a. approve the agreement between the IMAP Councils and University of Melbourne; and

b. authorise the CEOs to sign on behalf of the IMAP Committee.

Recommendation 5.2 That the IMAP Implementation Committee resolves to ratify the

following decision regarding the Urban Manufacturing Project (Action 7.2) made out of committee:

That the IMAP Implementation Committee resolves to:

a. accept the draft Phase 1 report and agree to a revised integration of Phase 2 and 3.

b. endorse the continuation of the Urban Manufacturing Project and instructs the Steering Committee to apply for ARC Linkage grant funding in September 2015 in line with the original IMAP resolution of matched funding

c. accept the Steering Committees recommendation to request Moreland Council as a partner in the project, subject to an MoU being signed between IMAP and the City of Moreland.

Action 11: Regional Tourism: Report on Destination Management Plan Proposal (Attachment 8) Recommendation

11.1 That the IMAP Implementation Committee resolves to provide $50,000 towards the development of a Destination Management Plan by Destination Melbourne Ltd in 2016-17 from the existing IMAP Tourism fund; subject to:

a. at least five other (non-IMAP) Melbourne councils also agreeing to support this initiative financially

b. City of Melbourne confirming an additional $10,000 to the initiative from the Business and Tourism Melbourne branch’s budget

c. Consideration by DML of an IMAP TWG representative being included on the consultant selection panel

d. The Melbourne Destination Management Plan Brief requiring consideration of all current sub-region Destination Management Plans and participating Council Tourism Strategies

8. IMAP Governance Documents – 2015 Update The Executive Officer noted the recent renewal of delegations to the Special Committee’s by the IMAP Councils to update the title of the City of Melbourne’s representative on the Committee. She advised the update of the attached governance documents also included this change and some other minor changes noted in the cover report. These were reviewed by the Executive Forum on the 7 August. 8.1 That the IMAP Implementation Committee resolves to:

a. approve the 2015 updates to the following IMAP governance documents: i. IMAP Operational Protocol; ii. IMAP Procurement Policy and MoU for Goods and Services; iii. IMAP Communications Plan and Media Protocol; iv. MoU - Intellectual Property agreement (IMAP map); and

b. authorise the CEOs to sign the documents on behalf of the IMAP Councils. MOVED MS SLATTER / Mr Lawler A vote was taken and the MOTION was CARRIED Action: Executive Officer to arrange for the IMAP governance documents to be signed

9. Financial Report The Executive Officer noted the additional revenue received for the financial year for the RMF projects and from City of Wyndham for the wayfinding signage project. A $23,500 surplus for the year was achieved. The recent $20K payment to the University of Melbourne for the urban manufacturing project (accrued) indicates a near break-even position for the 12 months to June. 9.1 That the IMAP Implementation Committee resolves to receive the IMAP Financial Report for the

year ending 30 June 2015. MOVED MR WALL / Ms Vaidyanath A vote was taken and the MOTION was CARRIED

10. IMAP Draft Annual Report / Draft Annual Report Summary 2014 - 2015 Mr Lawler noted the Annual Report serves to illustrate the sensibility of undertaking projects on a regional scale, and noted the extension of the parties involved, beyond just the 5 councils.

10.1 That the IMAP Implementation Committee resolves to approve the IMAP Annual Report and IMAP

Presentation by Destination Melbourne Ltd: Destination Management Plan and Local Government Visitor Program Proposal Ms Laura Cavello, CEO Destination Melbourne Ltd (DML) and Ms Sarah Seddon, Chair DML attended for this item, taking the committee through a powerpoint proposal. Their newly developed strategic plan and vision addresses Melbourne’s visitor potential in two ways, as a result of extensive discussions with stakeholders:

o Destination Management Plan – will identify attractions across the Melbourne metro region with input from all the municipalities.

Most regions have one of these plans except for metro Melbourne: this type of planning is generally not undertaken by state government;

expected to be released June 2017. o Local Government Visitor Support program – addresses greater support being sought

from municipalities, to elevate the visitor experience through collaboration. The proposal is to assist councils to develop this over 3 years.

A funding proposal was put forward for the 2 initiatives (plus additional federal grant applications for matched funding) which includes:

o Destination Management Plan; $10K per IMAP council in 2016-17 o Local Government Visitor Support Program: $10K per IMAP council in 2016-17, and

$20K per council for the following 2 years.

Melbourne deserves its own visitor plan and greater support for industry development [Cr Quach arrived at 8.25am] Questions/Comments The spread of the members/stakeholders? - the biggest cluster of visitors is in the inner city area.

– Work right across Melbourne, 21 municipalities. Pay to play groups goes far and wide. Have DML developed a spatial map/analysis of where most of their revenue comes from? is most from the CBD?.

– The CBD has the highest concentration of tourism businesses. Always encourage dispersal and partnership arrangements with the 21 councils.

What would a Destination Management Plan include? – Gap and SWOT analysis, looks at what growth expected, emerging trends, accommodation

requirements, what visitors expect of a global city, whether we deliver to expectations,. Melbourne needs to continue to evolve to be a compelling destination for international markets.

– Focussed on regions Is DML recognised by Tourism Victoria as the regional agent?

– Yes. Receives funding from TV. With CoM, makes up 10% funding. Reforms are underway with Tourism Victoria – what is the impact on DML?

– Still have fundamental role across Melbourne. Merger of 3 bodies is expected to give less time to work at grass roots level or provide coordination across local government. The focus is on regional Victoria – it has its own division outside of the marketing division in its structure. State Government has never developed a destination marketing plan.

Is the request for IMAP funds or funding from individual councils? When is an answer required? – Destination Management Plan – looking to IMAP to fund. – The Local Government support program – looking to approach individual councils. – The request before IMAP is just for the DM plan.

Need to look at how it fits the budget cycle. Visitor Victoria restructure was about establishing a “one stop shop”, “one Victoria”. It is early on, municipal stakeholders are not responsible for a “one Victoria strategy”. Should we be looking at this later – it’s a timing issue. Agree the benefits should be all pervasive and not just benefitting the CBD.

– DML endorses the streamlining. DML represents local and metropolitan Victoria. Is it too early? Mr Booth advised Visit Victoria (VV) has an interim CEO. This exercise may need further discussion with Visit Victoria. Believes VV may include local promotion as well as their wider objectives. They may intend to develop this more. May not be as stark as presented here. Inner Melbourne is the centre of what VV is about. Feels VV will have an integrated approach. Ms Vaidyanath noted she believes the way forward is to discuss this further amongst ourselves. Mr Wall agreed to further discussion. Ms Slatter concluded it is premature to respond yet. We cannot consider the funding request until we understand VV. It was suggested the committee ask the IMAP CEOs to meet with the Interim CEO of Visit Victoria. Mr Booth advised he could help with this. The Executive Officer was asked to make arrangements with Steve Booth and the Council CEO’s/senior executives to facilitate this. 12.1 That the IMAP Implementation Committee resolves to:

13. IMAP Review and draft Plan The Executive Officer noted:

– That the draft plan had been developed around the priorities for IMAP, as a result of the initial input received from councillors and senior staff at the early workshops.

– Development of those priorities had been overseen and guided by the IMAP Executive Forum, with proposals being considered from a broad range of staff from across the 5 councils.

– Final editing by senior staff had been undertaken recently to provide an achievable number of key strategies that allowed flexibility for implementation during the next 5 – 10 years.

– The IMAP Implementation Committee in May had confirmed the five goals, and, following the Executive Forum review last week, the plan and strategies has been further edited - with Performance Indicators developed as requested, for the Committee’s review.

The Executive Officer advised that the draft plan needed to achieve approval in principle from the 5 council briefings before it could be approved at a separate Council round. Some external consultation was proposed before the Councils would be asked to approve the plan. Questions/Comments Mr Lawler suggested it was time to move onto the next stage. The plan sets up the basis by which the five councils can move the region forward. The test will be in how to do the business cases for each of the actions. Having everyone lined up in the same direction is a good outcome. Ms Vaidyanath noted the councils had all had sessions on the plan with elected members. All five councils had staff involved with this. There is nothing new in this plan that has not been discussed by our councils. We are working within our own policies and have waited long enough for a new plan. Ms Monk asked if there was opportunity for the RMF members to be briefed and make suggestions. Mr Lawler agreed, and noted that all groupings in the public sector should be across it. All five councils need to do their approvals in unison and take the time to get across it. IMAP will also need coordinated responses for the total public responses. Ms Vaidyanath noted wrt RMF, that we are paying to work on the delivery of 2 projects – the draft plan is a good item to put on the RMF agenda, and that we should work the two together for value for money. The Chair noted the emphasis on a low carbon society and applauded its eminence in the plan. 13.1 That the IMAP Implementation Committee resolves to:

a. Endorse the Draft Inner Melbourne Action Plan; and b. Recommend the five member Councils be briefed on the Draft Plan.

14. Action 11: Regional Tourism: 2014-15 Annual report & 2015-16 Action plan Mr Barry McGuren, CoM and Ms Melissa Rathje, CoS attended for this item. Mr McGuren noted the chairing of the working group was passing from him to Ms Rathje. Key points were:

noted the work done with Destination Melbourne to reduce the costs of the map.

the second area of work is to progress development of a digital presence.

the idea of a Destination Marketing Plan (DMP) is supported by the Tourism Working Group, but there are timing issues due to the changes underway with the restructure of Visit Victoria.

leadership of the working group for their ongoing work. Ms Vaidyanath noted the DML funding provision of $50K was “TBC” in the budget for this year and confirmed this cost could be paid by IMAP from current funding. She commented it was helpful to know the funds were there without going back to councils for more funding.

– Ms Rathje noted the Working Group was across the proposal.

15. Action 2.2: Visitor Wayfinding Signage Project Ms Helen Hardwick, CoM and Ms Leigh Abernethy CoPP attended for this item and presented a PowerPoint update on the project. Key points were:

The project involves 9 authorities. The coordinating committee have reviewed the work to date and propose a step up on our strategic approach, to explore a more formal relationship with the state government on this project.

A number of pilot projects are proposed to test the style guide work to date.

Paul Street has visited from Transport for London to advise on the development and ongoing administration of Legible London, which supports a Melbourne-wide approach.

A business case for improved wayfinding signs is proposed which identifies the lost opportunities and the benefits of improved wayfinding.

The visit from P. Street identified the need to build a base map that can be worked across Melbourne. Each council can then extract the “tiles” for their area that relate to the wayfinding system.

A workshop has been held, led by SGS Economics, to prepare the business case to establish the city wide base map and improved wayfinding.

The project team leader, Helen Hardwick and GIS staff from CoM had met with the Product Manager of Vic Map (Peter Dubechi) to assess support for the proposal. There was positive support to form a GIS group across the IMAP councils with Vic Map and identify layers, the design colour palette, symbols and features required on the map base. The data is freely available, open source, and could be updated by each council as required.

Questions/Comments The iphone has all the maps already – might the Minister say the same thing?

– Maps are used for brochures, the digital map base etc, and evidence from our own surveys and overseas examples suggests we do need maps on signs. The proposal builds uniformity.

– Data shows people use many modes of maps. We also want consistency with public transport. People want to see physical cues still, to move through the city.

Agreed vision impaired and aging demographic people need this. However, the work needs to talk to electronic modes.

– Part of the pilot project will be checking on how people use the maps. Existing data will be used on physical signs; there will be a match up.

Languages other than English? – Currently the project aims to provide signage in English and include the use of internationally

recognised symbols. There is no proposal at this stage to include other languages. Looking at how technology which enables translations will assist at micro sites.

– Looking at the need for other languages at particular sites as part of the trial. The project team are trying to get the international suite of symbols in use first.

Is there opportunity for Melbourne Metro, with their proposed changes, to do some of the trial work for you?

– Have flagged this with Melbourne Metro Authority as to how to align this work with theirs. Meeting with Neil Hutchinson to progress this.

16. Action 7.2 Supporting Creative Business – Urban Manufacturing [Mr Lawler left the room for this item – conflict of interest – 9.30am] Dr Jennifer Day, University of Melbourne and Mr Austin Ley, CoM attended for this item. Dr Day took the committee through a PowerPoint presentation indicating some of the findings covered in the report. Dr Day noted that progress was ahead of schedule with overall findings indicating the data sources do not give us the information we need to deliver policy results. Collection of data on the small makers through CrowdSpot/Harvest Digital Planning is now proposed as a more interactive approach to data collection which will also allow the makers to develop data which is useful for them. Mr Ley noted that when the project was scoped, the committee had opted for an exploratory approach. The findings indicate there is value in the project and the approach taken:

– it is a first approach to aid the makers – it provides a better understanding of the information councils have and the gaps that exist in the

data – we have engagement of the maker community and their support to push the survey out. – this is a key sector for growth of our economy – both in jobs and innovation. We are in a good

position to get a greater understanding of this sector. With value being indicated, funding from the MPA and state government agencies is sought to progress the project to the next phase, to provide the matched funding requirements to access an ARC Linkage grant and achieve a greater outcome from the research. Questions/Comments Query regarding part C of the recommendation regarding inclusion of Moreland Council and their financial contribution. – makers attending the workshop identified the excellent support received from Moreland Council, they

are a model for other councils with a high per capita maker presence),and a very innovative approach taken. The makers in the IMAP council’s area see the maker businesses located in Moreland as part of their community.

Access to Creative Victoria and the database of businesses in the Department of Economic Development could assist as they are talking with these industries. – Most of the data relates to businesses with 20+ employees. This study focus is on very small

businesses, often hobbies not picked up in the business register. A rep from ABR has agreed to do a study on this. ABR just purged 2m records from the data due to a lack of activity – these could be the businesses we need information on.

State government business data does go below 20 employees. Increasingly, as the Department seeks to integrate their work with councils and economic development staff, they are developing sector specific strategies. [Ms Vaidyanath left the meeting at 9.50am. Quorum lost] Ms Monk noted a recent report in the Wall Street Journal on productivity and the way we classify it. MPA and the Economic Development department had said they would get on board once they saw something in this research. Ms Slatter noted governance implications to having Moreland Council on a project sponsored by IMAP; IMAP needs to determine the project direction. – The Executive Officer clarified that this can be managed through an agreed MoU such as has been

prepared for the wayfinding signage project with Wyndham Council. – It was agreed this needed to be added to the resolution. Ms Slatter proposed that the item be circulated off line for out-of-committee approval, with this minor change to the recommendation.

17. Action 5.5 Infrastructure Development - Joint planning study for the provision of active and passive recreation spaces [Mr Lawler re-entered the room – 9.55am. Quorum restored] Linda Weatherson, Director of Community Development, City of Melbourne attended for this item and noted:

– All Councils facilitate the needs of teams, clubs, and associations that are often based outside our own municipalities. The CoM are trying to determine what that total use is.

– The brief has been prepared to address this information requirement. The project team propose to put the Brief out for costing once we have received feedback from all 5 councils on the proposal.

[Mr Wall left the room – 10.00am. No quorum until his return at 10.10am]

– The project team aim to do this work this financial year. They will get quotes that can be bought back to the IMAP Committee in November with the way forward.

– The project team have formally spoken with MPA and SRV about the projects they are undertaking and their interest in this project. SRV are not listed specifically but could be included on the Project Control Group.

– The council Managers felt strongly about owning this project. – Ms Weatherson sought guidance on how to involve others on the project; on the basis that IMAP

councils wish to own it, with the involvement of others as necessary.

Questions/Comments Ms Monk noted her disappointment that inclusion of SRV in the project was not seen as an opportunity. The MPA are also undertaking the metropolitan open space study and are interested in the opportunity to share information and be part of a joint project for the region. While clearly the MPA and SRV can be part of the Project Management group, it seems that a combined cross agency project would have greater resonance. It is also an interesting time for Fishermans Bend and the development opportunities available there for regional open space and facilities. The MPA are disappointed at the approach being proposed.

– The Executive Officer advised the SRV Regional Planning funding application round for up to $50K closes in October, with decisions on successful applications in February 2016.

Ms Slatter noted the work was necessary and the project scope appropriate. She clarified that there was potentially three pieces of related work going on across the agencies. IMAP that are not being brought together; and asked if that was something IMAP could lead? – or whether the other agencies are able to work within the IMAP Council’s objectives?

– Ms Weatherson noted that the objectives of each organisation’s work were slightly different; the councils wanted to achieve their objectives of not just a study of space, but how we allocate that space as councils.

Ms Monk agreed. A lot of government owned land should be considered; we are moving forward with being cleverer about allocating space. An alliance would be stronger for finding solutions.

– Ms Weatherson noted that, while our needs are not the same, the first 3 pieces of work in the brief - the auditing of what’s out there - could be undertaken by the Councils, MPA and SRV jointly. Then the initial joint objectives would be met, and councils could take it further to meet their own objectives.

Cr Vlahogiannis noted that, to reduce duplication, we should hold common data. What each stakeholder then does with that information is up to each. Partners who buy in cannot then change the approach; let’s not diverge where we don’t need to; and collaborate where we can.

– Ms Weatherson invited the MPA and SRV to come up with a partnership model for the data collection.

a. That, in consultation with the Metropolitan Planning Authority and Sport & Recreation Victoria regarding broadening the partnership, the final draft brief is to be agreed by all councils by the end of September 2015;

Thank you to those of you who got back to me regarding the out-of-committee approval for the recommendation on

the Urban Manufacturing report.

The following recommendation has been APPROVED:

16.1 That the IMAP Implementation Committee re solves to:

a. accept the draft Phase 1 report and agree to a revi sed integration of Phase 2 & 3.

b. endorse the continuation of the Urban Manufacturing Project and instructs the Steering Committee to apply for ARC Linkage Grant funding in September 2015 in line with the original IMAP resolution of matched funding.

c. accept the Steering Committee’s recommendation to r equest Moreland Council as a partner in the project, subject to an MoU being sig ned between IMAP and the City of Moreland.

Thank you for the opportunity to provide feedback on the City of Melbourne’s draft Tourism Action Plan 2015-18

and for the extension – and my apologies for the delay in responding.

I am pleased to be able to make comment on behalf of the Inner Melbourne Action Plan (IMAP) Tourism Working

Group. The Group wishes to congratulate the City of Melbourne on this initiative and reinforces the importance

that such a document has for a capital city council. As the tourism gateway for inner Melbourne and regional

Victoria this is an important document for the entire State.

We acknowledges the significant investment that the City of Melbourne has already made, and continues to make

to encouraging tourism in the city and the profound impact that it has had on Melbourne’s profile, both locally and

internationally.

Structuring the Plan around the five key stages in the visitor information journey: journey planning, travel to the

destination, arrival, experiences during the stay, and departure and reflection, provides a comprehensive framework

for supporting and fostering tourism development and investment in Melbourne.

We wholly endorse the proposed principles, goals, outcomes and actions, and agree that that each project within

the Plan has clear objectives, roles and responsibilities. Specifically, we raise the following considerations:

• It is noticeable that the plan does not discuss the environment for providing and developing tourism

opportunities in terms of the key stakeholders. It may be useful to nominate the roles and responsibilities

of the State and National stakeholders and Destination Melbourne plus any others, including the key

objectives that they are working to. This will help to contextualise the role of the City of Melbourne.

• Further to the above point, the Tourism Working Group sees an opportunity for the plan to acknowledge

the Inner Melbourne Action Plan (IMAP) as an entity and separate to that, the neighbouring councils that

make up the inner Melbourne area. As representatives of the councils neighbouring the City of Melbourne,

we identify a number of strategies that could benefit from collaboration and also recognise that visitors to

Melbourne often straddle council boundaries enjoying the experiences that are offered in our

municipalities.

• It seems appropriate that the plan might pick-up the key objectives of the IMAP Tourism Working Group and

also the current priority actions that the Group is working on, given that these incorporate resourcing of the

City of Melbourne. To this end I have attached the Action Plan for 2015/16 newly adopted by the IMAP

Executive Committee; one of the key projects is to develop a digital presence for the inner Melbourne

councils.

• Other key projects that IMAP has been involved in that have relevance to the draft Tourism Action Plan are;

developing an integrated way-finding system and the development of a connected open space system

including cycling trails. These infrastructure related projects have relevance to Strategy 13 of the draft plan.

There are other elements related to the public realm and physical infrastructure that could be picked up in

this strategy. While not central to tourism, they have relevance to creating an environment that will

contribute to a visitors experience and may result in longer stay, feelings of safety etc that have a direct

relationship to encouraging tourism. These include ensuring the availability and accessibility of public toilets

that are safe to use, provision of public transport and taxi services, and even liquor control policy that

enables the development of a prosperous and safe night time economy.

• In discussing the ‘In destination’ elements of Melbourne, it may be worth adding elements of safety,

accessibility and friendliness to the attributes that are already included in the plan (such as walkability,

liveability).

• The plan identifies the trend in experiential marketing and demand for the ‘real’ user experience. This is

seen as a growing method of promotion and will help to position Melbourne at the forefront of information

searching by the largest market sectors.

• We support recognition of the Asian market given its strong growth and out-performance of other key

target markets.

• It is noted that famils are not included in the actions and this could be an avenue to help the City of

Melbourne ensure it is appropriately networked and has the opportunity to showcase key attributes and

features to influential market drivers.

We are hoping you can review the draft plan and provide feedback on the proposed goals, outcomes and actions. We’d also like your advice on other issues and opportunities you believe the City of Melbourne’s Tourism Action Plan could incorporate. The following information might help when reviewing this draft:

• The City of Melbourne Tourism Action Plan: 2015-2018 will be a plan for the organisation. The Plan will set out Council’s aspiration for visitors, the visitor economy and the destination, as well as its roles and responsibilities in the industry.

• The current draft reflects issues and opportunities raised during our internal consultation. • Much of what is proposed in the draft plan will require collaboration between the City of Melbourne

and industry partners. • For this reason, throughout August and September we will be consulting with key industry, transport

and business groups. We will be seeking written feedback on the current draft to assist in the development of the final version of the Plan.

• Feedback and comments on the draft are due by Friday 18 September. • Following completion of the consultation, the final version of the Plan will be submitted to Council’s

Future Melbourne Committee in mid-November for their endorsement. (The Future Melbourne Committee consists of the Lord Mayor, Robert Doyle, Deputy Lord Mayor, Susan Riley; and all City of Melbourne Councillors).

In light of the State Government’s announcements last week regarding organisational change and Brand Victoria, we will also be reviewing some of the proposed actions in the current draft to best reflect these changes of direction. Hello Team,

I am writing to let you know that the Linkage application is compiled, completed and submitted to the University

Research, Innovation, and Commercialisation (RIC) office, which is responsible for final submission. The University has a

deadline of COB today to make the final submission to the ARC. In short, it is now out of my hands and in the capable

hands of the University, where it will be well looked after. We have already undergone multiple compliance and content

checks at various levels, and I am assured that both my faculty Research Office and RIC that the project has an great

chance of being funded. I have just spoken to RIC, and they will submit the application shortly.

Thanks to everyone for your hard work. This was a wonderful team effort and, to me, illustrates our capacity to come

together as a group and our collective commitment to this inquiry. I expect us to produce fantastic work together.

I attach the completed application for your records.

I am now going to get back to work on our core activities. My next step is to compile the final Phase 1 report with the

research findings. My next email to you will be later in December will be to update you on this report. Sometime after

that, I hope I’ll be writing with good news about the Linkage application. We don’t expect to know anything until a couple

of months into next year. I will be seeing most of you well before that as we begin to plan our next wave of activity.

I am writing to you on the need to advocate to all State and Federal Governments to developand vigorously pursue integrated policy frameworks aiming for serious reduction of carbonemissions globally to try to avoid or reduce the risks of Climate Change.

The recent report from the UK Foreign and Commonwealth Office "Climate Change: A RiskAssessment" says the risks of climate change should be assessed in the same way as risks tonational security or public health. Anticipated intolerable thresholds include heat stress, cropfailure, coastal cities' inability to adapt to rising sea levels, necessary mass migration and failedstates.

The City of Port Phillip recognises the importance of the United Nations Climate ChangeConference to be held in Paris in December 2015, as its outcomes will affect the quality of life ofall young and future generations. Australia could contribute to creating a healthier, safer futureby reducing carbon emissions.

The City of Port Phillip supports aspirations for a global commitment to reduce carbonemissions in proportion to the degree of risk outlined in the aforementioned report. We supportaction starting in the nearest possible timeframe, as mitigation is a necessary andcomplementary strategy to adaptive works carried out at public expense on behalf of this andfuture generations.

1 To advise the IMAP Implementation Committee of the progress of IMAP Communications and

Governance during the last 3 month period.

2 IMAP Review:

a. Checking for consistency

Following review by the last IMAP Implementation Committee in August, work on the draft plan has included:

b. Meetings to further refine the plan’s performance indicators with:

i. The IMAP Review working party providing an overview

ii. Varous council staff provided information and feedback on data gathering and reporting

iii. Members of the RMF Liveability Indicators project team assisted with linkages between RMF and IMAP Indicators

iv. CoS staff provided assistance to reduce and focus indicators

c. Finalised the IMAP Councils’ briefing dates and prepared the draft report and attachments for council briefings. Prepared the briefing presentation with CoM staff assistance. Briefings are arranged as follows:

: the updated IMAP governance documents have been signed and copies supplied to governance staff for council files.

IMAP Annual Report 2014-15:

The printed summary has been distributed to the mailing list of local, state and federal government representatives.

The IMAP Annual Report and Summary was approved at the last committee meeting and has been distributed to all councillors and members of the IMAP Implementation committee.

Electronic copies have been emailed to a broad range of council staff and included on the IMAP wesbite.

The Urban Manufacturing Phase 1 report and recommendations were referred to the committee for approval out of committee following this item being deferred at the last meeting.

25 September: Urban Manufacturing Steering group meeting looked at establishment of the website and the crowdspot data gathering approach

The IMAP website was updated to include a resource page for the project and referral to the new maker.melbourne site for mapping business locations.

Letters of support were prepared for the ARC Linkage grant and the application has been submitted by Dr Day.

o Action 9.2 Environmental Sustainable Design factsheets

20 October: The project team met to agree final revisions and has sent out revised license agreements to all councils using the factsheets (20 including the IMAP Councils). The agreement covers the full set of 15 factsheets and refers to best practice policies, limiting variations that can be made by individual councils.

o Action 9.4 Green Demonstration Projects

29 October: The Growing Green Guide won the 2015 Premiers Sustainability Award for Education. The project was also a finalist in the Government category.

The Executive Officer has had further discussions with CSIRO regarding the Distributed Energy data for the IMAP councils’ GIS.

16 September/15 October: The Executive Officer arranged for IMAP Council transport planners/engineers,statutory planners and local laws officers to attend a presentation by Samantha Taylor, ARRB consultants at MPA offices on their research project “Overcoming barriers to off peak freight movement in Urban Areas”. Staff were able to provide useful input and assist with case study applications.

29 September: Economic development staff from the IMAP councils met CoM staff to discuss their greater involvement in Melbourne Knowledge Week in 2016. MKW opened this year on 19 October.

The Through-traffic data has been loaded onto the IMAP GIS.

9-17 September: The Executive Officer was on Jury Duty

23-26 October: The Stonnington Council moved offices - the IMAP Executive Officer is now located at 311 Glenferrie Road.

Recommendation

That the IMAP Implementation Committee resolves to note the Communications and Governance Briefing Paper.

The Growing Green Guide - Finalist in the Premier's Sustainability Awards 2015

A free, comprehensive and practical guide to the construction of green walls, roofs and facades, The Growing Green Guide, has been announced as a finalist in two categories (Government and Education) in this year's Victorian Premier's Sustainability Awards.

The Guide is the result of a unique partnership between the University of Melbourne, Inner Melbourne Action Plan members - the City of Melbourne, City of Yarra, City of Stonnington and City of Port Phillip - and the State Government.

Sustainability Victoria CEO Stan Krpan congratulated the team for their creative and influential work towards building a more sustainable environment for all Victorians. “Delivering these awards each year means we continue to discover the passion and talent Victorians have for protecting their natural environment and thinking creatively about new sustainable practices. “These awards represent Victoria’s highest recognition for sustainability, and acknowledge leadership, innovation and achievement. “The more we embed sustainable measures into our day to day lives, the better the outcomes will be, now and into the future,” Mr Krpan said.

Innovative methods are required to help Melbournians adapt to climate change and keep our mantle as the world’s most liveable city. Incorporating vegetation on buildings, such as green roofs and walls, can greatly help, but is hampered by a lack of knowledge and skills around how these technologies can be used successfully.

The Growing Green Guide for Melbourne project is a partnership between the University of Melbourne, Inner Melbourne Action Plan and the State Government as a free, comprehensive and practical guide to the construction of green walls, roofs and facades. The Guide is available @ www.growinggreenguide.org.

Released in February 2014, the Guide has achieved significant success in Australia - with more than 70,000 website downloads - and has been translated to Spanish and Chinese.

Now in their 13th

year, the Premier's Sustainability Awards continue to promote leadership and innovation in sustainability, and encourage a broader adoption of these practices by all Victorians.

In addition to the category awards, the Premier of Victoria, the Hon Daniel Andrews will personally select two winners for the Premier's Regional Recognition Award and the Premier's Recognition Award. Winners will be announced at the awards ceremony on Thursday 29 October at

the Plaza Ballroom, Melbourne. Tickets are now available for purchase at www.sustainabilityawards.vic.gov.au until Friday 23 October.

• St Kilda Mums, Geelong Mums and Eureka Mums - Recycle, Reuse, Rehome Volunteers collect, reuse and recycle pre-loved babies and children's gear, sharing the joy of parenthood and saving the earth's precious resources.

Education: • Lalor Primary School - Kids Building Computers Using Electronic Waste

Teaching children to build computers using electronic waste resulting in a fully functioning computer being built for less than $100.

Growing Green Guide wins Premier's Sustainability Award November 15 / 170 (/november-15-170)

A free, comprehensive and practical guide to the construction of green walls, roofs and facades, known as the Growing Green Guide for Melbourne (http://www.growinggreenguide.org) , has won the

Education category in this year's Premier's Sustainability Awards.

The Growing Green Guide for Melbourne project is a partnership between the University of Melbourne, Inner Melbourne Action Plan and the State Government.

Co-developer of the Guide and lecturer in the School of Ecosystem and Forest Sciences John Rayner said cities are losing vegetation cover as population density increases.

“For example in the City of Melbourne between 1988 and 2009 vegetation cover decreased from 24.6 to 13.6 per cent. The aim of the Growing Green Guide is to reverse this trend, and start increasing the

amount of green space in cities.

“It’s a difficult field to negotiate, so we thought a local guide that covers design, construction and maintenance of green infrastructure would be useful.”

In 2011 Mr Rayner teamed up with City of Melbourne Coordinator of Green Infrastructure Gail Hall to develop the guide in collaboration with the Inner Melbourne Action Plan, and with funding from the

Victorian Government’s Adaptation and Sustainability Partnership.

Susan Murphy, now a lecturer in the School of Ecosystem and Forest Sciences, and project officer Julie Francis then spent two years writing and developing the guide with industry input.

Gerd Bossinger, Head of the School of Ecosystem and Forest Sciences, congratulated everyone who contributed to the guide.

“The Premier’s Sustainability award is a wonderful recognition of individual efforts, but also highlights the impact that cutting-edge horticultural research can have on urban design and amenity in the face of a

changing global climate,” Professor Bossinger said.

Sustainability Victoria CEO Stan Krpan said the Premier’s Sustainability Awards have become a flagship event for industry and practitioners.

“These projects deliver economic, environmental and social benefits, as well as inspire more organisations to think about their own sustainability efforts,” Mr Krpan said.

Community group St Kilda Mums, Geelong Mums and Eureka Mums won the top honour of the night - the Premier's Recognition Award - for its program recycling, reusing and re-homing babies and children's gear, sharing the joy of parenthood and saving the earth's precious resources.

The Growing Green Guide for Melbourne project is a partnership between the University of Melbourne, Inner Melbourne Action Plan and the State Government as a free, comprehensive and practical guide to the construction of green walls, roofs and facades.

Innovative methods are required to help Melbournians adapt to climate change and keep our mantle as the world’s most liveable city. Incorporating vegetation on buildings, such as green roofs and walls, can greatly help, but is hampered by a lack of knowledge and skills around how these technologies can be used successfully. The Guide addresses these issues and is available @ www.growinggreenguide.org

Sustainability Victoria CEO, Stan Krpan says the Awards Ceremony is a special night, rewarding and recognising Victorians who have made a difference to the environment by implementing sustainable measures to better manage their waste, water and energy consumption.

“Sustainability Victoria has managed the Awards since 2007, and since then, they have become a flagship event for industry and practitioners, attracting many creative minds over the years.”

Media Release Monday, 5 October 2015 Melbourne’s current inability to provide adequate social housing options will be in the spotlight at this week’s Future of Inner City Social Housing forum: Options for Local Government. IN PROGRESS - Initially completed in 2010, this project has been reactivated, focussed on visitor signage.

In December 2012, the IMAP Implementation Committee approved participation in the Melbourne Visitor Signage project and the coordinating committee was established to guide its work. The Committee seeks to:

Build common threads between roads, public transport, tourism, pedestrian, cycling and street directional signage systems across the inner Melbourne region.

Shared symbols and terminology will be applied across these key signage systems; and

Coordinated responses to signage requests by tourist attractions, precincts and major developments provided.

The Melbourne Visitor Signage coordinating committee comprises representatives of the five IMAP councils, City of Wyndham, Public Transport Victoria, VicRoads and Tourism Victoria.

The committee is to build a Master Style Guide setting out agreed signing principles, guidelines and language (the ‘business rules’) to be adopted by collaborating authorities. The guide will comprise two sections: Strategy and Implementation. The draft Strategy section was completed in June 2014 - drawing significantly on Legible London as an exemplar of a good wayfinding system and on its user-focused signing principles.

The committee is currently working on the Implementation section.

In April 2015 Paul Street, the Program Manager of Transport for London’s Legible London wayfinding system visited for 12 days providing workshops on best practice examples, implementation processes and structures and a methodology for roll out of a comprehensive system.

Following the TfL visit, the committee structured its work into two streams:

1. Collaborative projects

Master Style Guide. The first draft of the guide will be completed by December 2015. The guide

will outline an agreed approach to content: signing principles, eligibility and selection criteria,

naming conventions, symbols and arrows, placement and location criteria, and ‘gateway’ signage.

Wayfinding signage redesign. IMAP councils and City of Wyndham will work together to design pedestrian wayfinding signs that are more visible; cheaper to produce, install and update; perform well environmentally; and carry a two-map system. PTV will participate in the design and prototyping process. On 21 September: a Signage Infrastructure Design Workshop looked at design issues of signs - functionality, legibility, accessibility and view from different distances. Prototype testing of a new design is underway at sites in Melbourne, Port Phillip and Wyndham over the next few weeks.

Pilot projects (North Melbourne, central city, Balaclava Station and Station Pier): an opportunity to link pedestrian and public transport signage systems, to explore shared signage infrastructure, and apply the content proposed in the draft style guide.

Evaluation: the pilot projects will test the new sign design, content and placement with users: to

understand their wayfinding needs and to build a robust evaluation framework.

2. Strategic approach

Using free, open data, the proposal is to build a single base map of metropolitan Melbourne for

use by councils for wayfinding signage and other purposes. The base map would comprise

agreed layers and design, would provide consistency of information for visitors and deliver cost

savings. The proposal is to form a sub-committee of GIS staff to create the base map - its

layers, data sources, language, operation and design.

Commission a business case on the benefits of improved wayfinding signage in Melbourne. A workshop run in June identified a number of potential benefits of improved, consistent wayfinding signage in Melbourne. Workshop participants propose meeting with the state government to discuss undertaking formal Investment Logic Mapping (ILM) to test the need for further wayfinding development.

Action 2.3 Bicycle Network Legibility

IN PROGRESS – Initially completed in 2008, this project has been reactivated.

In March 2013, the IMAP Implementation Committee agreed to review and update the Priority Bicycle Network Map; to coordinate bike lane development priorities and capital projects by the 5 IMAP Councils and VicRoads across the inner Melbourne region.

Work to date has included:

October 2013: An initial meeting of the Working Group to scope the project.

November 2013: a workshop held in conjunction with State Government representatives started the collation of data on Council cycling initiatives, current and planned.

February 2014: DTPLI presented to the IMAP Committee on integrating the state and local government work through a coordinated series of additional workshops to establish key cycling corridors.

Joint workshops were held between April-June 2015 and feedback sought from the State Government on funding.

4 May 2015: the State Government hosted a workshop on Priority Cycling Corridors.

The project team identified priority council cycling works for inclusion in the IMAP Review process.

COMPLETED – Phase 1

“Affordable Housing Development Models” prepared by Affordable Housing Solutions [AHS] was made available by the City of Port Phillip to the IMAP councils in March 2011 for consideration.

Research undertaken on Community Land Trust models and their application in Australia is published in The Australian CLT Manual (refer copies held online).

IMAP and the City of Port Phillip were awarded the University of Western Sydney 2013 Partnership Award for their involvement in this project.

IN PROGRESS – Phase 2

Key research questions of this phase relate to:

identifying and researching appropriate financial products for the establishment of CLTs in

Australia: The team will work with banks and other lending institutions to develop appropriate loan

products for residents looking to buy a leasehold or shared equity interest in CLT housing

perform in-depth case studies. This task will involve the completion of up to four in-depth case

studies in a range of locations and scenarios.

Progress to date:

February 2014: The Scope of Work for Phase 2 was reported to the IMAP Committee meeting and advice that funding raising had been successful

November 2014: the first meeting for Phase 2 was held to discuss the next stage.

March 2015: the UWS Partnership Agreement was finalised.

An update on the CLT work was provided to the Committee at their meeting in May 2015.

A World Homeless Day Symposium ‘Future of Inner City Social Housing’ was held by the City of Yarra on 9 November. The headline objective of the event was to explore the ways by which state and local government, as well as the private and non-government sector, can work together to increase the supply of social housing in inner Melbourne. There were around 90 people who attended from a cross-section of the community housing sector, state government, local government, and social housing advocacy groups.

A report on this event will be considered at the November meeting.

Following work being undertaken by the Metropolitan Planning Authority and Sport and Recreation Victoria to plan for future requirements for open space, the Committee considered a proposal at the May 2015 meeting to investigate recreation facilities and open space requirements across the IMAP region, in response to future growth.

The detailed project brief was considered at the August meeting and a further report on funding implications will be discussed in November.

Action 6.3 Managing Conflict in Activity Centres

CURRENT

A submission to address the disparity between planning and liquor licensing Definitions in the legislation with the Department Environment Land Water and Planning (DELWP) has been proposed by the IMAP Implementation Committee. An initial meeting to discuss the approach to be taken was held on 5 February 2015.

Action 7.2 Support Creative Industries

ON HOLD - Creative Industries

An initial meeting in December 2012 scoped this project. An inventory of current programs being undertaken by the IMAP councils was prepared and considered in September 2013 which identified a number of “quick wins”. The City of Port Phillip’s research and the City of Melbourne Knowledge sector review have contributed to this work.

A definition of “Creative Industries” has been agreed and the need for an IMAP Creative Business policy identified. This work is now being undertaken by Creative Victoria.

CURRENT - Urban Manufacturing

In a separate initiative, representatives of the IMAP Councils and University of Melbourne are investigating urban manufacturing in the Inner Melbourne region.

The IMAP Committee considered the initial brief and recommendations at the November 2014 and February 2015 meetings to finalise the funds, timeframe and objectives for this project.

The following approach has been proposed for this project:

Phase 1 (7 months) – Existing Resources, Pilot Study, and Definition

Phase 2 (6 months) - Major survey and preliminary economic analysis.

Phase 3 (3-5 years) – Economic Impacts.

PHASE 1 - PROJECT UPDATE

A stakeholder workshop held on 28 May 2015 identified the need to broaden the project to include Moreland Council region and explore a technological method for conducting the survey.

The IMAP Implementation Committee approved the Agreement between IMAP and the University of Melbourne.

The project team confirmed the information required to examine a complete picture of all three approaches – land, sector, and economic; is currently not in existence for Victoria to provide key data for the analysis of economic development in small manufacturing sectors.

The Project Management Team and Steering Group agreed to approach Moreland Council for involvement in the project and a funding contribution; and to support the development of an online geographical mapping survey of makers across the IMAP area and surrounds to examine clusters, supply chains, customers and movement of makers over the life of the project.

An update to the Steering Committee on 11 June 2015 identified that the Project should move straight to an application for ARC Linkage Grant funding. As a result of the impending application Phase 1 & 2 were combined to complete the online survey and ensure sufficient evidence of the research is

available to report back to the IMAP Implementation Committee for endorsement and continuation of the project, prior to any application for ARC Linkage Grant funding. The draft report for Phase 1 was considered by IMAP Committee in August.

A comprehensive draft report ‘The Dilemma of Urban Employment Land – An Inquiry into the viability of small urban manufacturing in Inner Melbourne’ outlines the findings from the analysis of existing data, inception workshop, and framing of the qualitative and quantitative studies that comprise the research. The report summarises the original project proposal and several strategic decisions modifying the scope and path of the research.

The ARC Linkage Grant Application has now been submitted. The Maker.Melbourne website is now live and is attracting entries from local businesses.

The Working Group reported in May 2014 that the 10 original fact sheets, designed to support the SDAPP framework, have since become reference documents for the six local governments who had adopted the proposed local planning scheme amendment for ESD.

In August 2014 the working group investigated having CASBE oversee Council access to the Factsheets , to uphold standards and improve consistency. This has not eventuated.

The working group is now finalising and updating all factsheets and preparing for a launch of the series early in 2016.. Approximately 20 Councils across Melbourne now use the factsheets under an IMAP licence.

In 2013 the IMAP Implementation Committee partnered in an ARC Linkage Grant with the University of Melbourne and Melbourne Water for further research on the measurable impacts of green roofs: "Mimicking natural ecosystems to improve green roof performance”. The research project outcomes will provide:

Design, monitoring and management recommendations for Green Roofs, particularly in relation to stormwater quality and quantity, temperature (building energy efficiency) and improved biodiversity.

The research team are now well into their second year and have provided updates on progress to IMAP representatives.

Dr Nick Fisher, University of Melbourne updated the IMAP Committee on their research at the February 2015 meeting. Work continues to further promote green roofs, walls and facades since the completion of the IMAP Green Roofs project (Action 9.4).

COMPLETED - Distributed Energy Mapping –

The Distributed Energy project undertook an analysis of the potential for distributed energy in the IMAP area (district scale cogeneration, renewable and energy efficiencies) and developed a predictive model for managing and implementing commercially viable distributed energy systems in Melbourne.

Work has focussed on:

extracting relevant Council data for the CSIRO modelling

engaging the relevant utilities to participate and provide data.

meeting with representatives from CSIRO to finalise data access arrangements Progress has been as follows:

August 2013: The energy modelling was demonstrated at the IMAP Implementation

October 2013 and February 2014: Workshops helped identify how the information should be delivered to stakeholders and progress was reported to the IMAP Committee.

May 2014: CSIRO representatives met with the project team to determine final changes to the mapping projection scenarios. Information on the projected growth areas was then sourced to ensure the model allows for future changes predicted across the region.

August 2014: The (nearly) Final Report was provided to the IMAP Committee. Subsequently work has progressed developing a communications strategy and action plan, and arranging for the data models to be run on council computer systems to complete the project.

The Communications Plan and Action Plan were approved at the May 2015 meeting of the IMAP Committee and are currently being implemented.

Action 10.1 Regional Open Space and Trail Network - ON HOLD

In August 2014 the project team updated the Committee on the agreement reached with DML for printing and distribution of the IMAP map through the Official Visitors Map. The IMAP Map has now been included in the latest upgraded OVM publication. The August Committee meeting approved the Action Plan proposed for 2015-16. A further report on the proposal by Destination Melbourne to develop a destination marketing plan will be considered at the November meeting. IMAP Review CURRENT The development of a new Inner Melbourne Action Plan is underway.

In June 2014 consultants were appointed to write the plan. In July/ August staff and councillors workshops were held. During October, 5 half-day Reference Group workshops were facilitated under the topics:

Environmental Sustainability, Economy, Communities, Transport, and Neighbourhoods and Places December/January 2015: A first full draft of the plan was prepared and circulated for staff comment at

the 5 councils during March. July:/August: The document was redrafted for review by senior staff and the IMAP Executive. The

draft plan was presented to the IMAP Implementation Committee in August for consideration.

Council briefings on the plan are being held between 23 November and 8 December 2015. It is proposed that the plan be available for external comment in the New Year.

The IMAP projects continue to add value, deliver stronger relationships, practical solutions and strategic directions, and influence the liveability and sustainability

of the inner Melbourne region.

IMAP Review – Draft Inner Melbourne Action Plan

Purpose

1. To update the Committee on progress with the IMAP Review. Background

2. At the August Committee meeting the Committee resolved to:

a. Endorse the Draft Inner Melbourne Action Plan; and b. Recommend the five member Councils be briefed on the Draft Plan.

Council Briefings

3. Following review by the last IMAP Implementation Committee in August, work on the draft plan has included checking it for consistency and refining the draft outcome performance indicators.

The IMAP Councils’ briefing dates are arranged as follows:

a. City of Stonnington - 23 November

b. City of Yarra - 30 November

c. City of Melbourne – 1 December

d. Maribyrnong City Council - 1 December

e. City of Port Phillip - 8 December

4. One briefing will have been held prior to the November Committee meeting.

Development of performance indicators

5. Further refinement of the plan’s performance indicators have been undertaken with a view of adopting

measures which relate to the Outcomes. The first set of draft indicators which the Committee saw in

August was written with regard to the Strategies. These were too detailed to monitor progress on the

overall plan.

6. A small number has been proposed in addition to the Liveability Indicators, emphasiing measures at a

community level; and where possible utilising existing monitoring. To develop these, consultation was

undertaken with the IMAP Review working group, council corporate performance monitoring staff from

Port Phillip, Melbourne and Stonnington, and members of the RMF Liveability Indicators project team.

Stonnington staff provided assistance to reduce and focus indicators to the following list:

i. Changes in activity in key sectors that contribute to Inner Melbourne’s GDP. Sources: IMAP Council Annual Reports – business number reporting based on the Local Government Performance Reporting Framework; CLUE – currently Melbourne only; State Government sources

ii. Changes in accessibility and mode choices.

Briefing Report

Strategy 11: Promote the inner Melbourne region as a tourism destination

Destination Management Plan – Additional Report

___________________________________________________________________________________

Purpose

1. To provide a further report to the IMAP Implementation Committee on Destination Melbourne Ltd’s request for funds to develop a Destination Management Plan for Melbourne.

Background

2. Destination Melbourne Ltd (DML) presented a proposal to develop a Destination Management Plan (DMP) for Melbourne to the 28 August meeting of the IMAP Implementation committee. The DMP would be used to steer future investment opportunities, product development, industry development and marketing. It is proposed to be released by June 2017.

3. Amongst other things, DML proposed the following funding formula:

• City of Melbourne - $20,000.

• Other IMAP and other councils that benefit significantly from the visitor economy - $10,000 each.

• Councils that receive a smaller benefit from the visitor economy - $8,000 each.

4. The IMAP Implementation Committee requested additional information before deciding their response to DML’s request. In particular, the committee sought information about the role of Visit Victoria, the recently announced entity, and its responsibility for marketing Melbourne and Victoria.

Discussion

Destination Management Plan and Strategy

5. The IMAP Tourism Working Group (TWG) supports DML’s proposal, conditional upon at least five other (non-IMAP) Melbourne councils also agreeing to support this initiative financially.

6. The IMAP TWG budgeted $50,000 in the draft 2016-17 budget to cover the cost of participation by all IMAP members in the plan’s development. This funding comes from the carry forward in this account and does not require any additional funding from four of the five IMAP councils.

City of Melbourne would contribute an additional $10,000 to the initiative from the Business and Tourism Melbourne branch’s budget.

The IMAP TWG would need to be satisfied, however, that whomever DML contracts to carry-out the work is suitable and capable of developing the plan. Ideally, an IMAP TWG representative would be included on the selection panel.

7. The development of the Melbourne Destination Management Plan would need to consider all current sub-region Destination Management Plans and participating Council Tourism Strategies.

8. The IMAP TWG’s funding is also contingent upon Tourism Victoria / Visit Victoria providing an appropriate level of matched funds. In a letter to the CEO of Destination Melbourne (refer Attachment 8a), the CEO of Tourism Victoria provides in principle support for the project, subject to DML securing support from a majority of metropolitan Melbourne councils and local tourism bodies, including those covered by IMAP. The CEO further advises that the level of funding Tourism Victoria is prepared to commit would be commensurate with that provided by the councils.

9. This letter serves to clarify Visit Victoria’s position and its support for DML. The Committee can be satisfied that the Destination Management Plan has the support required at the state level to proceed.

Local Government Visitor Support Program

10. In addition to the Destination Management Plan, DML’s CEO proposed the development of a three year Local Government Visitor Support Program – developing bespoke industry development

programs for key council areas to elevate the vistor experience and journey. Recent correspondence from CEO Laura Cavello to staff at the City of Port Philllip has advised that Destination Melbourne will no longer be pursuing this program at the current time. She advises they may revisit it in later years.

Meeting with the CEO Visit Victoria

11. Economic Development staff have advised that Visit Victoria is still in establishment mode with roles and functions still being determined. Some legislative changes are required for the restructure to be finalised.

12. Our advice is that a meeting of IMAP CEO’s with Nick Foa, CEO of Visit Victoria would be more useful in the new year.

13. The IMAP Executive Officer proposes arranging a meeting date in February, prior to the next IMAP meeting.

Recommendation

14. That the IMAP Implementation Committee agrees to provide $50,000 towards the development of a Destination Management Plan by Destination Melbourne Ltd in 2016-17 from the existing IMAP Tourism fund; subject to

a. at least five other (non-IMAP) Melbourne councils also agreeing to support this initiative financially

b. City of Melbourne confirming an additional $10,000 to the initiative from the Business and Tourism Melbourne branch’s budget

c. Consideration by DML of an IMAP TWG representative being included on the consultant selection panel

d. The Melbourne Destination Management Plan Brief requiring consideration of all current sub-region Destination Management Plans and participating Council Tourism Strategies

Briefing Paper

Action 5.5 Infrastructure Development ____________________________________________________________________________________

Purpose

To inform the IMAP Implementation Committee on the progress of the proposed approach to a joint regional planning study for the provision of open space to cater for active and passive recreation to accommodate current and projected future demands. BACKGROUND

1. In August 2015, the City of Melbourne, on behalf of the IMAP councils, presented updated information to the IMAP Implementation Committee regarding a joint planning study for the provision of active and passive recreation spaces to accommodate current and projected future demands.

2. As recommended at the August 2015 meeting: a final draft was agreed by all IMAP councils, with further input from Sport and Recreation Victoria (SRV) and the Melbourne Planning Authority. Request for quotation documentation from the City of Melbourne was provided to four consultants, recommended by the IMAP Councils and SRV, for their consideration on Friday 30 October 2015. The closing date for submission of quotes is Friday 20 November 2015.

3. An application was submitted to the 2016/17 Community Sports Infrastructure Fund (State Government)

for the Planning category, seeking the maximum amount of $50,000. The outcomes of the submission are expected to be announced from March 2016 onwards.

DISCUSSION

4. At the time of writing three of the four consultants have advised, for a variety of reasons, that they will not be submitting a quotation for this project and it is a distinct possibility that there will only be one quote received.

5. If a quote is received, it will need to be assessed against the relevant procurement guidelines in relation to cost, and if the cost exceeds $150,000, a new procurement process will be required. If the cost is less than $150,000, the quote can be assessed in accordance with the project evaluation criteria and could be accepted by the City of Melbourne if the parties agree it is deemed to be of sufficient quality to meet the project needs.

6. The City of Melbourne is not obligated to accept any proposal received, and after the request for documentation expiry date, it may be prudent for the parties to convene to consider the best way forward for this project.

RECOMMENDATION

7. That the IMAP Implementation Committee notes: (a) That the actions resolved at the August 2015 meeting have been achieved; (b) The information in this paper; and (c) That a further verbal report will be delivered at 27 November 2015 meeting as a result of the

request for quotation deadline of 20 November 2015.

IMAP Three Year Implementation Plan

1. PURPOSE

The purpose of this report is to advise the IMAP Implementation Committee on the update of the Three Year Implementation Plan for the Inner Melbourne Action Plan and the implication for budgets in 2016-17.

2. BACKGROUND

The 11 strategies in the current plan identify regional priorities in the areas of: • Transport and connectedness • Environmental sustainability • Housing affordability • Regional development The current program of work and funding focuses on projects in these priority areas. This report updates the Committee on the status of the current IMAP projects and the overall funding position. The Review of the Inner Melbourne Action Plan, currently in progress, will impact on the Three Year Implementation Plan only once it has been adopted. However it is worth noting that there are a number of ongoing projects which will remain priorities under the new plan. Therefore, while this report is based on a ‘business as usual’ approach, it also reflects a transition to the new plan.

3. GOVERNANCE AND FUNDING ARRANGEMENTS

The Inner Melbourne Action Plan contains 11 Strategies and 56 Actions. Approved in 2006, it is now in its 10th

year of the implementation program.

IMAP is a unique partnership between the inner city Councils, with five Section 86 Special Committees meeting as one, bound by identical Council Delegations and Terms of Reference; and with formal MoUs in place for Procurement protocols and joint Intellectual Property matters. Its primary function is to oversee the implementation of Actions through cross council teams and associated partners.

The IMAP area represents the high growth, high density areas of the city and includes the greatest concentration of commercial buildings in the metropolitan area. The Committee included the City of Maribyrnong as a full Member in July 2013 due to its potential for development, increased growth and high density on the western boundary of the IMAP area.

With the inclusion of Maribyrnong and the publication of the State Government’s Plan Melbourne, the IMAP Implementation Committee resolved in February 2014 to review the Inner Melbourne Action Plan.

Some of these projects have indicative budgets. The funds are able to be held in the trust fund until the projects draw down the expenditure. There is generally a lag before the expenditure is incurred. The account arrangements enable all unexpended funds to be carried forward until the project commences. Tourism projects are funded separately from the other project items and maintain a running balance.

5. THREE YEAR IMPLEMENTATION PLAN

The Draft Three Year Implementation Plan for the period 2016-17 through until 2018-19 has been prepared on the basis that: • Current approved projects will continue to proceed until such time as a new plan and new

agreed projects are in place. • Any new funding requirements will be addressed at such time as the project has been

approved through adjustment in timing of other projects.

6. POLICY IMPLICATIONS

Approval of these projects annually as part of a rolling 3 year Implementation Plan is delegated to the Inner Melbourne Action Plan Implementation Committee by the IMAP partner Councils. The Terms of Reference requirement for the IMAP Implementation Committee is to: • “Make recommendations to the member Councils of budget allocations required to effect

the implementation of specific IMAP actions, to enable consideration in each Council’s annual budgeting process.

• Each member Council’s budget is expected to reflect necessary resources to deliver on commitments agreed in the Plan.

• The budget of each member Council would be specific to meeting the IMAP actions relevant to that respective municipality.

• The recommended budget allocation is to be based on the perceived benefits and / or capacity of each member Council.”

7. FINANCIAL AND RESOURCES IMPLICATIONS

The IMAP Implementation Committee is to assess funding requests for all existing and new projects for the next 3 years. The project funding for the implementation program of identified IMAP projects is derived from: • Accumulated funds in the IMAP account • The annual regional tourism contribution of $20,000 • The annual IMAP project contribution from the partner councils – currently $35,000 per

council in 2015-16 based on the current project load and timing. • Additional funding on a per project basis as required. To meet the costs of the implementation program, the IMAP Councils’ individual contributions for 2016-17 are proposed as follows: IMAP Annual Contribution $35,000 – per Council in line with the current year IMAP Annual Tourism Contribution $20,000 – per Council in line with the current years IMAP Share of Operational Costs $40,000 - per Council (Estimate, to be confirmed) (Total $95,000 per IMAP Council)

8. CONCLUSION

The projects are in line with the existing Strategies and Actions contained in the Inner Melbourne Action Plan and are largely a continuation of the Three Year Implementation Plan approved by the Committee last year.

9. RECOMMENDATION

That the IMAP Implementation Committee resolves to:

a. Note this update on progress on the Inner Melbourne Action Plan, and b. Approve the updated IMAP Three Year Implementation Plan, and any changes to the

current years budget c. Approve the request for each of the IMAP Partner Councils to make provision for

funding in the 2016-17 budget as follows:

Action 5.2 Affordable Housing

Report on World Homeless Day Symposium

‘Future of Inner City Social Housing’

______________________________________________________________________________________

BACKGROUND

1. In June 2015, IMAP approved the expenditure of $5,000 for a symposium called ‘The Future of Inner

City Social Housing’ to be held on the 9 October at the Fitzroy Town Hall. This budget was envisaged to

be spent as follows: $2,000 for the MC, $2,000 for the creation of a film and $1,000 for an event

organiser. Given Yarra organised the event using existing resources, the extra $1,000 was used to off-

set the costs for the MC, Steve Cannane and the catering which was greater than expected due to high

number of registrations (130).

DISCUSSION

2. The event aimed to facilitate a public discussion about the role of Local Government in increasing

access to social and affordable housing. It included a discussion about the various mechanisms

available to IMAP Councils to augment the supply of social and affordable housing in their

municipalities. (Please find attached the draft program)

3. The event aimed to advocate for greater policy clarity and consistency between state and local

government. It also aimed to ‘sell’ the idea of social and affordable housing to developers as an

economic asset for an inner-city area and a good investment in the long-term sustainability of

Melbourne.

4. There were around 90 people who attended from a cross-section of the community housing sector, state

government, local government, and social housing advocacy groups.

5. The headline objective of the event was to explore the ways by which state and local government, as

well as the private and non-government sector, can work together to increase the supply of social

housing in inner Melbourne, through:

Generating discussion about effective mechanisms that could assist the state government and

IMAP councils to develop policies and programs that would increase the supply of social housing;

Building partnerships between government, developers, social support services and community

housing agencies; and

Raising the profile of what the community and private housing sector could achieve in improving

the delivery of social housing.

6. The forum was opened by Mayor of Yarra, Cr Philip Vlahogiannis. The film, ‘The Future of Social

Housing in the Inner City’, was premiered at the event and set the context for two panel discussions.

7. The first panel considered “what are the key critical issues for community housing providers in

collaborations with local government?” It had the following speakers:

Nicola Foxworthy: Program Director, Common Equity Housing Ltd;

Rob Leslie: Chief Executive Officer, Yarra Community Housing (late withdrawal);

Henry James: General Manager, Property Development and Asset Management, Housing

Choices Australia;

Gary Spivak: Housing Development Officer, City of Port Phillip;

Megan Davidson: General Manager Strategic Business, Port Phillip Housing Association; and

Jocelyn Bignold: Chief Executive Officer, McAuley Community Services for Women

8. This panel made the following points:

It is important for Councils to develop targets for perpetually affordable housing and creating a

clear definition for ‘affordable’;

Councils need to take risks and invest staff time to develop partnerships with developers;

There is wide concern about the service gaps for larger families and older people, especially

women;

Housing co-operatives are one way to increase community capacity in this area and need to be

supported;

Housing associations can act as ‘honest brokers’ that can help councils to get the balance right;

Mixed tenure models offer housing associations the capacity to cross-subsidise social housing

by offering a percentage of housing to people on medium to higher incomes;

There are serious challenges faced by associations to scale up their successes without

government subsidy; and

Inclusionary zoning was not yet possible apart from on council or state land. If it were more

widely introduced, there would be a need to be clear about the proportion to be set aside for

social and affordable housing before developer buys the land. This would also need to be part

of Council’s MSS.

9. The second panel considered ‘How can local and state government policies effectively increase

the supply of social housing?’ This panel had the following speakers:

Professor Carolyn Whitzman, Professor in Urban Planning, University of Melbourne;

10. This panel made the following points:

Victoria has 75,000 units of public housing and 10,000 of these are managed by the community

housing sector, the rest by government. Only 370 new units have been built this year so the

sector is not growing quickly;

There is a lack of long term, integrated government strategy in this area including targets and

policies on how to achieve them;

It was noted that over the next 40 years, the number of dwellings in Melbourne will need to

double to accommodate projected population growth – a rate double that of the preceding 40

years;

It is important to approach the issues of social housing as one of key public infrastructure and

accept that it requires government subsidy for the private sector to deliver;

Housing for key workers (e.g. nurses, police,fire fighters) was needed in the inner city as they

perform life-saving tasks;

It is worth looking at the US model where the private sector has specialised in delivering social

housing by selling tax credits for cash;

In Australia, the private sector is keen to invest but it needs to make economic sense. Super

funds are the most obvious and logical source of capital with property developers the best

placed to take on projects and manage risk. Super funds could also take on asset

management and renewal;

There is a need to leverage current sites in prime locations (e.g. near jobs, transport and

services) for social housing, and this could involve density bonuses on sites; and, in doing this,

broader benefits would need to be evident for the wider community;

Community housing associations and affordable housing developers (such as Urban

Communities) report positive experiences of working with local government as they have

proven to be good partners in delivering novel and effective solutions. Such experiences

become the case studies that can be scaled up and out in large scale developments

undertaken by private and non-profit corporations and commonwealth and state governments;

Local government also has a critical role in developing the ‘liveability’ principles to underpin

successful developments. Local government can champion the needs of its local community,

raise community awareness of the needs of low income households and the value of diversity

socially and economically and persuade other levels of government to act;

The financial risks of social housing projects have been commonly over-estimated, with 6

percent return on investment commonly achieved. Community housing associations have

proven to be competent property managers, with low rates of tenants in arrears and low

vacancies rates;

Councils need to make the most of the opportunity to input into the Plan Melbourne refresh;

The question of mandated housing targets was raised from the floor and whether these should

be set by State or local governments? The second panel advocated for target sets by the state

with incentives for those areas for which targets are achieved;

The use of rental controls in Melbourne (e.g. like San Francisco and elsewhere) was

considered impractical due to the lack of low-cost rental accommodation available in the inner

city; and

There is a need to reframe social housing as an ‘us’ problem (i.e. one that the majority can

relate to) rather than a ‘them’ problem, in the same way that the acceptability of public transport

has been reframed. This “reframing” could also be associated with supporting low-to-middle

income families by enabling parents to spend more time with their children by living closer to

employment (and less time commuting).

11. IMAP is in a strong position to have input into the Plan Melbourne re-fresh which is giving particular

consideration to the matter of affordable and social housing. The Plan Melbourne Discussion Paper was

released after this event so the discussion at the symposium did not refer to the specific issues it covers.

The Plan Melbourne Refresh Discussion Paper offers a number of options to facilitate the development

of social and affordable housing; these are:

(a) Affirming that the Minister for Planning should be the responsible authority for social planning

housing applications recommended by the Director of Housing;

(b) Introducing expedited planning approval processes for selected housing projects, including

modified third-party appeal rights;

(c) Introducing planning tools that mandate or facilitate or provide incentives to increase social and

affordable housing supply;

(d) Evaluating the pilot affordable housing initiative on land sold by government to determine

whether to extend this to other suitable land sold by government; and

(e) Identifying planning scheme requirements that could be waived or reduced without compromising

the amenity of social and affordable housing or neighbouring properties.

12. RECOMMENDATION

That the IMAP Implementation Committee notes this report.
