APPENDIX CNORTH CAROLINA CIRCUIT SHOOT RULES & GUIDELINES

January 1, 2015 to December 31, 2015

General Rules

1. An NC Circuit Shoot committee will be appointed by the SCANC and will be responsible for overall management and accounting. Committee members for the 2015 Circuit Shoot Season will be the existing Board Members with Greg Mullins as Chairman.

2. Circuit shoots will consist of a minimum of 5, 1-day shoots or a maximum of 10, 1-day shoots per year. There will be 9 circuit shoots in 2015. The top 6 scores using the NC Circuit Shoot point system for each shooter plus 10 points each for the 7 th, 8th and 9th shoot, if attended, will be counted.

3. Clubs interested in hosting an NC Circuit Shoot and are in good standing with the SCANC will be eligible to host a circuit shoot if they wish. Clubs should not host more than one circuit shoot per year and their circuit shoot date should be scheduled with all other registered shoots.

4. Circuit Shoot participants should start no later than 1:30 p.m.5. The Circuit Shoot tournaments are designed to be main events for the day of the

tournament (SM1). If a separate event is offered by the club (SE1), it must have a separate course or menu. The circuit shoot course menu is to be shot only by circuit shoot contestants up until 1:30.

6. Any disputes or protest at any circuit shoot must be presented to the Chairman in writing within 24 hours of the 1:30 pm cutoff time to be considered.

Point System

Points will be awarded to shooters by placement in class at each Circuit Shoot1St Place = 100 Points2nd Place = 90 Points3rd Place = 80 Points4th Place = 70 Points5th Place = 60 Points

6th Place = 50 Points7th Place = 40 Points8th Place = 30 Points9th Place = 20 Points10th Place and below = 10 Points.

All ties in Class will get the same points. For example, in a case where there is a 3-way tie for 2nd Place, the 1st place finisher in that class will get 100 points, the 3 shooters tied for 2 nd place will each get 90 points and the 5th place shooter will get 60 points, etc.

Payouts

Shoot Payouts

Total Back-to-Class purse for each circuit shoot = $10 times the number of shooters in each class.

Total Back-to-Class payout: 1st = 60%, 2nd = 40%

Example: If there are 6 shooters in a class, the purse for that class is 6 times $10 or $60. The payback for this example would be 60% or $36 for 1st and 40% or $24 for 2nd.

End of Year payouts

End of year payouts will be determined as follow:

Total Purse = $2000 (SCANC allocation) + $8 per shooter per event.

For year-end point ties, prize monies for that many places tied will be added together and divided equally between the shooters who are tied.

Host Club Responsibilities

All circuit shoot scoring will be handled by ScoringPro. Host clubs must agree to use the ScoringPro system for 2015 Circuit Shoots

A club must provide a minimum of 12 Stations for a circuit shoot.A practice field, such as a 5-Stand, will be available at each shoot. (Shooters pay additional fee)Clubs are not required to have lunch available.There will not be any trophies or medals unless host clubs chooses to award such.

Squadding and Scoring

1. Referees will not be required by the host club for squads of 4 or more Circuit Shoot competitors. If less than 4 shooters make up a squad the host club must provide a scorer.

2. Spectators are not permitted to keep score or trap for competitors. Scoring and trapping must be done by other shooters within the squad who are competing in the Circuit Shoot.

3. Shooters are responsible for following all SCANC, NSCA and Circuit Shoot rules.4. Any participant who does not follow NC Circuit Shoot or NSCA rules is subject to disqualification for the

event.5. All Circuit Shoots participants should be squadded together. Those not participating in the Circuit Shoot

should shoot separately.

Awards

1. Classes recognized at each circuit shoot will be M – E and Hunter Class.2. Hunter Class is not eligible for year-end prize money.3. Target fees are applicable to both the NSCA and the SCANC.4. Ten dollars of each entry fee will go Back To Class (BTC) and will be paid 60% for 1 s t and 40% for 2nd in

each class.5. Shoot results must be sent to the SCANC secretary and Scott Redmon at ScoringPro within 2 working days

of the shoot and SCANC monies must be sent to the Treasurer within 10 working days.6. Year-end prize money will be paid to the top 15 finishers for the year and will be mailed to the winners

no later than January 30th, 2016.7. Individual clubs may offer options if desired such as Back-to-Class, Shell Game or Lewis Class.8. Clubs are to pay out back to class money to the winners. Year-end prize money and SCANC target fees

are to be set to the SCANC Treasurer.

APPENDIX DNORTH CAROLINA STATE CHAMPIONSHIP

January 1, 2015 to December 31, 2015

State Championship Certification

The North Carolina State Championship for the Sporting Clays Association of North Carolina will be awarded to Board Certified SCANC Clubs in a rotational format established by the Range Owners Committee in 2013. The order of the rotation was determined by the Range Owners who were certified to host a State Championship Event.

Any SCANC Member Club may request to be certified by the SCANC Board so that they can host a State Championship event. Certification will be granted by the Board of Directors based on the Club’s ability to successfully host such a large shoot with multiple events presented over several days. The Board will consider numerous items including experience, staff, course design, target setting, parking, local accommodations, meals, etc., before granting certification.

For the years 2013 and 2014 the following clubs have been certified to host the North Carolina State Championship.

The order of the Clubs above is the official order in which clubs will be offered the State Championship for upcoming years. Clubs must be a member in good standing of the NSCA and the SCANC. Clubs must have held a minimum of 3, 100-target, registered tournaments in the year preceding their State Shoot. 60 days prior to the current State Shoot, the next club in the rotation must advise the SCANC of their intent to either hold the event in the following year or decline. If they agree to host the State Shoot they must provide the SCANC with the general shoot format including date, events, and pricing prior to current year’s State Shoot. Should the club decline to host the State Shoot, their name will be placed at the bottom of the rotation and the next club in order will be offered the State Shoot. Any new club that becomes certified in a given year will be added to the bottom of the rotation. Any club that closes for more than 30 days will lose its position in the rotation and must be recertified by the Board. If recertified, their name will be added to the bottom of the rotation. Host clubs must adhere to the timelines established by this appendix or risk forfeiting their turn in the rotation.

State Championship Guidelines and Criteria

1. 200- Target Main Event Shot over 2 days with an entry fee range of $175 to $225.a. Options for Lewis Class or Back-to-Class of $10 to $20 each. Other options may be offered.b. Host Club will pay a deposit of $2,650 to the SCANC 30 days prior to the event. This deposit will be

returned to the club to be used as payouts for the Main Event.c. SCANC will put up $7,000 for Main Event payouts. SCANC must confirm funds availability to host

club.d. Minimum total payout for Main Event will be $9,650.e. Main event payout is available to both In-State and Out-of-State shooters.f. There must be a minimum of 13 Stations for the Main Event.g. SCANC will provide trophies for the main event and may be coordinated with other trophies offered

by the Club.h. Paybacks to Main Event winners may be set by the Club as long as all $9,650 is used for this purpose.

2. 100-Target, One day Preliminary Event with no less than 12 Stations must be offered.3. A 50 or 100 Target FITASC event may be offered by the Club.4. A 50 Target 5-Stand Event must be offered by the Club.5. A 50 Target Sub-Gauge Event must be offered for at least 20 Gauge.6. A practice 5-Stand or wobble trap must be offered as warm-up.7. Trappers will be provided by the Club8. Adequate restrooms must be provided.9. Golf Carts must be offered for an additional cost to the shooter.10. Lunch must be provided on site at additional cost to the shooter for both Sat. and Sunday.11. Clubs in the rotation should endeavor to hold the event on the same date each year in the month of June.

APPENDIX ESporting Clays Association of North Carolina Youth Sporting Clays Program

Document Title: Sporting Clays Association of North Carolina Youth Sporting Clays Program hereinafter designated as NCYSCP

Vision: To develop within the Sporting Clays Association of North Carolina a program that provides instructional and financial support to young shooters interested in Sporting Clays.

Mission: To foster the personal growth and development of young people of North Carolina and to increase participation in clay target shooting in our State.

Goal: To actively support young shooters in Sporting Clays by providing financial support, instruction, range accessibility, ammunition, targets, referees, meals, or any other support the Board deems appropriate to facilitate the participation of young shooters regardless of their ability. “Young Shooters” with regard to this appendix are shooters who have not graduated High School and have not reached their 18th birthday by the time of a SCANC sponsored event.

Funding: The Board will create a NCYSCP committee made up of a minimum of 3 current Board Members in order to administer the collection of funds and to provide a suggested event or program each year for Youth Shooters to participate in. The amount of support for any given event will be predicated upon the funds available in the NCYSCP account. Our Association is now a 501 (c) 3 North Carolina Non-profit Corporation and donations are generally tax-deductible. Funds may be solicited from a wide range of sources including the General Public, Ranges, Vendors, Association Members, Retail Stores, State and County Governments, manufacturers, The NRA, NSCA, DU, NWTF, auctions and designated tournaments. We will also accept non-cash donations of items for raffles, range time, ammunition, volunteer work, instruction, etc. All funding collected for the NCYSCP will be kept in a separate ledger account and all future financial statements will reflect the balance of this account and our standard operating account separately. Funds set aside for the youth account may never be used for the standard operating account nor may they be counted in order to comply with our required minimum balance set forth in our By Laws. Donors’ names and the amount of their donation may be listed on the Association website if the donor wishes or donations may be anonymous.

Allocation of Funds: The monies collected for this purpose may be used at the discretion of the current Board in order to best serve the Young shooter in any given year. Some suggestions have been to host a youth-only tournament or a tournament where young shooters are partnered with adult SCANC shooters. Other suggestions have been to pay for target fees for Young shooters, provide instructional or training events just for the youth, provide scholarships for deserving young people to attend college, support youth events with meals or ammunition, or help defray the cost of travel. It is incumbent on each new Board to determine how best to serve North Carolina’s youth program.

We are all responsible for, and have a vested interest in our Young Shooters. Remember the first time someone took you shooting and you broke your first clay target. It is no different today, someone is waiting for you to take them. I hope you will show your support by making a contribution to North Carolina’s young men and women who have chosen to be a part of this extraordinary sport.

APPENDIX AA – 2015_02Amendments to Bylaws

Amendment An amendment to change the criteria for removing sitting board members

Text of amendment

"any sitting board member who fails shoot the minimum number of registered targets (500) in a year in which he is a board member will be considered to have resigned and will be removed from the board with no additional action by the board member or the board necessary with an effective resignation date of December 31 of the shoot year in question."

Purpose

This amendment will make the procedure for removing a sitting board member consistent with the eligibility criteria to run for a board seat. Any member who is running for a board seat must have shot at least 500 targets in the year immediately prior to his election. This change will require sitting board members to maintain this minimum registered target criteria throughout their tenure as a board member.
