CONFERENCE HIGHLIGHTS

Top television and radio broadcaster, Kaye Adams, returns to host the STF Conference for the second year in a row. Kaye presents a daily discussion programme on BBC Radio Scotland and is a regular contributor to ‘Loose Women’ on ITV.

As well as introducing the speakers and ensuring the programme runs smoothly, Kaye will be moving amongst the audience to encourage delegates to share their views

and opinions about the current big issues in skills and training.

And on a lighter note, she will be asking delegates and speakers to share their career ‘highs and lows’ – the events that were memorable for being either a highlight or a challenge! So get ready to share your thoughts and speak your mind.

Kaye will also be hosting the STF Awards Ceremony on Tuesday night where eight winners will be announced from the 24 finalists.

Kaye Adams is your host!

For many, the highlight of the conference will be the Awards Ceremony held in the evening of Day 1. Kaye Adams will be in control and will give some background information about each of the finalists before the winner in each category is revealed.

And Judith Ralston will be mingling with the audience and finalists before and during the ceremony to capture the excitement (and nerves!) of the occasion.

Two of the categories – Apprentice of the Year and Employability Fund Achiever of the Year – will be announced in the late afternoon of Day 1, with the rest being announced after the evening meal.

Award winners to be announced

STF is delighted to welcome the recently-appointed Minister for Employability and Training, Jamie Hepburn MSP, to the conference to provide the keynote speech on Day 1. Members of the STF Board of Directors met with Mr Hepburn over the summer to discuss issues of importance to members, including the phased reduction of MA Contribution Rates – and the dramatic and unexpected cuts to the Employability Fund.

The Minister is expected to provide an update on recent Scottish Government initiatives in relation to skills and training. An announcement on how the Scottish Government will implement the Apprenticeship Levy in Scotland is not expected until October – but perhaps the Minister will be able to say something about the general direction of travel.

Conference welcome for Training Minister

It’s no joke!

Main conference sponsor, SQA, is injecting some humour into the event this year with a Speed Networking session focussing on an SQA Customised Award in Comedy and Confidence. Hosting the session will be Anna Devitt. Anna has performed all over the UK and is an award-winning comedian, actress and playwright. Her company DirectDevitt, supplies programmes for young people and businesses, including custom built workshops incorporating laughter and therapy techniques. Anna will discuss her Comedy and Confidence Award and how the Customised Awards process has worked for her. She will also be saying a few words during the award ceremony – so get ready to laugh!

It’s a yes from me!

It’s back to basics with voting technology this year at the conference as we introduce the `voting paddle’! No sophisticated software required for this system – just an auctioneer’s paddle with a `Yes’ on one side and a `No’ on the other side. And the results are instant! Kaye has some questions lined-up to test this new innovation – let us know what you think!

Top BBC weather presenter, Judith Ralston, has been helping STF to promote the annual awards competition this year by taking part in a launch event and starring in a promotional video. Judith formally launched the STF Awards 2016 at a ceremony in Glasgow in June where she met with some of the

winners from last year’s awards – including learndirect, TIGERS and Lullaby Lane Nursery – and she announced details of the award categories for the 2016 competition.

And she has agreed to share some of her career highs and lows at the STF Conference this year. Although probably best known as one of the main weather presenters on BBC Scotland, her early career was as a trained opera singer until problems with her voice forced her into a career change. Making the transition from opera singer to weather presenter will be the subject of her talk on Day 1.

BBC Judith supports STF Awards 2016

The Judging Panel for this year’s STF Awards met in August to review the record number of entries received.

A total of 90 applications – across 11 award categories - were reviewed by the panel.

The Judging Panel for this year’s awards was:

The Directors of STF are keen to talk with members at the conference and hear about the issues that

are important to them. So please do not hesitate to engage them in conversation and let them know your views.

And to make is easier to identify them, they will all be sporting a green lanyard with `STF Director’ written on it; all delegate lanyards are in blue. Pictures of all Directors are printed on page 19 of this brochure.

With training providers being asked to think more about equalities issues, there is an increasing

need for more information about the do’s and don’ts – particularly around taking positive action.

Sarah Gilzean, from HBJ Gately Solicitors, will be running a seminar session on day 1 of the conference which looks at what employers and training organisations can do to take positive steps in the recruitment and employment of those with protected characteristics to improve equality and diversity. It will look at the law, the pitfalls of language and some practical case studies, focusing in particular on gender, disability and race/ethnic origin.

STF is delighted to welcome Iain Gray MSP to speak to members on Day 2 of the conference. The Chair and Chief Executive met with Mr Gray over the summer to discuss developments with the Apprenticeships Levy and Employability Fund.

STF membership has grown over the last 12 months and now has more than 130 members from a variety of different types of organisations, including colleges, local authorities, universities, group training associations, national organisations – and independent training providers.

Welcome to new members

Apprenticeship Levy funds should only be spent on apprenticeship (or apprenticeship related) programmes in Scotland – and not for any broader workforce development or training. That’s the overarching position of STF in its response to the Scottish Government consultation on the Apprenticeship Levy which closed recently.

The STF response also calls for:• A pause on the planned phased reductions to MA contribution rates,

followed by a review of the impact of cuts over the last three years• A change in the funding bands to include a new 20-29 age category• Development of new `Pre-Apprenticeship’ or ‘Pathway to

Apprenticeships’ which have direct links to existing apprenticeship programmes.

The full response can be downloaded from the STF web site. To ensure that the response reflected the views of as many STF members as possible, a range of activities were undertaken to secure feedback:1. Three Levy workshops were held - with a combined attendance of 70

members2. A special meeting of the Board of Directors was convened to

specifically discuss the Levy3. The Chief Executive held one-to-one meetings with six member

organisations to discuss specific Levy-related issues.A Scottish Government report on how the Levy should be implemented in Scotland is due to be published in late October 2016.

Levy should be spent on Apprenticeships only

Businesses will close – and opportunities for young people seeking work will be significantly reduced – following cuts to the Scottish Government Employability Fund, according to a survey conducted by STF earlier this year.The survey of member organisations currently delivering the Employability Fund highlighted that:• 25% will be forced to close this year• 67% will reduce staff numbers• 38% expect fewer opportunities for young people in rural areas• 42% expect fewer opportunities for young people who require

additional support.STF will be issuing a follow-up survey in the next few weeks to establish an up to date picture of how the cuts are affecting members and young people.

Employability Fund cuts result in closures

STF members delivered more than 20,000 Modern Apprenticeships in 2015-16 – that’s almost 72% of all the Modern Apprenticeships delivered across the country.

And STF members delivered around 70% of the Employability Fund places available in 2015-16 – that’s more than 12,000 places.

A series of member workshops have been held over the last few months – with most being over-subscribed. Topics covered have included:• Quality• Foundation Apprenticeships• Apprenticeship Levy• Marketing and Awards• Equalities• Mindfulness.

A new set of workshops is currently being organised for the next few months and will cover the following:• Bid writing• SDS Quality• Equalities• Effective lobbying of your MSP• DYW activities• Graduate Apprenticeships.

Success for STF Workshops

A number of STF Directors are due to retire by rotation at the forthcoming AGM in November. Some may choose to stand for re-election, and some vacancies may arise for new STF Directors.

Any STF member organisation can put forward a candidate for election to the STF Board, provided that: (1) they have been a member for at least 3 months and (2) their

subscription is up to date.

Being a member of the STF Board offers the opportunity to represent the wider interests of the work based training industry in Scotland. STF Board members share a range of tasks including regular meetings with Skills Development Scotland, Scottish Government, MSPs and other stakeholder organisations.

The STF Board meets six times each year – and meetings normally last three hours. Board Members are also encouraged to attend other ad hoc workshops and events.

Do YOU want to join the STF Board?

STF has been confirmed as a member of the new Scottish Apprenticeship Advisory Board (SAAB).

The Board will have 4 groups:

• A Group Board

• Employer Engagement

• Employer Equalities

• Frameworks & Standards.

STF will be represented on both the Employer Equalities and Frameworks & Standards groups. More details on the STF web site.

STF joins Apprenticeship Advisory Board

Members of the STF Board of Directors and the Chief Executive meet every three months with senior staff from Skills Development Scotland. These regular meetings are an opportunity for STF to hear about new developments and initiatives relating to the National Training Programmes. They also allow STF to raise issues of concern from its members, particularly in relation to contracting.

All STF members are encouraged to contact the Chief Executive with issues or concerns that they may have. All conversations are strictly private and confidential – and no member is ever identified during discussions.

SPEAKERSKaye Adams is one of the country’s most experienced live TV and radio broadcasters. She is a regular anchor of ITV’s award-winning, daytime panel show, ‘Loose Women’ and has the prime 9-12 morning slot on BBC Radio Scotland each Monday to Thursday with ‘The Kaye Adams Show’ which tackles topical issues of the day.

Since being taken on by Central Television straight out of university as a graduate trainee journalist, Kaye has worked across many fields. She has deployed her formidable interview skills in news, political reporting, general current affairs, lifestyle and celebrity programming. She approaches them all with the same professionalism, intelligence and humour.

Kaye will facilitate both days of the conference and host the Annual Awards Ceremony on Day 1.

Jamie Hepburn MSP, Minister for Employability and TrainingJamie Hepburn was educated at Hyndland Secondary and the University of Glasgow, graduating with a degree in Politics and History.

He served as National Convener of the SNP’s student and youth wings. Jamie Hepburn was MSP for Central Scotland between 2007 and 2011 and has been MSP for Cumbernauld & Kilsyth since 2011. Jamie was appointed as Minister for Sport, Health Improvement & Mental Health in November 2014 and appointed as Minister for Employability and Training in May 2016.

Jamie lives in his constituency with his wife, Julie, and two children.

Iain Gray MSP, Education, Skills and Science Spokesperson, Scottish LabourIain spent his early years in Edinburgh before his family moved to Inverness. He spent seven years as a teacher in Mozambique and twelve years with Oxfam before standing for the Scottish Parliament.

He has held four different Ministerial posts, including Enterprise, Transport and Lifelong Learning, alongside Donald Dewar, Henry McLeish and Jack McConnell. He also spent four years as a Special Adviser to the then Secretary of State for Scotland, Alistair Darling.

Iain became MSP for East Lothian in 2007 and was Leader of Labour in the Scottish Parliament from September 2008 to December 2011. He served as the party’s Shadow Cabinet Secretary for Finance between July 2013 and December 2014 when he became Shadow Cabinet Secretary for Education and Lifelong Learning.

Professor Ewart Keep, Director, Oxford UniversityEwart Keep is Director of the Centre on Skills, Knowledge and Organisational Performance based at the Department of Education, Oxford University; and a member of the joint Scottish Funding Council/Skills Development Scotland Skills Committee. He is also a member of Quality and Qualifications Ireland’s Policies and Standards Committee. He has advised Parliamentary committees at Westminster and Holyrood, as well as H M Treasury, DBIS, the Cabinet Office, the National Audit Office, and government departments in New Zealand and Australia.

Ewart has been working with the Welsh Government on skills utilisation policy and the regionalisation of skills planning. He has published extensively on apprenticeships, lifelong learning, higher education policy, the link between skills and economic performance, managerial attitudes towards investment in skill, and how public policy on education and training is created and enacted.

Using his extensive knowledge about the skills agenda across the UK, Ewart will speak about how the Scottish skills landscape might look like in the 2020s. 

Alasdair MacRae, Head of Business Development & Customer Support, SQAAlasdair is a passionate believer in vocational education and training. Alasdair joined Bank of Scotland at the age of 18 in preference to a university place — a bold decision that divided parental opinion. It paid off, however, when a successful career in finance, spanning 17 years, culminated in the position of Director of Asset Finance.

Since 2009, Alasdair has been Head of Business Development & Customer Support at SQA – a role that combines his business experience and his commitment to education and training. He is responsible for teams working with training providers, colleges, employers and schools in Scotland and across the UK; a busy customer service centre; and a contracts pursuit team.

A Fellow of the Institute of Sales & Marketing Managers, Alasdair has successfully led his teams through significant changes in the education and training landscape in recent years. He also plays a strategic role in SQA, ensuring the customers’ voice is heard and delivering a service that meets their needs.

Alasdair will share his reflections on recent changes and future development with the STF audience and consider how we prepare today’s learners for the world of work tomorrow.

Katie Hutton, Director of National Training Programmes, Skills Development Scotland Katie’s current role covers contracting and contract management for national training programmes which attract a public funding contribution – principally Modern Apprenticeships and the Employability Fund, amongst other incentives. In addition, it also covers various Skills Development Scotland (SDS) actions in support of the Scottish Government’s Youth Employment Strategy and the recommendations of the Developing the Young Workforce Commission.

Katie’s team at SDS works closely with contracted learning providers (including private, public and third sector organisations) who deliver training programmes for employers and individuals across Scotland. Katie is also the SDS lead on equalities-related issues. Previously, Katie worked in various roles relating to skills policy and planning for Scottish and Renfrewshire Enterprise and, prior to that, in industrial liaison and part-time lecturing for Paisley College (now University of the West of Scotland).

Dave Scott, Nil by MouthDave is the Campaign Director of Scotland’s leading anti-sectarianism charity Nil by Mouth. The charity works to raise awareness of sectarianism and provide free services and resources to promote greater religious tolerance in society. Since 2000 it has worked with tens of thousands of people across Scotland, secured changes in the law and run numerous high profile campaigns, including the ground-breaking ‘Beyond Religion & Belief’ workplace training programme.

Dave is a frequent contributor to public debate on sectarianism in Scotland and regularly appears in the media discussing the issue. He is originally from Country Antrim and has lived in Scotland since 1999.

With equalities issues high on the agenda for training providers, Dave’s thought provoking presentation will highlight issues in one of the lesser known areas of discrimination.

Judith Ralston, BBC ScotlandOriginally from Edinburgh, Judith trained as a musician and studied singing at the Royal Scottish Academy of Music and Drama and the Royal Northern College of Music. Her operatic singing career ended prematurely when her voice collapsed. In 1999 she returned to Scotland for a new career as a travel reporter at BBC Scotland, then moved into weather presenting.

Judith has presented programmes/features in the classical music field and other BBC radio/television shows. She is now one of the main weather presenters at BBC Scotland and involved with charity work in the Glasgow area.

Stuart G Leitch, Chair, STF Ltd; Managing Director MI TechnologiesStuart Leitch is the Managing Director of MI Technologies, a major independent training organisation based in Glasgow. With over 35 staff, the company covers a wide range of traditional and service sector industries.

A Council member of CBI Scotland from 1991 to 1997, Stuart was elected to the position of Chair of STF in 2007. Stuart is a member of the Cross Party Skills Group of the Scottish Parliament. Stuart has given evidence on the subject of apprenticeships to the Economy, Energy and Tourism Committee of the Scottish Parliament, and contributed evidence to the British and Irish Parliamentary Assembly.

Stuart McKenna, Chief Executive, Scottish Training FederationStuart is Chief Executive of the Scottish Training Federation (STF) and was appointed to the role in February 2015. For the last 20 years, he has worked for a range of different organisations engaged with skills and training, in roles which have been mainly focussed around promoting Modern Apprenticeships.

Prior to joining STF, Stuart was the Director of Skills at GoSkills – the Sector Skills Council for the Passenger Transport sector. He has also worked with Scottish Government, Sector Skills Alliance Scotland and COSLA. From 2003-2007 he was Vice Chair of the Board of Management of Cardonald College in Glasgow. Stuart is currently a member of both the SDS/SFC Joint Skills Committee and Scottish Apprenticeship Advisory Board.

SCQF: 15 years and still evolving

Some people see the Scottish Credit and Qualifications Framework (SCQF) and think of boring academic based qualifications and ask themselves what do these levels and credits really mean? Do they have any application? Others have seen and experienced the bigger picture and appreciate the benefits of being aware, using or totally engaging with everything SCQF.

Yes, it has place in academia but it also has a much wider remit because it isn’t a ladder, it’s a true pathway supporting an individual’s development through life, whether personal or career.

Learners, employers and training providers

of all shapes and sizes have used elements of the SCQF and the Partnership’s resources to support career pathways, CPD, formal recognition of in-house training, recruitment and selection, and workforce development strategies.
