    The 28th Seminar orSecretaries Gene-ral o Arican NOCs

    held recently in Bamako.Beyond the institutionalniceties o this annualcome together, the Ba-mako seminar gave usreal reasons to hope thatthe Arican Olympic Mo-vement will keep ticking.

    Out o the 52 Arican NOCs registered withANOCA, 52 were eectively present in Ba-

    mako. This record participation demonstratesthe resolve o Arican sports administrators to

    join hands in disseminating Olympic valuesin Arica. The agenda and the visible enthu-siasm displayed by participants are testimo-nies to this common vision shared by NOCsin promoting Olympic ideals. Centred on thetheme Availing ourselves o opportunitiesoered Arican NOCs, the seminar aimed atupdating the knowledge o NOC Secretaries

    General, and helping them to get a bettergrasp o management tools in the running ovarious National Olympic structures entrus-ted to their care.The superb organisation was yet another rea-son or satisaction. It was an organisationalsuccess story or NOC Mali, which ensuredthat the event went on hitch ree. I wish,

    thereore, to thank the Malian authorities,who spared no eorts to ensure that thingsworked. I also wish to congratulate ourriend, Habib Sissoko, President o NOC Mali,who surrounded himsel with a competentteam o dynamic and readily available menand women.The Executive Bureau and General Assemblymeetings o the Olymparica Foundation a-orded participants an opportunity to ascer-tain the extent to which this important pro-gramme is spread across Arica. So ar, we arequite satised. It is true that we need to step

    up our eorts, but we can also pride ourselveson the act that this programme is currentlyspread in all ANOCA development zones. Itbrings joy and hope to a cross section o ourcontinents youth, who are already receivingphysical education and intellectual trainingin a number o centres that have alreadygone operational. Our youths turn out to bethe winners, and that does us proud.

    Dear readers, the 28th seminar or Secre-taries General o Arican NOCS was the lastprior to the orthcoming London Olympics.Its discussions on practical organisationalmodalities relating to the event shall, I amconvinced, help Arica to ully prepare orthese Games and by the same token enableour athletes to put up a good show in Londoncome July and August 2012.

    Bamako Plays host to 28th seminar of Secretaries General of African NOCs

    The 28th seminar or Secretaries General o Arican NOCs organised by ANOCA took place rom 16 to 18 November

    2011. Held at Htel Laco Amiti in Bamako, the seminar brought together 52 out o the 53 NOCs o the continent.

    The opening ceremony was presided at by the Minister o Culture, Hamane Niang, who was representing his

    counterpart o the Ministry o Youth and Sports.

    Organised under the theme Availing ourselves o opportunities oered Arican NOCs, the seminar discussed a series

    o issues: lessons rom the 10th All Arica Games, progress o work at the Arican Olympic Village, Olymparica, NOC

    participation in CISA and Olympic education in NOCs o the developing world. Participants equally discussed the 2012

    Olympic Games in London, the All Arica Games billed or Brazzaville in 2015, as well as news on Olympic Solidarity and

    the NOC relations Department.

    On the sidelines, a meeting o the Executive Bureau and a session o the General Assembly o the Olymparica

    Foundation, which were both chaired by the institutions President, Intendant General Lassana Paleno, also held on 18

    November 2011 in the Malian capital.The 29th Seminar or Secretaries General o Arican NOCs will take place in the Mauritius Island in 2012.

    Mali: ANOCA delegation granted audience at State House

    President Amadou Toumani Toure recently granted audience to an ANOCA delegation led by Intendant General Lassana

    Paleno at the state house in Bamako. This was on 18 November 2011 on the sidelines o the 28th Seminar or Secretaries

    General o Arican NOCs hosted in the Malian capital.

    On that occasion, Intendant General Lassana Paleno reported on the deliberations o the abovementioned seminar,

    which held rom 16 to 18 November 2011. He also thanked the Malian authorities or their invaluable contribution to

    the success o the event.

    On his part, President Amadou Toumani Toure reasserted his commitment to develop sport in his country. He once

    more encouraged NOC Mali, headed by Mr Habib Sissoko, and all the other sport governing bodies in Arica, citing most

    especially ANOCA, the supreme ruling body o the Arican Olympic Movement.

    The ANOCA delegation comprised a number o dignitaries, namely: Counsellor Khaled Zein Eldin and Mr Abu Gumelrespectively Secretary General and Treasurer General, Mrs Pamela Vipond, Deputy Director o Olympic Solidarity, Mr

    Diamil Faye, Director Jappo S.A, Mr Habib Sissoko, President NOC Mali and a representative o London 2012.

    NOC Mali on Friday 28 October 2011 launched the second phase o the advanced training courses in sports

    management at Htel Nord-Sud, Bamako. The meeting chaired by the Minister o Youth and Sports, Mr

    Djiguiba Kta, aimed at streamlining the administration o sports ederations in human and nancial

    resources management, marketing and organisation o major sporting events. Representatives o several

    national sports ederations took part in this session.

    In the words o the NOC President, Habib Sissoko, We need a more perorming sports administration or

    greater stability. He moreover paid a glowing tribute to the President o the Republic, Amadou Toumani Toure,

    or his commitment to sport and its uture, demonstrated by the construction o cutting edge sports acilities.

    In his expose, the course programme director, Abdel Kader Sidibe, pointed out that the advanced management

    courses are meant or NOC Mali, and aim at inculcating learners with the undamentals o a management

    culture that will likely contribute to the efcient management and increased development o sporting and

    Olympic bodies.

    The 2011 edition o the celebrated hike organised by NOC Malis Women and sport commission took place

    on 20 November 2011 in Dakar. With the NOC headquarters as the starting point, the six-kilometre walk

    ended at the Olympic pool in the Senegalese capital. Participants thus streaked down the streets to the Dial

    Diop Boulevard, through the National School o Administration right down to the Avenue Bourguiba in an

    utterly cheerul mood. It aorded an opportunity or them to commune and exchange ideas.

    This is a yearly event organised by NOC Senegals women and sport commission chaired by Mrs Khady Fall

    Diop, who had this to say: This walk is our way o encouraging women, who are always either at home or

    in the ofce, to practise sport.

    Some 500 persons took part in this event, the 5th o its kind in the country.

    A NOC Somalia delegation, led by the 1st Vice president and Che de mission or London 2012, Duran

    Ahmed Farah, was at the London Olympic Park on 14 November 2011. The visiting delegation saw rst-

    hand the bustle o preparations or the opening ceremony o the Olympic Games billed or the English

    capital city.

    They also visited the various games venues, notably the Olympic Stadium (ootball and athletics), White

    Hall (basketball) and Copper Box (Handball)

    The ormer Congolese international ootballer, Franois Mpele, on 9 November 2011 received the IOC 2010

    sportsman o the year award. It was handed to him in Point-Noire by Raymond Ibata, President o NOC Congo.

    The event was graced by top personalities like Leon Alred Opimbat, Minister o Sports and Physical Education,

    Alexandre Honore Paka, Senior Divisional Ofcer o Pointe-Noire, a host o Congolese sportsmen and women,

    as well as many o his ormer national team mates. The award is in recognition o this amous ootballers

    eorts, a sportsman who let indelible ootprints in his time. Moved by the distinction, Franois Mpele began

    by thanking NOC Congo or thinking o him, concluding that he wished some other sportsperson would winthe award in uture.

    Explaining the criteria or awarding this distinction, Emmanuel Mpioh, 2nd Vice president

    o NOC Congo, said that: The IOC sportsman o the year award is a yearly distinction in

    recognition o a sportsperson or sports administrator who marked his era with outstanding

    sports qualities and services. NOCs select prospective winners and propose their names to

    the IOC which has the nal say ater considering the criteria or selection and the yearly

    theme on sport, the inspirational orce o youths.

    Born on 13 July 1946 in Brazzaville, Franois Mpele played or such prestigious club sides

    as Paris Saint Germain (1973-1979), Racing Club Lens (1970-1981), and Stade Rennais

    (1982). He was the highest goal scorer o the French elite division championship in 1977,

    and the main architect o Congos victory at the 8th edition o the Arica Cup o Nations

    played in Cameroon in 1972.

    The 2nd Forum or elected rancophone leaders o the International and Arican Sporting Movements

    held in Paris on 29 November 2011. Organised by the Conerence o Youth and Sports Ministers o French

    Speaking Countries (CONFEJES), the event was launched by the Secretary General o the International

    Francophonie Organisation (OIF), His Excellency Abdou Diou, in the presence o a host o dignitaries o the

    Sporting and Olympic Movement. These included representatives o the IOC, ANOCA, FILA, NOC France, CAB

    and FIBA.

    The meeting aimed at streamlining the administration o the rancophone sporting movement thanks to

    concerted eorts o the OIF and CONFEJES, improving on the production and dissemination o sports news

    in French and giving greater exposure to Francophonie activities geared toward asserting sport as a powerul

    tool or education, development and peace.

    In his opening address, the OIF Secretary General emphasised the importance o the French language in sport

    in general and the Olympic Movement where it is the oicial language together with English.

    The All Arica Games billed or Brazzaville were also the ocus o attention. Mr Leon Alred Opimbat, Congolese

    Minister o Sports and Physical Education, presented the challenges his country hopes to rise to in view o

    celebrating the 50th anniversary o this event in a worthy manner. I am here at the behest o the president

    o the Republic who intends to spark o interest in the All Arica games in Brazzaville, he said. This interest isin line with the expectations we have or our youths: beitting sports acilities; the duty to perpetuate sports

    memory; a new beginning in the positioning o sports in Arica; renewed hope in our youths.

    The Association o National Olympic Committees (ANOC) shall rom 10 to 18 April 2012organise its 18th General Assembly and the 2nd World Convention on Olympic Sports.

    Scheduled barely a ew months to the London Olympics, these events will be hosted by

    the city o Moscow, Russia.

    In a communiqu published recently, ANOC convened its member NOCs and urged

    governments the world over to brace up or these two events in view o extending and

    consolidating mutual collaboration to the advantage o sport, Olympism and youths

    o the world.

    The maiden World Convention on Olympic Sports took place in Acapulco, Mexico, on 23October 2010.

    Russia will organise the next Winter Olympic Games in 2014
