SENIOR COLLEGE REPORT – 2008-09

Lala Lajpatrai College of Commerce and Economics was incepted in the year

1972. It is located on the prime locations of South Mumbai surrounded by Haji Ali shrine

and Mahalaxmi temple to its left the mighty Arabian Sea just in front and the Race course

to its back. Each one of them signify and symbolise devotion, divinity; vastness and

mystery and of course the Racecourse reminding the mobility of life that whatever may

be the magnitude of time and circumstances, life never stops but goes on.

This college is named after the great freedom fighter Lala Lajpatrai who was

not only a social reformer but also a renowned Academic / Educationist. Lala Lajpatrai

College is one of the leading commerce colleges in South Mumbai imparting quality

education in commerce, Science, Information and Technology and Management since last

36 years.

This college has the honour of producing thousands of graduates and post

graduates who have excelled in their respective fields and are now rendering valuable

services to the society. Through their hard works and quality performance they have

brought many a laurels and have added many a feathers to Lala Lajpatrai college hat. Be

it Trade and Industry, Sports and Politics, Films and Entertainments or Information and

Technology they have carved a special niche hence their presence is felt

everywhere. Turning back when we discover the impressions left behind by our students

in the sand of time, it really makes us feel proud and boastful about ourselves. Their

achievements and accomplishment make us sigh in relief with a sense of satisfaction and

satiation - “That somehow, somewhere we have succeeded in contributing within our

limitation in the process of Nation Building”.

2

Academically we are one of the best institutions in Mumbai with a highly

qualified and experienced, hardworking and dedicated team of teachers. To testify this

claim we have B++ accreditation awarded by the NAAC last year. Late president, Dr.

Shanker Dayal Sharma visited our college and inaugurated the Silver Jubilee Ceremony.

Dr. P. C. Alexander, the then governor of Maharashtra, in his capacity as the

chancellor of University of Mumbai, who chaired the closing session of our Silver Jubilee

Celebration had proclaimed that Lala Lajpatrai College is one of the Best colleges in the

State of Maharashtra.

Our Results at the Board and University Examinations are the testimonies of

our Academic excellence.

THE COLLEGE ADMINISTRATION

Principal, Dr. S. N. Shetti, very effectively executed the policy of involving the

faculty members with administrative work of such nature and challenges that would

complement their daily academic work and would provide a practical platform for the all

round developments of the students. Under Principal Shetti’s dynamic leadership, the

well coordinated academic and administrative work ensured a smooth working of the

college. Attempts were made to evolve a system in which all members of the teaching

staff were entrusted with both the academic and the administrative tasks that would

enable the college during NAAC visit, LIC visit and various other visits and rounds from

time to time to stand by their Tests. Dr. Shetti, a through academic himself with

numerous publications in both the national and international journals of high repute has

influenced the teaching and academic scenario of the college. Under his encouragement

the research and quality academic works have flourished to a large extent. As a result, we

have been always leading as a pioneer institute on our own ways.

A LECTURE ON CAREER OPTIONS:

On 6th Feb 2009, we had a lecture on career planning by career counsellor, Pratibha Jam,

our expert on careers in India and abroad. She is the counsellor for HR and Jai Hind

College.

The seminar was a huge success with our 130 students attending. Pratibha gave a

presentation on different career options available to student in India and abroad after

graduation. She gave them the positive and negative aspects of going abroad. She

cautioned students that going abroad was expensive, would cost 10 to 15 lakhs a year.

They should be prepared for hard work and self study. They should not go just because

somebody else is going. With the recession and job downslide it is even more necessary

to make a firm decision. On the positive side education abroad, especially an MBA or a

Masters equips a student with not only a foreign degree but great skills and experience

also.

She answered all students’ queries and also invited them to meet her if they had any

further questions on careers.

REPORT ON LALA LAJPATRAI MEMORIAL LECTURE

Mr. S.S. Gupta, Chartered Accountant, delivered the 36th Lala Lajpatrai Memorial

Lecture on ‘Importance of Indirect Taxation’. The lecture was held on 17th January, 2009

in the Amar Gyan Grover Auditorium of the college. Dr. V. B. Angadi, Director of Lala

Lajpatrai Institute of Management presided over.

Public finance deals with the fiscal operation of the Government. It is concerned with

income and expenditure of the Government at all levels mainly central, state and local.

Modern government undertakes a variety of function to accelerate economic growth and

promote social welfare. In order to increase our expenditure, revenue has to be mobilised.

There are various sources of revenue. Tax revenue is one of the main sources of public

revenue. Tax is defined as a compulsory payment made by the people of a country to the

government to meet public expenditure without any direct burden. Various taxes divided

by the government are classified into direct and indirect taxes. A direct tax is one in

which the burden cannot be shifted. It is paid by the person on whom it is levied. Indirect

taxes are those in which the burden can be shifted. The impact and burden are on different

persons and tax payer and tax bearer are different. Examples of indirect taxes are excise

duties, customs duty, sales tax, etc.

Indirect taxes play a major role in the case of developing countries like India.

1. They are very convenient to pay as they are collected in small amount and are wrapped

in prices. Since they are always hidden, the burden is felt less by the tax payers.

2. As they are included in prices, it is very difficult to evade them.

65

3. A proper indirect tax structure can be used to induce the production of essential goods

or curb the production and consumption of luxurious and harmful goods.

4. Indirect taxes have wider base. Due to a larger coverage, the revenue obtained from

indirect taxes tend to be more than direct tax revenue in the case of countries like India.

5. The health and welfare of people can be promoted through indirect taxation by

imposing high taxes on harmful goods like cigarette, liquor, etc.

6. When indirect taxes are high, prices of goods and services tend to rise. This reduces the

consumption of the people and encourages them to save more and help in Capital

formation.

7. Like direct taxes, indirect taxes also can be made progressive. The necessary goods can

be taxed at a lesser rate while the luxury goods can be taxed heavily. This also ensures

equity as greater burden will be on the poor people.

Modern governments impose both direct and indirect taxes to mobilize adequate revenue.

In the case of developing countries indirect taxes generate more revenue than direct taxes.

However, in India the trend is changing gradually. The contribution from direct taxes is

increasing while that of indirect taxes is declining. To ensure equity, progressive taxation

is used in both direct and indirect taxes.

ABOUT SIGMA

Inaugurated on June 22nd 2005, by our hon’ble Finance Minister Mr. P Chidambaram,

SIGMA is the brainchild of Mr. Milind Deora, M. P. (South Mumbai) that is spearheaded

by the Sheriff and Principal of H.R. College Dr. Mrs.) Indu Shahani.

Today, students are privileged to receive education from the best of colleges, but each one

of them faces the inevitable challenge of competition once they step into the corporate

world. There is a huge gap between what is taught in college and what is actually required

from the students. Interaction with corporate big-wigs to instill practical knowledge is a

must in order to reduce the time required to train the student once he/she becomes a part

of our ever growing corporate sector. Through SIGMA we try to bridge this gap between

Academia and Industry.

By being a part of SIGMA, a student will have the opportunity to attend Seminars,

Workshops, Industrial Visits, Annual General Meeting and Group Discussions conducted

by our member corporates namely Crompton Greaves, ICICI Bank, HDFC Ltd., TV 18,

Kotak Mahindra and Indian Bulls who have been generous enough to lend us a helping

hand in our endeavor to make SIGMA a success.

Six colleges from South Mumbai namely - H.R. College (Churchgate), Lala Lajpatrai

College (Mahalaxmi), Bhavan’s College (Chowpatty), Hinduja College (Charni Road),

Siddharth College (Fort), and Sydenham College (Churchgate) form an important part of

SIGMA and as per our long term plans, we hope to make every college in the city an

integral part of our wonderful initiative.

87

Last but certainly not the least we require the support and participation of the Students in

order to make the dream a success and allow us make our dreams and aspiration a success

too.

SIGMA has a certain Code of Conduct to be followed by its members:

1. Once registered for a SIGMA event, it is compulsory to attend that event.

2. Not attending an event that you have registered for results in negative credits and
