4. ANNOUNCEMENTS A. Chairperson's Remarks Mr. Joseph thanked the council for appointing him Chair, and shared

the enjoyment he experienced from participating in the 24 Hour Drum event at Whistler Secondary School.

B. District Principal’s Remarks St’at’yemcets Language 5-12 IRP Charlene Williams, Veronika Bikadi and Susan Leslie, all met with the

Ministry in a three day workshop. Staff then met with language speakers in the North, with Nina Jakobsen, IRP language support teacher, elders, and language teachers. To date the grade five, six and seven language IRP’s are complete, and it is anticipated all language units through grade 12 will be completed by the end of June.

Skwxwú7mesh Snichim IRP The Kindergarten to grade four (K-4) IRP’s are in the process of being

completed. The Ministry no longer accepts K-4 IRP’s. The new policy is K-12. Getting the Sko’mish Nation story will start in September, and the K-4 IRP will be used in the K-12 IRP process.

Sara Kell, a linguist, is very expensive, and this cost is a problem. All

participants at the symposium asked why school districts are footing the bill from targeted funds when every other curriculum is funded by the Ministry. A statement was taken to the Deputy Minister, who will take it to the Minister of Education, and the Federal Prime Minister. There are thirty-four language groups in British Columbia, but only four have the chance of survival at this time. After the meeting Ms. Leslie contacted Anne Hill, with the Ministry of Education Aboriginal Enhancement Branch. Ms. Hill gave School District No. 48 (SD48) a $4,000 grant which allowed staff to move forward with the St’at’yemc Language development.

Sko-mish Nation needs to advise Ms. Leslie when they are ready to

proceed, and have a plan in place, before a language teacher will be hired. Ms. Leslie has spoken with Joy McCullough who advised she will make first contact with the Nation on this item.

Mr. Joseph asked what the Nations can do to support the school

district. Letters of support from each Nation addressing the funding shortfalls would be helpful, whether directed through SD48 or directly to the Minister of Education.

Ms. Leslie expressed her concern about the closing of the Aboriginal Education Enhancement Branch and is unsure what the process for reporting will be moving forward.

Ms. Harry suggested it would be helpful to write a letter from the Elders.

Mr. Wick, advised that there is a planned meeting with the Sko’mish Nation Education department head in North Vancouver and anticipates North Vancouver and Squamish Education Departments will be joined.

Mr. Wick asked if the district had heard anything regarding funding coming to the school district to help fund Truth and Reconciliation Commission recommendations? Ms. Leslie is unaware of any funding, and will check with Superintendent McCullough.

Reconciliation Inquiries/Blankets Sixteen inquiries are happening, one at every school and program, including Northern Outreach and Cultural Journeys. This is a direct result of the Nov 6th Implementation Day where a reconciliation blanket was suggested for each school.

There are various inquiries happening, at many different levels. The Shared Learning teachers put together an inquiry to deepen learning, and inquiry specialists were brought in during the year to help teachers with this process. There will be a summary report written on all the inquiries.

Mamquam Elementary invited Ms. Harry and Ms. Toman and Bob Baker to their school. Ms. Toman shared that they were welcomed in a traditional way by all the students, everyone was reverent, and listened with their hearts. Ms. Harry shared that the students presented them with a painted rock to invite them, and were respectful while they shared their stories about residential school.

Circles of Learning Assessment tool Detailed information about the Circles of Learning Assessment Tool is in the Enhancement Agreement Annual Report. It was used as a tool to collect data and report out. Susan spoke about the four blankets, self, family, community, and land/language, and explained the sixteen values in each blanket that children were asked to rate, using a 4-point self-assessment scale.

Eight of the Shared Learning teachers have used this tool in their classrooms, and it has been used with students in all grade levels. Ms.

Leslie assessed 307 aboriginal students throughout the district, to test the tool. The results are in her report. Signal Hill used this tool with every student. Susan will not be publishing de-segregated data, because this tool is for every student, not just Aboriginal students.

Well Ahead Circles Collaboration Well Ahead is a project that our district is participating in together with three other school districts, funded by the McConnell Foundation, which has put thousands of dollars into supporting mental health. Through the journey this year, there were community dinners and gatherings in the north and south, to look at what teachers can do better to support our kids in the classroom, with zero dollars. Suggestions were collected, and the top twenty practices were chosen and put out to survey. Circles was the top choice. A committee met, including aboriginal community members to create a protocol. Susan met with the Well Ahead Team and suggested that the Well Ahead teachers and Shared Learning teachers meet so that Shared Learning teachers could help support the roll out of circles in each school. Roll out will happen this September.

Ms. Bikadi shared that she mentors a couple of times a week at Signal Hill and is amazed at how excited the kids are at learning another language. The drumming and weaving and blanket making/gifting is very exciting to see in the school. Ms. Leslie acknowledged that Ms. Bikadi is referring to a school wide project to acknowledge the elders in the community, making blankets to present at a proper ceremony.

5. INFORMATION ITEMSA. Pala7lhkalh Stélmexw 24 Hour Drum – Student Reflection

Mrs. Leslie reviewed how the year was structured with the AboriginalLeadership Students, and the focus of the 24 Hour Drum this year,“Language Revitalization and The Land”. There was a flag raising ofboth Sko’mish and Lil’wat Nations’ flags together, honouring sharedterritory, a lunch, afternoon performance, dinner, and a sleepover. Ms.Leslie shared that most the Northern students pulled out at the lastminute, and felt this was largely due to insufficient scaffolding andleadership at the Northern schools to support the students. WhistlerSecondary School has a strong team, but schools that don’t have astrong team find it difficult to get the student support. Ms. Leslie isquestioning if the 24 Hour Drum is the choice of students movingforward. Cam Wallace, from Pemberton Secondary School attendedthe 24 Hour Drum, and wrote a letter of reflection. Ms. Leslie sharedthe letter with the Council, that spoke of his positive experiences fromthe event.

B. Attachments 1. 2016/2017 AbEd Meeting Dates The meeting adjourned for lunch @ 12:00 pm. The meeting reconvened at 12:42 pm. 6. DISCUSSION ITEMS A. Enhancement Agreement Annual Report Susan looked at structure, the goals of the Enhancement Agreement,

and the data gathered from our new Enhancing Student Learning website. Three Hundred and seven students did a self-assessment using the new tool developed by teachers, and Ms. Leslie walked the Council through the sixteen values, and how it was presented to the students. Ms. Leslie reviewed the students on the lower end of the scale. More than 40% of students said they were not getting enough rest. 38% of students said they didn’t feel empathy in their learning space. Ms. Leslie reviewed the assessment blanket and gave the Council a run through of the questions as done with the students, both at the elementary and secondary level. Colours were used to rate the questions on a scale of one to four. This is the voice of the students added to the data. Next year Aboriginal Education students will not be pulled out separately. Any assessments done using the tool will be dependent on each teacher, and when used, will be for all children.

Enrolment is projected to decline over the next four years. Next year, the lower enrolment translates into nearly $50,000 less in funding. Most funding goes to staffing, so this has a big financial implication.

It was suggested that for the coming year the Council involve the

media in making community members more aware about self-declaring ancestry.

2. Preliminary 2016-17 District Aboriginal Education budget - Nil

3. Preliminary Targeted Budgets 2016-17District Principal, Aboriginal Education, Ms. Leslie, reviewed thebudget and advised that the “0.05 FTE” description for theAboriginal Education teacher position, Language and Inquiry,should be removed from the position description.

Recommendation: “THAT the Aboriginal Education Proposed Targeted Budgets for 2016-17 be approved as presented, with amendments.”

Mr. Wick stated that it would be nice for the council to see the non-targeted funding coming from the district for Aboriginal Education, and for it to be broken down separately on the budget presentation.

C. Aboriginal Education Committee RecommendationsThe Committee agrees that Success Advisors are instrumental inguiding students through the graduation system, but also feelthat students need to be supported at the younger ages as well,at the least including grade 7. The Committee asked Council torecommend the Board have two Aboriginal Education SuccessCompletion Advisors, and that support should be based on needby grade, not limited to high school students. The Committee isrequesting increased staffing be considered, and were clear theydid not want funding taken from the District Principal’s currentallocation to achieve this.

The Council received the recommendations as presented fromthe Aboriginal Education Committee, with the intent of lookingat how the Council can support increased funding for AboriginalSuccess Advisors and the District Principal. Laura Godfrey &Rebecca Barley will investigate how to bring this process forwardand report back to the Council.It was suggested that the Council could review the Truth andReconciliation Commission recommendations, to see how itpertains to education in our district, and generate ideas towardsfunding requests.
