Company Profile
AFCO, AL FEMAH CONTRACTING & TRANSPORTING EST., Abu Dhabi was
established in early 1980’s by Mr. Ibrahim Salem Al Mazrouei. The company has
successfully executed a number of projects with Oil and Gas Companies in UAE like
ADNOC, ADCO, GASCO, NDC and TAKREER. We also have lucratively completed
projects in UAE with Municipality, DODSAL, DESCON, PAN ARABIAN.
AFCO have (200 x 200) M2 yard area with well protected fencing and well built-in
compound wall in Habshan, Abu Dhabi. The plinth area of semi-permanent
accommodation for employees is 845 M2 with amenities. We have fully equipped
workshop for equipment and tools along with material storage in a separate facility
with a built-in area of 1200 M2.
AFCO maintained high HSE standards at all times and committed to protect
environment & people. We are dedicated for the total satisfaction of our esteemed
clients and it is evident from our repeated projects from same clients and external
offers.
Health Safety & Environmental (HSE) Policy
Introduction:
Health, Safety & Environmental protection enhance the effectiveness and
efficiency of the business and thus contribute to its success. Continuous
sustained improvement in Health, Safety & Environment performance is the company's primary objective.
In order to promote Health, Safety & Environmental Protection as a
primary objective, company Management has developed the HSE policy.
The company's HSE policy is to give the same consideration to the management of HSE as to any other aspect of its business; this will ensure
that all its business risks are properly managed.
The principle of the policy statement is to empower all employees to take
the correct action when ever a decision needs to be made.
Health, safety and Environment policy:
It is the policy that all people who working for the company
committed to:
Follow the goal of no harm to the people.
Prevent pollution and conduct activities in a leisurely way so as to minimize Environmental impact.
Struggle for continuous improvement.
Comply with the applicable laws and regulations of the UAE and apply responsible standards where law and regulations do not exist.
AFCO’s HSE Obligations:
AFCO's responsibilities towards the execution of its HSE policy are
to:
Maintain a practical and effectual HSEMS.
Offer a safe working atmosphere for the Employees.
Preserve the environment.
Give data on hazards and protective measures.
Set up and retain emergency response and contingency plans.
Provide HSE training.
Establish and keep emergency response and contingency plans.
AFCO's Employees Commitments:
All employees have to commit themselves to AFCO's HSE policy in all
phases of projects implementation design, construction operation and decommission as per the following:
Follow the objective of no harm to people:
To implement this part of the policy, an understanding of the term "no
harm" is needed. Harm can be defined as any uncontrolled incident or
action that causes injury to any person or damage to the company assets,
the environments or company's reputation.
So the company management is responsible to take action and organize control measures to ensure the health, safety and welfare of the employees
and members of the public are not harmfully affected by the work
activities.
AFCO's employees have to commit themselves:
Implement their responsibilities in AFCO's HSEMS.
Know how to identify, assess, control and recover hazards at the work place, as given in the Hazards and Effect register.
Carry out Task Risk Assessment for all activities before execution.
If Risk controls fail, know how to alleviate risk, investigate incident and recommend ways to prevent recurrence.
Know what to do in case of Emergency and Respond in the event of
alarm by proceeding to the assigned location or assembly area.
Conduct /participate in Behavioral Safety Audits
Maintain a safe working environment.
Maintain and use safe guarding systems and Personal Protective Equipment (PPE).
Know where are the first aid facilities (first aid boxes, showers, eye
washers, etc…) an how to use them.
Be prepared to response to potential risks: promptly and
competently; if you don’t know how to do it, ask for training.
Conduct work in an orderly and safe manner.
Participate in HSE meetings, Emergency Drills and Tool Box Talks.
Report all incidents, near misses, unsafe acts and unsafe conditions.
Report any malfunction/damage in Tool or Equipment.
Understand label /Safety signs and always follow Material Safety
Data Sheet (MSDS).
Maintain clear access to safety/ emergency equipment at all times.
Eliminate Tripping hazards and slippery conditions at the work
place.
Maintain good House keeping at all times.
Report any occupational health /hygiene concern.
Take precaution against H2 S and other harmful gas/vapors.
Learn from incidents by reading safety flashes and lessons learned.
Be able to locate the Fire Alarm point and Fire Fighting Equipments.
Upon detection or suspicious of fire, immediately raise fire alarm and request help.
Do not enter unauthorized areas without permission.
Always obey road safety rules while driving.
Do not take to the work place alcohol, drugs firearms, weapon,
cameras or any other prohibited items as per company's policy.
Maintain high standard of Personal Cleanliness and Hygiene.
Report immediately to clinic if you or your colleague feels unwell or
discover any spots or rashes on the body.
Ensure that your own health and safety as well as others are protected.
Exercise regularly for all of your life.
Drink a cup of cool water every 20 minutes or so in the hot weather.
Follow the appropriate technique for lifting heavy objects, don't take
risk, and ask for assistance if needed.
Take short breaks if sitting at the computer for long periods.
Protect your hands .Wash any grease, oil or chemicals out of your
hands very often. If you don’t have hand washing facilities at your work, ask for it.
Adjust your working station to work comfortably. Listen to your
body and move frequently.
Compressed air must not be used under any circumstance to clean
dirt and dust from clothing or off a person's skin
Follow your medical check ups and know what your tests figures are
and how to address any raised health concerns.
Prevention of Pollution:
Prevention of pollution means use of processes , practice ,materials or product, that avoid ,reduce or control pollution, which may include
recycling, treatment, process changes, control mechanisms, efficient use of
recourse and material substitution.
AFCO's employee has to commit himself to:
Participate in environmental protection initiatives.
Report activities that may have an impact on the environment.
Follow labels and MSDS with regard to environmental hazards,
when handling chemical and other hazardous materials.
Think of ways you can prevent or reduce waste generation on the job.
Re-cycle your used papers, glass, and can.
Re-use materials and don't waste them.
Don't dispose any hazardous materials, ask your area environmental
engineer.
Waste, rubbish etc. Should be segregated and disposed of in the designated waste bin.
Used cleaning materials, such as dirty rags must be properly
disposed of in suitable containers and not left lying around.
Precautions must be taken to prevent spillage of liquid on ground.
Optimize water, fuel and electricity consumption.
Reduce waste and the consumption of materials and avoid emission and discharge, where ever practicable.
Do not create new areas of contamination and clean up impacted
ones.
Make sure hazardous wastes are securely packed and stored.
Clean up the work place.
Place trash in receptacles.
Safe guard Archeological/ Heritage sites located near the work site.
Do your best for continuous Improvement:
Continuous improvement means year – on – year development of overall
HSE performance, resulting from continuous effort to improve.
AFCO's employees have to commit themselves to:
Spot potential opportunities for improving performance and raise
suggestion through the proper channel/system.
Use your experience to identify work execution problems, shortfalls
and deficiencies for improvement.
Identify ways to execute the job in safer, better and cost effective manner.
Always improve your proficiency.
Obey the UAE's applicable laws and regulations:
The legislation of the USE is obligatory and shall be followed without expectation, unless an exemption has been obtained from the relevant
authorities.
AFCO's employees have to:
Comply with all UAE applicable legislation inside and out side the work place.
Conduct activities in accordance with AFCO's HSE procedures,
manuals guidelines and best practices.
Be familiar with security arrangements and requirements at your
work place.
If you are not familiar with legislation/regulation/procedures it is your responsibility to ask your supervisor.
Discontinue the work if it is considered unsafe:
AFCO's HSE policy empowers all employees to stop work if it is
unsafe to proceed.
Unsafe acts can be verified by:
o Personal Protective Equipment is inadequate for the task.
o Using improper or damaged tools/Equipment.
o Operation of equipment at improper speed.
o Performing operations without necessary supervisory authorization.
o Personal factors:
o Horseplay
o Work or motion at improper speed.
o Improper lifting.
o Improper loading.
o Taking shortcut.
o Violating safety rules.
o Failure to follow safe work procedures.
o Standing under loads.
AFCO's Employees have to:
Stop work if it is unsafe to continue:
o Clear deviation from written procedures/ standards.
o Change in PTW condition.
o No trained for the task.
o Adverse weather conditions.
o If siren is alarmed stop work and evacuate the work area as per procedure.
o Poor co – ordination between activities.
o Equipment or materials not secured.
Roles & Responsibilities for AFCO's HSE policy &
Implementation.
Employees:
o Under stand and always implement AFCO's HSE policy.
o If under doubt, ask your supervisor.
o Realize hazards at your workplace and ensure that all control and recovery measures are in place.
o Stop work if it is unsafe to continue.
Supervisors:
o Ensure the policy is communicated to all Employees.
o Be familiar with AFCO's Health Safety and Environmental
Management System.
o Inform and train Employees and staff to recognize the implication of their work for their own health and safety, for
that of other and for possible impact on third parties and the
environment.
o Contingency and recovery provision to be made and tested in
order to cope with the consequences of incidents that may still
occur.
o Stop activities or operation if the HSE associated risk potential
is high and do not resume until the required control and
recovery measures are in place.
o Report o the steps taken to promote health and safety of the
Employees, protection of the Environment and of the property
and AFCO's Reputation.
Line Managers:
o Support the implementation of AFCO's HSE policy and HSEMS.
o Monitor HSE performance to ensure the intention of Al-
Femah's HSE policy is being met.
o Create positive HSE culture and lead by authentic examples.
o Delegate appropriate responsibilities for HSE performance to
their supervisors.
o Are responsible for all aspects of his policy with in their area of
responsibility.
o Regularly assess and assure adequacy of AFCO's HSE business controls by means of audit, reviews, inspections and checks.
The HSE Policy Implementation is the responsibility of every one
working for AFCO regardless of his position.
