American Bikers for Awareness,Training, and Education(A.B.A.T.E.) of Minnesota is a notfor profit, grass roots organizationthat is committed to educating mo-torcyclists and the general publicabout motorcycling. A.B.A.T.E.members ride many different typesand brands of motorcycles. We areall people with a common interestin a common activity. The fact thatwe share an interest in motorcy-cling is more important than thetype of motorcycle we ride.

There are chapters of A.B.A.T.E.located throughout Minnesota.Each of these chapters is repre-sented on the A.B.A.T.E. Board ofDirectors (B.O.D.). The B.O.D. alsoincludes the A.B.A.T.E. state offi-cers. The B.O.D. meets once eachquarter to discuss the operation ofthe organization. In addition, eachchapter holds a monthly meeting intheir area of the state. A.B.A.T.E. isa member driven organization.Members are encouraged to partic-ipate in any of these meetings.

A.B.A.T.E. seeks to promote thepositive aspects of motorcyclingand strives to protect the rights ofmotorcyclists by being involved in

the local, state and national politi-cal process. Safer motorcycling, re-ducing accidents and fatalities canbe best accomplished by educationand training of both the motorcy-clists and the general public, notnecessarily through additional leg-islation.

Our ability to enjoy many freedomswhile riding motorcycles in Min-nesota is the direct result of thework done by motorcyclists in ourstate. These people have joined together to fight for our rights andfreedoms.

The efforts of these people havemade Minnesota a leader in motor-cycle safety. We have one of thetoughest licensing standards in thenation, the best public awarenessprograms, and the most compre-hensive rider education programsin the nation. These efforts havehelped reduce motorcycle acci-dents, injuries, and fatalities inspite of the growing number of li-censed motorcyclists in Minnesota.

To continue these efforts we needyour support and participation.Show your commitment to protect-ing and preserving your rights as a

motorcyclist in Minnesota. Partic-ipate in the meetings, rides, andthe fundraising activities. A.B.A.T.E. of Minnesota’s Bikerdayat the Capitol was an incredible success. By the busloads and carloads motorcyclists from across thestate came to the Minnesota State Capitol to protecttheir freedoms and push for common sense motorcycling legislative issues. They came from Worthington, Hibbing, Roseau, Albert Lea, and allpoints in between. It was an amazing display of bikerunity in the Capitol Rotunda when A.B.A.T.E. of Minnesota’s invited legislators spoke to the crowd. Weheard from some of the most powerful people in theMinnesota legislature and one by one they offered support of A.B.A.T.E. of Minnesota’s legislative issues.There was a huge round of applause when the “topdog” in the Minnesota House, Speaker of the HouseKurt Daudt said “I support A.B.A.T.E. of Minnesota’sagenda!” We heard from the sponsors of A.B.A.T.E. ofMinnesota’s bill to curtail the profiling of motorcyclists, Representative Drazkowski and SenatorOsmek. They both are very passionate about this issueand will keep fighting to get it passed. We also heardfrom Representative Jim Nash, who along with Senator Kiffmeyer, worked tirelessly last year to passA.B.A.T.E. of Minnesota’s motorcycle awareness license plate bill. Mr. Nash has been one of A.B.A.T.E.of Minnesota’s best friends since the day he took officeseveral years ago. There were many more legislatorswho addressed the crowd including prominent members of the Transportation and Public Safety Committees. These are the two committees thatA.B.A.T.E. of Minnesota sponsored legislation needs topass before becoming law.

The hallways of the Capitol and the legislator’s officebuildings were a sea of black leather as bikers madetheir way to appointments with their representativeand senators. This is the most important part of theday. To have constituents take the time to personallylobby their elected official sends a lasting message thatwe care deeply about motorcycling in Minnesota.I want you to think about the dedication someA.B.A.T.E. of Minnesota members have for the cause: Ifyou are travelling to Bikerday at the Capitol from Hibbing or Worthington or other points around Minnesota; you are waking up at 3:00 - 4:00 am. Andgetting home at 6:00 - 7:00 pm. Others have to makebig changes in their work and family plans for the day.They are doing this for the betterment of all Minnesotamotorcyclists. And for that I am very thankful. Forthose of you who did not attend Bikerday, think aboutthat and make your own commitment to do more forA.B.A.T.E. of Minnesota and all bikers in the state. Volunteer at the local or state level when asked andwork hard to recruit more A.B.A.T.E. of Minnesotamembers. You will help yourself by helping others inthe ongoing battle for motorcycling freedom. It’s notdifficult, it’s fun, and you meet some great people.A.B.A.T.E. of Minnesota’s Bikerday at the Capitolwould not be a success if not for the hard work andmonetary donations of our members and others – Thank You. We had a great group of smartand enthusiastic members working the registrationtable and directing people around the Capitol complex – Thank You! Mike Berger produced an awesome video of the event. MOTORCYCLE SAFETYTASK FORCEMONTE OHLROGGE(612) [email protected] I was looking for ideas forthe changeable messages boards,

Dan Arne, from Lake Chapter, had an idea to have amessage that would get kids involved and thereforewould get their parents to be alert to seeing motorcycles. So I presented two messages with thisin mind. One was, "Hey kids, who saw the motorcycle first?" The other was, "Lets play I spy amotorcycle."I was disappointed that these ideas didn't receivemore votes. But, however, I was happy to learn theOttertail County Safe Communities Coalition willbe making a safety poster that will say, "I SPY THEBIKER GUY." These posters will go to kids in themonth of May, which is motorcycle awarenessmonth. They say the goal of the poster is two-fold.1) to get kids to think about motorcycle safety and,2) to get kids to engage their parents to notice motorcycles by playing the "I SPY" game while onthe road. Well, I think that's what Dan had in mindto start with.Our next meeting will be held at Hennepin Technical College's Brooklyn Park Campus on May17th at 5:00 pm. Travel safe,Monte

Next Meeting(s):April 20th, Holiday Inn, Alexandria, 7:00 pmMay 22nd, Home of Frank Ernst, Chanhassen, 6:00 pmWe are able to sell tickets for the A.B.A.T.E. U raffle allthe way up until the time of the raffle. Yes, your chapter won't get any credit directly from the ticketsthat are turned in after the deadline date, but you willbe helping the organization obtain our necessary profitmargin so that we can do a payback to the chapters. Soit does benefit each and every chapter indirectly to continue selling the raffle tickets for any of our rafflesup until the time of the drawing. All I would ask is thatif you are going to hang on to some tickets, to let meknow so that I can make sure to collect them from youat the function.Once again this past month, I have had chapters thatare not following the process of how to submit requeststo spend their gambling funds. I will receive the actualrequest form in the mail with no minutes. Or I will receive some minutes, and no request form. Or I won'tget any supporting documentation for the request.When this type of thing happens I have no choice butto kick the paperwork back to the chapter until I get allpieces of the information together. So once again hereis the process which I know is also stated in the operations manual. If your chapter would like to makea donation and/or spend their gambling funds onsomething, here are the steps to get that done:1. Bring it up at a chapter meeting and get approval

from the chapter with a motion in the meeting minutes. The motion does need to state that theymoney is to come out of gambling funds, and if youknow the amount, please list that in the motion as well.

2. Someone needs to fill out the "Request to UseGambling Funds" form, and it needs to be signed byboth the Treasurer and President. If that is not possible,just make sure it is signed by two officers. Please makesure that all of the necessary information is on the request such as what we are to do with the donation,or who we are to mail it to. Someone also needs to getthe appropriate paperwork to go along with the request so that I know the organization is a qualifiedorganization that can accept donations. Even if yourchapter has donated to them in the past and has turnedin a copy of their 501© 3 letter, organizations can losetheir non profit status and we would have no way ofknowing without asking for a copy of this again. Keepin mind that checks do need to be made payable to theorganization that is listed on the 501© 3 letter, and thatwe can't make out checks to functions and/or runseven though they are raising money for charity. Weneed to have the charity information. 3. That request, along with a copy of the appropriate

meeting minutes and proper documentation, need tocome to me at least a week prior to my next meeting inorder for it to be on that meeting's agenda. If it isn't,then it will wait til the following meeting.4. All paperwork can be either snail mailed to me or

they can be scanned and e-mailed. But all pieces MUSTcome at the same time together. I would appreciate everyone's help with this. It seemsto be a continuing issue, and there is a lot of timewasted chasing down things. This time could be betterspent getting these requests processed and sending themoney on to help those that we would like to help. April already wow it has been an unusual year for me Idid not ride my motorcycle at all in January or February. It is now the 10th of March and I will be riding for the first time this week. Remember whenyou take your motorcycle out to have your new tabson. If you have applied to get a motorcycle safety platefor your bike and have not got it keep in mind you willbe riding with an expired tab. Does the term “probablecause” jump out at you? “Enough said”I will be attending the Minnesota Lincoln Regan Dinner on the 13th of April, one of the guest speakerswill be Senator Joni Ernst (no relation) from Iowa. Senator Ernst is a strong supporter of motorcycle issuesand is a motorcyclist herself. She helped start and is co-chair of the Senate Motorcycle Caucus in Washington D.C. The following quote from a press release should give you an idea of her participation.“Some of my most cherished memories include motorcycles, from delivering messages as a young girlto my dad while he was working out in the fields, toriding through the rolling hills of Northeast Iowa withfamily and friends,” said Senator Ernst. “I am thrilledto have the opportunity to encourage thoughtful discussion and solutions on behalf of motorcycle ridersand manufacturers through my new role as co-chair ofthe Motorcycle Caucus. Throughout my 99 county tourof Iowa, I have heard from many of these folks aboutsome of their priorities, including improving safety, infrastructure, and energy efficiency. Last year at the NCOM convention in Reno, NevadaSenator Ernst was to be presented the “Silver SpokeAward in the Government Category” unfortunately theSenators schedule prevented her from being in Reno.Solution, a few of the NCOM Board members took theaward to Bikers in The Beltway and presented it to theSenator there. We are fortunate to have people inelected office as well as freedom fighters from acrossthe nation willing to go the extra mile, to show boldleadership, to put in the effort, and to get things done.Thanks to everyone involved.My last comments concern our Minnesota legislativeissues. We are still in our legislative session so I do notknow what the outcome of our proposed and supported legislative changes will be. I do know if wedo not take part and contact our legislators we will notbe successful. Look at the many choices motorcyclistsin Minnesota and across the nation have, we did notget them by being timid. We did not crawl or beg to getor keep our rights and choices, we fought for them. Wewere led by courageous leaders that were willing to insist that we be allowed the choice to maintain ourlifestyle, to make choices about what, how, and whenwe did things as long as we did not infringe on therights of others. Let’s not change now; bold, courageous and thoughtful participation is neededfrom every member. To those that don’t have these attributes don’t worry; we are willing to drag youalong. Even if we have to do it with you kicking andscreaming, we are willing to drag you along, you canbe with the winners. This will be my last article in theRoad Noise. It's bittersweet for me.

I have felt my time as a district director has come toan end, that's the bitter part. The sweet part is that Ihave learned a lot as a director. I will take that into mylife going forward. I have come to know many peoplein this position. I really appreciate all the support Ihave gotten from you all. I will still do my Share theRoad classes in the driver's education classes. I'vebeen doing about two classes a month these last fewmonths. I am hoping to do more in the coming future.I will do all I can to let everyone know the dates andtimes of the classes coming up. I will also still bedoing the mailing of the advanced tickets for the staterally and also the treasurer's position at the rally. I really enjoy doing those positions. I am sure that theperson that takes over for me as district director willdo a fantastic job in the position. (Virgil Legried), ofcourse barring a write in vote. I look forward to seeing where our new District Director will take us.On my way to my Share The Road class in Austin lastweek, I heard on the radio that last year there were2,000 pedestrians killed last year, that's a lot of people,I believe that was across the United States. Just like

bikers, one death is too many. In order to know wherewe are headed, sometimes it is helpful to rememberwhere we have come from, so I did some research. In2006 we had 1,496 crashes with 70 bikers killed. Ourrecord high amount of bikers killed was in 1980 with121. We had 60 pedestrians killed in Minnesota in2016. Our recent years we had 46 bikers killed in 2014,in 2015 we had 61 and in 2016 we had 54. One in fivepeople who died in a traffic crash in 2016 wereyounger than 25, let that sink in for a moment. Threeof four total fatalities in Minnesota occurred in ruralareas meaning <5,000 population.By the time you read this the S.T.E.A.M. conventionwill be done. I hope everyone that attended had agreat time. I know I am looking forward to it. Also theBikerday at the Capitol will be done by the time youread this. I hope we have a great showing. The nextthing we will be looking forward to is A.B.A.T.E. University. I know there are many great thingsplanned for that event as well. I hope you all take advantage of the offerings there.I'm going to make this a short article this month. Iwant to thank all those that enjoyed reading my articles and for those that didn't well, I always toldyou to take it with you into the throne room. In either place,air and space is limited. When we're riding, the space aroundus could be considered our safety bubble. Distracted driverscontinue to crowd us. That, my friends, will be a thing of thepast. The solution to distracted driving is driverless cars! Nomore human error. No more " I didn't see him". Technology isour new savior. According to the AMA, General Motors says its Cruise AV willoperate with no driver, no steering wheel, and no pedals. GMhas filed a petition with the US DOT for a waiver for laws thatthe company cannot meet because these laws are "human-driver-based-requirements". Meanwhile, back in California, a self-driving Chevy Bolt EV struck a biker whenthe car lane changed to the left, butidentified the traffic gap was tightening and returned to its originalcenter lane. At the same time, a motorcyclist had moved right to fillthe spot the car had vacated. Get thepicture? The car slid back to the rightcoming into contact with the bike.Thank goodness the Chevy computerwas wearing a helmet. This isn't thefuture, brothers and sisters. GM planson having these vehicles on our streetsby 2019.

MIKE PESTA IS THE CURRENT CHAPTER REP FOR GLACIAL RIDGE CHAPTER AND HAS BEEN FORAPPROXIMATELY THE LAST 10 YEARS. MIKE WAS RECRUITED INTO A.B.A.T.E. OF MINNESOTA BY JIMHALVERSON IN 1998. BEFORE HE BECAME CHAPTER REP HE SERVED ONE YEAR AS MASTER SERGEANTAT ARMS. HE IS OUR HEAD OF FIRST AID AT THE STATE RALLY, PUTTINGIN MANY HOURS WITHOUT SLEEP. HE ALSO VOLUNTEERS AT IOWA’SFREEDOM RALLY IN ALGONA DOING FIRST AID THERE.

HIS HIGHLIGHT OF 2017 WAS THE TIME HE SPENT RIDING IN THEBLACK HILLS, HIKING BEAR BUTTE, THEN RIDING TO ROCKY MOUNTAINNATIONAL PARK IN COLORADO, WITH HIS FINAL STOP BEING GLACIALNATIONAL PARK.

MIKE AVERAGES 15,000 MILES A YEAR. HE WILL TELL YOU IN HIS QUIETWAY THAT HE IS JUST A POSTAL WORKER THAT RIDES IN ALL KINDS OFWEATHER.

Member Recruitment Incentive

The first five A.B.A.T.E. of Minnesota members(person participating must be a current A.B.A.T.E. ofMinnesota member) to recruit five new members(new member is defined as any person who has notbeen an A.B.A.T.E. of Minnesota member in the pasttwo years) during the time period of February 7th,2018 through May 11th, 2018, will receive a one yearsingle membership or membership extension for theirefforts. Single membership can be converted to jointmembership by paying the additional $10.00 feerequired for joint membership.

Past A.B.A.T.E. of Minnesota membership lists will beused to determine the qualification of participantmembership and (new) member applicant status.

Membership applications must be received by theA.B.A.T.E. of Minnesota State Office betweenFebruary 7th, 2018 and May 11th, 2018. Applicationssubmitted must be clearly marked with A.B.A.T.E.participant’s name and “Membership IncentiveCompetition” on the application.
