B. At the outset Prof. S.S. Mantha, Chairman, AICTE welcomed the members of the Executive Committee and apprised them about the status of approval process for the academic year 2012- 13. Chairman informed the members about the new initiatives being taken by AICTE. He also apprised the members about the proposed changes being incorporated in the Approval Process for the Academic year 2013-14. He also informed about the forthcoming event "National Round table on Government-Industry Partnership for Setting up Theme Based Innovation Institutesorganized by AICTE on 24th -25th September, 2012. This is an innovative initiative taken by AICTE to bring 19 Ministries along with the associated industries at common platform to deliberate on the challenges, roles and responsibilities of the respective ministries to motivate industry to set up theme based quality institutions with industry collaboration. 1

At the outset Prof. S.S. Mantha, Chairman, AICTE welcomed the members of the Executive Committee and apprised them about the status of approval process for the academic year 2012- 13. Chairman informed the members about the new initiatives being taken by AICTE. He also apprised the members about the proposed changes being incorporated in the Approval Process for the Academic year 2013-14. Item No. 78.02.01 :

The Executive Committee noted the actions taken on the decisions / recommendations made in the 77th Executive Committee meeting held on July 24, 2012.

To consider the recommendations of the concerned Regional Committee on grant of approval or otherwise for:

Item No.78 .03.01 :

a. Setting up new technical campus offering one or more technical program at degree diploma, post graduate diploma and post diploma level.

b. Converting existing technical institutions into a technical campus.c. Adding new technical programme at degree, diploma, post

graduate diploma and post diploma level in existing technical institutions.

d. Change of Site / Location.e. Closure of Institute.f. Conversion of Women's Institution into Co-Ed Institution.

The Executive Committee considered the recommendations of the concerned Regional Committee duly processed at AICTE HQ for establishment of new technical institutions for the year 2012-13 as per Annexure 78.03.01 of the agenda. The institutions were granted approval as per list placed at Annexure 78.03.01 of the minutes. (Action to be taken - Approval Bureau)

To consider the matter regarding institutions functioning on temporary location / site.

Item No.78.03.02

The Executive Committee considered the matter regarding institutions functioning on temporary location / sites and it was decided to allow these institutions to shift to a permanent site on or before December 31, 2014.(Action to be taken - Approval Bureau)

Item No.78.03.03 To consider the request of self financing institutions for Post facto approval for the Academic year 2010-11 & 2011-12-reg.

The Executive Committee noted the procedure followed for processing of the proposals of self financing institutions for post facto extension of approval for the academic year 2010-11 & 2011-12 and further noted that they had defaulted in applying online.

EC considered and approved the Regional Committee recommendations for granting post-facto approval as per list placedat Annexure78.03.03. (Action to be taken - Approval Bureau)

Item No.78.03.04 : To consider the restoration of intake or otherwise to Institutions putunder No admission /reduced intake category for the year 2011-12 due to Violation of AICTE Regulations.

EC noted the Procedure used for restoration of intake for the institutions put under No admission /reduced intake category for the year 2011-12 due to Violation of AICTE Regulations as punitive actions defined in Chapter IV of Approval Process Hand Book 2012-13.

EC considered the reports of the expert committee that visited the institutions for ascertaining the compliance of norms and standards, Executive Committee deliberated on the reports and granted restoration to the institutions as per list placed at Annexure 78.03.04(a) and ratified the decisions as per list placed at Annexure 78.03.04(b) where Hon'ble Court directives were issued.(Action to be taken - Approval Bureau)

To consider the applications for extension of approval 2012-13 in respect of the Existing institutions that have discontinued extension approval/ Break in EOA in previous years (Break in EGA) and now interested in restarting such institutions from current year 2012- 2013.

The EC considered the matter and approved the proposed process for granting extension of approval or otherwise for 2012-13 in respect of the Existing institutions that have discontinued extension approval/ Break in EOA in previous years (Break in EOA) and now interested in restarting such institutions from current year 2012- 2013. Item No. 78.03.06 : To consider release of FDR prematurely in respect of institutions converted to universities.

EC deliberated upon the issue and was of the view that FDR may be released only on maturity of the FDR/RPGF as applicable. (Action to be taken - Approval Bureau)

Item No. 78.03.07 : To consider the request of Principal Secretary, Govt, of UP regarding nomination of Regional Officer as member in affiliation committee visits to polytechnic and to attend Board meeting conducted by Board of Tech. Education, UP for affiliation.

Executive Committee deliberated upon the request of Principal Secretary, Govt, of UP. It was decided that Regional Officer of AICTE cannot be a part of the affiliating Committee visits as there is no provision to include RO in the Expert Committee visits as per Approval Process Handbook 2011-12. However, AICTE believes in joint responsibility of State Governments and AICTE for ensuring the compliance of norms and standards for maintaining the quality of Technical Education in the Country and as such would appreciate any feedback/observations or reports of the State level committee related to noncompliance of norms and standards by the Institutions to be forwarded to AICTE for further action under the provision of Approval Process Handbook (Action to be taken - Approval Bureau)

To consider action requested by Principal Secretary to Government of Andhra Pradesh, Municipal Administration & Urban Development (M) Department against Engineering Institutions functioning in Unauthorized Buildings in the Hyderabad Metropolitan Development Authority, Hyderabad (HMDA) Jurisdiction.

Item No.78.03.08

The Executive Committee deliberated on the letter of Principal Secretary to Government of Andhra Pradesh. It was noted that the existing institutions were granted approval in the preceding years based on the rules applicable in the respective year and hence will not be reviewed by AICTE again in the light of revised norms. However, approvals to new institutions will be granted based on guidelines of HMDA.

The EC further deliberated on other similar issues and noted as under:

Agencies outside the purview of AICTE such as those involved in approving land documents or approving building plans as authorized

by State Governments or banks which provide loans for any purpose connected with establishment of an institute or running of an institute are responsible for the validity and authenticity or execution of the same with the provisions of the law and the compliance of all such documents shall be the responsibility of the issuing organization and/or State Governments and AICTE shall not be responsible for the implementation of the same if applied in retrospect.

However, AICTE may consider any such directions issued from time to time from respective State Governments with a prospective effect. The action taken, if any, for non-compliance of the provisions of respective laws or directions as applicable by the concerned departments viz-a-viz land, building plans, bank loans, mortgage or any other in retrospective or prospective effect may be informed to AICTE, which body may act on such decisions if notified to it in an official format within its provisions as laid down by its Act and or the Approval Process Handbook or Regulations issued for the purpose from time to time. Item No.78 .03.09 : To consider the proposal of State Government of Odisha for approvalParala Maharaja Engineering College, a constituent Govt, college of Biju Patnaik University of Technology(BPUT] situated at Sitalapalli, Berhampur, Odisha with effect from 2009-10.

EC considered the proposal of State Government of Odisha for approval of Parala Maharaja Engineering College, a constituent Govt, college of Biju Patnaik University of Technology (BPUT) situated at Sitalapalli, Berhampur, Odisha, which sought approval for 2009-10. After due deliberation it was decided to process the application for grant of approval for the year 2012-13 as per the prescribed procedure of conducting visit and checking of other original documents. It was further decided that if any other government institutions were to fall in the same category this decision of EC would also be applicable for such cases(Action to be taken - Approval Bureau)

Item No.78.03.10 : To consider launching a new scheme of providing grant-in-aid forconstruction of boys / girls hostels for SC / ST students in Government Engineering Colleges under new AQPS scheme and inviting online proposals on AICTE web portal for current financial year.

The Executive Committee considered and approved:a) The scheme of providing grant-in-aid for construction of 55

boys / girls hostels for SC / ST students in Government

Engineering Colleges under new AICTE Quality Improvement Scheme (AQIS] and inviting proposals for the same,

b) To make a provisions of Rs. 110 crore @ Rs 2 crore per hostel for the purpose. (Action to be taken - RIFD Bureau)

To consider the recommendations of SCC in respect of Priyadarshni College of Pharmacy, Karnataka to place the institution under no admission category for the Academic Year 2013-14.

Item No.78.03.11

The EC considered the recommendation of the SCC in respect of Priyadarshni College of Pharmacy, Karnataka to place the institution under no admission category for the Academic Year 2013-14. EC noted that institution was issued a show cause notice for putting it under no admission category based on recommendations of an enquiry committee on account of variety of malpractices including admissions, maintenance of admission registers and fake admission tickets etc. Subsequently, an FIR was filed against the institution. Institute failed to justify its claim before SCC for not putting it under No admission category. Under these circumstances for the benefit of students punitive, action needs to be enforced immediately and institute should be placed under no admission category for the Academic Year 2012-13. However, state government and affiliating university should be requested to suitably distribute the existing students in the other institutions for 2012-13 batches only. (Action to be taken - Approval Bureau)

Item No.78.03.12 : To consider the final report on Finishing School for submitting toMHRD.

EC noted the initiatives taken in the matter of implementing Finishing School Scheme. It was informed that Council is under discussion with IT-ITeS Sector Skills Council NASSCOM (SSC) for conducting Faculty Development to train faculty and Finishing School Program in AICTE approved Technical Institutions to train students.

EC further approved the MOU for the purpose to be signed after due legally vetting. (Action to be taken - Administration Bureau)

To consider and approve the proposal for providing transport to Sh. A.N. Bokshi, Consultant, MHRD provided office space at AICTE.

The item was withdrawn.

To consider and approve Engagement of Stenographers / DEOs/ Helpers / Driver/ Electrician & Safai Karamchari through Ed.CIL (India) Limited.

Item No. 78.03.14

EC deliberated upon the matter and approved to appoint the required supporting staff on short term contract basis on a pre-decided remuneration mentioned in the Agenda as per job requirements.(Action to be taken - Administration Bureau)

Item No.78.03.15 : To consider and approve the proposal for creation of 02supernumerary seats in A1CTE approved institutes/colleges for the students of Jammu & Kashmir and implementation of admissions in Engineering degree courses(AICTE approved), Medical (Medical Council of India approved) and General degree courses(approved by UGC).

EC considered and approved the proposal for creation of 02 supernumerary seats in AICTE approved institutes / colleges for admission of the students of Jammu & Kashmir not exceeding actual admission of a total of 250 such seats throughout the country and implementation of admissions matters thereof in Engineering degree courses (AICTE approved). (Action to be taken - Administration Bureau)

To Consider the Norms as Recommended by the Committee Constituted for giving Advertisement and for publishing special supplements on AICTE at News papers/ Magazines/ Journals etc.

Item No.78.03.16 :

The EC considered and accepted the recommendations of the committee for further implementation subject to the DAVP rates where available and/or applicable, Where such DAVP rates are not available the recommendations of the committee be accepted.(Action to be taken - Administration Bureau)

To consider and approve the policy regarding fee of the Consultants engaged in AICTE-introduction of a new slab in the existing fee structure.

Item No.78.03.17

EC deliberated upon the matter and granted permission to appoint consultants on short term contract basis on a pre-decided remuneration mentioned in the Agenda as per job requirements.(Action to be taken - Administration Bureau)

To consider recommendation of the Regional Committee-NWRO during its meeting held on 13.09.2012 regarding establishment of Government Polytechnics being set-up under MHRD Sub-mission scheme to run initially from the mentor Institutions from the academic year 2012-13.

EC accepted the recommendation of the Sub Committee of North Western Regional Committee of AICTE in the matter of establishment of Government Polytechnics being set-up under MHRD Sub- Mission scheme to run initially from the mentor Institutions from the academic year 2012-13 and granted approval for three institutions in Rajasthan and five institutions in Punjab as per proposal placed under Agenda. (Action to be taken - Approval Bureau)

To consider Permission for conducting visit to new Government Polytechnic at Chinamerangi under submission scheme sponsored by MHRD in un-served/underserved Districts - reg.

EC considered the recommendations of the South Central Regional Committee for setting up new Government Polytechnic at Chinamerangi a backward and remote place of under-served district Vizianagaram of Andhra Pradesh. EC granted approval for setting up Government Polytechnic at Chinamerangi under Sub Mission scheme sponsored by MHRD in un-served/underserved Districts. (Action to be taken - Approval Bureau)

Item No.78.04.01 : To ratify the matter regarding granting EGA or otherwise to theinstitutions as per the recommendations of SCC for the Academic Year 2012-13 for the institution where a FIR/CBI/CVC/any other investigation agency/Anti Ragging/Punitive action initiated by AICTE for any violation in the norms and standards where enquiries are pending.

EC ratified the matter, as per list placed on the Table as Annexure 78.04.01 of the Agenda. (Action to be taken - Approval Bureau)

Item No.78.04.02 : To ratify the matter regarding granting post facto approval to someof the Govt /Govt, aided institution and universities for the Academic Year 2010-11 and 2011-12.

EC ratified the matter as per list placed on table as Annexure 78.04.02 for the Academic Year 2010-11 and 2011-12. (Action to be taken - Approval Bureau)

To ratify the matter regarding grant of LOA to dual degree and integrated programmes.
