ARUN KUMAR DC | CHENNAI Aug. 7: With the state gov- ernment clearing the pro- posal for transfer of devel- opmental rights (TDR) to owners of lands from whom the city corporation or any other government agency acquires land, the owners will be able to sell their floor space index (FSI) to builders and get money. This will help the govern- ment acquire land free of cost from private parties for infrastructure development activities. The state government, in its August 6 order, said the CMDA’s member-secre- tary, in his letter to the state government on November 4 last year, requested it to approve TDR guidelines passed by the authority at its meeting on October 22 last year. “As per the second master plan, the FSI credit in the form of development rights certificate shall be equal to the surrendered land area multiplied by an FSI of 1.5 multiplied further by a factor arrived at by dividing the guideline value of the land surrendered with the guideline value of the land at which the develop- ment regulations transferred is proposed to be received or utilised,” the order said. According to the GO, the government has decided to issue orders that wherever the lands surrendered quali- fy for FSI of 2.00 or more, the extent of additional FSI allowed in TDR shall be 0.25. “The government, after careful consideration, has decided to amend the devel- opment regulations approved under the Chennai city second master plan,” Mr Surjit K. Chaudhary, principal secretary, housing and urban development department, said. A senior city corporation official on Friday said with the state government clear- ing the TDR proposal on August 6 it would help the civic body to widen roads at 12 traffic intersections and 25 bus route roads in the city, as planned, without much financial burden. But the encroachment on the roads, unchecked by offi- cials, reduced the carriage- way affecting the flow of traffic. Thanks to the initiative of social activists and Dec- can Chronicle, the prob- lem was brought to the notice of officials,” said A. Kasinathan, a resident at Demellows Road. The eviction was carried out under the supervision of Pullionthope assistant commissioner, R. Chan- dran and corporation offi- cials. Four inspectors and 10 constables were on duty during the eviction drive. Karunanidhi on Friday threatened to sack the agi- tating noon meal centre workers who attempted to march towards the state sec- retariat demanding wage hike, pension and job regu- larisation. In his trademark question and answer state- ment, Mr Karunanidhi said the government might be compelled to replace the striking noon meal centre workers with the many oth- ers waiting to work for the same wages. “At a time when 90 per cent of the workers are sat- isfactorily working in the noon meal centres, the remaining 10 per cent, who are provoked by others, involve in such agitations,” he said adding that the wages of workers have been hiked thrice after his gov- ernment assumed office. Similarly, grade I and II anganwadi assistants, noon meal centre cooks and their assistants were brought under special time scale pay from consolidated pay, the chief minister pointed out. Stating that out of the 706 schemes announced so far by this state, about 489 pro- jects were completed and 87 were under implementation, the DMK president took potshots at CPI (M) state secretary N. Varadharajan for his remark that announcements made by his government remained only on paper. Professor A. Marx said that five people lost their lives in one such slum fire at JJ Nagar near Korukup- pet railway station. “While the victims have been facing severe hardships due to the fire and apparent lack of support from the government, they are also being asked to move to relocation sites far away from the city.”he said.
