A Regular Meeting of the Board of Commissioners of Central Kitsap Fire and Rescue (CKFR) was called to order by Chairman West at 4:00 PM (Admin Building), with the Chairman leading the Pledge of Allegiance.
1. ADMINISTRATIVE ITEMS
A. Call to Order/Establish Quorum/Pledge of AllegianceChairman verified a quorum was present. Commissioner Earle has an excusedabsence.
B. Additions or Deletions to the Agenda A recess will take place after the badge pinnings and oration.
C. Announcements A Retirement Event for Fire Chief Scott Weninger will be held on December 13,
2018 at 2:00 PM at Station 51. The Local BVFF held a meeting at 3:30 PM today.

A. Minutes of BOC Meeting: 11/13/18 & 11/26/18
B. Vouchers: Current & EFT Voucher CorrectionCurrent Vouchers No. 32129 through No. 32197, dated through December 10, 2018,in the total amount of $145,005.17. This includes two (2) EFTs in the amount$4,799.19 and $3,649.32. The Payroll EFT Voucher Correction, dated throughNovember 30, 2018, was presented in the total amount of $13,061.18.
C. Calendar of Events for Fire Services
MOTION by Commissioner Erickson to approve the consent items, as presented. SECOND
by Commissioner Andrews. Motion PASSED unanimously by all Commissioners present and
voting.
4. DISCUSSION/ACTION ITEMS
A. Oath of Office for Battalion Chief (Christian) – Chief OliverChief Oliver led Jay Christian in the oath of office for Battalion Chief. Jay had hisbadge pinned by his son and daughter.
B. Oath of Office for Assistant Chief (Tague) – Chief OliverChief Oliver led Mike Tague in the oath of office for Assistant Chief. Mike had hisbadge pinned by his wife.

Fire Chief Oliver prepared comments. Chair West called a recess at 4:23 PM and reconvened the meeting at 4:35 PM.
E. 2019 Operating & Capital Budget(s) – Tim Maule
Finance Director Maule reported on the budget document included in the packet. MOTION by Commissioner Muhleman to approve the 2019 Operating and Capital
Budget(s), as presented. SECOND by Commissioner Andrews. Motion PASSED
unanimously by all Commissioners present and voting.
F. Resolution 18-28 Authorization to Transfer Monies Between Funds – Tim
Maule This Resolution is for annual housekeeping to transfer monies between funds. Small amounts will be transferred into the General Fund from the Bond Service Fund ($2,158.20) and the Technical Rescue Fund ($1,850.35). In addition, $204,537.50 will be transferred from the General Fund to the Capital Apparatus & Equipment Fund. MOTION by Commissioner Andrews to approve Resolution 18-28 Authorization to Transfer
Monies Between Funds, as presented. SECOND by Commissioner Erickson. Motion
PASSED unanimously by all Commissioners present and voting.
G. Resolution 18-29 Award Purchase of Holmatro Electric Powered Hydraulic
Rescue Tools to Sole Source Supplier (West Coast Fire & Rescue) – Chief Danskin This Resolution, now more broadly written, will allow staff to purchase Holmatro tools to equip two more vehicles that are en route. MOTION by Commissioner Erickson to approve Resolution 18-29 Award Purchase of
Holmatro Electric Powered Hydraulic Rescue Tools to Sole Source Supplier (West Coast
Fire & Rescue), as presented. SECOND by Commissioner Muhleman. Motion PASSED
unanimously by all Commissioners present and voting.
H. December 24 Payroll & Voucher Run – Chair West
Vouchers and payroll materials will be ready for review on December 21. Commissioners Muhleman, Erickson, and Andrews plan to review and sign by noon that day.

1. Santa Runs – Chief Oliver Chief Sorenson’s Operations group has expanded the Santa Run routes this year. All Chief Officers have been participating. So far we have received great reviews from the public.
K. CKFR FF Association Report
Captain Ted Fry reported on the Volunteer Event Coverage for November. He noted that Rehab was activated during the entire Live Fire training at Bangor and that the Vashon Graduation was well attended by CKFR members. Nov. 2: (0700) Playoff Football Game Aid Crew Tony Stewart, Valerie Quill and Connor Shelton. Nov. 3: (0800–1600) EVIP Train the Trainer Recertification at Port Ludlow Valerie Quill. Nov. 9: (1700) Playoff Football Game Aid Crew David Brisbon and Rowdy Wilkinson. Nov. 9: (1830) Playoff Football Game Aid Crew David Brisbon and Rowdy Wilkinson. Career Apparatus Operator Promotion
January 14, 2019
WHEREAS, Central Kitsap Fire and Rescue has held a promotional examination and oral
interview process for one (1) vacant Career Apparatus Operator position to be filled from the
existing eligibility roster adopted under Resolution 18-08.
NOW, THEREFORE, BE IT HEREBY RESOLVED by the Board of Commissioners of
Central Kitsap Fire and Rescue that, effective January 1, 2019, the following career employee
be promoted to the position of Career Apparatus Operator, subject to a twelve (12) month
probationary period at a pay grade per the Collective Bargaining Agreement:

COOPERATIVE PURCHASING AGREEMENT
In accordance with RCW Chapter 39.34 and all other applicable laws, The City of Seattle and Central Kitsap Fire & Rescue hereby agree to cooperative governmental purchasing agreement for various supplies, materials, equipment and routine, expert and/or consultant services, using competitively awarded contracts. The following terms and conditions shall apply:
1. Each agency, in contracting for the purchase of supplies, materials, equipment andservices, agrees at its discretion, to extend contracts for shared use to the extentpermitted by law and agreed upon by those parties and vendors.
2. Each agency is responsible for compliance with any additional or varying laws andregulations regarding purchases.
3. Any purchases shall be affected by a purchase order from the purchasing agencyand directed to the vendor(s).
4. The originating contracting agency does not accept responsibility or liability for theperformance of any vendor used by the purchasing agency as a result of thisagreement.
5. Each agency shall be responsible for the payment of any item(s) purchased througha contract or purchase order that resulted from this Agreement.
6. This Agreement shall remain in force until cancelled in writing by either party.

Re: Intergovernmental Cooperative Purchasing Agreement with National Purchasing Partners (“NPP”) for new Air-Light-Rehab Unit
Action Requested Review and accept the attached purchasing agreement with National Purchasing Partners (“NPP”) and authorize the District to purchase a new Air-Light-Rehab Unit.
Background The District was recently awarded one Air-Light-Rehab Unit through the Assistance to Firefighters Grant (AFG), which was accepted by the Board on October 22, 2018. Staff are requesting to purchase the unit through this purchasing agreement with NPP and get reimbursed for the purchase by the AFG at a later date.
Budget Implication The District will pre-pay for the Air-Light-Rehab Unit in order to receive a discounted price, using funds from the Apparatus Reserve Fund. The AFG will reimburse the District for the purchase, minus our matching obligation ($64,000.00), as outlined in the grant. The quote from Hughes Fire Equipment is attached for review (4B.3).
Policy Implication Interlocal Agreements require Board approval per RCW 39.34. In addition, according to the District’s purchasing policy, purchases over $75,000.00 require Board approval.

If payment discount options are not elected standard payment terms will apply: Final payment will be due 30 days after the unit leaves the factory for delivery. If payment is not made at that time a late fee will be applicable.
Based on the current delivery schedule the unit would be ready for delivery from factory within 10.5 to 13.5 months after contract execution. Delivery is subject to change pending Pierce's delivery schedule at order placement.
The proposal price is based on the unit being purchased through FireRescue GPO / NPPGov. This pricing is only valid for a FireRescue GPO / NPPGov purchase on PPA MPA for RFP No. 1420.

Three (3) factory inspection trips for four (4) fire department customer representatives is included in the above pricing. The inspection trips will be scheduled at times mutually agreed upon between the manufacture's representative and the customer. Airfare, lodging and meals while at the factory are included. If the Department elects to forgo an inspection trip $1,850.00 per traveler (per trip) will be deducted from the final invoice.
An invoice will be provided upon order processing for the 100% prepayment if elected.
The Purchasing Documents will be between Hughes Fire Equipment and the customer.
Transportation of the unit to be driven from the factory is included in the pricing. However, if we are unable to obtain necessary permits, due to the weight of the unit, and the unit must be transported on a flat bed, additional transportation charges will be the responsibility of the purchaser. We will provide pricing at that time if necessary.
A performance bond is included in the above pricing.

Clarification of Salary and Benefits for Assistant Chief Promotion (Tague)
January 14, 2019
WHEREAS, the Board of Commissioners of Central Kitsap Fire and Rescue previously adopted
Board Resolution 18-21 on November 13, 2018 to promote Michael Tague to Assistant Chief,
effective December 1, 2018; and
WHEREAS, Resolution 18-21 states that the salary and benefits of the Assistant Chief position
were to be outlined under the current Management and Supervisory Employees Wage & Benefit
Plan, which at that time, was undergoing revisions and did not include the Assistant Chief
position.
NOW, THEREFORE, BE IT HEREBY RESOLVED that the Board of Commissioners of
Central Kitsap Fire and Rescue authorizes the District to pay salary and benefits for the Assistant
Chief position, effective December 1, 2018, in accordance with salary and benefits outlined in
the 2019 Management Wage & Benefit Plan that was recently adopted by the Board on
November 26, 2018.
