WASTEDISPOSALVOUCHERS
WHY DO I NEED A VOUCHER?Council provides waste disposal services at 5 waste transfer stations across the Council area for domestic waste. The volume of waste received at the transfer stations is increasing, resulting in larger costs to manage and dispose of that waste. Vouchers allow ratepayers to continue to access a free service, while ensuring that commercial users and those from outside the area do not have free access to waste disposal at the cost of Wattle Range residents.
HOW MANY VOUCHERS WILL I GET?Each year, all ratepayers will be provided with 12 large trailer vouchers for use at Waste Transfer Stations and Resource Recovery Centres.
HOW MUCH WASTE FOR EACH VOUCHER?Each voucher will entitle the holder to dispose of up to a heaped tandem trailer (8x5) of segregated waste, each voucher has a value of up to $80.
HOW LONG DOES A VOUCHER LAST?All vouchers will expire on 31 August each year.
CAN I GET A REFUND ON UNUSED VOUCHERS?No. Vouchers are non-refundable and cannot be exchanged for cash.
WHAT IF I RUN OUT OF VOUCHERS?Additional vouchers can be purchased from Council offices. • Small trailer vouchers $50 each or $250 for a book of 6
(Buy 5 and get 1 free).• Large trailer vouchers $80 each or $400 for a book of 6
(Buy 5 and get 1 free).
CAN I PAY IN CASH?No. Only vouchers are accepted at the transfer stations. You
can purchase additional vouchers during Council office hours. In
the future, Council will be exploring other local sales outlets, pay
by phone and online purchase of additional vouchers.
WHAT IF I ONLY HAVE A SINGLE BAG OF RUBBISH?For a single bag of rubbish, a voucher can be stamped up to 3
times and on the 4th bag the voucher will be collected by the
attendant.
CAN I BRING A TRUCK LOAD OF WASTE?No. No trucks are permitted at the transfer stations.
CAN I GIVE MY VOUCHER TO SOMEONE ELSE?Residents who use the services of a contractor could pass their
voucher to the contractor to cover the cost of waste disposal.
DO I STILL NEED TO PROVIDE ID?Yes. You will still need to provide proof of residency or a rates
notice to use the vouchers.
WHAT IF I AM RENTING AND DON’T GET A RATES NOTICE?Renters who wish to use a transfer station, will first need to
approach their agent or landlord to access the vouchers.
If a renter is unable to negotiate access to vouchers, once
per financial year they are permitted to complete a statutory
declaration and receive 12 large trailer vouchers. Additional
vouchers can be purchased from Council offices. Many rentals
also have a kerbside collection service.
DID COUNCIL ASK THE COMMUNITY?In late 2015, Council consulted with the community on the
Waste Strategy for Wattle Range. During this time, residents
objected to gate fees, however there was support for vouchers
to be introduced to address the increasing volumes of waste,
particularly non-domestic waste.
REAL LIFE EXAMPLES
Gwenda lives at Furner and
does not have a kerbside waste
collection. Currently Gwenda takes her
rubbish to the Furner Waste Transfer Station once per month in a
6x4 trailer. Gwenda will hand over a voucher for each visit and there will be no additional
costs.

Allan lives in Penola and has a
builder doing works at his property. There
is some timber and scrap metal left over from the
works and the builder wants to dispose of them at the Penola
Resource Recovery Centre. Allan can give one of his vouchers to the builder
to allow free use of the Resource Recovery Centre. No cement sheeting is
accepted at Council waste facilities and no trucks are permitted.

Melva lives in Millicent and has her lawns mowed each fortnight
by Graeme’s Lawnmowing Service. Melva has a
fortnightly green organics collection, so her lawn clippings
can be placed in her green bin. The introduction of vouchers at
the transfer stations will not impact on Melva.
MELVA
Kerri lives in Glencoe and
does not have a kerbside waste
collection. Currently Kerri takes two bags of rubbish
to the Glencoe Transfer Station every second Sunday. Kerri will receive a stamp for each bag, with a voucher being collected for every fourth bag of rubbish.
For larger loads, Kerri may purchase additional vouchers from one of Council’s offices, during office
hours.

Heath has a
trailer load of scrap metal. He can deliver it straight to a licenced
recycler, such as Scrappy Joes, at no cost and
without using a voucher.

WHAT IS SEGREGATED WASTE?Each waste transfer station has separate areas for recyclables, large and small green waste, wooden furniture, e-waste, scrap metal and general waste. The facilities at Penola and Millicent also accept construction and demolition waste, oil and drumMUSTER chemical containers.
FACILITY LOCATIONS Council’s Resource Recovery Centres are located at Saleyards Road, Millicent and Abbey Road, Penola. These centres are designed to receive domestic self-hauled waste from residents which can be separated into various waste types for transfer to recycling facilities.

Waste must be sorted into these categories and placed in the appropriate area.Council can not accept asbestos at any of the waste transfer stations. No cement sheeting is accepted as the attendants are unable to determine whether they contain asbestos.
There are Waste Transfer Stations located at Beachport, Furner and Glencoe and will only accept recyclables, general waste, scrap metal and e-waste. The Beachport Waste Transfer Station CAN accept green waste. Waste is transferred to recycling facilities and residual waste to the Caroline Landfill.
