Time Requirements,ASupplement to: Watches that havebeen examined and certified as per Rule 2 must be used bySuperintendents, Assistant Superintendents, Terminal Superint-endents, Trainmasters, Assistant Trainmasters, Road Foremen ofEngines, DiVision Engineers, Assistant Division Engineers,Roadmasters, Assistant Roadmasters, Yardmasters, FootboardYardmasters, Train Dispatchers, Conductors, Engineers,Brakemen,Firemen, Hostlers, Yardmen, Signal Supervisors, Signal Main—tainers, Line Repairer, Water Service Foremen, Bridge andBuilding, Track and other Maintenance of Way Foremen, and anyemployes in charge of or responsible for obstructing main trackwith Track Cars or other Maintenance cars, Machinery or equip—ment. Operators will not be required to have Standard Watches.Upon entering service employes specified must provide them—selves with Form CT‘90 Standard, issued by designated watchinspector or on order from the Superintendent. Watch with FormST-QO Standard must be submitted to designated watch inspectorfor inspection, cleaning and maintenance in accordance withinstructions to Local Watch Inspectors, annually during monthof September. (2) When signal displays Low, or Stop and Proceed, train orengine must be moved forward until leading wheels are 100 feetpast signal, wait 10 minutes, then proceed at Low Speed to thenext signal.

(3) When there is not a leaving signal beyond the interlock—ing limits, train or engine must be moved forward until leadingwheels are 100 feet past the Absolute signals of the interlockving limits, wait 10 minutes, then proceed at Low Speed to thenext signal.

(4) When it can be ascertained under the provisions of Rule350, from train dispatcher or control operator "There is noopposing train in the block", or if the track ahead is seen tobe clear through to the next signal displaying other than Low,Stop and Proceed, or Step, train or engine may proceed at LowSpeed without waiting 10 minutes.

In the event of trouble,the men on the ground must be advis—ed of the danger involved so that they would not breathe anyfumes that may be leaking from the car.

Men should not approach the car area unless it is definitelyknown that the car or cars are not involved, and then only withextreme caution and upwind if possible.

Empty tank cars returning to origin could be critical andextreme care should be exercised in the handling of these carsalso.
