provided before, or with development. This is

necessary both to protect existing communities from the negative impacts of development as well as to encourage appropriate behaviour and travel patterns from the outset.

1.2 The issues that critical in ensuring that development takes place in a balanced way are:

The capacity of the road network to cope with growth Phasing of water supply and waste water treatment in line with development trajectory Delivery of jobs in tandem with housing growth The provision of community facilities to serve the increased population

1.3 The timeline of development below shows the relationships between the planning and development of key employment sites

and infrastructure and services. The path below, split into 5 year periods, identifies the number of jobs and the amount of housing to be delivered in each period, followed by details of specific development milestones.

APPENDIX 3 : MONITORING FRAMEWORK The monitoring framework seeks to ensure that the plan’s vision for Dartford in 2026 and the strategic objectives are met by continual review of progress towards planned targets and assessment of the impact and consequences of the plan’s policies. The process of monitoring and review will also provide an early indication of the need to take further action or actions by the Council or other partners to ensure that the plan’s objectives are met. See Risks and Contingencies paragraphs 6.7-6.13. The Core Strategy will be monitored and reviewed annually using a range of indicators to assess progress against the plan’s objectives and targets. The framework is also linked to monitoring requirements arising from the Sustainability Appraisal. Indicator findings will assist in monitoring the significant effects arising from the implementation of planning policies. The findings will be published in the Council’s LDF Annual Monitoring Report(AMR) which will identify causes where progress has been slow or where the implementation of policies have not resulted in anticipated outcomes. The AMR will propose actions to deal with the issues identified. In addition to the indicators identified in the monitoring framework below, other qualitative data will be used to provide a fuller understanding of progress being made in realising the vision and objectives of the Core Strategy. Additional qualitative date to be used in the annual assessment (AMR) Provision of new training centres, projects and other economic initiatives

New pedestrian/cycle ways provided that create new links between existing and new communities

Sports, public and private projects and investment to enhance green space and access to it

Recreation and leisure facilities and enhancement

Projects undertaken to improve or protect the historic environment

Measures taken to manage and improve Conservation Areas

Standards of water efficiency in newly provided commercial development

29

Measures undertaken to fit existing homes and other buildings devices and appliances to improve water efficiency

Measures to improve the performance of existing areas with poor energy efficiency

Assessment of the performance of the plan will also focus on the implementation of the Infrastructure Delivery Plan. This will provide the basis for ongoing monitoring of strategic infrastructure delivery and timescales required to underpin the level and pattern of development planned and to meet the strategic objectives of the Core Strategy. See Appendix 2 Infrastructure Delivery Plan The monitoring indicators identified are a mix of relevant indicators drawn from a number of sources;

National Indicators from the national data set that are monitored by the Local Authority and partners Core Output indicators identified in planning guidance on AMRs Significant Effects Indicators identified in the Sustainability Appraisal of the Core Strategy Local indicators identified to assess performance in realising the vision and objectives of the Core Strategy , and

effectiveness of the plan’s policies Many partners involved in the implementation of the Core Strategy and the Council will work with them in the monitoring and review of the plan through the sharing of performance monitoring indicators where appropriate. A key component of the Core Strategy is to provide a policy framework whereby development provides a balance of homes, jobs, green spaces and supporting development and facilities. The indicators identified in the framework will be used to monitor the relationship between residential, job growth and other development and will be assessed against the key development milestones identified in the plan. Where imbalance is identified through monitoring appropriate actions will be considered. Potential actions are outlined in the Risks and Contingencies section (paragraphs 6.7-6.13).

These types of changes fall within the following categories:

i. Changes made as a direct consequence of policies and proposals within the Core Strategy ii. Changes to reflect designations

iii. Changes to the key in order to ensure that policy references relate to Core Strategy policies in the event that existing references relate to replaced policies

1.2 The following changes are not as a direct consequence of the Core

Strategy but are considered appropriate in order that the Proposals Map is as up to date as possible and old, outdated information is not confused with new.

These types of changes fall within the following categories:

iv. Changes to remove any designations that refer to policies, which were not saved.

v. Changes to reflect the most up to date boundaries relating to conservation areas

The Proposals Map shows the area that is currently within Flood Zones 2 and 3. For the continued up-to-date areas at risk of flooding regard should be had to the Strategic Flood Risk Assessment and the Environment Agencies Flood Zone Maps.

CS24

11 Ground Water Protection Areas

The Environment Agency has defined Source Protection Zones (SPZs) for 2000 groundwater sources such as wells, boreholes and springs used for public drinking water supply. These zones show the risk of contamination from any activities that might cause pollution in the area. The closer the activity, the greater the risk. The maps show three main zones (inner, outer and total catchment) and a fourth zone of special interest, which we occasionally apply, to a groundwater source.
