Statewide/National Tests

• Dual Credit Eligibility (not college readiness)

TSIA Validity Study Results

• Expected by early spring 2017

• Will help inform changes to the current college readiness benchmarks, if any

• Will require Board approval (April or July 2017)

• Will issue a Memorandum to IHE presidents, chief academic/instructional officers regarding proposal to the Board

• Memo will also be sent to Listserv to inform stakeholders

• Webinar to explain TSIA changes and DE legislation, if any (May 2017)

TSI Clarifications

For underprepared students:

• IHEs must use both TSIA Placement and Diagnostic results for underprepared students to determine holistic placement (TSI Rule 4.55(c))

• Encouraged to use additional factors (HS GPA, non-cognitive factors, etc.)

• ABE Diagnostic results of 5/6 = Developmental education (TSI Rule 4.56)

– Students must be availed same opportunities as DE students

TSI Clarifications

Math Pathways/College Readiness for underprepared students:

• Rules allow for 2 math college readiness designations:

– TSI-Complete/Met (for all pathways)

– TSI-Complete/Met for Non-Algebra pathway

• If a student changes from non-algebra to algebra pathway, IHE may require additional DE

• Students enrolled in any math pathways must be informed of consequences of changing pathways

College Preparatory Course TSI ExemptionRule 4.54 Exemptions, Exceptions, and Waivers

(10) College Preparatory Course (CPC) exemption is valid two (2) years from student’s date of high school graduation and only at the partnering IHE that co-developed the course. Student must enroll in the applicable exempted college credit course within one (1) year of enrollment. Through MOUs and other agreements, IHEs may agree to accept each other’s CPC exemption.

Partnering community colleges and universities and their partnering school districts must ensure that students enrolled in the CPC understand the parameters of this TSI exemption.

TSI Clarifications

CPC Exemption:

• Students presenting with the CPC exemption who meet both provisions of the exemption but do not pass the entry-level course must be advised of options; students are not required to follow advice

• Reporting personnel should ensure they are correctly reporting this exemption (see CBM Reporting Manual Update)

• THECB will be conducting study to determine the effects of the CPC on student outcomes in higher education

TSIA Administration

TSI Rule 4.56:

We expect that all institutions (including universities) and school districts administering the TSIA honor all requests by students to retrieve (pull) their test results, regardless of original test location. • IHEs now have access to TSIA results from students

testing at school districts (effective December 21, 2015)• Letter of clarification was posted on Test Administrator’s

Required DE Program Components

• Mainstreaming (i.e., corequisites, course-pairing) (TSI Rule 4.62(8))– Esp. recommended for students who are near college-ready (“bubble-

range”)

– Institution should determine eligibility criteria

• Non-course competency-based options (NCBOs) (TSI Rule 4.62(c))– Recommended for students who have demonstrated some mastery

but still have certain weak areas (based on diagnostics)

– Recommended as support for mainstreaming/corequisites

– Recommended for modular/Emporium-style interventions

• Integrated Reading and Writing – required at exit level; optional at lower levels

Three Recommendations:

• Accelerate scaling of what works (Integrated Reading and Writing, non-course competency-based option (NCBO), mainstreaming/corequisite, modular/compressed models).

• Adjust developmental education funding to create incentives for accelerating college readiness for underprepared students in one year or less.

• Enhance collaborations with the Texas Education Agency and school districts to support increased college readiness for high school graduates.

–No single statewide test with statewide benchmarks (does not affect availability of TSIA)
