Collaboration with European Space Agency for MICRO initiative India has been a pioneer in rural microgrids since the 1990s, however there is a significant progress to be made despite rapid advancements in technologies like solar PV, energy storage and affordable LED lighting solutions. India Energy Storage Alliance (IESA) estimates that India has installed over 2000 AC microgrids of over 5 kW and over 10,000 DC microgrids with majority sizing less than 1 kW. There are many challenges which have restrained growth of this sector including numerous financial, technical and social limitations. Project operators at several occasions do not have clear answers themselves to recognize why microgrids are prematurely failing or operating at lower efficiencies. Funding agencies, investors and equipment suppliers are often surprised by sudden news of failure of assets or technical audit reports undermine poor functionality of mini-grids or microgrids. In many of the cases, project owners and operators are not to be blamed as poor telecom connectivity and high cost of remote monitoring at remote location has plagued data acquisition and analysis. India Energy Storage Alliance, with its vision of making microgrids economically sustainable by understanding and addressing common modes of failure on its MICRO platform and the European Space Agency (ESA), with its aim of bringing satellite communication technology for very bottom of pyramid application to create a net social impact, have partnered to resolve this problem statement. In collaboration with IESA, the European Space Agency is now launching a new initiative to support feasibility studies which identify and explore business opportunities for deploying services based on Satellite Communications, Earth Observation data, and/or other space assets to support the decentralized management of microgrids in India and other developing countries. The study is expected to culminate into a funded microgrid pilot project demonstrating the potential of above services. Requirements from Indian microgrids stakeholders will be collected by IESA and provided by ESA to the consortia whose proposals are accepted.

3. IESA Industry Reports and Knowledge Papers

IESA released India Energy Storage Market Overview Report 2016-22 IESA has compiled the new version of the India Energy Storage Market Overview 2016-22 report this year. This assessment takes into consideration the current opportunities as well as a detailed overview of various growth scenarios and key government initiatives such as the Government's 175 Renewable target, National Electric Mobility Mission (FAME India Initiative), National Smart Grid Mission, 'Make In India' and India's Smart Cities mission. IESA has estimated over 70 GW and 200 GWh of Energy Storage opportunity in India by 2022, which is one of the highest in the world. Out of 70 GW, over 35 GW of demand is expected from newer applications like wind and solar integration, frequency regulation, peak management, T&D deferral, diesel usage optimisation and electric vehicles. Hence there is a sizable opportunity for advanced storage technologies in the new applications itself apart from opportunity for existing technologies to improve their performance for traditional applications. Lack of reliable grid power, growth in sales of electric rickshaws (e-trikes), reduction in use of diesel gensets and integration of solar PV with the grid at both ground level, roof-top level and at micro-grids likely to boost the sales of battery based energy storage through-out the country. Some of these applications are growing at over 35% year on year.

IESA Knowledge Paper On India Lead Acid Battery Market 2016 – 2020 (Stationary and Motive Applications)

IESA released a knowledge paper on the Indian Lead Acid Battery MarketIn current market scenario, Inverter and UPS applications take the major share of 60% of the stationary and motive battery market. In future years, home inverter segment market growth will be stagnant (7% - 8% growth) due to improved power scenario and use of common power back up in new townships and societies in urban areas. Increase of automation in Indian C&I segment with scattered location of IT offices and Data Centres in Tier 2 and Tier 3 cities makes mandatory use of UPS in India. It leads to a healthy growth (10%-15%) in the segment Newer application and more demanding performance requirement (long duration, higher DoD, higher cycle life) encourage many new technology players to enter the Indian battery market. It will create healthy competition in R&D and will open the market for advanced lead acid batteries.

Knowledge paper released on “Lead Acid Battery Recycling in India” (Market & Regulatory Overview) IESA released a knowledge paper on the Lead Acid Battery Recycling Scenario in India. The absence of proper smelting facilities and legislation regarding the recycling of lead acid batteries make them find their way to backyard smelting units. According to DPCC, lead emissions from the 45 odd illegal lead smelters shut down recently in the capital would be equivalent to almost 8 lakh cars using leaded petrol. A colossal 60,000 MT of lead from batteries is illegally recycled in India each year in hundreds of backyard smelters. Previously batteries were collected locally and sent to official regional recyclers, but in reality they are routinely broken apart on the street, the acid poured away and the lead extracted for further sale to unregistered recycling units, because of availability of cheap labour and lenient norms in India. Battery Handling & Management Rules (BHMR) introduced a formal battery collection system by authorizing only some special agents to collect used batteries for recycling, which is not that effective because of belated implementation. Currently there are around 860 secondary smelters in operation. Even battery collectors do not have proper records of buyer

Share your feedback at [email protected]

smelter authorization. Only a small percentage of the total batteries sold are collected by the manufacturer, hence only a few manufacturers are able to collect 90 percent of the total batteries sold, as is desired by law.

Knowledge paper released on “Energy Storage for Grid Applications”

IESA also released a knowledge paper on Energy Storage for Grid Applications in India. India’s national grid is currently fifth largest in the world and to maintain grid stability and power quality is a herculean task for the system. Managing variability of electricity load has been a difficult proposition for the grid operators in India, especially as over 59% of power generation capacity is met by coal thermal plants which do not have the capability to respond quickly to fluctuations in the power demand and supply. Apart from this, rise in the solar and wind power, which now consist of over 13% of the generation mix in India, has led to increased variability on the generation side. The cumulative Renewable Energy based capacity addition target set by MNRE till year 2022 is 175GW of which solar power target is 100GW (MNRE). Balancing of variable renewable generation is possible when flexible resources are available to handle such variations. Inflexible grid leads to difficulties in balancing generation and load leading to frequency excursions or dropped load, significant renewable energy curtailments mostly due to excess supply and/or transmission constraints, state level area balance violations and high price volatility.

IESA Knowledge Paper on Energy Storage for Electric Vehicles

IESA also released a knowledge paper on Energy Storage for Electric Vehicles in India.

The EV Industry in India is at a nascent stage. As of March 2016, 400-500,000 EV’s had

been sold in the country – around 0.1% of the global market share. Now, the EV

Industry has started gaining momentum once again towards the target set under

National Electric Mobility Mission Plan (NEMMP) 2020 of 6-7 million sales of EV’s by

2020. Government of India has indicated a desire that by 2030 all new vehicles should

be EVs. The EV Industry had noticed an increase of 37.5% in the sales of electric vehicles

in FY 2015-16 and sold around 22,000 units in that year as compared to 16,000 units in

FY 2014-15.

initiative by India Energy Storage Alliance (IESA) which addresses the basic issue of making

electricity affordable for the end consumer of rural and campus microgrids by closing the

gaps in the industry’s business value chain. The initiative targets symbiosis and synergies

of different stakeholders’ right from the end consumer to policy makers. MICRO team

believes that the industry in India, its home market, has huge potential and the sector

Share your feedback at [email protected]

would need to be organized to reach its end goals. The microgrids in India can serve a large variety of end users

ranging from rural households to urban townships to SEZs to critical infrastructures like hospitals to university

campuses.

At

the heart of MICRO lies a portal which is a remote monitoring platform with supply, demand and funding

aggregation capabilities. The portal is a unique multi-stakeholder platform which allows the industry to work as a

bazaar where different stakeholders like project developers (or ESCOs), funding agencies and equipment suppliers

can communicate with each other, realize the future business opportunities and validate the performance of current

assets. MICRO is looking to involve a variety of stakeholders, namely Technology Providers, Regulators, Micro-grid

Developers and Funding Agencies in its effort to make microgrids techno-

commercially sustainable and link electricity to economic development.

Powered by Customized Energy Solutions, MICRO is supported by Alliance of Rural Electrification (ARE), Global Energy Storage Alliance(GESA) and Rang De and has received USAID’s prestigious PACESetter Award. Log on to micro.ces-ltd.com for more information.

9. IESA submitted “Energy Storage Manufacturing Policy Recommendations” to NITI Aayog, Govt. of

India Taking into consideration how India is emerging as the most strategic energy storage market for battery and

inverter OEMs across the globe, IESA laid out policy recommendations for the premier policy ‘Think Tank’ of the

Government of India – NITI Aayog – to encourage advanced Energy Storage technology manufacturing in the

country. Unlike Western and developed countries where ESS market is driven by newer applications like frequency

regulation, renewable integration at grid scale and electric vehicles, the Indian market is currently driven by the

need for backup power due to supply demand mismatch on electric grid, electric transportation such as e-

rickshaws, telecom towers and energy access. With the support from policy makers, alongside these traditional

applications, newer applications like frequency regulation, solar PV and wind integration, Transmission &

Distribution deferral, electric vehicles (other than e-rickshaws) and diesel replacement are likely to drive ESS market

growth in India.

There is a sizable opportunity for advanced storage technologies in the new applications itself apart from

opportunity for existing technologies to improve their performance for traditional applications. It is estimated that

over 50 GW of installed capacity of Diesel Generators (DG) in India, consumes over 7% - 9% of the total diesel

consumption in India. Per unit DG costs are around Rs.15 to Rs.40 per kWh, whereas the utility tariff is nearly Rs.4

to Rs.10 per kWh for most of the customer categories. This provides a lucrative opportunity for deploying Energy

Storage technologies as power backup solution and reducing diesel import burden for the Indian Government.

The recommendations were listed under the following categories:

1. Investment in R&D and Innovation

2. Tax and Duty Structure

3. Reuse and Recycling

4. Market Creation for Energy Storage Solutions

5. Requirement of testing standards and certifications

In the process of preparing the Recommendations, IESA Team organised IESA Working Group meeting in the first

week of April as well as conducted one on one calls with members to gather inputs from various stakeholders from

the industry.

10. IESA Regional Events IESA Energy Storage Workshop-Hyderabad organised in association with ASCI on 2nd July 2016

Theme: Energy storage for Commercial and Industrial Applications Indian Energy Storage Alliance conducted a Battery Workshop at Administrative Staff College of India (ASCI), Hyderabad on 2nd July 2016. Power) and Mr. Saptarshi Roy, ED (CP), NTPC & WEC India. With an attendance of over 100 professionals from

the industry, workshop saw many views being exchanged on the implementation and development of Energy

Storage Technologies and the reasons why we are not yet where we should be. The three R’s of the power

system are Real Power, Reactive Power and Reserves. These three must be developed and maintained in order

to ensure reliable power. Policies on flexibility of power production and consumption are required, particularly

for renewable technologies. With rising demand, the cost of Energy Storage will definitely come down in the

Share your feedback at [email protected]

near future. The discussion concluded with Mr. Soonee’s words, “If you love Renewable Energy, you should love

energy storage as well”.

IESA Energy Storage Workshop-Pune organised in association with SPPU, Pune on 22nd October 2016 Theme: Energy Storage for Solar and EV India Energy Storage Alliance organized an Energy Storage Workshop in Pune, after the success of the earlier editions in Hyderabad and Delhi. With the help of School of Energy Studies at Savitribai Phule Pune University, the IESA Energy Storage Workshop – Pune was held in the PUMBA Auditorium in the University campus. India-North-East Energy Storage Workshop- Guwahati in association with AEDA

India Energy Storage Alliance organized the North East India Energy Storage

Workshop in Guwahati, after the success of the earlier editions in

Hyderabad, Delhi and Pune. With the help of Assam Energy Development

Agency (AEDA), the North East India Energy Storage Workshop was held in

the NEDFi Convention Center, Guwahati and drew participation from select

Nodal Agencies from the North Eastern states. The purpose of the workshop

was to assess the characteristic problems that arise in the North Eastern

states of India and – keeping in mind commercial and industrial applications

– the problems associated with diesel usage optimization. Across all

presentations, a common point of contention seemed to be the upkeep and maintenance of solar units. It was

noted that under DDUY partnered with IIT Madras, 305 villages in Assam were electrified on the standalone

model. However, in more far-flung areas, the need to electrify 216 villages was identified but the targets were

not yet achieved due to approachability issues. The need of Micro-Grid was recognized for developing such

places. Seeing the constant evolution of technology, Solar Energy and Renewable Energy will be the most

reliable and efficient players in coming years, particularly for such difficult terrain. With about 100 attendees,

Share your feedback at [email protected]

the workshop was deemed successful in fulfilling its objectives i.e. find energy storage solutions tailored to the

needs of the North Eastern states.

18. IESA Leadership Council Letter to MNRE & MoP on GST Reconsideration for Energy Storage On 18-May 2017, the GST Council released the GST rate schedule for Goods in which:

1. The rates fixed for batteries are at 28% for new primary cells and primary batteries and 18% for spent primary

cells and batteries.

2. Electrically operated vehicles are proposed to attract a rate of 12%.

IESA believes that these proposed rates if applicable also to secondary batteries (i.e. rechargeable batteries /

energy storage) could hinder the adoption of energy storage in grid applications such as energy access /

Renewable Energy (RE) integration as well as large-scale adoption of Electric Vehicles (EV) in the country. In

order to raise voice over these concerns, IESA Leadership Council had sent a letter to Shri Piyush Goyal, Minister

of State, MoP, MNRE presenting the energy storage case to the GST council.

We are glad to announce that MOP and MNRE have taken note of the letter to Piyush Goyal. Dr. Rahul
