8/17/2019 Act for Security Reform http://slidepdf.com/reader/full/act-for-security-reform 1/5 **Act for Security Reform** *To dene a state of emergency; to provide for the declaration of a such a state; to empower the President or Knesset to make regulations in the instance of any such declaration To provide for reform to the !sraeli Security Association; to provide information reform in order to protect the pu"lic safety* ##### T$ %& !' &'A(T&) "y the President of !srael and the Knesset as follows # **Act for Security Reform** + ,a- The President reserves the right to authori.e the !sraeli Security Association to issue a search of organi.ations in order to select information for su"se/uent processing to "e a"le to nd possi"le suspects of terrorism ,"- (ommunications providers are re/uired to disclose information to the !sraeli Security Association if terrorist activity is suspected "y a user of a communication carrier ,c- %usinesses are re/uired to show relevant transactions to law enforcement agencies "y re/uest ,d- The !sraeli Security Association has the right to analy.e locations of terrorist suspects in !srael in order to protect the pu"lic safety 0 ,a- The President may declare "y proclamation a state of emergency in !srael as a whole or any part thereof ,"- The Knesset may declare a similar proclamation "y vote of a simple ma1ority ,"- The reason for the state of emergency must "e declared in the proclamation ,c- The President may withdraw a state of emergency "y proclamation ,d- The Knesset may declare a similar proclamation "y vote of a simple ma1ority 2 ,a- The Police 3orce of !srael may enforce a state of emergency in any way necessary to preserve peace and use force to do so ,"- The Police 3orce of !srael reserves the right to temporarily detain any persons that are a threat to the peace during a state of emergency ,c- The President of !srael reserves the right via proclamation to make necessary regulations in order to preserve peace in the area of the state of emergency ,d- The Knesset may declare a similar proclamation "y vote of a simple ma1ority Such regulations can only "e withdrawn via the withdrawal of the state of emergency itself
