A MESSAGE FROM OUR EXECUTIVE DIRECTOR

Dear Friends of New View:

On behalf of the staff and board of directors of Operation: New View Community Action Agency, we are pleased to bring you this annual report highlighting the work of our agency during the FY 2014 year.

The Economic Opportunity Act of 1964 stated that “it is the policy of the United States to eliminate the paradox of poverty in the midst of plenty in this nation by opening to everyone the opportunity for education and training, the opportunity to work, accept the challenge to participate in this important mission.” Operation: New View Commu-nity Action Agency was established February 8, 1974. We have a tri-partite board of 27 members. Currently there are 75 employees with the agency.

The primary purpose of a Community Action Agency and its board and staff is to provide a local mechanism through which communities work together to determine the best approaches to solving the problems of poverty and act to bring together a wide range of controlled, public non-profit agency which is uniquely structured to assist low-income citizens and families to become self-sufficient and advocate on their behalf.

“Since coming to Operation: New View I have signed numerous letters thanking people for personal donations to our agency. We seem to have donations coming in on a weekly basis from individuals, families and companies wanting to assist us in providing support to households who are in need. One of the biggest challenges we have is getting our name out in the community but to those who know us we seem to have touched many in a positive way. Our board is also very active in the community assisting us with donations. This commitment is invaluable.

Operation: New View Community Action Agency is a public non-profit service agency serving low-income families and individuals in Dubuque, Delaware and Jackson counties. In 1964, the Federal Economic Opportunity Act passed as a national attempt to set in motion a nationwide “grassroots: Involvement in the planning and administration of anti-poverty programs.” Over 900 Community

Action Agencies were created across the United States between 1965 and 1969. Operation: New View Community Action Agency is one of those agencies.

The agency serves low-income and elderly residents through three Outreach Centers in Dubuque, Manchester and Maquoketa, and in the fourteen Head Start Program classrooms throughout the tri-county area. During the 2014 fiscal year services and opportunities were provided to 11,928 unduplicated individuals in 5,007 households.

Operation: New View staff work with clients on a day-to-day basis providing support and financial assistance to help our clients work toward self-sufficiency and a better life. In FY 2014, 888 volunteers worked 6,854 hours as-sisting Operation: New View Community Action Agency at our Outreach Center Offices and in our Head Start Cen-ters.

Operation: New View Community Action Agency is governed by a 27-member volunteer Board of Directors. This Board brings together representatives from the low-income sector, public officials and private organizations. This tripartite structure insures input from all sectors of the community in the planning and administration of the agency and in determining the best local approaches to serving the needs of low-income people and families.

The affairs of the agency are managed by the Board of Directors as outlined in the bylaws of the agency. The Board of Directors membership consists of 27 representatives selected to maintain a tripartite composition of the board to reflect equal representation of public officials, low-income, and private sector individuals. In addition to representation by sector, members are also selected to provide representation by geographical areas and political subdivisions in the territory served by the agency in Dubuque, Delaware and Jackson counties.

OUTREACH

Outreach is the heart of all Operation: New View Community Action Agency programs. Services are available in all three counties. Offices are located in Dubuque, Manchester and Maquoketa.

Outreach Staff are busy year-around helping families and individuals in crisis situations. They assist in taking applications for specific programs offered by Operation: New View Community Action Agency, as well as many referrals to various resources in our service delivery area. Through donations our outreach staff are able to offer crisis assistance such as food, clothing, and monetary help with rent or utility bills.

Each fall the agency participates in a school supply project. Many donations are received from organizations within our service area for children in families unable to cover the cost of school supplies. Over 65 families were assisted in FY 2014.

Santa’s Helper is a program which uses donations of money, gifts, or services from individuals, businesses, and service groups to provide direct assistance to low-income households in our three county area during the Christmas season. The basis for the program is to work with the Dubuque Telegraph Herald newspaper to identify and help low-income families needing financial assistance during the holidays. Families who have special needs during the holiday season are featured in the TH with their needs listed. Names are not used; only ages and the need. Operation: New View Community Action Agency is one of several agencies that participate in this program to help keep Christmas for needy families. Sponsors are requested for families needing the assistance. Gifts are distributed by staff to families in the program. Santa’s Helper assisted 239 families in FY 2014.

Our agency also participates in the Christmas In July program sponsored by the Telegraph Herald. This program is similar to the Santa’s Helper program in finding families that have a need. We rely on organizations, individuals, businesses and service groups to provide direct assistance. There is no season for need. In FY 2014 Operation: New View CAA assisted 3 families in Christmas In July.

Coats For Kids. Coats for Kids is a program to help kids have warm winter coats, hats, gloves and scarves for the winter months. Appeals go out in the fall and distribution of coats are in October. Coats not distributed during the Coats for Kids days are available throughout the year on a referral basis. In FY 2014 we distributed winter items to 1,336 individuals.

Our Outreach Staff is supervised by our LIHEAP and Community Services Program Manager. Staff include: the LIHEAP and Community Services Program Assistant, 2 County Center Coordinators, and 3 Outreach Workers that keep our offices running smoothly. Also on staff during the fuel season are seasonal employees.

HEAD START

Head Start is a federal grant which was introduced nationally in 1965. This program is a comprehensive child development program which serves children 3-5 years of age and their families. Head Start is a child-focused program and have the overall goal of increasing the school readiness of young children in low-income families. Head Start is funded to serve 250 children in centers located in the City of Dubuque, Epworth, Dyersville, Hopkinton, Manchester, and Maquoketa.

Head Start (continued)

Children are provided with activities that help them grow academically, socially, emotionally, and physically. In addition to the educational component Head Start offers social services, health, dental, nutrition, mental health services and parent involvement for a comprehensive approach to family needs.

Head Start is free for families who meet the federally mandated poverty guidelines with some allowances for higher income families or with special needs. Income guidelines for Head Start are 100 percent of the Federal Poverty Guidelines.

Our program served 235 children during FY 2014.

Head Start is staffed by our Head Start Director, three (3) Program Specialist, three (3) Team Coordinators, one (1) Program Assistant, fourteen (14) Teachers, fifteen (15) Teacher Associates, ten (10) Cooks, one (1) Cook/Transportation Aide, one (1) Transportation Aides, two (2) Nutrition/Center Aides, two (2) Center/Transportation Aides and one (1) Center Aide.

CHILD AND ADULT CARE FOOD PROGRAM (CACFP)

CACFP is part of the Federal School Lunch Program available to registered home child care providers. CACFP is a program that provides healthy meals and snacks to children and adults receiving day care. CACFP reimburses participating centers and day care homes for serving nutritious meals. It is administered at the Federal level by the Food and Nutrition Service (FNS), an agency of the U.S. Department of Agriculture.

In FY 2014 our providers made 236,310 meals and snacks to 2,930 individuals. CACFP also tracks the number of meals and snacks served to our Head Start children during the school year and they are: 48,894 meals and snacks to 1,594 children.

Our CACFP program is staffed by one Coordinator and one Program Assistant and is located in Dyersville, with one of our Head Start Centers.

LOW-INCOME HOME ENERGY ASSISTANCE PROGRAM (LIHEAP)

LIHEAP, also known as Fuel Assistance, is a federally-funded block grant designed to aid qualifying households in the payment of a portion of their residential heating costs for the winter heating season. Applications are accepted on a first come/first serve basis from the first day of November to April 30th. Elderly and disabled households can apply beginning October 1st. A household may qualify for assistance in this program if the total household income falls at or below 150 percent of the Federal Poverty Guidelines. Operation: New View Community Action Agency assisted 12,574 individuals in the 2014 fiscal year.

Counseling is provided on energy and budget concerns and is furnished by the Outreach Staff. Qualifying households may receive financial assistance to repair or replace a furnace under the Energy Crisis Intervention Program.

EMERGENCY COOLING

Emergency Cooling is another component of the Energy Assistance Program. When medically necessary, up to $350 per household may be used to purchase or repair air conditioners, including paying for the installation of central air conditioning (homeowners only). Funds may also be used for such purposes as purchasing fans, transporting clients to cooling centers, and other measures that may provide life saving benefits to combat excessive heat. Operation: New View distributed 254 fans in FY 2014.

WEATHERIZATION

Weatherization is a federally-funded block grant that is designed to make the homes of low-income clients more energy efficient, thereby reducing the clients’ fuel bills and increasing their comfort. The installation of energy efficiency measures for each dwelling is based on a computerized energy audit which determines the cost of effectiveness of each measure. An infrared camera and blower door is used in the evaluation and inspection of the home. Operation: New View Community Action Agency weatherized 60 homes in FY 2014.

Weatherization is staffed by a Program Manager, an Evaluator/Inspector, and a Program Assistant.

MAKE-A-DIFFERENCE DAY

Over the past years Operation: New View Community Action Agency has participated in a Weatherization Challenge in the City of Dubuque. 2012 marked a change in the name of the project. The name went from Weatherization Challenge to the Andrew Connolly Make-A-Difference Day.

Make-A-Difference Day was held on Saturday, October 25, 2014. This marks the 8th year for this project. Volunteer teams spread out across the City of Dubuque in a one-day blitz to provide helping hand services to the homes of their elderly, disabled, veteran and low-income neighbors. Services include both light-duty and heavy-duty chores around the home, curb appeal and yard work projects outside, socializing and playing games with homebound seniors, simple repairs, and weatherization activities such as caulking or applying window plastic.

Each fall a call goes out to community members for volunteer teams, identification of homes needing repair and a request for funds to assist with purchasing all of the supplies and materials. In FY 2014, 77 homes were assisted with this program with the help of over 300 volunteers.

EARNED INCOME TAX CREDIT (EITC)

Earned Income Tax Credit (EITC) is a refundable federal income tax credit for low-to-moderate income working individuals and families. When the EITC exceeds the amount of taxes owed, it results in a tax refund to those who claim and qualify for the credit. Taxpayers who qualify and claim the credit could owe less federal tax, owe no tax or even receive a refund.

EITC (continued)

Operation: New View Community Action Agency is the lead agency of a local 3-county task force. The goal of the EITC Outreach Tax Force is to promote the Earned Income Tax Credit (EITC) and other free income tax preparation for citizens of Dubuque, Delaware and Jackson counties. Trained tax preparers are available to complete tax returns and fil them electronically for fast refunds.

VITA (Volunteer Income Tax Assistance)

VITA (Volunteer Income Tax Assistance) provides FREE tax preparation for low-to-moderate income individuals and families in the community. For the past 10 years, the EITC Outreach Task Force has promoted the use of free tax preparation sites. FY 2014 was a very successful year for our VITA tax season. With the help and dedication of Operation: New View’s 26 VITA volunteers, who gave over 500 hours of service, the agency was able to assist 395 families/individuals with tax preparation in Delaware, Dubuque and Jackson Counties. The VITA program was able to give back $607,274 in federal refund dollars and $87,658 in state refund dollars to individuals and families in the community. VITA focuses on assisting with simple tax preparation rather than clients spending $150—$200 to get their taxes prepared. VITA also highlights and promotes the Earned Income Tax Credit (EITC) by educating the community and making sure those who qualify get their EITC money. This year VITA was able to give back $248,187 in Federal EITC dollars and $34,897 in State EITC dollars.

FINANCIAL LITERACY

Financial Literacy is designed to give individuals the ability to understand basic finance and their own financial situation. Operation: New View Community Action Agency, along with Alliant Credit Union and Health Services Credit Union offer FREE financial education classes to the local community. The classes are based on the Four Cornerstones of Financial Literacy and are divided into four sessions. Individuals are given informational materials to make informed decisions regarding their current and future financial situations.

Financial Literacy classes include: Budgeting To Create Savings; Debt Reduction & Asset Building; Building A Good Credit Rating; and Consumer Protection & Financial Institutions. Classes are held on a quarterly basis at the Prescott Community Center, 1151 White Street, Dubuque.

In FY 2014 2 group trainings were conducted, with 14 individuals attending. All 14 of those that attended the group trainings completed the course. Twenty-nine (29) participated in an individual single training.

Poverty Simulations. The agency continues to hold Poverty Simulations throughout the 3-county area and beyond. In FY 2014, 8 sessions of poverty simulations were held. Over 600 individuals participated, with 164 volunteers working 480 hours covering all 8 sessions.

Our Special Projects Coordinator is in charge of the Earned Income Tax Credit Program, VITA, Financial Literacy and the Poverty Simulation.
