Opening statement and Introductions (Dan Turina)
1) Nor-Cal Vendor Days a) Event coordination / Co-Chairs: Kim Lindeberg / Al Rodriguez b) Need names of all three Chapters support folks that will need hotel rooms c) Hotel room commitment is currently at 50% take rate (need acceleration to meet min requirement) d) Last day for Hotel Group Discount 3/20. We may need to request an extension e) 6 Training Sessions on plan per Woody. Challenge: Last year Diablo Room foot traffic was near zero f) Projectors/ Easels (need commitments) best practice should also include a spare projector as well. g) Luncheon Panel will focus on Technical Operations & Engineering as well as SCTE-ISBE CAP h) Encourage Vendor Day participation by highlighting the VIP luncheon Panel
The theme will be around the importance of the partnership between operations and engineering as well as em-bracing technology with the support of CAP (corporate alliance program)

The Luncheon Panel is requesting 10 questions to review and prepare for prior to the event i) Continue to struggle with increasing attendance by MSO decision makers at Vendor Days j) Following Cable-Tec Games a trial hospitality room will be implemented to encourage informal dialog k) 6 training sessions are on plan; however, the Diablo Room is a logistic “foot traffic” challenge. l) Will WICT administer their own registrations or will that be included at the SCTE-ISBE registration desk?
2) Seminars & Webinar
a) Chapters producing Webinars should share notices with all Chapters well in advance of the event. b) LMS is used live at each event, however a hard copy can be valuable if the LMS is not practical c) Update using LMS event using hard copy records asap following the event as time permits.
3) Golf Tourney
a) Golden Gate currently has openings for the April Golf Tourney; need 4 somes / sponsors and players. b) Collision Avoidance: Insure that each chapter plans early in the year and forecasts target dates to be placed on the
SCTE-ISBE National Website. Current date conflict situation for Sierra and SoCal in May. c) There is a desire for an “all regional consolidated” Vendor Contact / distribution list for notification.
4) Raising Funds / Revenue ideas
a) No cash transactions – Credit Card or Check b) No “raffle’ ticket only transactions c) Package Drink and Prize opportunity tickets into an event package d) Have tiered levels for event packages e) Name each tier in progression of benefit (such as basic to premium)

The main purpose of this meeting is to touch base with our Region 1 chapter leaders and share information that may be useful as well as prepare our regional delegation for the upcoming CLC Regional Round Table discussions in Denver. Call for Journal Articles - The Digital Video Subcommittee (DVS) and Network Operations Subcommittee (NOS) are seeking
operational practice papers, technical papers, and case studies for the SCTE∙ISBE Journal of Digital Video and
SCTE∙ISBE Journal of Network Operations. If you or your colleagues are interested in submitting a paper for the journals
that will be published in May or would like to see the full call for papers, email [email protected] by April 4. To view previous journals and download the template click here.

Financial Review Committee (new for 2017)
PURPOSE: The intent of the committee is to make sure the chapter’s financials are open and transparent to chapter
members to ensure accountability. Three individuals, who are not signers on the bank signature card, review the chapter
bank account details. Typically, a chapter has officers as account signers which is why the committee should be made up
of non-officers.
The committee is to look for anything that seems odd or out of the ordinary (airline tickets to Hawaii or an expense not
budgeted for). FRC members will also double check receipts submitted for reimbursement to confirm they are for legiti-
mate chapter business. The committee will prepare a report for the chapter documenting any issues that may arise during
the review and suggesting ways the chapter can assist the treasurer.
DESCRIPTION (From the Bylaws): Section 3: Financial Review Committee. Each year, the board of directors shall ap-
point a financial review committee of 3 members, two of whom shall be a member of the elected board but not an officer of
the board, whose duty it shall be to review the financial information of the chapter. The third committee member can be an
associate member or an SCTE member affiliated with the chapter. They shall review the budget, all bank statements and
financial reports for the past 12 months and prepare a final report for the chapter documenting any issues they may find
during the process. An elected board member shall serve as the committee chairman.

FAQ
Why does the chapter need to create this committee?
To ensure the chapter’s financials are transparent to chapter members, the Financial Review Committee is tasked with
reviewing the bank account details. It is not intended to “pick on” the treasurer or other officers, but rather to make sure
the chapter members understand how the chapter money is being allocated.
Can an officer serve on the FRC?
The FRC should be comprised of two non-officer board members and a third member who is an associate board member
or an affiliated SCTE chapter member.
How often should the committee meet?
The committee can meet as often as the chapter deems necessary but must submit a report to SCTE headquarters by
June 30 each year.
Does the chapter get matrix points for submitting a report?
If SCTE received a chapter’s report by March 31, the chapter gets 10 bonus points. The chapter is compliant if the report
is received by June 30.

1. Board Elections (each year 1/2 Board seats are opened) 2. Election of Board Officers 3. Chapter Board Contact List including elected Officers 4. Chapter bylaws are reviewed by new board 5. All Board members are active SCTE members 6. Conflict of Interest and Nondisclosure Form 7. Bank signature card is current with Headquarter signer 8. QuickBooks linked to your chapter bank account 9. Bank statements are submitted quarterly 10. Board (quorum) meets a minimum of 4 times each year 11. Provide for a minimum of 30 hours of Technical Training 12. Financial Review Committee (Establish & Complete Review)
