Confirmation of the 236th meeting of the General House held on 28.10.2016 at
11.00 a.m. in the Assembly Hall of the M.C., Chandigarh.
Subject: Re-carpeting of V-5 road in Sector 50 C & D, Chandigarh.
(Amount: Rs. 56.89 Lac)
The inspection of road was carried out by the undersigned along with SDER-10 and
observed that cracks/depressions have been developed and crust washed away at many points. The condition
of this road is poor. This road was earlier recarpeted during the month of June 201 I and is not due for
recarpeting as per prevailing policy of Municipal Corporation as the roads are recarpeted after a gap of 5
years. On the request of area councilor and R WA and after the visit of worthy Mayor it was decided to
recarpet the V-5 road to facilitate the commuters. This estimate has been framed considering the basic rate of
bitumen @ of Rs. 29637. 17 per M.T. The expenditure of this estimate may increase or decrease as per the
prevailing rate of bitumen at the time of execution of work. Keeping in view the condition of roads patch
work equivalent to 1725 sqm has been taken which comprises 11 .55% of area. The undersigned alongwith
SDER-10 has discussed the matter with the higher authority.
Accordingly, the rough cost estimate amounting to Rs.56.89 lac has been framed by
including the following scope of work.
I. Dismantling of existing kerbs/channels. 2. Fixing of new/old PCC kerbs/channels. 3. P/F PCC kerbs of size l 'x I' having 4" thickness. 4. P/F PCC channels of size 2'-0" x J' having 3" thickness. 5. P/L tack coat 3kg/10 sqm. 6. P/L 40mm thick bituminous concrete.
The scope of work taken in the estimate has not been included in any other already approved
estimate, amount of already approved estimates and expenditure under this Head for Roads Division No. I is

Subject: Engagement of 115 workers of various categories of Group “C” & “D” for CMC office-regarding.
The Commissioner Office, MCC had awarded a contract for the
engagement of 112 workers of various categories of Group “C” & “D” to M/s
Reliable services through e-tendering. The committee constituted for the
evaluation of financial Bids had recommended M/s Reliable services for the
allotment of above said work. Later on, the Audit Wing, MCC has objected that
while calculating Administrative Charges TDS was not to consider. The office has
now decided to call afresh tender for the above said work.
It is pertinent to mention here that the Audit Wing of MC has raised
objection on the following condition of tender documents.
Administrative Charges: The tender shall be allotted to the tenderer/bidder, who
quotes the lowest offer of administrative charges inclusive of income tax only in the
price bid (BOQ) provided tender fulfill all other terms and conditions of the tender
document. While quoting administrative charges, the agency/contractor/firm must
ensure that net administrative charges do not come Zero after taking into account
the statutory liabilities i.e. TDS etc. If it happens to be ZERO or comes to Negative
(-ve), it will be straightway rejected in the light of GOI letter No.29(1)/2014-PPD
dated 28.1.2014 issued by Ministry of Finance Department of Expenditure. The
Administrative Charges are to be quoted/calculated on D.C. Rates only.
The Audit Wing, MCC has mentioned that as per the letter of Govt. of
India, the Administrative charges should not be nil (zero) or comes to negative.
With the passage of time some branches have requested for additional
staff. The detail of additional staff required and expenditure involved to hire these
worker is as under:-

In view of the observation of Audit, an agenda is placed before the
General House of the Corporation for its recommendation to cancel the existing
contract awarded to M/s Reliable Services for the engagement of 112 workers of
various categories of Group “C” & “D” and allow to float a fresh tender to hire 115
workers through e-tendering. The annual financial implication will be approximately
Rs.2.45 crores. In the meantime extension may be allowed to the present agency
i.e. M/s Reliable Services to provide the 112 workers of various categories of Group
31st“C” & “D” i.e. upto January 2017 or till the finalization of tender process
whichever is earlier.
