Introduction The Research and Development Center (R&DC) of the University of Puerto Rico at Mayagüez was established September 12th 1986, by Certification 86-87-56 of the Council of Higher Education through the exemplary efforts of Dr. Rafael Muñoz-Candelario (Department of Chemical Engineering) and Dr. Juan G. González-Lagoa (Marine Sci-ences). The Center’s first official Director, Dr. Manuel Hernández-Avila (Marine Sciences) was appointed in October 1994; he served until June 1999. Dr. Ramón E. Vásquez-Espinosa (Electrical and Computer Engineering) served from July 1999 until March 2000. Dr. Allen R. Lewis (Biology) was the third appointed Director and served from March 2000 through June 2001. Professor Lueny Morell (Chemical Engineering) directed the R&DC from July 2001 until August 2002. Dr. Fernando J. Bird-Picó (Biology), served until De-cember 31, 2005. Dr. David Suleiman-Rosado (Chemical Engineering) was Director from January 1st, 2006 until August 10th, 2007. Our current—and seventh - Director is Professor Yuri Rojas-Ramírez (Mathematical Sciences), who was appointed on August 11, 2007. Dr. Marisol Vera (Chemistry) is Associate Director. Both are seen above, together with Mrs. Mariblanca Aguet-Moreno, Administrative Officer at the Director’s Office.

R&D Center’s Mission
The R&DC was created by the former Council on Higher Education, legal predecessor of today’s Board of Trustees of the University of Puerto Rico, by virtue of its Certifica-tion 56 (1986-87). This document states the mission of the Center at its inception in the following terms: • Foster and develop research and development activities in engineering, technology
and sciences. • Create and develop a technological base to directly serve the Puerto Rican commu-
nity.
R&D Center’s Responsibilities and Duties
Consonant with its Mission, the Center has the following responsibilities and duties: • Stimulate R&D activities. • Manage R&D activities. • Create and develop a scientific, technological and entrepreneurial ecosystem to serve
the community, with emphasis on Puerto Rico. • Provide strategic direction (a “technology roadmap”) for R&D activities at UPRM. • Manage the physical infrastructure that supports R&D. • Procure funds for the operation and implementation of the strategic plan. • Disseminate R&D results.

cal community • Federal and local agencies and private entities that fund research and development • Employees of externally-funded projects
The Arecibo Observatory is part of the National Astronomy and Ionosphere Center (NAIC), a national research center operated by Cornell University under a cooperative agreement with the National Science Foundation (NSF).

Message from the Director Prof. Yuri Rojas Towards a flat Colegio The University of Puerto Rico at Mayagüez (UPRM), or the Colegio as we locals like to call it, is being flattened. In 2005, The New York Times’ columnist Thomas L. Friedman published a remarkable book, The World is Flat. In it he describes factors, which he calls “flatteners”, that have recently converged to allow individuals all over the world to actively participate in a globalized knowledge-based economy. Three key-words summarize this new paradigm: Connections, Collaborations and Competitiveness. While Friedman emphasizes things like supply-chaining and work flow software, in terms of the research endeavor at UPRM, I will extrapolate these to highlight what we have and what we need to fully become a flat campus, one that allows its researchers to connect, collaborate and compete not only among themselves but also with other innovators around the globe: Administrative infrastructure, Communication infrastructure, common research spaces, shared facilities, and institutional policies, as well as the ability to seek and nurture partnerships with others. Perhaps one of the first flatteners was the creation of the R&D Center. More recently, communication platforms such as the Internet, e-mail, the wireless network available in-campus and even off-campus (for example, at the Mayagüez Town Center), and certainly our new virtual habitat mi uprm, enhance the power to interact. In order to strengthen our research base, the R&D Center has promoted new institutional policies on topics such as postdoctoral researchers, shared facilities and cost sharing,. We have also begun to develop other strategies to flatten the field even more:
• The Bio Science and Engineering Initiative (BioSEI) – a special seed money fund that requires interdepartmental collaborations and expects partnerships with the industry (in collaboration with the Colleges of Agricultural Sciences, Arts and Sciences, and Engineering)
• The Research Administration Academy – a series of workshops and conferences to give our faculty and support personnel better tools to submit proposals and manage projects (in collaboration with the Center for Professional Development)
• Globalization of UPRM – participation in activities to showcase the institution’s recent research efforts, as presenters of papers (such as in the 2007 ICEE and ASEE), or as participants (such as in the AURP or NCURA meetings)
Other initiatives are in the works – to identify and furnish research space, to improve dissemination of funding opportunities and the submission process, and to create a more effective research ecosystem by disseminating our results, just to give three examples. Let the flattening continue!

Executive Summary 2006 - 2007 The most important accomplishments during this year were the following:
• 210 proposals submitted and $66.8 million requested (5% and 15.6% reduction from the previous year)
• $24.5 million received in external funds (6.8%
decrease)
• $16.7 million received in federal funds (4.9% increase) • $4.2 million received in local funds (16.6% reduction) • $2.2 million received in private funds (42.8% reduction)
• Four agencies account for over 85% of (non pass-through) federal funds received
— down from 92% last year:
• NSF - $4.2 million (21.2% reduction) • NOAA - $2.5 million (51.1% reduction) • DoD - $2.0 million (2.6% increase) • NIH - $1.7 million (25.8% reduction)
• The Department of Education of Puerto Rico accounts for over 60% of the local
funds received. • The Department of Electrical and Computer Engineering received more external
funding than any other department in our campus ($3.8 million). • The Department of Mathematical Sciences received more external funding than
any other department in the College of Arts and Sciences, and received more funding from our local government than any other department in our campus ($2.5 million).
• The top ten departments receiving external funding (6 from the College of Arts
& Sciences and 4 from the College of Engineering) accounted for 92.3% of the total external, institutional and other funding received—up from 91% last year.

External Resources Office The External Resources Office (ORE, in Spanish) is responsible for reviewing, endorsing and submitting proposals to external sponsors. It also insures compliance with agency requirements as well as institutional policies. Our main goals are to increase the quantity and quality of projects receiving external funding. Additional goals are dissemination of available funding opportunities and to encourage faculty participation in seeking research funds. Workshops are scheduled for the 2007 Fall semester addressing proposal and budget preparation and electronic submissions. We will also sponsor a panel of successful researchers, kind enough to share their time and experiences with peers. This has been a joint effort with the Center for Professional Enhancement. During this last year one more resource has been added to this office, Marelix Marrero-Ortiz. The office consists of two employees devoted to the mission and tasks of pre-award in sponsored research.

Administration The Administration office coordinates, distributes, and supervises all work performed by the following offices: Accounting and Finances, Human Resources, Budgeting, Purchasing, Information Systems, Receiving and Dispatch, and Technical Services and Maintenance. The Administration office also provides support to all the programs and affiliated research institutes of the Research and Development Center. Currently, the Center has 47 employees; 35 employees are paid from recurrent funds, and 12 are appointments paid from indirect costs. During FY 2007, the Research and Development Center operated with $1,287123.00 which was used for administration and operating expenses. In addition, we received $472,017.19 from indirect costs. Information Systems
The Information Systems Office continues to provide support to the R&D Center Administration Offices as well as to the Center’s Research Projects. Accounting and Finance
The Accounting and Finance department has the following objectives:
• Submit financial reports, upon request, with specific information that provides a current picture of our institution’s fiscal condition and the projects being developed.
• Assist UPRM professors with the
administrative procedures relevant to the development of their projects. The Duties of the Accounting and Finance Office
• Regulate the proper use of external and institutional funds. • Implement and supervise institutional, federal, state and other policies and
procedures. • Advise the Director and Administration on the policies and procedures for using
external and institutional resources. • Advise and guide professors, researchers, students and university officials on policies
and procedures for effectively administering external and institutional funds. • Serve as liaison among the various units of the UPR system, federal agencies, offices
of the Government of Puerto Rico, private industries, foundations, public corporations and others.
• Analyze funding allocations for statistical purposes. • Effectively allocate in the appropriate codes of the UPR Financial Resource System
(FRS) all expenses from external and institutional funds. • Bill the various units of the UPR system, federal and state agencies, public
corporations, foundations, private corporations and others. • Keep a roster of the projects and accounts per college, department, researcher, and
agency (information to be used for statistical purposes). • Prepare financial reports for external and internal users. • Prepare statistical annual reports for the Director, the Planning and Development
Office and other federal and state agencies.

• Supply auditors with requested information for external and/or internal auditing.
• We would like to point out that all funds (external and institutional) that were administered at the R&D Center, and that came from the Resource Center for Science and Engineering of Central Administration, are included in the tables and graphs presented in this report.
Achievements in the Accounting and Finance Department
• We hired an Administrative Assistant to follow up the invoices that we sent to the dif-ferent agencies. With this iniciative, we are recovering the money that we invested in investigations and services.
• Communication via e-mail with researchers, local, private and federal agencies im-
proved. • The use of the Corporate American Express increased, allowing significant savings.

In this fiscal year, 264 students receive undergraduate assistantships, for a total amount of $696,112.70. The Department of Electrical and Computer Engineering awarded 82 undergraduate assistantships for a total amount of $163,956.24 . The most awarded by any Department at UPRM, followed by Civil Engineering department with 30, for a total amount of $88,995.00.

Funds for Indirect Costs Collected by Fiscal Year The UPR-Mayagüez Campus generated $2,218,802.00 in indirect costs from approved proposals. Indirect costs are those costs associated with the administrative services and facilities provided by the institution to facilitate research and are initially received at the Central Administration of UPR. UPRM receives 75% of the indirect costs it generates, 25% stay in UPR Central Administration. The Central Administration portion goes to cover 75% of the matching funds requested.

Today at the Research & Development Center, are currently 207 researchers using the AMEX card service. During this fiscal year, the AMEX card has been used 8,050 times, for a total ex-pense of $1,866,437.38 an increase of 1.04% over the last year. Below is the distribution of AMEX usage per month and category. Most of the AMEX expenses are related to purchases of materials (57%). The second most common expenditure is travel, with a 27%, followed by minor equipment that represents a 17%. The purchase of minor equipment increase a 4% , compared with fiscal year 06.

Credit Card At the end of April of 1996, the President of UPR and the Chancellor of the UPR-Mayagüez Campus authorized the use of an American Express (AMEX) corporate credit card. At that time, use of the card by faculty researchers was implemented at the R&D Center. Procedures and controls were developed for the use, administration and payment of the card.

A total of 19 researchers are currently using the R&D Center’s AMEX card service. It is important to point out that the AMEX card has been used 8,383 times, for a total expense of $1,796,413.25, a 3.1% increase over last year. The number of investigators using the card is continuing to increase.
Below is the distribution of AMEX usage per month and category. Note that overall most of the AMEX expenses (59.7%) are related to material purchases. Travel is the second most common expenditure with 27.3% of the total expenses, followed by minor equipment (13%).

Budget Office The principal mission of the Budget Office of the R&D Center is to offer excellent service to professors, students, campus officers and fellow workers, in a fast, precise and reliable manner. This office has direct contact with several campus offices, such as the Pre-Intervention Office, Accounting Office, Budget Office, Payroll Office, Accounts Payable Office, and the Chancellor’s Office. This contact is necessary due to the nature of the work performed in the R&D Center’s Budget Office, which revolves around the administration, development and execution of budgets that are assigned to various research projects and that must follow federal, state and institutional guidelines. Fundamental Duties of the R &D Center Budget Office
• Intervene between contracting agencies contracts and UPRM in order to match the budget with the distribution, dates, personnel, etc. in accordance with the contract objectives
• Creation of Accounts
• Control and administer budgetary assignments pertaining to research projects.
• Budgetary distribution and redistribution of external and matching funds.
• Evaluation and registration of fund transfers.
• Periodic analysis of salary expense codes (1000) and fringe benefit codes (2000) managed by the office.
• Evaluation and registration of Financial System (FRS) liabilities pertaining to
Personal Action Proposals, Wages to Workers, Wages to Students, and Fringe Benefits.
• Assignment of position numbers to employees and students working under
external funds.
• Creation of positions for regular employees, special designations, compensations, workers’ wages, student wages, and salary differentials in the Human Resources System (HRS).

Purchasing Office The Purchasing Office conducts all transactions related to orders placed through R&D administered accounts. Purchasing Office staff members help and instruct investigators regarding the procedures and requirements of the office. The Purchasing Office Supervisor, supervises the office. She also serves as a Purchasing Agent for the Office. In addition, the office has two Purchasing Agents and one Administrative Assistant II, who serves as the office secretary. The mission of the Purchasing Office is to submit all purchase orders requested by investigators. It is essential that the Purchasing Office follow up on those orders and see that they are received in a timely fashion, as established in each purchase order. At the close of this fiscal year, the Purchasing Office had been issued a total of 1211 orders, representing an investment of $4,651,490.04. This was a slight decrease of 178 purchase orders over the number of orders placed last year. Of the total investment, laboratory equipment was the highest investment category ($1,642,567.93). A total of 69 purchase orders were paid using the AMEX Corporate Card. Of the total funding invested using the AMEX card, 66% (31,560.79) was to buy airfare. From This amount $25,725.15 corresponds to student airfare. This was followed by lodging expense with 9% ($4,303.75) of the total amount invested. Achievements During FY 2007, the Purchasing Office achieved the following:
Kept a register of all the orders submitted, discounts negotiated, and savings achieved. During this fiscal year, the office was able to save $156,009.26 to UPRM researchers. Continued using the Microsoft Access database, which has helped in the prompt preparation of reports and in the automatic assignment of purchase order numbers, saving a great deal of time.

Continued using the AMEX card. The card is used to purchase material and equipment that cost less than $1,000. In this seventh year of using the AMEX card, 69 orders were made, for a total investment of $ 47,819.37. Using the credit card allowed merchandise to be received sooner than it otherwise would be and purchases to be made from sources that do not accept purchase orders. Kept a detailed register, by expense and geographic area, of all the orders placed with the AMEX card. Used email to communicate with both researchers and suppliers, which helped greatly in the purchasing process. The office was able to receive quotes and specific directions on critical orders.
Purchase Orders During this fiscal year, a total of 1,275 requisitions were registered on FRS by R&D Center per-sonnel. The number of purchase orders requisitioned varies considerably from month to month. The average number of purchase orders for fiscal year 06-07 was 105 orders per month. The following table shows the monthly investment in purchase orders. The month with the most investment dollars in requisitions was October, with $873,124.86.

Human Resources Office
Our office has multiple functions, services and responsibility providing all the services that the UPR Human Resources Office offered to regular employers. In addition, we provide specialize services in order to meet the specific needs of the research personnel and their staff. Those services include identify and hiring experts staff for research projects in order to meet the technical needs, labor laws, recruiting benefits, and related fields of UPRM research effort. The office provides operational rules, auditor and government ethics requirements, flexible and rapid tracking procedures in support of research and development activities. The office also acts as liaison between faculty researchers and other offices regarding their Additional Compensation documents. This report includes the work processed beginning on July 1st 2006 to Jun 30, 2007 (Fy 2006– 2007) at the Human Resources Department at R&D Center:
• During the academic year and the summer period, we processed additional compensation payments for a dollar amount of $3,911,806.63 for faculty (11 % increase over the previous year).
• During the summer period, we processed additional compensation payments for
a dollar amount of $1,122,610.55 for faculty ( 27% decrease).

Receiving Office Currently, this office has four (4) employees; one administrative assistant, two messengers (one in charge of all mailings, internal and external, and the other in charge of all delivery of equipment and materials), and a supervisor, who is in charge of everything related to receiving, dispatching, and all administrative duties of the office. Personnel of this office are responsible for the delivery and return of equipment or research material of needing repair, validation or calibration. Purchases received are verified against the original approved purchase order. This year, we received 1,873 orders in our office, a 12.3% increase with respect to last year. We picked up 51 orders at various stores (10.8% decrease). We processed 1,119 receiving reports (2.0% increase) . We sent equipment and correspondence using special services on 42 occasions (41.0% decrease). The following table shows the number of stamps used per month. This gives us an idea of the number of pieces of mail that we processed during the fiscal year.

Operations and Maintenance This office is responsible for the overall maintenance of the R&D Center facilities. Our operational units and their employees are as follows:
