·The military service record on file at the Military Personnel Records Center, St. L~uis, Missouri, for HENRY EDWARD SCOTT, Serial Number 14-551-409, shows he enlisted in the United States Air Force on October 21, 1954, and served on active duty until December 29, 1955, at which time he was given a General Discharge under Honorable Conditions as Airman Third Class at San Antonio, Texas, further described

The service record did not show SCOTT had any foreign service or had received any awards, citations or decorations. His character and efficienty ratings_ranged from unknown to excellent.

On October 28, 1955, he ~as tried and convicted by a Summary Court-Martial for being abEent without official leave and was sentenced to forfeit $50.00 of his pay and be restricted to his training area for thirty days.

SECOND NATIONAL FRONT OF ESCAMBRAY (OPERATION ALPHA 66)

The first known activity of "Alpha 66" (A-66) in Los Angeles was a hastily prepared press conference at its newly opened headquarters et 164 Glendale Boulevard, Los Angeles , on April 18, 1963 . This was attended by about 40 Cuban exiles and three reporcers, and v~as directed by RENE \TP_LDES, who referred to himself as the local 11 cell leader11 of A-66. VALDES criticized the Administration for frustrating the efforts of Cuban refugees to rid their country of the regime of FIDEL CASTRO.

VALDES was interviewed by .TOM DUGGAN on the latter's television show on April 25 , 1963. VALDES told of raids on Cuba, but said they were not launched from within the United States .

A public meeting sponsored by A-66 was held in Los Angeles on May 19, 1963 . ANDRES SARGEN, the General Secre­tary of A-66 in Miami , presented a t ape - recorded speech of ANTONIO VECIANA, General Co-ordinator of the organization in rlliami .

SARGEN visited the FBI Office in Los Angeles on May .29 , 1963 a nd said he had learned that RENE VALDES, the local repres entati ve of A- 66, had bee n connected with the July 26 Movement (J26M) and was possibly a "G-2 Agent" with the Cuban Government.

The J 26M is a r evolutionary organization, founde d and led by FIDEL CASTRO, the present Prime Minister of Cuba. It was dissolved in · late 1962 , when it ~>Tas absorbed tnto the

Integrated Revolutionary Organization in Cuba, along with the Communist Party of Cuba and the other principal political parties.

RENE VALDES stated on June 22, 1963, that he had been visited at his residence by two local members of the Second National Front of Escambray (SNFE) - Alpha 66. These men said it was known by them that inquiries had been made about VALDES in the past, supposedly because he was a communist. VALDES said he visited Miami in December, 1962 and met ANTONIO VECIANA, leader of A-66. VECIANA appointed VALDES as General Delegate of A-66 in Los Angeles, and the le~ter of appointment bore no mention of SNFE. VALDES developed an organization of 17 members just before the meeting of May 19, 1963, at which VECIANA 1-1as to speak. Instead, SARGEN came. VALDES had read of the merger of SNFE and A-66, and added the name of SNFE to the window of the headquarters. SARGEN criticized VALDES for placing A-66 in the forefront and relegating SNFE to a minor role, and said A-66 was only a "front" for the SNFE. VALDES then wrote to VECIANA and asked him if A-66 existed or was a front for the organization, and received a reply from VECIANA saying it was desired that VALDES relinquish his position as Gen­eral Delegate in favor of MANOLO MESA. VALDES learned from TIRSO DEL JUNCO that VECIANA had split with almost the entire membership of A-66 and had gone over to SNFE, taking the name A-66 with him.

In September, 1963 , SARGEN, as Organizational Secretary of Second National Front of Escambray (SNFE) sent a letter to ALFREDO RONDON at the Los Angeles head­quarters of SNFE, A-66 and the Movimiento Revolucionario del Pueblo (MRP). This letter consisted of instructions~~ how to conduct training of men for a specialized reserve brigade in various types of guerrilla warfare.

ELOY GUTIERREZ MENOYO came to Los Angeles October 11, 1963, and appeared at a public meeting of the Los Angeles delegation o~ A-66. He announced that the organ­ization lY.ould be in Cuba in less than six months.

The following is a summary of the activities of captioned organization in Puerto Rico during 1963 :

For the sake of brevity, captioned organization will h ereinafter be referred to as the SNFE.

During the period January 28, l963~to September ll, 1963, numerous interviews were conducted by the San Juan Offi ce of the Federal Bureau of Invest i gation (FBI ) with admitted members and sympathizers of the SNFE . These interviews ·we re conducted to determine the acti vi ties of the SNFE in Puerto Rico and whether an attack on Cuba , which occurred March 17, 1963. by members of the SNFE, originated from PtE rto Rico or any part of the United States .

During these interviews , it was indicated that the SNFE conducts onl y f und- raising activities in Puerto Rico . Funds are sol icited by radio broadcasts , newspaper advertisements, distribution of handbills, collections at Cuban commemorative events , mailing of open-letters to known contributors, et cetera. The money collected as a result of the above activity is deposited in a bank account maintained at the Banco Popular de Puerto Rico, Santurce , Puerto Rico, in the name of "Al pha 66, Inc . 11

• On 12/6/63, Dora Causa Ramirez, 232 N.E. 27th Street, ~ami, adv~sed that 1n regards to the above statement, 1t was her op1n1on that th~s 1nformat1on related to a plan of the group of Gut1errez to carry·out mil1tary action aga1nst the commun1st government of Cuba, and 1n no way related to the assassination of President Kennedy. She stated that she was unable to recall who told her about the possible action on the part of the Gut~errez group. Causa also mentioned that she had a niece, not a sister, who was marr1ed to Rafael Dominguez Caballero, a member of Gutierrez's group, but that this was not the source of ~he above-mentioned rumor.

RE DORA CAUSA

Another Government Agency which conducts intelligence and personnel investigations, advised that one of their sources had stated that he had heard one DORA CAUSA relate that ELOY GUTIERREZ MENOYO had stated on November 21, 1963, that "something ·very big would happen soon that ~.;rould advance the · Cuban cause." It was also stated that CAUSA's sister was married to RAFAEL DOMINGUEZ ,CABALLERO, a member of the Se cond National Front of Escambray, the anti-CASTRO Cuban Organization of which GUTIERREZ MENOYO is chief.

On December 6, 1963, DORA CAUSA RAMIREZ, Apartment 2, 232 N. E. 27th Street, Miami, Florida, was located and interviewed by Special Agent l.J'ILLIAM M. DREW.

CAUSA was employe d at Matilda's Grocery, 2718 N. E. 2nd Avenue, Miami, ·Flor ida . CAUSA stated that she recalled making the rema rk in question, but that it is her opinion that this information related to a plan of the group of GUTIERREZ MENOYO to carry out the military action against the Communist Government of Cuba, and in no ~vay related .to the assassination of President KENNEDY.

Howard, who said he was n States Army in Korea,

said he had been training guerrillas at a camp located on an iSolated island in thO !eye, and had been arrested in December. 1962 and charged with a violation of the Neutrality Act 1 but that his ease had been dismissed on the ground his activities which were thought to constitute the violation were merely "part ot the training program." He said that the instructors at the camp were mostly Americans and that the trainees were CUban refugees sent down by various organizations 1n Miami tor training. He added that he intended to return soon to Florid& to continue his activities. When he remarked "Even 1n the event I had (participated in any raids agai.nst CUba) ••• and I 1m not saying I haven't," he pointed out that when the charges
