1. Construction of an embassy to welcome an extraterrestrial civilizationConstructing an embassy to welcome scientists from another planet will be a milestone event, a first-ever undertaking with staggering implications for the future of humanity. Apart from being the headquarters of diplomatic contacts between the extraterrestrials and Earth’s governments, the embassy project will become an exceptional and unique tourist attraction for everyone.

2. SpecificationsHere are the requirements for the site and for the construction of the embassy:

2.1 Lot n The lot should be rectangular,

with sides of 2370 x 2070 m (7775.6 x 6791.4 feet) and an area of 490.6 hectares (1,212.3 acres). See page 10.

n Utilities (water, sewer, power, telecommunications, etc.), while most desirable, are not absolute necessities, but access by public road to both the north and south of the site must be guaranteed.

n The airspace located above the residence must not be subject to monitoring whether carried out by radar, or by other means.

n The lot must be considered

neutral territory by the host country and by all other nations.

2.2 Embassy Exterior n The building is to be

approximately 132 metres long, with the central residence being 50 metres in diameter.

n It must be built in the middle of a park, with a minimum distance of 1,000 metres from the embassy residence to a wall surrounding the garden of the embassy building, thus providing privacy for both the residence and a swimming pool.

n The embassy building itself will be a single-story structure, located in the middle of a well-landscaped garden.

n The enclosing wall must have two points of entry, one on the northern side and the other on the southern side. The residence itself must also have two entrances.

n The roof of the residence must contain a terrace on which a vehicle twelve metres in diameter can land. Access from this terrace to the interior is essential.

n The swimming pool is essential.

2.3 Embassy Interior

n The residential area must contain at least seven bedrooms for guests, each with its own bath.

n The building must have a conference room large enough for at least 21 people.

n The dining room must also be large enough to accommodate 21 people.

2.4 Architectural PlanWhen he met the extraterrestrials, Rael was informed of the embassy architectural plan. The plan and a scale model were presented officially to the press during August 1991.

3. TimingThe extraterrestrials told Rael that they will return no later than 2035. Therefore, part of Rael’s mission is to complete the embassy well before that year since they may return earlier.

whether that messenger is called the Maitreya by Buddhists, the Messiah by Jews, the Paraclete by Christians, the Mahdi by Muslims, or is known by any other name or honorific designated by one of this planet’s many religious groups. Note: the Paraclete is another term for the Holy Spirit and does not refer to the Messiah.

As stated earlier, that awaited messenger, Rael, is already here. Like previous messengers sent by the extraterrestrials, he has been given a difficult task, for the extraterrestrials have added specific conditions for their return: The majority of people on Earth must be peaceful and Rael, the messenger of the extraterrestrials, should have a large number of followers (between one hundred and two hundred thousand).

Hopefully, these conditions will be met before 2035!New developments in science give us much reason for optimism. This predicted watershed moment for mankind is called “the technological singularity” by the many scientists who share that vision of our scientific progress. Supporting Evidenceof Extraterrestrial Presence

On the plains of Nazca, south of Lima, Peru, a series of straight lines run across the ground for miles. From the air, they appear to be ancient landing strips for aircraft, since they are extremely difficult to see from the ground. Assuming that the pre-Incan cultures didn’t use them themselves for landing purposes, the logical conclusion is that these astounding lines could have been used by the aircraft of a highly advanced extraterrestrial race. What’s more, who created the incredibly intricate gargantuan figures among the perfectly straight lines? And why? They can be seen only from the air.

Birds, monkeys, lizards, insects, a giant spider and fish – and even what appears to be a suited astronaut figure – are meticulously drawn in the ground on a huge scale, yet are visible only from a great height. There are no mountaintops from which to view them, and they were discovered by modern humans only after airplanes flew over the area.

Scientists say these land carvings covering an area of 60 square miles were constructed as long as 15 centuries ago, before the formation of the Incan empire. Charles Berlitz points out in his book “Mysteries from Forgotten Worlds” that the message in these prehistoric drawings “finds an echo in an ancient Peruvian legend about the goddess Orejona landing in a great ship from the skies.” In other words, Orejona could be interpreted as an extraterrestrial being landing in a spacecraft.

1. Extraterrestrial evidence in ancient timesAround the world, the traditional texts, cultural artefacts and legends of ancient civilizations contain abundant evidence of contacts between extraterrestrials and the people of Earth. Traces of many such encounters still exist today.

2. UFO sightings todayUFO sightings have been reported worldwide throughout history, and have been increasing recently. Most wind up having commonplace explanations, but for others there is no earthly explanation at all. Observations of mile-long craft and smaller craft making seemingly impossible manoeuvres and attaining speeds far beyond the capabilities of today’s technology have been made in both the United States and Britain by commercial and military airline pilots and other highly qualified observers. Many religious texts and paintings contain abundant references to UFOs, which have been sighted throughout the ages. Prehistoric evidence has even been found in the work of ancient cave artists. A few examples follow:

3. Crop circlesCrop circles are those strange, often circular shapes that are sometimes found in grain fields in the morning. Until recently, the origin of these “agroglyphs” was a mystery, and their increasingly complex shapes challenged all mainstream scientific hypotheses.

Although eyewitness accounts can be traced back to the 14th century, it is only since the early 1980s that crop circles have started to attract public attention. When this phenomenon was noticed and described for the first time, these surprising formations in wheat fields took the form of modest, simple circles just a few metres in diameter.

Decades later, thousands of formations have been reported throughout the world, some of them extremely complex and geometrically exact. They represent mathematical equations, astronomical bodies and alignments, religious symbols, animals and even extraterrestrial life forms. Moreover, most are now much larger in scale than the earlier versions, with some up to 700 metres long and the area of the largest measuring about 4,000 square metres. They are drawn with surgical precision that defies mainstream explanations.

Nevertheless, it is difficult to say with 100 percent certainty whether or not a crop circle is genuine. Some have irregular borders with ragged edges and broken and/or uneven stalks that suggest human intervention, but many formations are so precise, large and complex that it would seem impossible for anyone – even a practiced team – to make them in one night.

This astonishing crop circle, with the face of an extraterrestrial and a disc containing an encoded message, appeared in Crabwood near the town of Winchester in Hampshire, England. True crop circles – that is, those that are not hoaxes perpetrated by pranksters – are physical signs of amazing dimensions, growing complexity and carefully chosen themes – elements that make us wonder who created them and how, and to question our prior conceptions of scientific reality. They can cause us to speculate on the nature of the universe itself and about other intelligent beings that may inhabit it along with us.

Our explanation is that crop circles are a thought-provoking strategy aimed at preparing us for official contact by an extraterrestrial civilization. These short-lived agrarian art works force people to speculate on the nature of the authors, whose intent is to familiarize them with the presence of external observers and prepare them psychologically for official and peaceful contact.

In 1974, a message was beamed into space from the Arecibo radio telescope in Puerto Rico. The message contained information about Earth and humanity. In 2001 a similar message was found in a crop circle near the Chilbolton radio telescope in Hampshire, England. The differences in the crop circle message (relative to the 1974 message) strongly suggest that it is a reply (to the Arecibo message) from an extraterrestrial civilization telling us about themselves. New technologiesWhen he first wrote them down in the mid-1970s, portions of Rael’s messages from the extraterrestrials contained seemingly unrealistic descriptions of humanity’s future, including scientific and technological innovations that read more like science fiction at the time. Nevertheless, the future he described has already begun! Indeed, Rael’s original French text refers to discoveries that seem fresh off the pages of today’s most prestigious scientific journals. Yet there’s no disputing the fact that Rael wrote that text 35 years ago – when only a few science fiction writers were even mentioning such ideas. Rael wrote with confidence that the wonders he detailed would soon become reality – and the proof is now at hand! Here are just two of the seemingly improbable marvels he described over three decades ago that are now well on their way to becoming reality:

n Biological robots composed of organic materials, which will one day be capable of reproducing themselves. Such machines, along with the ever-faster and more powerful computers that will handle all tasks now done by humans, will eliminate the need to work once and for all. Such robots and computers will provide the basic necessities of life – and much more – for every person on the planet. People will then be able to lead lives of fulfilment rather than lives of drudgery. (2)

n Nanotechnology: Lilliputian machines will soon be capable of synthesizing any needed product, and in any quantity. Such machines will also be able to repair body parts from within, eliminating the need to subject patients to intrusive surgery. Amazingly, the first prototypes are already here! (3)

4. Messages from extraterrestrialsThe United States National Security Administration (NSA) has released documents showing how extraterrestrial messages might be encoded. The documents show NSA consideration of the need to communicate with extraterrestrials and were released to the public under the requirements of the Freedom of Information Act.(1)

6. Astronomical evidenceFirst, a bit of perspective: our sun is but one among a literally countless number of stars. As Raelians, we know the universe to be infinite, but a recent study at Australian National University tallied the number of stars at 70 sextillion (70,000,000,000,000,000,000,000).

This mind-numbing number – represented by a 7 plus 22 zeros – is roughly 10 times the number of sand grains making up all of Earth’s beaches and deserts. In other words, for each and every grain of sand on our planet, there are 10 stars! (4)

With that astounding comparison in mind, the next questions are: how many of those 70 sextillion stars have planets; how many such planets have life; and, most importantly, how many are inhabited by beings at least as advanced as ourselves?

Until very recently, the existence of exoplanets – planets orbiting stars other than our own sun – was merely a matter of speculation. In textbooks written just one generation ago one can still find statements such as “Other stars may have planets like those in our solar system, but there’s no way to know for sure.”

Now we know! The first confirmed exoplanet was found in the 1990s, and by May 9, 2016, 2125 have been discovered (5), with the pace of detection escalating to the point where new discoveries now occur weekly.

Given this knowledge, we now know that our solar system – our sun and its planetary entourage – is far from being an anomaly in the universe. Indeed, stars with orbiting planets may be closer to the rule than the exception.

Kepler-452b, whose discovery was announced in July 2015, is the most Earth-like planet found so far according to NASA. Its parent star is very similar to our sun and the

planet orbits in the habitable zone(6). As methods for finding extrasolar bodies continue to improve, it’s likely that we’ll find additional Earth-like planets with conditions suitable for life – including intelligent life. Indeed, as of January 10, 2016, scientists at the Planetary Habitability Laboratory (University of Puerto Rico at Arecibo) have found 32 potentially habitable planets outside our solar system. And eight of these are said to be “conservatively habitable”. (7)

With continuing technological advancement, it’s most likely that we’ll find additional Earth-like planets with conditions suitable for life – including intelligent life. A good example is that researchers have discovered three potentially habitable, Earth-like worlds orbiting an ultracool dwarf star 40 light-years away in another star system. In textbooks written just one generation ago one can still find statements such as (8).

The powerful Hubble Space Telescope has now been in operation for 25 years, bringing us astronomical breakthroughs one after another. NASA will launch the next generation James Webb Space Telescope in 2018, which will further clarify how small our solar system and our planet are compared to the size of the observable universe.

There are scientists who now entertain theories on an infinite universe and parallel universes as Astronomy has found no end in space discoveries, some of which are baffling and cannot be explained by today’s science (9). One example is Kepler’s Alien Megastructure that orbits a star 1500 light years away. This structure surrounding a star is so alien looking that it has been proposed that it’s the sign of the technology of an alien civilization

drawing energy from its star to power their civilization (10).

From the current knowledge about Earth-like planets, it is but a small step to acknowledging the existence of extraterrestrial civilizations far more advanced than our own.

We know that the extraterrestrials are 25,000 years ahead of us. Their scientific and technological achievements would seem as magical to us as computers, the Internet, television, and travel to the moon and Mars would have seemed to people living on Earth just a century ago. (Imagine your great-grandfather’s likely reaction to a modern cell phone or laptop computer, or to an iPod loaded with Beethoven’s Ninth Symphony. At that time, even the most imaginative science fiction failed to predict much of what we now take for granted!)

But the science and technology “marvels gap” between the extraterrestrials and us is actually far, far greater than the comparable gap between us and the humans who lived on Earth 100 years ago. The extraterrestrials have had 250 times longer than one mere century to advance, and we know from the vastly accelerated pace of today’s science and technology that knowledge grows exponentially after a certain point - a point that we will be reaching soon.

Therefore, extraterrestrial science is at least thousands – not hundreds – of times more advanced than ours. If we could go from horse-and-buggy days to putting a man on the moon in less than 100 years, it’s only logical that the extraterrestrials were able to conquer the mechanics of space travel across what to us are impossible distances – and that they did so long ago.

1. HistoryThe Raelian Movement was founded by Rael in 1974 after his encounter (on December 13, 1973) with a visitor from another planet.

The visitor dictated a series of messages explaining that life on Earth is not the result of random evolution. Nor is it the work of a supernatural god. Instead, it is the creative product of extremely sophisticated genetic engineering techniques performed by highly advanced extraterrestrial scientists. Human beings were literally made “in their image” through a process called “scientific creationism.”

References to these extraterrestrial scientists and their work, as well as to their symbol of infinity, can be found in the ancient texts of many cultures. For example, in the Biblical account of the creation in Genesis, the word Elohim has been mistranslated as the singular word God. It is actually a pluralized word meaning “those who came from the sky.” The singular of Elohim is Eloha (also known as Allah.

The folklore, mythology and ancient monuments of indigenous cultures all over the world honour these “gods” who came from the sky. Unable to distinguish the advanced science of the extraterrestrials from what they considered magic, primitive people attributed supernatural explanations to what was in fact a very physical and logical process.

African native traditions (of the Dogon, Twa, etc.) as well as their counterparts in America, Asia, Australia and Europe, are remarkably similar in references to those who came from the stars bearing gifts, including the greatest gift of all – life itself.

Leaving humanity to progress by itself, the extraterrestrials nevertheless maintained contact with us through their prophets. The Buddha, Moses, Mohammed and some three dozen others were all specially chosen and educated by them.

The role of the prophets was to progressively educate humanity through messages provided by the extraterrestrials. Each message was adapted to the culture and level of understanding prevailing at the time. Jesus, whose father was an Eloha, was given the task of spreading messages throughout the world in preparation for this crucial time in which we are now privileged to live: the long predicted Age of Revelation..

The prophets also left traces of the extraterrestrials who knew we would be able to recognize them - and understand that they are fellow human beings - once we had attained a certain threshold of scientific understanding. We’re now very close to that crucial threshold, and we’re getting closer every day.

The International Raelian Movement is now a global organization with more than 65,000 members in 120 countries, as well as a much more significant number of sympathizers, currently estimated at 250,000. For over 35 years, in order to accomplish the construction of the embassy and related goals, Rael has built up a solid financial base, as well as a dedicated professional team to work on this project.

2. Values

2.1 Respect for one’s self:n Self-love: To love one’s self

means first accepting ourselves as we are, to eliminate any type of complex. It means to live what we have become without pretending to be what we’re not. It also means to feel good about ourselves, to be open to life and to blossom. This mental activity develops healthy, positive and forbearing thoughts toward others and removes any form of aggressiveness. Guilt and fear lead to bodily secretion of toxic substances detrimental to our health. Self-love is based on consciousness of such emotions and the rejection of such stress.

n Respect for one’s body: This type of respect requires a healthy life in harmony with nature. Meditation, relaxation and the adoption of good eating habits are essential, while drugs, tobacco and alcohol should be avoided. These substances destroy the genetic code and give rise to defects affecting future generations.

n Awareness of one’s own responsibility: Every human being is the artisan of his or her own destiny, including its successes and failures. We are always responsible for our own actions, even when we’re “just obeying orders.” Consequently, we must refuse to carry out any order that goes against our conscience.

2.2 Respect for others:n Love of others: It is by loving

our neighbours that we elevate ourselves.

n Acknowledgement of differences: Tolerance isn’t enough because tolerance means accepting differences without enthusiasm. Humanity draws richness from its diversity, so we should celebrate differences, not merely accept them. The more complementary a human being is to us, the more he or she enriches us. Therefore, we must always encourage others to fully live out their differences, whether those differences are cultural, psychological, philosophical, religious or sexual.

n Absolute respect for life: Even if you were to be convinced that you could save all of mankind by killing a single innocent person, you still should not kill. The life of one non-violent human being is as precious as that of all humanity.

2.3 Respect for society:Better sharing of wealth and power: Every human being is entitled to food, shelter, decent clothes and education, for life – even if he or she doesn’t work. However, a person who works also has a right to luxury, which is an indispensable incentive for humanity’s progress. Luxury thus obtained should be proportional to the work done and the progress one has helped humanity to make.

3. Initiatives and ProjectsThroughout its history, the Raelian Movement has launched initiatives aimed at benefiting humanity. The following sections give a brief overview of some of the more important projects.

3.1 One Minute For Peace CampaignScientific studies have shown how positive or negative thoughts affect the environment. A few hundred people meditating for peace in one city can lower the crime rate of that city. (1)

In 2012, the International Raelian Movement launched a campaign based on that very idea. People around the world organized and promoted “One Minute for Peace” gatherings on busy street corners, in malls and in locations near public transport. The campaign quickly gained momentum and has now spread to every continent.

More recently, the Raelian Movement began encouraging people to meditate one minute for peace at the end of each hour (2). At the 59th minute of each hour, people around the globe simultaneously send energy of peace and love to all of humanity.

planet’s never-ending anger, wars, and violence. Thousands, millions or even billions of people simultaneously meditating for peace and radiating love can change the world.

3.2 Clitoraid (1)

According to a barbaric tradition that persists even today on an alarming scale, female children in many parts of the world are forced to undergo an excruciatingly painful procedure in which the clitoris is removed. This brutal and senseless act, known as female genital mutilation (FGM), is typically carried out without anaesthesia. It is typically performed by female relatives, themselves earlier victims of the practice.

About 7,000 girls worldwide are subjected to this horrific violation daily. That adds up to over two and a half million FGM victims per year, with approximately 150 million women living today without their genitalia intact.

When Rael heard about a surgical procedure (developed by Dr Pierre Foldes in France) that helps FGM victims get their clitoral sensation back, he founded Clitoraid, a non-profit organization dedicated to ending FGM once and for all. The organization also raises funds to pay for the operations of as many FGM victims as possible. Many women have already benefited from such assistance.

Clitoraid has set up a dedicated restorative surgery hospital in Burkina Faso – a country where the prevalence of FGM is still extremely high. After training in the technique developed by Dr Foldes, doctors at the new hospital will give thousands of victims the opportunity to lead complete and satisfying lives. Construction and fully equipping the hospital was completed in 2014. The hospital, unofficially dubbed ‘The Pleasure Hospital’ by FGM victim volunteers, awaits government approval to open its doors to FGM victims.

Dr. Marci Bowers,Renowned Reconstructive Surgeon

On March 27, 2009, at her Colorado clinic, Dr. Marci Bowers performed the first clitoral repair surgeries ever performed in the United States, successfully restoring clitoral functioning and the capacity for physical pleasure for three FGM victims, referred by Clitoraid.

The first American doctor to volunteer for Clitoraid, she travelled to France through Clitoraid’s sponsorship to train directly under Dr. Pierre Foldes, who pioneered the clitoral repair surgery that restores physical pleasure and dignity.

Dr. Bowers is a pelvic and gynecological surgeon with nearly 25 years experience, and a leading expert in the field of Transgender Healthcare. She has been the subject of numerous documentaries, articles and features including appearances on Oprah, CBS Sunday Morning and Discovery Health.

CLITORAID DOCTORS

Dr Harold J Henning Jr,MD, PhD, FACOG

Dr. Henning, is a board-certified obstetrician and gynecologist. He has been in private practice since 1986, and until recently he did clitoral reconstruction surgeries at Oswego Hospital in Oswego, New York, near the eastern end of Lake Ontario. Born in Kansas, he completed his medical training in that state and later earned a PhD in reproductive physiology. He has been doing gynecologic surgery for about 30 years and did obstetrics for 20 of those years. He has extensive experience in working with women and women’s issues.

He was trained under Dr. Bowers in clitoral restorative surgery. Until his recent move to Toronto, he had offered this treatment in Upstate New York serving the surgical needs of FGM victims on the East Coast while Dr. Bowers covers the West Coast. Dr. Henning awaits a Canadian license for performing clitoral restoration before offering this surgery to FGM victims at his new location.

Dr. Henning, a Clitoraid volunteer, looks forward to also performing the restorative surgery at Clitoraid’s new facility in Burkina Faso.

3.3 Global PollutionIndex (1)

To save the planet from the ravages of pollution, it would be most beneficial to know exactly how much pollution is generated by each product or service. The Global Pollution Index ® or GPI is a simple numeric value indicating this impact.

The GPI algorithm, developed by Raelian scientists, measures how much pollution is generated by the farming or manufacturing, packaging, transport and distribution of each product or service.

Disclosure of GPI should become mandatory for all products and services and also for any related promotional materials.

The ultimate goal is that when a consumer makes a purchase – whether it’s a package of apples, a car or a cleaning service contract – a GPI number will specify the pollution impact. The lower the number, the less pollution involved in harvesting or producing, packaging and distributing the product or performing the service.

By comparing GPI values, environmentally responsible consumers will be able to choose products and services least harmful to the environment. With growing public awareness of this new opportunity to save the planet, implementation of the GPI will generate fierce competition amongst companies to produce products with the lowest possible GPI numbers. Green technologies, recycling programs, and non-polluting materials and services will benefit and thrive, while businesses mired in environmentally harmful modes will ultimately fail.
