Late Shri B.S. VAZE left for his heavenly abode

on 21.04.2013 in Pune.

Shri Bhaskarrao Vaze joined Pensioner’s Association in 1976,

immediately after retirement and continued till 2002.Due to his efforts

following issues were settled.

1) Ex- gratia payment to CRPF widows with effect from 01.01.1986.

2) Family Pension to widows of the Pensioners who died before

01.01.1964.

3) Reduction in Waiting period from seven years to one year in respect

of absconding for grant of Family Pension.

He made efforts for submitting Memoranda to IV Central Pay

Commission. Due to him, we could get accommodation for Association.

He was felicitated by grant of S.M.JOSHI AWARD BY THE

PENSIONER’S Association in Pune.

His organizing skill,attracted members from all corners of the country.

He provided a sound base for All India Central Government Pensioner’s

Association at Pune.

He breathed last on 21.04.2013.

May his soul rest in Peace.

CWC of AICGPA Pune was held on 12. june 2013 at Vishnu Prasad Sabhagraha Sadashiv peth PUNE at10 hrs under the presidentship of Shri W.S.Bhome President. About 60 delegate were present.

The meeting started with welcome speech of Shri Bhome.who welcomed all the delegates coming fromdifferent parts of the country.Homage was paid to the departed members including Shri B.S.Vaze our advisorwhose resume was given by Shri S.K.Deshpande giving the salient achievements by him

Introduction of members was done by the members themselves.

The minutes of the last CWC held at Mulund on 12.12.2012 were read out and it was approved unanimously

In the speech given by general secretary following points were discussed.

1) Increase in branches :

5 new branches have been opened from jan 2013 to june 2013.. increase in membership is 1515.

2) Contempt case in CAT :

After DHC judgement of 29th April , dismissing UOI petition opposing CAT judgement of 1/11/2011 CGSAG ( S 29 ) Pensioners had revived the contempt petition which came up for hearing today (28th May )before full bench of CAT ( 3 judges ). The bench agreed for revival of the contempt and ordered to issuenotices to the Contemnors i.e. Secretary Personnel and Secretary Expenditure. Next date for hearing is7th August.

In the meanwhile pension and pension welfare ministry has issued an order on 28.1.2013 for re vision of

pension of pre 2006 pensioners from 24.09.2012 whereby no change to the amount of revised pension/family pension paid during the period 01.01.2006 and 23.09.2012 and no arrears will be payable on accountof these orders for the period

CCA Mumbai has already started correcting the PPOS and they have issued new application forms to be filledand sent. The forms are supplied to all secretaries who will get it filled from the members and send to theconcerned authorities. It was agreed that we will wait for the decision of the court.

3) Merger of P&T Dispensaries :

The latest position of the case was told to the members.In the meanwhile director of postal of services

had issued the press statement of merger of dispensaries. The file is not yet cleared by postal authorities,when enquired with new Delhi, and the orders are not passed by health ministry. The case is still beingpursued vigoursly, . The orders for not allowing P&T pensioners for availing facilities of CGHS are beingwithdrawn., after the merger orders are issued.

4) Revival of membership after 10 years :

The point was discussed in detail and after the discussion it was decided to drop the proposal and it wasagreed that the membership of the new members is to be raised to 300 instead of 200 at present. This willbe made applicable after a decision taken in AIC in December.

5) Awarding best branch and Velankar awards :

It was decided to form a member commitee comprising W.S.Bhome President, Shri M.A.Karlekar Gensecy and Shri S.K.Deshpande.

It was suggested to formulate the method for declaring the awards taking into consideration of smallbranches also.

6) Holding of Adalats : By CCA Mumbai was discussed and it is suggested that they should be asked togive report on this to the association. As no donations are received for medical help, the Medical Fund

collection will be stopped.

It was pointed by General Secretary that organising secretaries should try more vigoursely for increasingthe branches and the members.All members who send the donations or subscription through post / banksshould intimate by writing a post card giving all the information

It was also emphasized to the secretaries that 5 % of donations received by them be sent to H.Q. PUNE.

ANNUAL GENERAL MEETINGS.1) Satara :

AGM of this branch was held on 20.4.20‘13 at Satara District Postal cooperative pat sanstha. ShriW.S.Bhome President, Shri M.A.Karlekar General secretary, Shri Shreepad Deshpande org secy ShriN,S, Sonar from pimprichinchwad, Shri K.R.Deshpande Secretary Sangli attended the meeting Afterdeepprajwalan introduction of guests was done and homage was paid to the departed members byobserving 2 minute silence. All members completing 75 years were felicitated. Annual report and statement

of accounts were read out and approved unanimously. All the dignatories spoke on the occasionemphasizing the need of the unity, and help the association by increasing the strength and moneytaryhelp. President praised the branch for enrolling more members etc and the good work done by the branch.Election of body unanimously took place. The following members were elected as office bearers.

2) Kankavli :

AGM of Sindhudurg district : Was held at Malvan on 21.4.2013 under the chairmanship of Shri R.S.Metherat Matoshri Mangal Karyalaya Kankavli. Shri K.M.Prabhu Vice President welcomed the gathering. Homage

was paid to the departed members, proceedings of last meeting and accounts were presented and passedunanimously. Shri M.R.Desai Ex President Ratnagiri and shri J.S.Shitole Secy Ratnagiri were present.After deepprajwalan introduction of guest was done by shri M.D.Joshi Secretary of the Branch. ShriS.B.Sonalkar and Shri M.A.Karlekar G.S were present.Shri Karlekar and Shri S.B.Sonalkar and ShriJ.S.Shitole all appealed for strengthening the association & explained the latest developments, Revisionof pension of pre 2006 pensioners.Shri M.D.Joshi explained various types of cases taken and appealed

all members to be active for association work. Shri N.G.Satam Ex Sr.Scientific officer BARC AND SmtShailaja Chube Ex Asst Commissioner of Customs delivered valuable suggestions for betterment ofAssociation and pensioners. The meeting ended with national anthem. Shri S.V.Marathe thanked allparticipants. A delicious lunch with sweets was served to all.

3) Yavatmal :

AGM of this branch :

Was held on 24.4.2013 at 1200 hrs at .Mor Sabhagruha Gyaneshwar mandir Yavatmal under thepresidentship Shri M.S.Waghade. 40 members were present. After observing 2 minute silence for the

departed members activities of the association were discussed, ShriB.J.Sarwar Org. Secy Wardhaattended. The following office bearers were elected. President Shri H.L.Gondane Secretary Shri B.R.ThakurTreasurer Shri M.B.Bhute.

4) Belgaum:

AGM of this branch

Was held on 9.5.2013 at 10 hrs at Gujarat Bhavan. After R.G.Chippalkattis prayer lighting of lamp wasdone at the hands of chief guest and other members. Introduction of Chief Guest Shri S.M.Kulkarni Sr.

Advocate was done by Shri V.G.Ganachari. After Honouring of senior pensioners who attained the age of80 were felicitated. Reading and confirmation of minutes of last AGM and accounts were submitted whichwere passed unanimously. Shri M.A.Karlekar G.S and Shri G.N.Kulkarni addressed the meeting whichwas followed by the address of Shri S.M.Kulkarni. After address by the president Shri V.G.Ganachari voteof thanks given by shri B.R.Deshpande After National Anthem meeting concluded with delicious lunch.

5) Dharwad :

AGM of this branch :

Was held on 26.5.2013 under shri N.P.Bhat our advisor as chief guest. It started with a prayer, and

observing 2 minutes silence in the memory of departed members.Shri K.H.Hosmani welcomed the guestand all guestes were welcomed by offering garlands. Shri B.J.Kulkarni introduced chief guest. Shri N.P.Bhatin his speech gave a good suggestion that our pensioners association should make a sensus of pensionersso that if any problem is there it should be solved by our association.Annual report and Annual accounts

for the year 2012-2013 was presented to the august body and it was approved unanimously. All seniormembers above 80 were honoured. Shri M.A.Karlekar gave the progress of the cases pending with ministry,and latest developments. After speech by president vote of thanks was given by shri M.B.Thakur, whichwas followed by delicious lunch.

6) Sangli :

AGM of this branch :

Was held on 8th june 13 under the presidentship Shri S.V.Kumbhar. About 300 members were present All

dignatories were offered a mome ntum which can be preserved as a memory. The meeting was conducted

nicely by Shri K.R Deshpande.Members completing 80/75 years were felicitated by offering flowers and

momentum . Shri Malati B Bilgi gave a donation of Rs. 50,000, which is a unique example of generocity.

Other members also gave donations which amounted 25,000.Members give donation only when a good

work is done by managing committee. This was appreciated in the speech by Shri M.A.Karlekar, who

gave latest developments and action taken by our association in solving them. Shri Suryavanshi president

of satara branch and Shri Mohan Chopde SSP Sangli also spoke on the occasion who assured the

members that they will give maximum. Help to pensioners.Election of office bearers was conducted

smoothly. The meeting ended with a good lunch.

7) Pimpri-Chinchwad :

A.G.M. of this Branch :

Was held on 10/6/2013 at PrabhuRamchandra Sabhagruh,Ruston colony Chinchwad.Commissioner of

Pimpri-chinchwad Municipal Corporation,Shri Shrikar Pardeshi I.A.S.was the Chief Guest of the

function.Before the open session, the formalities of paying homage to well-known Union leader,Shri Om

Prakash Gupta, our Adviser Shri Vaze and departed members of this Branch was completed. The activities

like the confirmation of Minutes of the last A.G.M., The Presentation of Annual Report by the Secretary &

Accounts Statement, along with Audit Report by the Treasurer, and its Approval by the House were also

completed. Shri W.S.Bhome President of the H.Q. narrated about the cases taken up by the H.Q., its

present status and recent developments. In the open session. Felicitation of nine members who attained

age of 80 years during the year, was done at the hands of the Chief guest. Also the oldest member having

95&+ years and a family member who donated Rs.10000/- to the Branch in memory of her husband were

honored at the hands of the Chief guest.More than 150 members were present for the A.G.M.

8) Bhusawal :

AGM of this branch :

Was held on 15th june at Telephone Exchange compound under the presidentship of shri M.D.Kshirsagar

at 10.00 hrs Shri W.S.Bhome president, Smt S.U.Kurtkoti AGS Shri Rohidas org secy attended.

Condolences were paid to the departed members. After reading last years annual report and offering

state,ment of accounts, members completing 80 years were felicitated. Shri W.S.Bhome and SMT

S.U.Kurtakoti gave the recent developments including issue of revised PPOs and P.P.Bulletin. Shri

M.D.Kshirsagar was elected as president vice Shri P.G.Barate expired. Lunch was served in the end.

9) Dombivli:

AGM of this branch :

Was held on 19.6.13 at 4.30 p.m. at Brahmin sabha Tilak road dombivli. About 100 members were

present.Welcome speech was given by president after which condolences were paid to the departed

members. Minutes of AGM held on 20.6.13 and statements of accounts were presented which were

passed unanimously. Shri Bagwe vice president narrated his experiences and gave the details about the

book he published recently. New body was elected and an additional post of joint secretary was created

and shri pradhan was elected for the post. Shri M.A.Karlekar General Secretary gave the recent

developments and proposed agitional programme. After vote of thanks refreshments were served.

10) Kolhapur:A

GM of this branch :

was held on 30 th june at Mangaldham Karyalaya,Kolhapur under the president ship of shri V.Y. Prabhu

at 14.00 hrs. Shri W.S.Bhome president, Smt S.U.Kurtkoti ,Shri S.V. Deshpande org secy attended.

Condolences were paid to the departed members. After reading last years annual report and offering

state,ment of accounts, members completing 80 to 90 years were felicitated.

Sub. : Merger of 19 Postal Dispensaries with CGHS

Sir,

The file of the DoH&FW with regard to merger of 19 postal dispensaries, which was sent to DoPersonnel

on 28.5.13 for certain clarification / confirmation, has been returned by DoP to DoH&FW yesterday after doing

needful action. Shri V. P. Singh Dy. Secy. informed us that after receipt of the file back from DoP, final order/

notification for merger of 19 postal dispensaries will be issued, and required us to get the file back from DoP as

early as can be. Consequently we requestd the J. S. of DoP to return the file after needful action at the earliest.

The file wo1uld have received in DoH & FW by today. It is now for the DoH & FW to collect the file and to issue

necessary merger orders immediately, so that the merger can come into effect from 1st of July 2013.

2. We do hope that by issuing merger orders immediately, the promise of Shri V. P. Singh Dy. Secy. that now

every thing is complete and that on receipt of the file back from DoP, final notification / orders of merger will

be issued, will not only be fulfilled, 4/5 decades old discrimination towards pensioners of DoPosts / Telecom

will come to an end. We also know that after the issue of merger orders, we will have the right to Thank

you. formally for this act of kindness, in fulfillment of your promise to issue orders within a month (when we

met you on 26.9.12)

Subject : Grant of Dearness Relief to Central

Government Pensioners/ Family

pensioners - Revised rate effective

from 1.1.2013

1. The undersigned is directed to refer to thisdepartment's OM No. 42/13/2012-P & PW (G)dated 4th October, 2012 on the subjectmentioned above and to state that the Presidentis pleased to decide that the Dearness Relief(DR) payable to Central Governmentpensioners/family pensioners shall be enhancedfrom the existing rate of 72% to 80% w.e.f. 1st

January, 2013.

2. These orders apply to (i) All Civilian CentralGovernment Pensioners / Family Pensioners (ii)The Armed Forces Pensioners, CivilianPensioners paid out of the Defence ServiceEstimates, (iii) All India Service Pensioners (iv)Railway Pensioners and (v) The Burma Civilianpensioners / Famly pensioners and pensioners/ families of displaced Government pensionersfrom Pakistan, who are Indian Nationals butreceiving pension on behalf of Government ofPakistan and are in receipt of ad-hoc ex-gratiaallowance of Rs. 3500/- p.m. in terms of thisDepartment's OM No. 23/1/97-P&PW (B) dated23.2.1998 read with this Department's OM No.23/3/2008-P&PW (B) dated 15.9.2008

3. Central Government Employees who had drawnlumpsum amount of absorption in a PSU/

Autonomous body and have become eligible to

restoration of 1/3rd commuted portion of pensionas well as revision of the restored amount interms of this Department's OM No. 4/59/97-P&PW (D) dated 14.7.1998 will also be entitledto the payment of DR @ 80% w.e.f. 1.1.2013 onfull pension i.e. the revised pension which theabsorbed employee would have received on thedate of restoration had he not drawn lumpsumpayment on absorption and Dearness Pensionsubject to fulfillment of the conditions laid downin para 5 of the O.M. dated 14.07.98. In thisconnection, instructions contained in thisDepartment's OM No. 4/29/99-P&PW (D) dated.12.7.2000 refer.

4. Payment of DR involving a fraction of a rupeeshall be rounded off to the next higher rupee.

5. Other provisions governing grant of DR inrespect of employed family pensioners and re-employed Central Government Pensioners willbe regulated in accorance with the provisionscontained in this Department's Department'sOM No. F. No 38/88/2008-P&PW (G) dated 9thJuly, 2009. The provisions relating to regulationof DR where a pensioner is in receipt of morethan one pension, will remain unchanged.

6. In the case of retired Judges of the SupremeCourt and High Courts, necessary orders willbe issued by the Department of Justiceseparately.

7. It will be the responsibility of the pensiondisbursing authorities, including the nationalizedbanks, etc. to calculate the quantum of DRpayable in each individual case.

8. The offices ofAccountant General andAuthorised Public Sector Banks are requestedto arrange payment of relief to pensioners etc.on the basis of these Instructions without waitingfor any further instructions from the Comptrollerand Auditor General of India and the ReserveBank of India in view of letter No. 528-TA, II/34/80-II dated 23/04/1981 of the Comptroller andAuditor General of India Circular No. GANB NO.2958/GA-64 (ii) (CGL) 81 dated the 21st May,

1981 addressed to State Bank of India and itssubsidiaries and all Nationalised Banks.

9. In their application to the pensioners/familypensioners belonging to Indian Audit andAccounts Department, these orders issue afterconsultation with the C & AG.

10. This issues with the concurrence of Ministry ofFinance, Department, of Expenditure conveyedvide their OM No. 1 (4)/EV/ 2004 dated 1st May,2013

The pay of the Non-executive employees of BSNL was revised in pursuance of an Agreement dated

07.05.2010 signed on behalf of the BSNL Management with the representative union of non-executives

employees of BSNL in terms of Department of Public Enterprises OM No. 2(7)/2006-DPE(WC)-GL-XIV dated

09.11.2006 vide this office order No. 1-16/2010-PAT (BSNL) dated 07.05.2010

2. In pursuance of Presidential Directives of Ministry of Communications & Information Technology,

Department of Telecom. issued vide letter No. 61-01/2012 SU dated 10.06.2013, the undersigned is directed

to convey the approval of the competent authority for allowing benefit of merger of 50% DA effectively

amounting to 78.2% as on 1.1.2007.

3. No arrears will be paid and the revised fitment on the basis of DPE Om dated 2.4.2009 will be paid w.e.f.

prospective effect only i.e. from the date of issue of Presidential Directives on 10.6.2013.

4. All instructions / guidelines issued by DPE from time to time in this regard may be scruputously followed.

28.06.2013 : Shri Shahbaz Ali, DDg (TPF) DoT was requested for early release of 78.2% IDa Pay fixation

order of BSNL Pensioners retired after 01.01.2007 and pension revision order of BSNL pensioners retired

before 01.01.2007 by AIBSNLEA on 26.06.2013. The DDG (TPF) mentioned that matter is being dealt by STP

Cell of Estt. Section of DoT. However, he told that BSNL pensioners will get arrears even if the order is delayed

for some time. He clearly told that in his opinion DoT has to issue the order since DPE has issued order after

the approval of cabinet. Further when they met Director (Estt.), DoT and requested for immediate issuance of

the 78.2% IDA Pay fixation and pension revision order for BSNL pensioners post retired on 01.01.2007 and preretired 01.01.2007, Director (Estt.), DoT mentioned that matter is under consideration in STP Cell to draft theproposal for order in this regard. He asured an early action.

b) A number of representations have been received from Associations / Organizations of Central GovernmentEmployees / Pensioners and individuals demanding merger of 50% of Dearness Allowance / DearnessRelief with basic pay / pension respectively. The demand has been considered by the Government andnot agree to since to 6th Central Pay Commission has not recommended as such.

c) The 6th Central Pay Commission did not recommend merger of dearness allowance with Basic Pay atany stage. Government accepted this recommendation vide Government of India Resolution dated29.08.2008

1. Delay in Revision of Pension cases.

In pursuance of Government’s decision on the recommendation of Sixth Central Pay Commission,Department of Pension & Pensioners Welfare issued the orders for revision of Pension/Family pensionof Pre-2006 Pensioners ,were issued vide OM No. 38/37/08-P&PW(A) dated 01.09.2008.

Further the Pension/Family pension of Pre-2006 Pensioners, as revised from 01.01.2006 would befurther stepped up as per the orders issued vide OM No. 38/37/08-P&PW(A) dated 28th January’ 2013.The benefit of this revision is effective from 24.09.2012. The details of the orders and relative Table ispublished in the BULLETIN for the month of April’ 2013.

l It is observed that the REVISED PPOS in compliance of recommendations of Sixth Pay Commission,have been delayed for months/years.

l In Some cases the revised PPOs are yet to be issued. Our Association gets so many complaintsof non receipt of revised PPO.

l As the Pension issuing offices do not have the complete data of pensioners. It is not possible tocompile the information, how many PPOs are yet to be revised.

l Resultantly Pensioners, whose PPOS are not revised as yet, have become impatient.

On discussion with the authorities, We noticed that Pension Issuing offices and Pension Sanctioningoffices are facing some issues which resulted in delay in / non receipt of revised PPOs.

2. Issues faced by Pension Issuing offices.

l Pension Issuing offices are dependant on the Head Of Offices for the required information forrevision of pension.

l Sudden increase in the Revision of Pension Cases due to Sixth Pay Commission/ further Steppingup of Pension/Family pension for Pre-2006 pensioners .

l Pension Issuing offices are facing the shortage of Staff.

l AO is busy in receiving the more Calls/complaints on account of delay/non receipt of revised PPO.

3. Issues faced by Pension sanctioning offices.

l Head of Offices maintain Pension files/Service Book manually.

l Existing Staff are loaded with the preparation and sanction of new Pension cases and allied work.

l Revision of Pension/Family pension requires:

l Search the Pension file, Service book in the office.

l Work out revised pension manually.

l Forwarding the case to CCA office.

l Additional staff in not provided for Revision cases.

l Pension Files are not traceable.

l Service Books are also not traceable.

Note: It is feared that In case of unfortunate MISHAP, the manual records may be vanished. It would beDifficult to rebuild the records. Resultantly IN SUCH CASES Pension/Family pension would never be revised.

Need for Computerization of ‘Pension Management System’

To overcome all the issues faced by Pension Sanctioning Offices/Pension Issuing Offices and alsoto meet the challenge of increase in the Pension revision, DOT need to Computerize ‘PensionManagement System’. Presentation and Discussion with DOT authorities:

AICGPA , Pune Branch especially our Sr. member Shri S. K. Deshpande, H.F. Chaudhari andShripad Deshpande have put the efforts to bring the issues into notice of higher authorities and pursuingthe matter for computerization.

l Association members had the preliminary discussions on the matter with Member(Finance), Pr.CCA and other Sr. Officers of CCA, Maharashtra Circle, Mumbai during the meeting held at Conferenceroom, Telephone Bhavan, Pune on 20.10.2012.

l Mailed the Soft copy of presentation and Proposal in writing to CCA Mumbai.

l Meeting was held with Pr. CCA and Sr. Officers of CCA at Mumbai on 22.04.2013.

l Correspondence has been made with DOT Headquarters at New Delhi.

l The various issues and the need of computerization of the Pension Management System havebeen presented and discussed in the meeting with Member(Finance), DDG s in the chamber ofMember(Finance), DOT, New Delhi on 14.03.2013.

It is noteworthy that Member(Finance) , DOT agreed in principle to computerize the PensionManagement and discussed the Action Plan in brief. To build the record of all pensioners is a challenge.

n CO-Operation from Pension Association:

CCA Mumbai has published the advertisement in the Local News papers on 09.06.2013. They haverequested the Pensioners/Family pensioners, who have not received the revised PPOs, to submit therequired information through their Head of Department/office at the time of retirement.

ALL MEMBERS are requested to support the efforts of DATA collection and to ensure that therequired information is collected and forwarded to CCA office.

1. All pensioners are advised to submit the above information to the Head of the Department / Office

from where the Government employee retired.

2. Attested photocopy of anyone of the following documents in support of date of birth of the spouse /

eligible family members may be submitted :

i) PAN card, ii) Matriculation Certificate (containing the information regarding date of birth), iii) Passport,

iv) CGHS card, v. Driving License (if it contains Date of Birth) vi) Voter's ID card may also be accepted

as proof of Date of Birth subject to following condition -

a) The pensioner / family pensioner certifies that he is not a matriculate.

b) The pensioner certifies that he / she does not have any of the documents mentioned from (i) to (v).

vi) In case pensioner / family pensioner is unable to submit any of the documents mentioned above

(i) to (vi) but claims addtional pension based on some other documenary evidence, such c ases will

be submitted to the administrative ministry, whose decision in this regard may be final. (DPPW order

No 38/37/08 P & PW / (A) dated 25.5.2009 dated 11.8.2009 & 29.9.2010 & OM No. 1/20/2011-P & W

(E) dated 28.1.2013 may be referred to).
