Context

This short paper has been put together to support employers in understanding the pathways that could be used to engage young people in

employment or work related activities. It explains the pathways that an employer could use to engage a young person, including any costs

associated with this route. It links into the new governments initiatives around the “Youth Contract”

Youth Contract

In November 2011, the Deputy Prime Minister announced a £1 billion Youth Contract to help young unemployed people get a job. Over three

years from April 2012 the Youth Contract will provide at least 410,000 new work places for 18 to 24 year olds.

The Youth Contract will provide nearly half-a-million new opportunities for young people, including apprenticeships and work experience placements. It also marks a substantial increase in the support and help available to young people through the Work Programme, Jobcentre Plus and Sector-Based Work Academies.

This package follows extensive discussions with businesses about the practical help Government can provide to make it easier for them to take on fresh talent.

The key measures include:

Cash payments to encourage employers to recruit young people.

There will be 160,000 job subsidies available worth up to £2,275 each for businesses who take on an 18-24 year-old from the Work Programme.

This is more than enough to cover an employer’s National Insurance contributions for a year and exceeds the recommendations by the CBI in their recent report on youth employment.

An extra 250,000 Work Experience places over the next three years, taking the total to at least 100,000 a year.

This will come with an offer of a Work Experience place for every 18 to 24 year-old who wants one, before they enter the Work Programme.

Figures show that the Work Experience scheme is proving effective, with half of under-25 year-olds coming off benefits within three months.

At least 20,000 extra incentive payments worth £1500 each for employers to take on young people as apprentices, taking the total number of payments available to 40,000 next year.

Extra support through Jobcentre Plus in the form of weekly, rather than fortnightly, signing-on meetings, more time to talk to an adviser and a National Careers Service interview.

The measures differ from previous schemes over the last decade, as they are focused on equipping young people with the skills and opportunities to gain long-term sustainable employment in the private sector.

There are many pathways open to employers, training providers and Jobcentre plus to offer young people opportunities of employment who are

of school age and beyond. The enclosed table tries to explain these routes and to provide clarity for employers of costs etc.

Some students still at school will take the opportunity of some part time working and it is important that employers understand the legal position with regard to this. Employers should be aware that the law regulating the employment / working of young people is quite specific.

Young people (of compulsory school age including Year 11) cannot be employed in the following circumstances:

where the child is under 13 years of age (except in specified circumstances)

before the close of school hours on any day on which they are required to attend school or after 8.30am.

for more than 2 hours on any day on which they are required to attend school.

before 07.00 or after 19.00 on any day.

to do any work other than light work, i.e. work which does not jeopardise a child’s safety, health, development, attendance at school or participation in work experience.

Employment above the compulsory school leaving age

Any young person who is not of compulsory school age i.e. above 16. However from September 2013 the government is introducing the Raised Participation Age:

The National Minimum Wage (NMW) is a minimum amount per hour that most workers in the UK are entitled to be paid.

There are different levels of NMW, depending on your age and whether you are an apprentice. The rates from 1 October 2015 are:

education or training will be raised to 17 in September 2013 (currently in Year 10) and to 18 in September 2015 (currently in Year 8) - or on the completion of a full level 3 programme, whichever is sooner. The success of this move will be grounded in action taken in 2010-11, as local authorities work with their partners to develop clear trajectories leading to full participation.

£3.87 –the 16-17 rate for workers above school leaving age but under 18

£3.30 –the apprentice rate, for apprentices under 19 or 19 or over in the first year of their apprenticeship

If the employee is of compulsory school age you are not entitled to the NMW. Some employment rights are also different (see above)

Traineships A traineeship is an education and training programme with work experience that unlocks the great potential of young people and prepares them for their future careers by helping them to become ‘work ready’.

Designed to help young people aged 16 to 24 who don’t yet have the appropriate skills or experience, traineeships provide the essential work preparation training, English, maths and work experience needed to secure an

apprenticeship or employment.

The flexibility of traineeships offers employers the opportunity to help build a pool of high quality future recruits for your sector.

Apprenticeships (Please see APPENDIX 1 flow chart)

Apprenticeships are work-based training programmes designed around the needs of employers, which lead to national recognised qualifications. You can use Apprenticeships to train both new and existing employees. Funding is available to train apprentices. Candidates need to be 16 or over to apply for an Apprenticeship. Entry requirements will depend on the Apprenticeship you want to do. There are three levels available:

Intermediate Apprenticeships (equivalent to five good GCSE passes)

Advanced Level Apprenticeships (equivalent to two A level passes)

Higher Apprenticeships (lead to qualifications at NVQ Level 4 or, in some cases, a Foundation Degree)

A new National Minimum Wage from 1st October 2015 for an apprenticeship is £3.30 per hour. The wage applies to:

depending on your sector and the age of the candidate. If the apprentice is aged 16–18 years old, you will receive 100 per cent of the cost of the training; if they are 19-24 years old, you will receive up to 50 per cent; if they are 25 years old or over you may only get a contribution depending on the sector and area in which you operate. NOTE Some of the island providers are not asking for any employer contribution for the 18-24’s at the moment. There may also be incentive payments available for some employers such as the AGE grant

Work Experience

Almost £1billion will be spent over the next three years to provide unemployed young people with extra help as part of a new "Youth Contract"

Work Programme

The Work Programme replaces several existing welfare-to-work programmes with a single, comprehensive programme designed to deliver more consistent, capable support for job seekers through a simplified and streamlined process.

The Work Programme provides tailored support for claimants who need more help to undertake active and effective jobseeking. Participants receive support to overcome barriers that prevent them from finding and staying in work. It is delivered by DWP contracted service providers who have been given complete autonomy to decide how best to support participants while meeting their minimum service delivery standards.
