E-TENDER NOTICE

Cantonment Board Wellington invites E - Tender for supply of Medicines to Cantonment

General Hospital from reputed contractor / registered firms / suppliers. E- tender form is

available on https://defproc.gov.in/nicgep/app for the applicants. The bidders have to submit

online bids viz,. technical bid and financial bid. The rates should be complete in all respect

inclusive of all taxes, levies, duties and all other charges including delivery and any other Govt.

expenses of the suppliers/ contractor/registered firms. The bidder has to deposit Rs. 5, 000/- as

earnest money deposit (EMD)(Refundable) and Rs. 2,000/- (non Refundable) as cost of tender

documents with the Cantonment Board Wellington which must reach to this office on or before

the prescribed date and time.

Bidders are advised to examine carefully all the instruction/terms and conditions of the

contract carefully before filling the tender document. Tenders will be accepted via online only.

Offline tenderers should be summarily rejected. The undersigned reserves the right to accept or

reject any tender document without assigning any reason thereof.

Fee Details

The payment of tender cost and EMD should be credited in the account of this office

Terms and Conditions:

The Cantonment Board Wellington is interested in engaging the supplier for supplying

Medicines (as per the list enclosed) for the Cantonment Board General Hospital for the period

of one financial year. Therefore, E- Tenders are invited.

For submission of e-tender, bidders are requested to get themselves registered with

Government e-procurement portal https://defproc.gov.in/nicgep/app along with Digital

Signature Certificate (DSC) issued by authorised CA under IT Act 2003.

Any change/modification in the tender will be intimated by issue of corrigendum through

the above mentioned website only. Tenderers are therefore requested to visit this website

regularly to keep themselves updated.

The documents submitted through posts/hands will not be accepted at any instance.

Wellington Cantonment Board will deduct income tax at source as applicable under

income tax Act 1961.

All the documents uploaded by the E- tender inviting authority form an integral part of

contract. Tenderers are required to upload all the tender documents along with the other

documents, as asked for in the E-tender, through the above website within stipulated date and

time as given in the E-Tender.

The tender shall carefully go through the documents and prepare the required

documents, and upload the scanned documents in portable documents format (PDF) to the

portal in the designated location of Technical bid.

The rate must be filled in the designated cell and upload the same in designated location

of financial bid. The documents must be virus scanned and digitally signed using the Digital

Signature Certificate (DSC) by the authorised signatory.

Necessary documents showing that the person signing is authorised may be uploaded too.

Tenderers should specially take note of all the addendum/corrigendum related to the tender

and upload the latest documents as part of the e-tender.

The Medicines quoted in the tender should be from standard generic companies.

Name of the company has to be mentioned for every product.

All medicines quoted have to be compulsorily supplied if they are L-1, failing which the

bills will not be paid.

The expiry date of medicines supplied should be at least one year.

Substitution of medicines will not be permitted.

This quantity will be purchased as per the requirement.

Quantity mentioned is number of Tablets/Injections and NOT STRIPS.

The Cantonment Board, Wellington will not bear any expenses other than the rate quoted.

The technical bid will be opened by the Office of the Cantonment Board to verify its

contents as per requirement. If the various documents contained do not meet the

requirements of the Cantonment Board, Wellington the supplier/contractor/registered

firms financial bid will not be considered for further action.

The financial bid will be opened only in respect of qualified and eligible tenderer who fulfil

the eligibility/criteria according to their technical bid.

Cantonment Board, Wellington is not responsible for any delay/problems in quoting due to

link failure/heavy internet problem/congestion at later stage etc,.in respect of uploading

the required documents of e-tender. It is the responsibility of the tenderer to make sure

that the required documents are submitted in time.

Uploading of bid does not constitute any guarantee for opening of financial bid of tenderer.

Opening of financial bid of tender will be decided by the CEO/Board.

The firm/ contractor/supplier should upload TDS certificate of last two years.

The decision taken by the Chief Executive Officer will be the final and binding regarding the

opening of financial bids. No contractor shall be entitled for any type of claim whatsoever

for non- opening or opening of financial bid.

For return of the earnest money of the unsuccessful tenders, he/she/they is/are to apply

for the same to the Chief Executive Officer, Cantonment Board, Wellington giving reference

to the work off line. Notice inviting tender (NIT) No, date of tender, amount, name of work

and mode of Earnest Money deposited all in a completed form.

The successful tenderer will be bound to carry the supply as per the supply order issued by

this office for a period of one year from the date of issue of first supply order.

Bidders shall not be under a declaration of ineligibility for corrupt and fraudulent practices

issued by any State Government/Government of India/Union territory.

The Chief Executive Officer, Cantonment Board, Wellington reserves the right to postpone

and /or extend the date of receipt of opening of tenders or to withdraw the tender notice,

without assigning any reason thereof. In such cases the bidders shall not be entitled to any

form of compensation from the Cantonment Board.

On intimation by this office, the successful tenderer, wherever required, should have to pay

Security Deposit at 5% of total estimated cost of the supply order by this office by way of a

NEFT/RTGS in favour of Chief Executive Officer, Cantonment Board Wellington, payable at

Wellington.

Query/doubt, if any, regarding e-tender terms and conditions, tender items etc., may get

cleared by the tenderer from the Store Section before submission of the e- tender. No

complaints thereafter will be attended by the CEO/Cantonment Board.

No e-tender will be accepted on lump-sum rate. The rate of each item will be the basis

acceptance. The undersigned/Board reserves the right to order any items or all items of

tender partly/fully/higher quantity. The supply shall be based on the actual requirements

of this office.

Breach of any condition will make the supplier liable for forfeiture of earnest money and

the loss to the Board, if any, over and above the said sum shall be recovered from the

tenderer.

No conditional e-Tender from the Tenderer will be accepted. Only online Bid is accepted.

Successful tenderer must supply the items within the period mentioned in supply order.

Payment will be made on the satisfactory completion of the order.

The amount deposited by tenderer as earnest money deposit and security deposit shall

carry no interest during the entire period for which it remains with Cantonment Board

Wellington.

The Cantonment Board reserves the right to increase or decrease the quantity which is

specified in the e-tender without any change in quoted price or other term conditions.

The supplier should send their sample items mentioned under specification column to this

office after the opening of technical bid for evaluation, if required by this office. The bids of

the tenderers who fail to submit the samples before opening of the financial bid will be

rejected.

The contract agreement shall be executed for a period of one year and may be extended on

mutual consent based on performance of the contractor and approval of the CEO/Board.

Expiry period should be maintained and informed as applicable for each items.

In the event of any question, dispute such matter will be addressed by a committee of

Arbitration formed under Section 327 of the Cantonments Act, 2006.

In case, if the tenderers fails to carry out supply/undertake the item/work at his quoted

rates, Cantonment Board reserves the right impose the penalty of Rs. 2,000/- at the first

instance, Rs. 5,000/- at the second instance and Rs. 10,000/- at the third instance. In case of

subsequent failure in executing the contract satisfactorily, the contract shall be liable for

termination and the Board shall be entitled to forfeit the earnest money deposit and

security deposit.

Rates once fixed will remain valid for the period of the contract. Increase & decrease of

taxes/duties will not affect the price of the product during this period.

All items should be of good and standard quality based on specifications mentioned below

and working requirements of the Cantonment Board.
