Better Regulation, Enhance ProductivityBetter Regulation, Enhance Productivity

Many studies find that more rules can lower economic productivity in the regulated

industry. When the government regulates, it reaches into a market and requires the

consumers or producers to behave in certain ways. It is the alteration in behavior,

not the extraction of money that results in reduced productivity. Regulation plays an

important role in keeping our economy moving. Effective regulation supports

productivity growth, investment and innovation, but poor regulation is frustrating

and cumbersome. It slows economic growth and increases the cost of doing busi-

ness.

Regulatory policy has evolved from a focus on deregulation

to a broader concern with the management of regulation.

This covers the strategic approach, institutions, platforms and

GRP tools in a regulatory governance which operate around

the regulatory cycle.

While many governments have adopted regulatory impact assessments (ex-ante

regulatory impacts) to manage the flow of regulation, several are now focused on

ways to better manage the stock of government regulation (ex-post reviews).

Good regulations create an environment where new firms can get

started in business and where they can invest, expand and create

new jobs. The role of government policy affect the efficiency of the

daily operations of firms. Thus, it is crucial to encourage regulation

that is designed to be efficient, accessible to all and simple to

implement.

Burdensome regulation diverts the energies of entrepreneurs away from develop-

ing their businesses. But regulation that is efficient, transparent and implemented in

a simple way facilitates business expansion and innovation, and makes it easier for

aspiring entrepreneurs to compete on an equal footing.

Ongoing regulator reform to improve the quality of regulation needs to be

supported by frameworks and continuous commitment from ministries, agencies,

state officers and local authorities by integrating GRP throughout the regulatory

cycle.

Differences in the level of regulation can partly explain cross-country differences

in economic growth. For the most regulated countries, a reduction in regulation is

likely to have a positive impact on growth. Regulation can increase growth when

it improves economic efficiency by reducing market failures.

However, regulation can decrease growth if it is based on other objectives such

as rent-seeking. A non-linear relationship could suggest that countries with a

higher level of regulation are more likely to have a high proportion of those regu-

lations that have a negative impact on growth.
