Th e Social Welfare and Nutritious Meal Program facilitates many
programs right from child birth to old age and it has in the past year
accomplished various feats for the upliftment of those marginalized,
especially Women in general, destitute and orphaned children, Th ird
gender and the Elderly. We have brought forth numerous schemes that
provide relief, sustainability and support for those that matter the most
in our society. Th e Social Welfare Department takes pride in honoring
milestones of the past while recognizing that we have a long way ahead
in fulfi lling dreams of the community-at-Large. We hope that our
achievements through the past year will be a token of these dreams.
In our eff orts to let the common people know these achievements
and eff orts we would like to graciously submit our publication of the
Annual Report for the year 2016 - 2017

Th e Social Welfare and Nutritious Meal Programme department has
initiated steps for the fi rst time to publish this Annual report 2016-
17 so as to show case the strenuous hardwork put forward by its fi eld
functionaries in the successful implementation of several welfare
measures pertaining to women and children. We have briefl y described
the undertakings in connection with the schemes and Acts being
implemented by the department to protect the rights of women and
children. We consider it an honour to present this fi rst report to our
line departments and colleagues to make their valuable comments and
contributions to further improve the report in subsequent years. We,
the committee members take this valuable opportunity to thank our
respectful Director, Mrs.V.Amuthavalli, for her vision to appreciate and
support the best via this process of publishing the annual report.

Tamil Nadu is witnessing a vibrant development phase, with the State
Government giving special emphasis for the development of women and
children and addressing their concerns in a multifaceted manner through
the Department of Social Welfare and Nutritious Meal Programme.
Th e department has ensured the welfare of the poor, the downtrodden,
women, children, senior citizens and third gender by providing innumerable
opportunities for them through novel schemes implemented by the
department which have won the appreciation of the entire nation.
“Th e Cradle Baby Scheme”“Th e Cradle Baby Scheme”, has set an example to other States in eradicating
the evils of female infanticide and protecting abandoned infants and
ensuring care and protection of children till they are placed on adoption.
Th e Chief Minister’s Girl Child Protection SchemeTh e Chief Minister’s Girl Child Protection Scheme is an innovative
scheme which has ensured gender equality and has improved the child sex
ratio in Tamil Nadu to 943/1000. Th is scheme provides an opportunity
for the girl children to continue their higher education thereby improving
the female literacy of the state. Beti Bachao Beti Padhao SchemeBeti Bachao Beti Padhao Scheme is also
being implemented in the State with central grants to protect the
girl children and educate them.
Marriage Assistance Schemes Marriage Assistance Schemes are implemented to address the associated
problems in bringing up the girl child and her marriage expenses. Th e
State has accorded priority by providing 8 grams, 22carat gold coin for
making Th irumangalyam along with cash assistance to the parents of the
girl children . Th e special initiative has motivated 55% of the girls to pursue
higher education with enthusiasm. Th is scheme also provides for the
marriage of orphan girls, inter-caste marriage, widow’s daughters marriage
and widow-remarriage through the Marriage Assistance Schemes.
Nutritious Meal centresNutritious Meal centres cater to the health and nutrition needs of the
school children from disadvantaged families which in turn helps to reduce
school dropout rates.

In addition, the Th ird gendersTh ird genders have been mainstreamed by providing fi nancial assistance
for undertaking various income generating activities for individuals and Self Help Groups,
housing, education and pensions through Trans Gender Welfare Board.
Service HomesService Homes are run by the department to enable the destitute and deserted women
to stay with security and at the same time pursue their education and vocational training.
Th e Working Women’s HostelsTh e Working Women’s Hostels have been started to provide a safe and secure place at
aff ordable rates for the working women. Sewing machinesSewing machines are provided to needy women
and widows to help them to improve their economic status. Many women have been
enrolled in the Industrial Co-operative SocietiesIndustrial Co-operative Societies run by the department and are engaged
in stitching of uniforms for students . Integrated complexesIntegrated complexes are an initiative to integrate
the orphan children and abandoned elders in one place and provide a safe home.
Th e Social Welfare Department implements several Social LegislationsSocial Legislations for the care,
welfare and protection of Children, Women and Senior Citizens. Th ese Acts include
the Dowry Prohibition Act,1961, Protection of Women from Domestic Violence Act,
2005, Prohibition of Child Marriage Act,2006, Maintenance and Welfare of Parents and
Senior Citizen Act,2007, Protection of Women from Sexual Harassment at Work Place
Act,2013.
Th e State Resource Centre for WomenState Resource Centre for Women which is an initiative of National Mission for
Empowerment of women, Government of India, is also functioning in the Directorate
of Social Welfare with a primary objective to work for holistic empowerment of women
through convergence of all other women centric schemes via awareness generation
programmes. One Stop CentreOne Stop Centre and Women Help LineWomen Help Line are implemented by SRCW.
Th e Tamil Nadu Social Welfare Board Tamil Nadu Social Welfare Board has also been working in line with department, to
promote voluntary eff ort and monitor the programmes aided by Central Social Welfare
Board in the fi eld of women and children. Th e department also work together with the
State Commission for WomenState Commission for Women in addressing issues relating Women’s rights, safety and
protection.

Cradle Baby Scheme Th e Government of Tamil Nadu pioneered the Cradle Baby
Scheme in Salem during 1992 to curb the menace of female
infanticide prevalent in certain parts of Tamil Nadu with an
objective to save the girl child and improve the child sex ratio.
‘Th e Cradle Baby Scheme’ was initiated to protect the babies by
placing cradles in 10 Districts in the State initially. Th e success of
the scheme resulted in extension of the programme to Madurai,
Th eni, Dindigul, Dharmapuri, Cuddalore, Ariyalur, Perambalur
Villupuram and Th iruvannamalai Districts which recorded lower
child sex ratio by 2011. Th ese babies are handed over to the
recognized Adoption Agencies to be given on Adoption. Now the
Child Sex Ratio shows an upward trend in these districts.
Child Welfare
Th e Government of Tamil Nadu has responded to the issues relating girl
children at large and declining child sex ratio in the state by introducing
innovative schemes like the cradle baby scheme and the girl child protection
scheme.

Th e Hon’ble Minister of Social Welfare and Noon Meal Programme, inaugurated the State Level
Orientation Programme on Adoption Regulations for all stakeholders on 20th March 2017. Th e
Principal Secretary to Government, Social Welfare and NMP Department, Directer of Social Welfare,
Commissioner of Social Defence, Member Secretary to Central Adoption Resource Authority
(CARA), participated in the programme.
Th e Principal District Judges (PDJs) from 10 districts, District Social Welfare Offi cers from 11 districts,
All Specialised Adoption Agencies (SAAs) Directors and Social Workers, District Child Protection
Offi cers from 32 districts, Member of Child Welfare Committee from 32 districts, Probation Offi cers,
Staff from SCPS and SARA, Adoptive Parents and their children actively participated and shared
their views and suggestions.
State Level Orientation Programme on Adoption Regulations for all Stakeholders in Tamil Nadu
Adoption came to be viewed as the best way of rehabilitation for orphan, abandoned and
surrendered children. It is considered as the best alternative for children without parental care.
The Government’s commitment to protect the interests of children in need of care and protection was further
reinforced by the promulgation of the Juvenile Justice (Care and Protection of Children) Act, 2015 which emphasised the
need for rehabilitation and social integration of orphan, abandoned or surrendered children

The Hon’ble Minister of Social Welfare and Noon Meal Programme delivered the inaugural address
The Director, Social Welfare Department gave away toys to all the children who were present.
Th e salient features of Adoption Regulations (2017) and changes therein vis-a-vis Adoption
Guidelines (2015). Th e Adoption Regulations, 2017 framed by ‘Central Adoption Resource
Authority’ (CARA) as mandated under section 68 (c) of Juvenile Justice (Care and Protection of
Children) Act, 2015, were discussed.
Th e panel discussion with Principal District Judges was conducted and the discussions were
successfully and eff ectively moderated by Shri.Deepak Kumar (CARA) and the Director, Social
Welfare Department. Th e Director, Social Welfare Department gave away toys to all the children
who were present.

Th e objective of the campaign is to generate awareness and dialogues among parents, youth and
community elders about the issues related to child marriage. Th e two months long campaign was
organized to sensitize the adolescents particularly girls to negotiate with their parents and convince
them to delay their marriage till they attain the age of 18 years for girls and 21 years for boys.
Caravan Campaign on Child Marriage in Collaboration with UNICEF
One of the pioneering measures is to create awareness about the marriageable age of the Girl Child. Various IEC activities are carried
out by the Social Welfare Department and one such measure is to partner with UNICEF to launch a caravan campaign against child
marriage in 13 districts of Tamil Nadu, namely Salem, Dharmapuri, Krishnagiri, Nammakkal, Erode, Ariyalur, Perambalur, Trichy, Karur,
Thiruvanamalai,Vellore, Cuddalore and Villupuram.

Caravan Campaign on Child Marriage
Th e Principal Secretary to Government Social Welfare and NMP department inaugurated and
fl agged off the caravan on 19.09.2016 at 11.00 am in Marina Beach, Chennai. Th e Director of
Social Welfare and other offi cials of Social Welfare deparment, Education Department, Health
Department, Chennai Corporation, Police Department, ICDS, Social Defence, Tamil Nadu
Women Development Corporation and Principals of colleges in the city participated in the
programme. About 800 participants including adolescent girls NGO’s, SHG members attended
the caravan camaign.

Chief Minister’s Girl Child Protection Scheme
Th e Girl Child Protection Scheme was started in 1992 by the Hon’ble Ex Chief Minister of Tamil Nadu
with an objective to improve girls’ education, exterminate female infanticide and limit male child preference
in the society. Th e scheme also aims to prevent gender discrimination by empowering and protecting the
rights of girl children through this fl agship scheme.
Scheme-I An amount of Rs. 50,000 is deposited in the name of the girl child born on or after
01/08/2011, in the form of fi xed deposit with the Tamil Nadu Power Finance and Infrastructure Devel-
opment Corporation Limited, for a family with one girl child only.
Scheme-II An amount of Rs. 25,000 is deposited in the names of two girl children each for a family
with two girl children only.
Th e deposit is renewed at the end of every 5 years and on completion of 18 years of age the amount
deposited along with interest is given to the girl child. To get this benefi t, the girl child should appear for
10th standard public examination. An annual incentive of Rs.1800 is given to the girl child every year
from the 6th year of deposit in order to meet education expenses. Th e Budget allocation for 2017-18 = Rs.
140.11 crores

Beti Bachao Beti Padhao (BBBP)
Th e BBBP Scheme was launched on 22nd January, 2015 at Panipat, Haryana by Hon’ble Prime Minister
to protect the interests of the girl children and ensure their education. Ministry of Women and Child
Development is the Nodal Ministry for implementing the Scheme.
Th e census 2011, reveals the extensive and signifi cant decline in Child Sex Ratio ( CSR) recording an
all- time low of 918 girls for every 1000 boys. 13 out of 35 States and UTs have CSR lower than the
National average. Th erefore Government of India selected 100 districts on the basis of low Child Sex
Ratio as per Census 2011 covering all States / UTs on a pilot basis covering at least one district in each
state.
In Tamil Nadu, Cuddalore District has been chosen for implementation of the BBBP scheme as the
Child Sex Ratio is the lowest in the State. However the Child Sex Ratio for Tamil Nadu is 943/1000
which is above the National Ratio of 918/1000.
The Objectives of this scheme are:
• Prevention of gender biased sex selective elimination.
• Ensuring survival and protection of the girl child.
• Ensuring education and participation of the girl child

Achievements:
• Child Sex Ratio in Cuddalore District has been increased from 886 in 2015 to 895 in 2016
• Dropout Rate for Upper Primary School (girls) has come down from 1.5 % in 2015 to 1.0% in
2016.
• Dropout Rate for Secondary School (girls) has come down from 3.26% 2015 to 1.5% in 2016.
• Under Suganya Samirithi Yojana new account has been opened for 59491 children.
• Over all infra-structure have been developed like residential school, provision of toilet and water
facility, installation of incinerator in girls schools to improve the attendance of girl children in
schools.
• District Level Task Force meet bi monthly for successful implementation of the scheme

Th e Honble Minister for Social Welfare and NMP department Inaugurated the Two Days Consultation
Workshop for the stakeholders implementing BBBP on 24.11.2016 at the ICDS Conference Hall at
Taramani. Hon’ble Minister for Social Welfare and NMP in her inaugural address said with pride that
our State was the fi rst State in the Nation to introduce the Crade Baby scheme in the year 1992
Th e Principal Secretary, Social Welfare and NMP off ered his Key Note address on the implementation
of various child policies of the State insisting on the importance accorded to the Girl child as early as
1992 by our Hon’ble Ex-Chief Minister of Tamil Nadu and also about the success and innovations under
the ICDS and Cradle baby schemes in Tamil Nadu. Th e Director of Social Welfare, Director of Social
Defence, offi cials from Government of India, District Social Welfare Offi cers, District Programme,
Offi cers ICDS, District Maternal and Child Health Offi cers , District Child Protection Offi cers and
Field Publicity Offi cers of Government of India participated in the Consultative Conference.

The decline in the Child Sex Ratio is a major indicator of women disempowerment Child Sex Ratio
refl ects both, pre-birth discrimination manifested through gender biased sex selection and post
birth discrimination against girls. Social construct discriminating against girls on the one hand, easy
availability, aff ordability and subsequent misuse of diagnostic tools on the other hand have been critical in increasing sex selective elimination of girls leading
to low Child Sex Ratio.

Th is Consultative Conference highlighted the fi eld level realities and gave a good insight about
the problems in the communities. Th e valuable presentations of experienced Speakers and
Experts in the fi eld of health, nutrition, social welfare, family welfare and judiciary were very
useful to the participants.

Th e Workshop was organised by Social Welfare Department, in Collaboration with National
Health Mission, Tamil Nadu to address the issue of declining Child Sex Ratio in Tamil Nadu.
Th e Director of Social Welfare, Joint Secretary, Municipal Administration & Water Supply
Department, Mission Director, National Health Mission, Mission Director, Integrated Child
Development Services and several other senior offi cials from Health Department, Social Defence
Department, Women Development Corporation, Chennai Corporation and fi eld offi cers from
Social Welfare Department and Integrated Child Development Services participated in the
Workshop.
It was discussed that though many programmes like BBBP and Special initiatives to reduce
Child Marriages and enforcement on PNPCD Act have been taken, a lot has to be done
to improve the Child Sex Ratio in Tamil Nadu. Several suggestions to bring about eff ective

With regard to declining Child Sex Ratio in Tamil Nadu, though the ideal CSR was 950/1000, the NFHS-4 Data revealed alarming truth
about the drastic decline in CSR in certain Districts like Madurai where the CSR is 765/1000 in Rural areas and 705/1000 in Urban
areas and Cuddalore District reporting 957/1000. There is concern about the decline of CSR in the districts like Ariyalur, Ramnad,
Krishnagiri and Cuddalore in Tamil Nadu.

convergence in the related departments to address this issue were given by the participants. Th e
recommendations emerged in the Work Shop were taken as action points to address the issue of
declining Child Sex Ratio in Tamil Nadu.
Th e Workshop concluded in a positive note with the participants ensuring co-operation in
dealing with the issues and assured that necessary steps will be taken to provide training for the
offi cials and fi eld functionaries in ICDS and health department strengthening convergence with
other Departments.

Brain Storming Session in progress with offi cials and NGO representives
A brain storming Session on State Policy for Children was organised by Social Welfare Department
on 18th Aprirl 2017 in the Conference Hall at Panagal Maligai, Chennai. Offi cials from Social
Welfare Department and ICDS and child activitivists from NGOs working in the fi eld of children
across Tamil Nadu were invited for the brain storming session on Child policy.
Suggestions on Child Policy were given by the participants after detailed deliberations under the
following categories such as Survival, Development of ( 0-5 years), Development of (6 to12 years),
Development of (13 to16 years), Child Protection and Participation Rights. Th e suggestions were
consolidated and recommended to Department of Social Defence for formulation of Tamil Nadu
State Child Policy.

Marriage Assistance SchemesTh irumangalyam made of gold is a customary cultural requirement for marriages in many communities
of Tamil Nadu where the bride is to wear the ‘Th irumangalyam’ during her marriage and thereafter. Th e
cost of gold often puts a burden on the parents apart from the other marriage expenses. In order to help
poor parents and to encourage them to educate their daughters till the right age, Marriage Assistance
Schemes were introduced by the Government. Th e Government provides 8 grams 22carat Gold coin for
making Th irumangalyam with cash assistance of Rs.25,000/- for non graduates girls and Rs.50,000/- for
graduates girls.
Th e Government is implementing Five Marriage Assistance Schemes for the daughters of poor parents,
orphan girls, widows who re-marry, widow daughters marriage and inter-caste married couples.

Th ese Societies engage their members in tailoring activities i.e. production of 4 sets
of uniform for 43 lakhs students covered under Puratchi Th alaivar MGR Nutritious
Meal Programme, school children of Adi Dravidar and Tribal Welfare Department,
Backward Classes, Most Backward Classes and Minority Welfare Department and
other Welfare Departments. Th e production of uniform by the women members
of tailoring industrial co- operative societies gives them an opportunity to earn
considerable income for their livelihood.
Th ese industrial Co-operative societies are functioning exclusively for the women who
are from the poorer sections of the society. Th e women above the age of 18 years below
the poverty line, destitute and deserted women with a skill in tailoring alone are eligible
to become the members of the societies and they are provided with an employment
opportunity to get a decent income throughout the year. Th e total members enrolled
in these Societies are 86,342 as on 31.03.2017
Th e stitching charges of uniforms to the tune of 92 lakhs have been distributed to the
members as wages.
Socio Economic Development Schemes for Women
Government of Tamil Nadu implements various special schemes for the socio economic development of women through Co-operative Societies.
The empowerment of women not only fulfi lls their economic needs but also makes them independent by using their skill and intelligence
which paves the way for gender equality. With the above vision in mind, 98 Industrial Women Co-operative Societies are functioning under the
control of Directorate of Social Welfare and Nutritious Meal Programme Department to implement Free supply of Uniform Scheme for School
Children in coordination with education department.

Women Tailoring Society has received award for District level
15500 Advanced type of sewing machines were also provided to the members of Women
Industrial Co-operative Societies with 10% Government subsidy, to modernize these
societies. Th is has improved the quality of stitching of uniform and increased the productivity
of the Women Industrial Co-operative Tailoring Societies.
Pudhukkottai Women Tailoring Society has received an Award for District level Best
Society among other department societies in the district for the year 2016-17.

State level as well as District level.
Th e Gopichettipalayam Women Tailoring Society, Erode, functioning under the control
of social welfare has received the State level Best Society Award for the year 2016-17.

Government Service HomesTo provide care and protection to deserted wives, widows, girls,
economically backward women rescued from child marriages
and neglected by their families, Service Homes are run by the
Government through this department. Eight Government Service
Homes, one each at Chennai, Salem, Cuddalore, Th anjavur,
Tirunelveli, Sivagangai, Krishnagiri, Madurai and Perambalur are
functioning in Tamil Nadu. Women who have discontinued their
studies due to various situations are encouraged to stay along with
their children and pursue their schooling upto XII th standard in
the same place. Vocational trainings are also provided to enhance
their skills. Spoken English, Computer training, Secondary Grade
Teacher Training, Counseling and career guidance facilities are also
made for the girls in the Service Homes.
Government Working Women Hostels.Th e Government runs 28 Working Women
Hostels in 18 districts. Women who earn upto
`25,000 per month at Chennai and `15,000
per month in other places are eligible to get

Training Institute in Tambaram.Th e Dormitory for TTI has been constructed at a cost of `1.00 Crore. and
inaugurated by the Honourable Chief Minister through video conferencing on 03.05.2017

In Tamil Nadu the One Stop Centre (OSC)
is being implemented with 100% fi nancial

One Stop Centre (OSC) has been started
in Government Service Home , Tambaram
during January-2017 and implemented
through SRCW, to support women aff ected
by violence, in private and public spaces,
within the family, community and at the
workplace. Women facing physical, sexual,
emotional, psychological and economic abuse,
irrespective of age, class, caste, education
status, marital status, race and culture will be
facilitated with support and redressal
Aggrieved women facing any kind of violence
due to attempted sexual harassment, sexual
assault, domestic violence, traffi cking, honour
related crimes, acid attacks or witch-hunting
who have reached out or been referred to the
OSC will be provided with specialized services.
A counsellor has been appointed to provide
counseling services to the girls of the service
home and the women approaching the One Stop
Center from hospitals and police stations.

On March 8th 2017, the State level Women’s Day celebrations were organised in
Chennai by the Department of Social Welfare at Sir P.T Th iagaraya Hall, Chennai,
Many programs were conducted to celebrate women Bharatha Natyam by SNA
Purashkar Award winner Narthagi Natarajan, Veena recital by Eminent Musician
Selvi. Anjali, Villupattu by professor Th iru Kaliswaran and his troup. Pattimanram was

International Women’s Day 2017
Every year International Women’s Day is celebrated world wide on March 8th . The Government of Tamil Nadu sanctioned funds to celebrate International
Women’s Day at the State and District Levels. On March 8th 2017, the State level Women’s Day celebrations were organised in Chennai by the Department of Social Welfare in a colourful and joyous manner. The Honourable Ministers
for Social Welfare, Backward Classes Department Adi Dravida Department and Labour Department graced the occassion.

Th e Avvaiyar Award for 2016 was awarded to Tmt. Sarada Menon, the founder of SCARF
(Schizophrenia Care and Research Foundation), by the Tamil Nadu Government for her
work in the area of mental health and rehabilitation.
She was the fi rst Superintendent at the Institute of Mental Health, Chennai who had
pioneered the eff orts to rehabilitate persons with mental disorders at residential centres. She
was also the Secretary General, World Association for Psychosocial Rehabilitation , Founder
and Honorable Life President of Indian Chapter.
During her term at the Institute of Mental Health, she had improved the Lab facilities and
infrastructure under her leadership. Th e Occupational and Recreational therapy units were
revamped to provide interesting vocational activities for the patients. Dr. Sarada Menon
was instrumental in starting Training Programmes for Medical Personnel and Diploma
and Degree courses in Psychiatry and Special clinics including Neuro-Psychiatric clinic. A
recipient of the Padma Bhushan in 1992 and four Lifetime Achievement Awards. Dr. Sarada
Menon has made an indelible mark of commitment, excellence and love for humanity in the
fi eld of Psychiatry.
Th e Annual Award is given to women who have done remarkable work for their empowerment,
science, arts and culture, media and administration. Dr. Menon received a cash prize of one
lakh rupees, a medal weighing 8 grams and a certifi cate.

On March 8th , International Women’s Day, the Government of Tamil Nadu gives the “Avvaiyar Award” to eminent women who have
rendered excellent service in any fi eld such as, Social Reform, Women Development, Communal harmony, Service for language, Service in various discipline such as Art, Science, Culture, Administration, etc.,
22 carat Gold Medal weighing 8 gram, `1.00 lakh as Cheque, a Shawl and a Citation are given to the recipient of the AVVAIYAR AWARD.

Hon’ble minister for Social Welfare honored the senior citizen by placing a crown of fl owers
Th is year, the State Level Elder’s Day was celebrated on 28th February 2017 in Sir P.T
Th iagaraya Hall, Chennai.
Th e Honourable Minister for Social Welfare Department graced the occassion. Th e
Principal Secretary Social Welfare and NMP Department, Director,Social Welfare
Department, the District Collector, Chennai. and Dr.Natarajan Geriatric Specialist and
Director from Help Age India participated in the programme.
Th e oldest Senior Citizen was honoured by the Honourable Minister of Social Welfare
by placing a fl oral crown on her head. Th e Senior Citizens performed various cultural
programmes to entertain the participants. Prizes were given to the elderly persons to
encourage them.
Exhibition on the suitable diets, health tips etc, for elders was also organised. Pamphlets
on the welfare of Senior Citizens were distributed to create awareness among the
participants.
Th e Best Non-Governmental Organization and Social Workers who have worked for the
cause of the elders were honoured during the celebrations. Various aids and appliances
were also distributed to the needy senior citizens.
International Elder’s Day 2016
To recognize the services of Senior Citizens and to make optimum use of their resourcefulness, the International Day of Senior Citizens
is celebrated on 1st October of every year at State level and also at District level in Tamil Nadu, to implement the resolution passed by the
United Nations Assembly for the Welfare of Senior Citizens.

Every year, Independence Day, Awards for Best Social Worker (for outstanding work done for
women) and Best Institution (for serving women) are given. Th e Best Social Worker is given
22 carat Gold Medal weighing 10 grams, and certifi cate and the Best Institution is given a cash
award of `50,000 and a gold medal.
Th e Independence Day Award 2016 was awarded to Mr. Muralidharan, the Best Social Worker
and Founder of Sevalaya Institution by the Tamil Nadu Government for his social work.

Dowry Prohibition Act ,1986
Th e Dowry Prohibition Act was passed in 1961, and the Tamil Nadu dowry prohibition Rules were framed in
2004. Th e Dowry Prohibition Act was amended in 1986. Th e Act is being implemented by the District Social
Welfare Offi cers who are designated as Dowry Prohibition Offi cers as per the Dowry Prohibition Act. Necessary

Protection of Women from Domestic Violence Act,2005Th is Act is primarily meant to provide protection to women from domestic violence at her residence.It ensures

Protection Offi cers have been appointed

Report (DIR) cases against respondents who
have committed domestic violence and who

The Sexual Harassment of Women at Workplace
(Prevention, Prohibition and Redressal) Act, 2013
It provides protection against sexual harassment
of women at workplace and for the prevention and
redressal of complaints of sexual harassment and for
matters connected therewith. Th e Act will ensure that
women are protected against sexual harassment at all
the work places, be it in public or private. Th is will
contribute to realisation of their right to gender equality,
life and liberty and equality in working conditions
everywhere. Th e sense of security at the workplace will
improve women’s participation in work, resulting in
their economic empowerment and inclusive growth.
Th is Act is extremely wide covering all women,
irrespective of her age or employment status, whether in
the organised or unorganised sectors, public or private
and covers clients, customers and domestic servants It
also covers students in schools and colleges as well as
patients in hospitals.
Every employer is required to constitute an Internal
Complaints Committee in their offi ce or branch with
10 or more employees. Th e District Offi cer/ Collector is
required to constitute a Local Complaints Committee
at each district, and if required at the block level. Th e
Committee is mandated to complete the inquiry within
a time period of 90 days. On completion of the inquiry,
the report will be sent to the employer or the District
Offi cer, as the case may be.
The Maintenance and Welfare of Parents and Senior
Citizens Act, 2007
Th e Maintenance and Welfare of Parents and Senior
Citizens Act, 2007, provides a statutory protection for
the Maintenance and Welfare of Parents and Senior
Citizens. It is being implemented in this State with
eff ect from 29.09.2008. Th e Tamil Nadu Maintenance
and Welfare of Parents and Senior Citizens Rules have
been framed and notifi ed on 31.12.2009.
For speedy disposal of petitions received under this Act,
a Tribunal presided over by the Revenue Divisional
Offi cer has been constituted in each sub - division to
obtain maintenance amount from children/legal heirs
by the senior citizens and parents. Th e District Social
Welfare Offi cers act as Maintenance/Conciliation
Offi cers. An Appellate Tribunal chaired by the District
Collector has been constituted in each district to hear
appeals against the orders of the Tribunal.
So far 2030 petitions have been received and 1547 cases
have been solved under the Act.
Tamil Nadu Hostels and Homes for Women and
Children (Regulations) Act 2014
Government of Tamil Nadu have enacted Tamil
Nadu Hostels and Homes for Women and Children
(Regulations) Act, 2014 and Rules 2015 to enhance
security and prevent acts of violence against children and
women staying at homes, hostels and other residential
places for their education or jobs. Tamil Nadu Hostels
and Homes for Women and Children (Regulations)
Act, 2014 and Rules 2015 has also been notifi ed in the
Tamil Nadu Gazette. Th e District Collectors are the
registering authority for such homes and hostels. Th is
Act is aimed to reduce unwanted institutionalization
of children and ensure security for the working women
living in hostels.

ensure the registration of such homes and hostels
running in their districts which are meant for women
and children.

One of the main aims of legal awareness is to familiarize the women of our country with their rights,their obligations and also to provide them with information required for the assertion of such rights so that they may be able to take action and bring about a change in their circumstances.

National Commission for Women has developed a comprehensive “Standardized
Module for Legal Awareness Programme about Women Related Laws” to improve the
quality of Legal Awareness Programme content. Two days Camp was organised for 60
participants to impart Legal Awareness about women related laws focusing in the un-
covered districts in the year 2016-17.
In order to cover the 24 uncovered districts in Tamil Nadu, the Tamil Nadu State
Commission for Women in association with National Commission for Women
conducted Legal Awareness Programmes about women related laws in 4 batches of
60 participants each in four districts covering 13 neighboring districts. During the
training fi ve college girls from 12 Government/Government affi liated colleges in (60
participants in one batch) were trained as Trainer of Trainers (TOT) to be used later
for awareness creation in other colleges/women groups, etc in these districts.
Th e Legal Awareness Camps for Students were conducted in Coimbatore, Chennai,
Madurai and Trichy.

tools proposed to be developed by State Resource Centre (SRCW)

dissemination of information to the people.

Th e Th ird Genders are the most
marginalized communities who are
often rejected and thrown out of their
homes by their own families. Th ey go
through abuse, deprivation and other
forms of discrimination.
Th e Government has established the
Th ird Gender Welfare Board in the year
2008 to survey, register to issue ID cards
to them.
Th e foremost diffi culty faced by the
Th ird Gender is to earn their livelihood
through a decent and respectable
profession.
To empower the Th ird Gender economically, grants
are provided to Th ird Genders individuals or Self Help
Groups to take up income generating activities and skill
training was given on various trades.
In Coimbatore District Skill Training was given on
bakery products to the Th ird Genders and certifi cates
were distributed at the end of the Training.
Rs.136.95 lakhs has been sanctioned to 32 districts
in the year 2016 - 17. Out of which 68.40 lakhs have
been utilised for their education and skill development
programmes. So far, 5518 Th ird Genders have been
identifi ed and out of them 1718 have been issued
Ration Cards, 1195 got Patta Land, 136 received sewing
machines. Under pension scheme, for Th ird Genders
above 40 years in the year 2016-17, 120 lakhs was
sanctioned and 1000 Th ird Genders got benefi ted.

Th e Poorna Sakthi Kendra is the focal point of
action on ground through which the services
to women at grass roots level are facilitated,
In Tamil Nadu, PSK is implemented in 10
Village Panchayats in Salem District under
the National Mission for Empowerment of
Women, Government of India. It is a pilot
initiative being implemented by the SRCW.
Anganwadi workers were introduced to
the Poorna Shakthi Kendra staff . All the
department scheme details are being collected
and consolidated at the District level. As Pan
Card is essential for all the citizens awareness
program was conducted and initially arranged
camps in four Panchayats (Th olasampatty,
Muthunaikenpatti, Vellalapatty,Vellakalpatty)
for getting Pan Cards easily.
