    Introduction

    I. There are many aspects to take into when deciding on where someone wants to live, have acareer, and start a family. Someone in the family may a have a great job in one city and theother person may find themselves with a better job in a different city. There are a few

different things to take into mind when deciding what to do. Look at the taxes they have in

that state, how much it cost to rent or buy a house or apartment, how much the jobs offer,

what the job offers for benefits and what types of school is there for the kids, if any, and

also how safe is the community. This will be talking about teaching in Sioux Falls, South

    Individual Income Tax

Colorado has a state income tax. Colorado's individual (personal) income tax rate is aflat 4.63%.

If you lived or worked in Colorado for any part of a calendar year and you arerequired to file a federal income tax return, you most likely need to file a Coloradostate income tax return as well.

For the below incentives and other subtractions and credits that taxpayers have when they file Coloradoincome tax, see the Colorado Individual Income Tax Booklet (includes full-year, part-year, andnonresident forms).

Examples of Colorado Individual Income Tax Incentives

Pension/Annuity Subtraction: Depending on the age of the pension recipient, the first $20,000 (forpersons 55 to 64 years of age) or the first $24,000 (for persons 65 years of age or older) of pensionincome is not taxed. See publication FYI Income 25.

Military Pension Subtraction: The same pension/annuity subtraction applies to military retirement

benefits for current military personnel and those receiving retirement benefits. See publication FYI Income21.

Tuition Programs: Payments or contributions made to qualified state tuition savings programs may besubtracted from taxable income. See publication FYI Income 44.

United States Government Interest: Interest earned from U.S. government bonds, treasury bills andother United States obligations may be subtracted from taxable income. See publication FYI Income 20.

Child Care/Child Tax Credit: Taxpayers with federal adjusted gross income of $60,000 (in some cases$64,000) or less may claim a Colorado child care credit in addition to the federal child care credit. Seepublication FYI Income 33.

Alternative Fuel Vehicle Credit: A Colorado income tax credit for the purchase of a clean burning

alternative fuel vehicle is available. See publication FYI Income 9.

Colorado's individual income tax return provides a way for taxpayers to donate money to nonprofitprograms designated by the Colorado Legislature. For specific information on the nonprofit programs, please visit www.checkoffcolorado.org.

    Estate Tax

Colorado estate tax is phased out after December 31, 2004 due to federal tax law changes. However,Colorado does have an income tax on estates and trusts.

Gift TaxThere is no gift tax in Colorado.

Local TaxesIn addition to state taxes, some counties, cities and special districts impose sales and use, lodging,and/or other taxes. For information on contacting city and county tax offices, see "Colorado Sales/UseTax Rates" (DR 1002).

Motor Vehicle Registration TaxIf you are a resident of Colorado and own or control the use of a motor vehicle in Colorado, you must titleand register it in Colorado. A vehicle must be titled and registered within 45 days of the date of purchase.New residents must title and register their vehicles within 30 days of establishing residency. Applicationsfor titles and regular license plates are processed at the County Motor Vehicle office in the county whereyou reside. Check the Web site of your county. You may find a list of counties and links to their Web sitesthrough Colorado Counties Inc. (CCI Online).

Property tax administration is the responsibility of local government. The authority of the department is limited to assisting local government units in making property taxassessments that are fair and in compliance with the law. The department does not collect or useproperty taxes, however it does estimate the full and true value (centrally assess) of some public utilities, railroads and air line companies.

    AGRICULTURAL LAND PRODUCTIVITY VALUATION

Beginning with the 2010 assessments (for taxes payable in 2011) agricultural land in South Dakota will

be assessed based upon its productivity value. The Department of Revenue and Regulation

(Department) contracts with the Economics Department of South Dakota State University (SDSU) to

produce the productivity value or the formula value for the productivity valuation system. This value

is the starting point for valuing all agricultural land in the state. This starting value is adjusted by the

county Director of Equalization to ensure uniform and fair valuations.

The Difference of Colorado Springs, CO and Sioux Falls, SD

There are many factors to take into account when deciding on where someone wants to live,

have a career, and start a family. Someone in the family may have a great job in one city, and the other

person may find themselves with a better job in a different city. There are a few different things to keep

in mind when deciding what to do. Look at the state tax rates that get assessed, housing costs is it

cheaper to rent or buy a house or apartment. What does the job pay and what are the jobs benefits,

and what types of school is there for children, and also how safe is the community. This report will

compare teaching in Sioux Falls, South Dakota versus teaching in Colorado Springs, Colorado.

In Colorado Springs the individual income tax is a flat rate of 4.63%, if a person lives in Colorado

anytime during any part of a calendar year they must pay that tax rate { CITATION Gov10 \l 1033 }. For

local taxes each district has its own tax { CITATION Gov10 \l 1033 }. When paying taxes on property it

depends on where it is located and how much land there is, the tax rates can run from 0.29% to 0.067%

of your homes appraised value. Motor vehicles have to be registered and they are taxed at that time

    and it all depends on the type if the vehicle, weight, year of manufacture, and original taxable value {

CITATION Gov10 \l 1033 }. In Sioux Falls the motor vehicle sales tax is a flat rate of 3%. South Dakota

does not have state income taxes like other states. For local taxes in South Dakota depends on the

county and city taxes. For property taxes in Minnehaha you would take $15.86 times 1,000 square yards

to get how much it costs for property tax. { CITATION Sou03 \l 1033 } South Dakota does have a sales tax

on everything else you have to buy { CITATION Sou03 \l 1033 }.

  • 8/9/2019 Amy Messner Reseacher Project

    11/20

someone living in Sioux Falls{ CITATION MyS10 \l 1033 }. When working at a teaching job in Colorado

Springs, someone has to make about $56,574 because the percent rate is about 8.8% higher than in

Sioux Falls{ CITATION MyS10 \l 1033 }. As you can see it is a bit more between the two. Colorado Springs

is more expensive because it is at the base of Pikes Peak, which is one of the most famous mountains in

the country { CITATION Inc10 \l 1033 }. Living in Colorado Springs is an attractive place to live because

there are so many things there to do there and to help someone stay fit and have a good life { CITATION

    Inc10 \l 1033 }.

Homes in Colorado Springs are one of the most expensive places to buy a home. It is almost

double of what a house costs in Sioux Falls. One example is of a six bedroom, seven bathrooms home

that cost about $2,850,000 it came with 12,328 acres, and was built in 1912 and then restored in March

of 2010{ CITATION Hom10 \l 1033 }. It is a pretty nice house for being old. The monthly payment is

about $13,000{ CITATION Hom10 \l 1033 }. Homes are more expensive because the land is close to the

mountains. For a six bedroom, four bathroom home it cost $1,497,000, with 7,348 acres, it was build in

2006 and has not been remodeled{ CITATION Hom101 \l 1033 }. Even though both houses have six

bedrooms, the one in Colorado Springs is almost double the price then the one in Sioux Falls. The one in

Colorado does have more bathrooms and acres then the one in Sioux Falls, but they are about the same

size and it still is more expensive because of where it is located.

Living in an apartment in Colorado Springs is about 29% below national average { CITATION

Inc10 \l 1033 }, than the rest of The United States. Sioux Falls is a good city to start out living in because

its small enough to know a lot of people, but yet at the same time its a large enough city to learn how

  • 8/9/2019 Amy Messner Reseacher Project

    12/20

}. They range from one bed and one bath to three bedrooms, two baths. The apartments in Colorado are

very nice and home like, but at the same time some of the apartments can be in the poor part of town

so they are not in the nicest area{ CITATION Ren10 \l 1033 }. This can be true in Sioux Falls also. In both

cities, they are trying to make the down town apartments a better place to live to bring back the money

to downtown and make it a nice part of town again{ CITATION Ren10 \l 1033 }. When living in the

apartments sometimes they make someone pay for heat, water, internet, cable, phone line, and

electricity, but in some of them they dont, it all depends on what they rent is and what they want it to

    be{ CITATION Ren10 \l 1033 }.

To work for the school district someone must obtain a Bachelors, or higher degree, completed

an approved teaching preparation program at an institution of high education or be participate in an

    Alternative Teaching Licensing preparation program{ CITATION Col10 \l 1033 }. Someone must have a

valid license and endorsement by CDE in each academic content area being taught, need a minimum of

24 semester hours in the content area being taught, pass the CSBE, which is a Placement Exam or Praxis

II, need to pass a pre-offer physical examination and will need an official transcript{ CITATION Col10 \l

1033 } . The benefits are health care insurance, which provides hospitalization, surgical coverage, and

    major medical converges; it also covers prescription, private nursing, doctor office visits or home {

    CITATION Col10 \l 1033 }. The insurance provides at a cost of 25% premium paid by employee {

    CITATION Col10 \l 1033 }.

It can also cover spouse and children. For retirement 8% is held from their paycheck each time,

with that it does include some insurance { CITATION Col10 \l 1033 }. They also have Tax Sheltered

  • 8/9/2019 Amy Messner Reseacher Project

    13/20

The benefits in the Sioux Falls schools are: Medical Insurance, Short and Long Term Disability,

Prescription Drug coverage, Life Insurance, Dental Insurance, Retirement Vacation/sick leave/holidays

paid for, flexible spending accounts, and AFLAC Supplementary Insurance. To get this someone need to

be working at least twenty hours per week{ CITATION Sio02 \l 1033 }.The starting salary is about $22.00

per hour{ CITATION Sio02 \l 1033 }. With this information it is pretty much the same for both of the

    state.

In conclusion both the cities are about the same. Colorado Springs is a little more expensive

then Sioux Falls. When deciding where someone wants to live they need to consider all the factors and

see what is best for them and their families. Both schools make good money, but the housing is one of

the reasons for people not to move somewhere. But with a good salary it helps to buy a nice house car,

and have things for them and their families.
