    Applications are invited from eligible candidates for the EntranceExamination to be held on the Sunday, 8thof December, 2013, for selecting a totalof 70 candidates for Dr. Ambedkar Competitive Examination Centre atYashawantrao Chavan Academy of Development Administration (YASHADA),Pune. The selected candidates will be given coaching for a period of about oneyear (incumbent upon their passing the Civil Services Preliminary Examination ) toprepare them for the UPSC Civil Services Examination to be held in the year2014.

    The scheme of examination as well as the procedure to fill in the forms haveundergone considerable changes from this year. Therefore THE CANDIDATES

    ARE ADVISED TO READ THIS ADVERTISEMENT, ESPECIALLY THEINSTRUCTIONS FOR CANDIDATES REGARDING FILLING IN THE ONLINEFORM, VERY CAREFULLY, AND ACT ACCORDINGLY.

    A. Eligibility Criteria:

    1. Educational Qualification:Any graduate from any facul ty from a recognized Univers ity (Medicalgraduates, should have completed internship)

    2 Age :Age limi t 21 to 30 yrs . (For General Candidates). Relaxat ion for SC/ ST 5 yrsand for OBC 3 yrs .

    3. Domicile : Domicile of Maharashtra4. Other :

    A) An Ex- ACEC candidate who has availed of the benef it of Coaching forPrelims or Mains in YASHADA will NOT be eligible.

    B) Full time candidates will not be allowed to do any o ther courses / job

    simultaneously.

    B. Fees:ALL the candidates have to pay an Examination Fee amounting toRs. 350/-. This has to be paid online ONLYthrough any of the branches of theBank of Maharashtra. The detailed procedure has been described in theInstructions for the Candidates.

    D. Scheme of Examination: There will be a COMPOSITE examination ofthree hour duration having a maximum of 300 marks. The detailed scheme ofexamination will be as per the following:

    Paper 1: (General Studies) : 200 marks

    This paper will consist of a total of 90 questions of Multiple Choice type modelled

    on the UPSC's Civil Services (Preliminary) Examination carrying a total of 200marks.

    Topics:

    A) for 50 Quest ions : (General Studies) :

    A total of 50 questions will be on the following topics carrying 2 marks for eachquestion:

    1} Current events of national and international impo rtance.

    2} History of India and Indian National Movement.

    3} Indian and World Geography - Physical, Social, Economi c Geography of India and the World.

    4} Indian Polity and Governance - Constitution, Political System, Panchayati Raj, Public Policy, RightsIssues, etc.

    5} Economic and Social Development -Sustainable Development, Poverty, Inclusion, Demographics,Social Sector ini tiatives, etc.

    6} General issues on Environmental Ecology, Bio-diversity and Climate Change - that do not requiresubject specialization

    7} General Science.

    B) for 40 Questions: (CSAT) :

    A total of 40 questions will be on the following topics carrying 2.5 marks for eachquestion:

    1} Comprehension

    2} Interpersonal skills including communication skills;

    3} Logical reasoning and analytical ability

    4} Decision-making and problem solving

    5} General mental ability

    6} Basic numeracy (numbers and their relations, orders of magnitude, etc.)(Class X level), Data interpretation (charts , graphs, tables, data suff iciency etc. - Class X level)

    7} English Language Comprehension skill s (Class X level).

    Note 1 : Questions relating to English Language Comprehension ski lls of Class X level (last item in theSyllabus of Paper- II) will be tested through passages from English language only without prov idingHindi translation thereof in the questionpaper.

    There will be NEGATIVE MARKING where each incorrect answer will attract apenalty of 1/3 of the marks allotted to that question being deducted from his / her

    score.

    Paper 2: (ESSAY) : 100 marks

    This paper has been introduced from this year to assess the writing skills of thecandidates which are so vital for succeeding in the Civil Services (Main)Examination. The question paper will be modelled on the Essay Paper of the CivilServices (Main) Examination. It will carry a maximum of 100 marks where thecandidate will be required to write an essay on any one of the subjects given in the

    question paper. The candidate may write the essay either in English or Marathi.There will be a word limit for the essay which will need to be scrupulouslyobserved.

    This paper will be held in continuation of the Paper 1 without any break. Itsduration will of one hour. The candidate's skills of clarity in thinking, knowledge ofthe given subject, depth of understanding, use of appropriate language,vocabulary, power of expression, conciseness etc. will be examined by experts inthe subject.

    While every candidate will have to write this paper, the papers of only thosecandidates will be evaluated, who are amongst the toppers in the respectivecategories. This number will be around 5 to 7 times of the vacancies available forthe respective categories. For example, there are 30 seats reserved for thecandidates from the SC category. Here the Essay papers of 150 to 210 candidateswill only be evaluated. This number will be decided by Dr. Ambedkar CompetitiveExamination Centre.

    The final merit list for each category will be on the basis of a total score of thecandidate which will be the sum total of his / her marks in Paper 1 (G.S.) andPaper 2 (Essay).

    Candidates are advised to visit the websites of Dr. Ambedkar CompetitiveExamination Centre (ACEC), YASHADA, Pune and the Centre for Talent Search& Excellence (CTSE), Wadia College, Puneto know more about the nature of theEssay paper, the criteria for evaluation, sample subjects etc.

    E. Examination Centres: With an aim to reach out to the most deservingcandidates in all the nooks and corners of the State of Maharashtra, the ACEC hasincreased the number of centres. This year we will have at least one centre in eachdistrict of Maharashtra. Therefore there will be a minimum of 35 centres. Thisnumber may go up as there could be more than one centres in some cities like

    Pune. The candidate has to choose the district of the centre from where he/ shewants to appear.

    INSTRUCTIONS FOR THE CANDIDATES:

    Procedure to fill the ONLINE Application Form

    1. Candidate will visit the website www.geexam.com

    2. The following links will be available on this website:

    a. View instructions and procedure to fill application form

    b. Online Application Form

    c. Login for the candidates who have already submitted the form. (To checkthe status of application, reprint bank challan, download admit card etc.)

    3. The candidate will click on the link for online application form

    4. Candidate will be asked to enter the following information

    a. Full name

    b. Date of Birth

    c. Phone no.

    d. Mobile no.

    e. e-mail ID

    5. Candidate will be asked to select the proper option for the following:

    a. Gender

    b. Category

    c. Minority Community

    d. Physically Disabled

    e. Centre of examination

    f. Domicile of Maharashtra

    g. Whether ACEC student in the past ?

    6. Candidate will click on CONTINUEbutton. All the information submitted by thecandidate will be displayed on the screen and a message will be displayed tocheck and confirm the information. If the information is correct then the candidatewill click on the NEXTbutton. If the candidate wants to make any changes, thenhe/she will have to press CHANGE button, so that he can make the desiredchanges. Once the NEXTbutton is clicked then the candidate will not be allowedto make any changes in the information submitted by him/her till then.

    7. On confirmation from the candidate, a unique registration number will begenerated by the system and then onwards it wil l be treated as login ID for thatcandidate.

    8. The respective message will be displayed and the candidate will be asked toenter a password. Using the correct combination of login ID and password thecandidate will be able to carry out various activities in future.

    9. In the next step the candidate will be asked to upload the files of his photographand signature. The files of photo as well as signature should be less than 100 KBin size and should be of type .jpg or .bmp or .png or .gif

    10. On successful upload of the files the message will be displayed and candidatewill be asked to check the respective files and click the CONFIRMbutton. If thecandidate finds that an incorrect file of photo or signature has been uploaded, thenhe/she may click the respective button to upload the correct file.

    Once the candidate clicks on the CONFIRMbutton, no changes in the files will beallowed.

    11. On successful completion of all the above steps the challan for payment ofFees (Rs. 350/-) will be displayed on the screen. The challan will contain all therequired information like Unique Registration Number, Name of the candidate, theamount of fees to be paid Rs. 350/- i.e. Rs. 335/- + bank charges of Rs. 15/-.

    12. The candidate will have to take a printout of this challan and pay the fees. Theperiod between when the candidate can pay the fees in any branch of Bank ofMaharashtra will also be printed on the challan. The candidate must pay the feesin any branch of Bank of Maharashtra only and within the prescribed period. (Thisperiod will be from the second day after the candidate fills in the application formand takes the print of the challan till two days after the last date of filling in the

    applications. e.g. if the candidate fills the online application form and takes theprintout of challan on 16.09.2013 and the last date of filling in the forms is 29.10.2013 (up to 5.00pm)then the period of paying the fees in any branch of Bank ofMaharashtra will be from 18.09.2013to02.11.2013)

    13. The candidate can log in using the login ID and password to check the statusof his/her application. After two days from the date on which the candidate hasmade the payment in the Bank of Maharashtra, he/she will get the status messageas - Your form and fees have been received .

    14. Using the same login ID and password, the candidate can also perform thefollowing

    a) Take the printout of his application form.

    b) Take the printout of challan for paying the fees in Bank of Maharashtra.

    c) Download the admit card after 14.11.2013

    15. The candidate will have to download the admit card from the websiteonly. It will not be sent by post or any other method.
