AGREEMENT Between SPORTS, YOUTH AFFAIRS, TOURISM & ARCHAEOLOGY DEPARTMENT GOVERNMENT OF KHYBER PUKHTUNKHWA ISLAMIC REPUBLIC OF PAKISTAN And TOURISM & ARCHAEOLOGY DEPARTMENT GOVERNMENT OF ISFAHAN ISLAMIC REPUBLIC OF IRAN This agreement is made on the_________day of________2012 Between The Secretary Sports, Youth Affairs, Tourism, Archeology & Museum Department Government of the Khyber Pakhtunkhwa and on behalf of the Provincial Chief Minister (hereinafter referred to as “the Party 1) on the First Part. And Province of Isfahan Government of Iran is authorized to sign and execute this Agreement on behalf of the (hereinafter referred to as “Party 2”) of the Second Part, and both are collectively known as “the Parties” WHEREAS the Parties are desirous of forging mutual support to achieve their goals and objectives in promotion and institutionalization of Tourism for economic growth in respective provinces and mutually share the existing knowledge by organizing training courses, seminars and workshops to explore the tourism potential in both the Provinces. It is the intent and purpose of the Parties hereto that this Agreement constitutes an implementation framework for promotion of institutionalization of tourism sector. Province of Isfahan Government of Iran is authorized to sign and execute this Agreement on behalf of the (hereinafter referred to as Party 2) of the Second Part, and both are collectively known as the Parties

WHEREAS the Parties are desirous of forging mutual support to achieve their goals and objectives in promotion and institutionalization of Tourism for economic growth in respective provinces and mutually share the existing knowledge by organizing training courses, seminars and workshops to explore the tourism potential in both the Provinces. It is the intent and purpose of the Parties hereto that this Agreement constitutes an implementation framework for promotion of institutionalization of tourism sector. The programme shall be financed as per terms parameters mentioned below:

GENERAL PARAMETERS

1.1The programme will be called Promotion of Institutionalization Of Tourism Sector for economic growth in their respective Provinces1.2 The Parties will join hands for vocational training in hospitality and tourism sector in the field(s) of: 1) Front Office 2) House Keeping 3) Food & Beverage (Production) 4) Food & Beverage (Service) 5) Tour Guides 6) Tour Operator 7) Management Workshops 8) Introductory Seminars1.3 The Parties will ensure at least one orientation/study visit by either side simultaneously to have a view and understanding of overall tourism and hospitality sector set up including human resource development, hotel, motels & restaurant set up in both public and private sectors, licensing and registration set up, enactments/law by the concerned department heads of both sides. The Administrative Secretary of Tourism Department KP Province along with head of concerned attached department heads i.e Pakistan Austrian Institute of Tourism and Hotel Management (PAITHOM), Department of Tourist Services (DTS), one official from TCKP, one representative of travel and tour business, one from hotel and restaurant, one representative from trade & Chamber of Commerce KP and one representative Swat hotel association to Isfahan for at least two weeks. (The visit cost is laid in financial parameters table) to be borne by Provincial Governments respectively on its own behalf.

1.4 The parties thereafter will make detailed proposed plan towards achieving goals and objectives in the implementation of this programme.

1.5 In case of an encouraging response and higher demand for a common interest to plan particular training course(s), the Parties may, through mutual agreement, invite enrollment by offering training program for gender balance existing and other interested youth to attend these training leading towards management and leader ship courses within the worked out cost.

1.6 In granting admissions, the parties will give priority to the stated objectives of providing training to up-grade skill of the staff of public and private sector and as well as to unskilled and unemployed persons. The both Governments shall provide the lists of applicants and merit list along with recommendations to each other to finalize the admissions.

1.7 The PAITHOM & Iranian side Institute shall submit time table, nominal roll, course outline and detail of faculty including their bio-data/ C.V in agreed course(s)/trade(s) as these are organized. The both the Governments shall monitor and evaluate the programme for achievement of its objectives in terms of quality and quantity in the manner as deemed appropriate from time to time.1.8 A copy of Agreement shall be passed on by both the Governments to the each other and then thereafter be endorsed to individual training providing institutes so that they may be aware of the modalities of the training.1.9 No regular post will be created for execution of this training programme. However, some professional visiting faculty/staff, if required may be hired.2.0 TRAINING-SPECIFIC PARAMETERS

2.2Principal/ Head of Institutes will ensure the availability of Instructor(s)/ Workshop Assistant(s) during lecture & Practical hours, whereas the Instructor for theory will be responsible for teaching of theory as well as overall supervision and performance of practical.

3.0 FINANCIAL PARAMETERS.3.1 For finalizing the financial parameters of this agreement orientation/study visit as proposed at clause 1.3 of this mutual agreement, the following estimated expenditures required to incurred in respect of orientation visit. 3.2 On completion of orientation/study visits, the final calculations shall be made on the basis of agreed criteria of costing of the training. In case of variation (+/-) in output of trainees, the variation Statement shall be prepared and cost shall be adjusted by mutual understanding.3.3 After the first release, the parties shall submit two statements of expenditure/disbursement from account: one in middle of each course and other at the end of each course.3.4 This Agreement may be modified or amended at any time with mutual consent of the Parties.3.5 Nothing in this Agreement shall affect the statutory responsibilities of either party and should either party feel that this Agreement is no longer appropriate to continue, they can give three months notice of termination in writing after which time the Agreement shall cease to exist.In witness whereof both the parties hereto sign this Agreement on the date and year here above written.
