ALPOA, The Andover Lake Property Owner’s Association is a not for profit 501(c)4 corporation. ALPOA exists “to pro-mote the social welfare and common good of the community of Andover, Connecticut and the owners of real estate in the vi-cinity of Andover Lake.” It is solely supported by its member-ship. Dues collected are used to maintain the dam, beach and water; pay Andover Real Estate Taxes on the Dam, Beach and other owned property; provide insurance on all inherent risks; provide testing for ecological and water quality purposes; life-guard and security guard salaries and benefits; as well as to support recreational activities for members; etc...Membership in ALPOA is required for those wishing to use the lake, the Beach facilities and Right-of-Ways for any purpose (including swimming, boating or fishing anywhere on the lake). No motors of any kind are allowed on the Lake. This includes electric motors. ALMA, the Andover Lake Management Association, is also a not for profit 501(c)4 corporation. ALMA owns the Dam, the beach, the Right-of-Ways, the lake bottom, and several other pieces of property in the Lake area. ALPOA is the only member of ALMA. ALMA has a five member board of directors, all of whom have previously served on ALPOA’s Board.

DUES ALPOA dues are due and payable by May 15th of each year. Dues received after May 15the are subject to a late fee of $15 (except for new Members and Seniors). The categories of membership are described below. Boat stickers are required on all boats which use the lake. A space is provided on the Mem-bership Application for number of boats.

At one point, it was discussed turning control of the dam and lake over to the state because we were not sure that we could afford the necessary repairs. This could dramatically change the nature of our Lake (i.e. allowing a greater influx of lake traffic, motors, including jet skis, etc.) We could lose the very private and quiet atmosphere around the Lake that we value so pricelessly. Andover Lake is one of the most pristine Lakes in the state.

We would not want to lose the Lake and the only way to stop this is for people to become members and pay dues. Member-ship gives you the right to be involved in all programs and ac-tivities of the Association while ensuring that the Lake is main-tained. Most of all, it allows you to enjoy the beauty of the Lake.

MEMBERSHIP CATEGORIES

Regular Membership is available to those who own land in the Lake area. The Lake area is real estate situated on the following streets—Lake Road, Lakeside Drive, Lakeview Drive, Sunset Lane, West Street (within Andover), West Street Extension, Island Street, Bausola Road, Brown Drive, Mathi-eson Drive, Rockledge Drive, Rose Lane, Woodside Drive, Erdoni Road (within Andover, and School Road. This Mem-bership class is the only class that may vote at the semi-annual, annual, or special meetings. Associate Membership is available to legal residents of the Town of Andover who do not live in, or own property in the area defined above. They have all the privileges of a regular member except for voting rights at Association Meetings. Senior Citizen rates are available only to Regular or Associ-ate Members who are 65 years of age or older. There is a $20 discount for Senior Members. Senior Members are not subject to a late fee. Out-of-Town Membership is available to families that do not own property in the Town of Andover. Out-of-Town Members have all the privileges of a Regular Member except for voting rights at Association Meetings. The percentage of member who may be Out-of-Town Members is limited at pre-sent, by the Board, to 25% of total Membership. Lake Renters—Each housing unit must pay full, Regular Membership dues. Owner and renter can work out any ar-rangements for the annual fee. The property owner, not the renter, has voting rights, if applicable.

WHAT ARE ALPOA AND ALMA?

Why We Have Dues

When the dam was first created, the dues were $10 a year. At that time, there was little consideration for rebuilding a dam, they just built a new one. The year was 1930. In 1990, it was determined that major repairs needed to be done to the dam, leading to rebuilding. As there was no money at that time, some very important parcels of land owned by ALPOA/ALMA were sold, including the clubhouse and several right-of-ways.

Our predecessors determined at this time, that when the dam needed to be repaired again, there must be money set aside to repair or build another. Without the dam, there is no Andover Lake. Without the Lake, our properties suddenly drop severely in value. The last repair on the dam in 1990 cost over $300,000. We can assume that the next time we need to work on it (in about 35 years), with the inflation rate of building costs; it will cost around $2 million.

There are also other expenses that are paid from dues. These include taxes, water testing to assure purity and to protect the Lake against contamination, and maintenance of the beach. (i.e.

The beginning of the summer season is upon us and we are put-ting all things in place to make this a glorious year. As we look forward, we remember with great sadness the loss of one of our active board members who gave much to our lake family. Shirley Stolzenbach had been on the ALPOA board for over 10 years. She served as our secretary for two years, would monitor the dam and surrounding lake areas, but was most remembered for her wonderful ability to gather the ads that support the print-ing of our newsletters. Shirley was also very active and deeply loved by the Andover community. She was a member of the Seniors, the Congregational Church, and was a great “stamper”. She would host our meetings, bake brownies for our events and with her family and grandchildren set up the “smores” for our Beach Bash. She fought a valiant fight and will be greatly missed. We were blessed to have her with us and as we prepare for the coming summer, let us reflect on our beautiful lake and our wonderful family and give thanks for the beauty they all provide to us.

Over the winter, members of the ALPOA Board and the ALMA Board met with George Knoecklein, PhD, who is a Limnologist and a consult-ant for our lake and many lakes throughout New England. He has taken water samples and studied our lake since 1996. George reported that the health of our lake is generally very good. Wa-ter sampling over the past few years helped identify several failing sep-tic systems which have been repaired. Water clarity has been very good over the past several years, and we have had no recent significant algae blooms. This increased water clarity, however has allowed more sunlight to penetrate farther into the lake bottom – likely contributing to an increase of weeds. These weeds appear to be largely Brushy Pond-weed -- a naturally occurring, non-invasive species. We hope to have a survey of the lake bottom completed this summer by the Connecticut Aquatic Plant Survey Program. This will identify plant species and their extent and location throughout the lake. We will use this information to consider possible steps to reduce weed growth. (Don’t be alarmed if see a boat – with special permission – surveying the lake with an electric trolling motor.) Many residents ask what they can do to protect the lake. Some steps you can take include:

�� Have your septic tank pumped frequently. And, if you have any question about the condition of your septic system, ask us to assist you with a free test of the system.

�� Don’t use fertilizer. Or, if you are considering using fertilizer, get a soil test first to see if your lawn really needs fertilizer. And, if you do use fertilizer, use one WITHOUT ANY PHOSPHORUS. Lawns do not need phosphorus, and phos-phorus feeds algae in the lake.

�� Keep organic material out of the lake. Prevent leaves and grass clippings from getting into the lake.

�� Keep invasive weed species away from our lake. If you bring a boat that has been in another body of water, wash it and hot sun before putting them in our lake.

We can work together to keep our Lake CLEAN!

Spring is here and once again a new year of boating on Andover Lake begins. With this new beginning comes a very new Treasurer. I would like to take the opportunity to introduce myself. My name is Lorraine Westerberg. I have lived on Andover Lake since May, 2001 with my husband Alan. Some of you may recognize my name be-cause I also work at the Andover Public Library. For the past two years when Christian and Veronique Zimmermann are on ‘holiday’, I took over getting the boat stickers out to the members. So when AL-POA was looking for a new Treasurer to take over Ed Dwyer’s vacant position, my name was suggested. I am looking forward to working on the ALPOA Board. In a later newsletter issue, I will tell you a little more about me. For now, the most important thing is for you to pay your dues by May 15th per the ALPOA By-Laws. Remember to wear your life jacket and do not catch the fish under my dock!!!!!

The ALMA Easement Trail from the Bridge to Lakeside Drive

The trail from the bridge over the dam to Lakeside Drive is now clearly marked with signs. Many years ago, ALMA negotiated an easement for pedestrians who are ALPOA members to walk from the dam to Lakeside Drive. This goes around the edge of our neighbor’s property which is now a building lot where the owner plans to build a house. The other trail – the old road to the dam – is on private property which we do not have permission to use.

Please be respectful of our neighbor and use the approved trail.

Docks, Floats and Retaining Walls Guidelines Prepared by ALMA and Andover Wetlands Committee

It is the intent of Andover Lake Management Association (ALMA) to maintain, protect and preserve the natural habitat that constitutes Andover Lake and its surrounds (watershed areas). To assist towards that end, ALMA uses the following guidelines, plus the services of our ad hoc committee (DFW) Docks, Floats, and Retaining Walls. This committee is available to the members of the Andover Lake Prop-erty Owners Association (ALPOA) for questions, suggestions, and assistance. Correspondence can be sent to ALMA at P.O. Box 3, An-dover, CT 06232. ALMA must approve all docks, floats and walls constructed or placed on the Lake. This applies to new docks, floats, and walls, as well as to changes to existing docks, floats, and walls beyond simple maintenance. A written description of the project must be submitted to ALMA. The DFW committee will review these proposals. Any exceptions to the following guidelines will be noted.

In addition to ALMA’s approval, any construction activity involving docks, floats, and walls will require the applicant to communicate with and receive approval from the Andover Wetlands officer. If a Wetlands Commission Application is required, ALMA as owner of the lake bottom must sign the application as owner if any construction is below the high water mark. Such an application will need to contain:

Description of the work to be completed What equipment is to be used Diagrams as necessary to indicate: the wall construction, drainage stone and filter fabric, all relative to the lake. Location of Septic System and leaching fields.

5) Changes in any biostabalization materials: or indicate that none changed. 6) Approximate slope of property: from road to dwelling, dwelling to shoreline. A letter of approval is needed from ALMA before the Wetlands Commission can act on the application. The applicant/homeowner should include the name and ID# of their Homeowner's Liability Insurance coverage policy and ALPOA membership number on any application. All docks, floats and walls are the personal property of the landowner who is solely responsible for them. ALMA and AL-POA will not be responsible for any damage to them, or damage they may cause. The proper anchoring of docks and floats is the respon-sibility of the landowner. The property owner is advised that all docks and floats are located on ALMA property and continuous ALPOA membership is required. Failure to maintain this membership will result in the removal of the docks and floats from the lake. It is the policy of ALMA to lower the water level of the Lake each fall, for the winter. Ice that forms may impact docks, floats or walls. Pre-plan any repairs knowing that this is customary. After ALMA approval on your plans for retaining walls ALL RETAINING WALLS MUST BE APPROVED BY TOWN OF ANDOVER WETLANDS COMMISSION.

DOCKS: All docks must be properly attached to the land or retaining wall within the owner's property lines and cannot extend beyond the property lines as extended into the lake. A dock cannot be wider than 8 feet and extend further into the Lake than 20 feet. A "T" or "L" configuration cannot be more than 20 feet long parallel to the shore. The water depth must be sufficient for its purpose. To minimize the potential for ice damage, ALMA prefers that the dock be of the floating dock type or supported by a structure that can easily be re-moved such as that used in pipe docks – docks with pipe supports supported in metal sleeves. Materials: Wood, plastic, plastic-wood composites, and foam are acceptable. Western red cedar and Cypress are recommended. Use un-treated materials (e.g. cedar, tamarack, hemlock, rocks, plastic, etc.) as supports for dock structures that will be submerged in water. Treated lumber may contain compounds that can be released into the water and become toxic to the aquatic environment. Treated lumber that is environmentally-friendly (see definition below) may be used for dock structures that are above water. Anything not clearly stated as an acceptable material, or procedure, requires special permission of the ALMA board and the Andover Wetlands Commission. No concrete posts, pilings, or underwater cribs filled with rocks are to be used, as they cannot be removed and they disturb the Lake bottom. Any units used for flotation must be plastic or foam. The use of encased closed cell foam for floatation is encouraged. The use of metal 55 gallon drums is not allowed. Metal is allowed for the support structure for docks, in particular, for pipe docks. Every dock must have a non-skid surface. Electricity is not permitted on docks. DEP and CT and Andover Wetlands must have approved all materials.

(Docks, Floats and Retaining Wall Guidelines continued): Environmentally-friendly lumber and stains – Approved preservatives used most commonly in lumber are Alkaline Copper Quater-nary (ACQ) and Copper Azole (CA). Creosote treated wood should not be used in or near water. FLOATS: All floats must be located within the owner's property lines (as extended into the water). They must be properly anchored to the Lake bottom. The maximum size of any float is 100 square feet, and the maximum distance from the shore is 50 feet. The maximum distance from shore may be increased in special circumstances with permission from the ALMA board and the Andover Wetlands Com-mission. The water depth must be sufficient for its purpose. Materials: are the same as above for docks. The use of plastic or foam for the flotation units is encouraged. The use of 55 gallon industrial drums is not allowed. As with docks, all floats must have a non-skid surface and electricity is not permitted on a float. All Materials must have approval of ALMA, DEP Wetlands, and Andover Wetlands. RETAINING WALLS: The height and width of all retaining wall will depend on the topography of the site and the specific application. In all instances, the wall will be the least invasive to, and/or obstructive of, the natural habitat of the Lake. Owners are encouraged to construct walls of stone or jagged rock (riprap). Use of pressure treated lumber is not allowed. Maximum use of biostabalization is urged by ALMA as well as minimum use of hardscape materials. WALL REPLACEMENT (Also: construction to attach a dock). In addition to the guidelines given in the previous section on retaining walls, the following practices should be followed during the construction, destruction, or repair of a wall or rip-rap area,: 1. The wall should be built within the existing property boundaries, above the present high water mark, and should not encroach further

into the ALMA lake property. 2. Activities should avoid the introduction of nutrients or other pollution into the lake. 3. Sanitized materials should be used to avoid the introduction of foreign organisms (i.e. invasive plant or animal life). 4. Stone should be placed between the earth to be retained and the wall to enable free drainage and therefore increase the durability of

the wall. 5. Filter fabric should be placed between the drainage stone and the wall. If rip-rap is the retaining medium, the filter fabric should be

placed between the earth and the rip-rap. 6. Avoid the use of excavation equipment if possible (Reduce introduction of pollution to the lake). Any powered excavation equip-

ment must be approved by ALMA and the Andover Wetlands Commission. 7. If excavation equipment must be used, it must stay off the lakebed. 8. If a retaining wall is to be built rather than sloped rip-rap, the wall should be sloped as much as possible, base to top, away from the

lake, to avoid disturbing the normal wave action as much as possible. By, ALMA Board of Directors

Judges will visit your property and score you on the following practices: �� Your lawn has healthy vegetation �� There are no signs of erosion on your property �� Your fertilizer use is minimized �� You have a vegetative buffer near the lake �� Your septic system is pumped by the suggested time period for the capacity of your house �� Your pesticide use is minimized �� If you have a compost bin, etc. present, refuse is stored with an adequate buffer from the lake (at least 50’) �� If you have a compost bin, etc. present, water is diverted away from the pile �� You perform proper disposal of lawn refuse �� You conduct a soil test before using fertilizer �� You have allowed a test dye to be flushed through the system to check for lake contamination by your septic system �� You have erosion control structures around storm drains and erodible areas such as using grassy buffers, stone, riprap etc where your downspout extenders and gutters release water to prevent erosion �� You have gutters installed on your house �� You pick up animal feces near the lake area This award is being sponsored by ALPOA, the Andover Lake Property Owner’s Association. If you are not eligible for the award, you will receive a letter outlining what you can do to help improve your practices, be a better steward to the lake, and be eligible for an award in the future. 1959 Blue Book By Dianne Grenier for the ALPOA Anglers

In 1959, the Connecticut State Board of Fisheries and Game, Lake and Pond Survey Unit published “A Fishery Survey of the Lakes and Ponds of Connecticut”. For years this has been a bible for fisherman and better known simply as “the blue book”. The book includes bottom contour maps along with lake and pond reports to aid in locating areas of specific depths. This has aided fisherman in locating the feeding areas of various species at certain times of the year. The book is no longer in print and has been replaced by the DEP 2002 “A Fisheries Guide to Lakes and Ponds of Connecticut”. The new book is available at the DEP Book store, 79 Elm St. Hartford, for $20. It is also available for borrowing with your library card at the Andover public library on Route 6, for free. Andover Lake was part of the original survey and was included in the 1959 edition but omitted from the 2002 edition. Following is the map and text from 1959.

DEP Canoe and Kayak Safety Course By Dianne Grenier

Connecticut residents are fortunate to have 230 miles of coastline, 19,591 lakes and ponds and over 12,000 miles of rivers and steams to enjoy. This makes canoeing and kayaking very popular within the state. Knowing the boating laws and regulations, as well as safety pro-cedures, for operating canoes and kayaks is essential to having a good day of fun on the water. Andover residents will have the opportunity to learn how to be safe while paddling their canoe or kayak at the Department of Environ-mental Protection Boating Division’s Canoe and Kayak Safety Course coming to town on Friday, April 25th from 6:30pm – 8:30pm in the Old Firehouse on Center Street. The course is offered “free of charge” and is designed for beginning paddlers. The course will be conducted in a classroom environment and is not recommended for children under 7 years old. Pre-registration is required and children under the age of 12 must be accompanied by an adult. Call Melissa Grenier at 896-0159 to register or for more information. Spring weather brings out the kayakers and canoeists. Andover has two great water bodies for kayaking and canoeing, Jurovaty Pond and Andover Lake. It is important that paddlers know it is a state law that during the period from October 1st through May 30th, all persons on board a canoe shall wear a Coast Guard approved PFD (Personal Flotation Device – Life Jacket) and no operator or paddler shall al-low any person to be aboard who is not wearing such a device. This is just a small sample of the important information that will be cov-ered in the class. The Canoe and Kayaking Safety Course is being brought to Andover by local members of the DEP C.A.R.E. (Connecticut Aquatic Re-sources Education) program. This is the same group that conducts the Ice Fishing Classes and freshwater Fish School classes throughout the state.

Andover Lake Spring Cleaning! By Dianne Grenier

Every year, residents who live around Andover Lake take on the task of doing a little spring cleaning around their neighborhood. Each spring they conduct an “Andover Lake Litter Walk” along the roadways surrounding Andover Lake. Two groups, armed with plastic bags and garden gloves will gather to pick up bottles, cans and paper litter that has been deposited during the winter months by local litterbugs. Local residents will meet at the Andover Lake dam where they will divide into two groups. One group to work the west side of the lake along Lakeside Drive and the other group to work the east side along Lake Road. Both groups will work their way along the roadway to the ALOPA Beach where they will be met by a truck and driver that will haul away the day’s collection of litter to the local transfer station. The Litter Walk is a simple task that produces great results. Each year neighbors gather together to enjoy a walk in the fresh air while visiting with each other as they get their daily exercise and clean up their neighborhood. As the days become longer and warmer, neighbors spend more time outside and take great pride in their litter-free neighborhood. This year, residents will meet on Saturday, April 26 at 9:00am at the Andover Lake dam off Lakeview Drive. Everyone is welcome to come join the teams. A rain date has been set for Saturday, May 3rd, same time – same place.
