Finally, British academic James Michael deals with third party interests and the extent to which govern- ments should maintain secrecy to protect third parties. The symposium, written in a refreshingly straight- forward manner without jargon, is backed by a list of press notices on disclosures made under the Federal FOI Act up to 1981 and a well chosen select bibliography. This handy collection is one of the best available sources on this controversial subject and should clarify what of-

ficial information should or should not be denied to the public and mass media. As such, it performs a valuable public service and it helps to distinguish between public rights and private rights. The implication is that Ameri- can public officials could and should do much better in extending public access while still protecting the public interest and individual privacy.
