Job Posting Aboriginal Child Welfare Data Specialist

Secondment or Contract Opportunity

October 15, 2015 to March 15, 2016 The Association of Native Child and Family Service Agencies of Ontario (ANCFSAO) is a membership organization mandated to build a better life for all Aboriginal children through promoting the delivery of culturally-based services to Aboriginal children, families and communities.

Job Overview The role requires a person with significant experience and knowledge of the Aboriginal Child Welfare sector, as well as a working knowledge of the data collected through the Frontline Penlieu information technology system. He/she will facilitate the selection and development of 3 Aboriginal-specific performance indicators, which includes: defining the performance indicators, determining the data elements to measure the performance indicators and, developing the formula to calculate the performance indicator results. The role requires working with Child and Family Service agencies who serve Aboriginal children, youth, families and communities, as well as relevant advisory committees. These indicators will support an overall Accountability Framework being developed and implemented by the Ministry of Children and Youth Services. The candidate will be instrumental in leading the Aboriginal Child Welfare sector in shaping and defining performance indicators that will be culturally appropriate and respect and support the role of the Aboriginal communities in caring for their children. Reporting to the Executive Director, the successful candidate will also be responsible for consulting with the Ontario Association of Children’s Aid Societies staff as well as applicable advisory committees in completing the contract deliverables.

Responsibilities and Deliverables 1. Facilitate the selection of 3 performance indicators from 13 Aboriginal-specific

performance indicators recommended to the Ministry of Children and Youth Services in 2014. Deliverable: 3 Aboriginal specific performance indicators will be selected for development.

2. Work with representatives of Child and Family Service agencies who serve Aboriginal children, youth, families and communities to define and develop the 3 selected Aboriginal specific performance indicators. Conduct consultation session(s) to gather input into the definition and development. Deliverable: Create a Performance Indicator Data Specification Sheet for each Aboriginal performance indicator.

3. Present the 3 developed Aboriginal performance indicators to the relevant advisory committees and Association’s Board for endorsement and approval. Deliverable: Finalized Performance Indicator Data Specification Sheet for each Aboriginal performance indicator to be recommended to the Ministry of Children and Youth Services.

4. Produce a Final Report that will include a summary of the development process and all the requirements of the Data Specification Guide template for the three Aboriginal specific performance indicators.

Qualifications • Expert knowledge and proven experience working in Aboriginal Child Welfare Services • Knowledge and proven experience working with the Penlieu database system • Working knowledge of the First Nations Principles of Ownership, Control, Access and

Possession (OCAP) applied to research and other Indigenous research ethics frameworks • Effective facilitation skills to engage stakeholders in discussion • Communicates clearly, both verbally and in writing; listening attentively and being

receptive to feedback • Detail-oriented and methodical • Ability to handle confidential or sensitive information • Understanding of the unique circumstances faced by Aboriginal children, families and

communities

Location: Work location is negotiable. Travel to Aboriginal child welfare agencies and advisory committee meetings will be required.

Salary: Salary is negotiable. The number of working days per week to be negotiated.
