Not Applicable. 3 PURPOSE OF REPORT This report provides a summary of Council funded travel activities for Councillors and staff for the period 1 April to 30 June 2017. Two comparison reports are attached. Attachment B compares expenditure for the April to June quarter 2016 with the same quarter 2017. Attachment C provides a 12 month comparison for 2015-16 and 2016-17. Also provided is Attachment D showing international travel expenditure for the financial year 2016-17. 4 PREVIOUS RESOLUTIONS
Ex Council Minute No GF08.0611.007:
“That a report be brought back to Council on all conferences paid for by Council, attended by staff, contractors or consultants, on a three monthly basis. The report to contain details of the dates, cost, the relevant budget numbers they were charged to, and whether the attendees were speakers at the conference or convention.”
5 DISCUSSION A report of Council funded travel activities for Councillors and staff for the period 1 April to 30 June 2017 is provided as Attachment A. There were 60 travel requests processed within this period. There was one conference speaker (Council employees). The following table shows a comparison with the same period last year.

Also provided in Attachment B is a quarterly international travel comparison summary report. This report summarises total international travel related expenditure for the periods 1 April to 30 June 2016 and 1 April to 30 June 2017. A report showing travel activities for Councillors and staff for the financial year is provided in Attachment C. It includes a comparison of costs and attendee numbers for the prior year. A summary of this report is shown in the table below.

OPERATIONAL PLAN Not applicable. 7 GOLD COAST 2018 COMMONWEALTH GAMES IMPACT Commonwealth Games related travel is included in this report. 8 FUNDING AND RESOURCING REQUIREMENTS All travel costs are funded from individual directorate budgets. 9 RISK MANAGEMENT Not applicable. 10 STATUTORY MATTERS The Local Government Regulation 2012 requires disclosure of overseas travel in Council’s Annual Report.

Not applicable. 15 TIMING This Report is for the period of 1 April 2017 to 30 June 2017. 16 CONCLUSION The attached summary of travel expenditure is submitted for the information of Council. The report lists activities undertaken by Council that require either airfares or accommodation for staff, contractors or Councillors to attend an event. All travel is subject to a formal approval process. Furthermore, there is regular corporate oversight through reports to the CEO and external disclosure via Council’s Annual Report. Overall, Council’s travel costs continue to amount to a very small percentage of Council’s overall annual budget i.e.0.0357%. 17 RECOMMENDATION It is recommended that Council resolves as follows: That the information contained in the report be noted. 5 DISCUSSION Policies clarify Council’s position on an issue. All new Council policies and major policy changes require a Council resolution. Policies are generally reviewed every two years to ensure continued alignment with Council objectives and legislative requirements and to minimise the risk of conveying out of date policy information to staff and the community. Minor changes that do not affect the intent or purpose of the policy may be approved by the Chief Executive Officer (CEO) or Chief Operating Officer (COO) under delegated power. The Corporate Policy Officer has delegated authority to correct minor spelling, grammatical or formatting errors. The policy portfolio currently consists of 77 Council policies that relate to matters of public interest and external service delivery and 55 Administrative policies that relate to internal operations. This report provides a summary of the status of all Council Policies at 30 June 2017.
5.1 Policy activity
During the period 1 January to 30 June 2017:
1 new Council policy was adopted – Banner Booking System Policy.
19 existing Council policies were amended (see Attachment A). 9 of these policies were amended by Council resolution. The remainder of the amendments were approved by the CEO, COO or the Corporate Policy Officer as the changes were minor and did not affect the intent of the policy.
No existing policies were retired.

Note: The policy review target is to have least 70% of policies up to date (current) at any time.
For further details about the review status of each policy, please refer to Attachment C. The number of Council Policies has been steadily reducing over recent years, with a 31% reduction since 2012 (from 113 at 30 June 2012 to 77 at 30 June 2017). Delegation 1817 enables the COO to determine amendments to any administrative policy where the amendment is of an administrative or purely technical nature and does not affect the purpose or intent of the policy.
