Why? • The ‘Big Society’• The Localism Bill• Cost cutting?

When? • Decision by Cheshire East Cabinet in the summer• Changes to take effect from April 2012

• Hanging baskets / planters / benches £0(currently provided by private owners / voluntary organisations)
