1. On 27 July 2019, the Arts Committee of the FINEX
Foundation arranged a presentation entitled “For
Art’s Sake, Musings on Pinoy Art and History”, with
Phyllis Zaballero as speaker, at the National Museum.
2. On 30 July 2019, the FINEX’s Professional
Development Committee arranged a seminar on the
topic “Power of Data” at the Dusit Thani Hotel in
Makati City with guest speakers: Mr. Gregory
Domingo of SM Investments, Mr. Alain Daniel
Amarante of Southeast Asia SAP Philippines, and
Prof. Erika Legara, Ph.D., of the Asian Institute of
Management.
3. On 1 August 2019, the FINEX Ethics Committee, in
partnership with the Ateneo Graduate School of
Business, conducted a forum at the Justitia Room at
the 4th Floor of the Ateneo Professional Schools in
Rockwell, Makati City, entitled “Ethics: Black or
White (or Gray)?” with Makati Business Club
Chairman Ed Chua, Management Association of the
Philippines President, Riza Mantaring, and FINEX
President Eusebio V. Tan, as speakers.
4. On 5 August 2019, meetings of the FINEX Academy
Excom and Board of Directors were held.
5. On 7 August 2019, a meeting of the FINEX
Foundation Board of Trustees was held.
6. On 8 August 2019, a special concert produced by
FINEX National Affairs Committee Chair, Eddie
Yap, entitled “Music from Movies”, was held at the
Samsung Hall of the SM Aura to celebrate the 50
years of existence of FINEX and as a tribute to its 46
Past Presidents and 12 CFO of the Year Awardees.
7. On 14 August 2019, a meeting of the Board of
Directors of the FINEX Institute was held.
8. On 16 August 2019, the Tax and Legal Committee of
FINEX held a seminar entitled “Taxation in the
Digital Age: The Philippine Perspective” at the New
World Hotel in Makati City with the following
speakers: Department of Finance Undersecretary
Antonette Tionko, SGV Partner Lee Celso Vivas, and
ACCRALAW Partner, Atty Eric Recalde.
9. During the period in review, the various FINEX,
FINEX Foundation, and FINEX Academy
committees held their regular meetings.
The forthcoming events of FINEX are the following:
1. On 25 August 2019, the FINEX Women in Finance
Committee will present a short talk by FINEX
Director Ms. Sheriza Nuesa on the topic “Women on
Boards, as Independent Directors and Advocates of
Good Governance” from 12:00 noon to 2:00pm at the
Brasserie 21 Café and Restaurant in Makati City.

3. On 4 September 2019, the Ayala-FINEX Finance
Summit will be held from 9:00am-2:00pm at the
Fairmont Hotel in Makati City.
4. From 5-6 September 2019, the FINEX Foundation’s
Business Education Committee will conduct the 2019
FINEX-CIBI Foundation Finance Educators
Training Program (FETP) Davao Conference in
partnership with Ateneo de Davao University. Mr.
Franklin Ysaac, Mr. Eduardo Francisco, and Mr.
Bernhard Tsai will act as speakers.
5. On 11 September 2019, a FINEX Board of Directors
meeting will be held.
6. On 18 September 2019, a FINEX General
Membership Meeting will be held.
7. On 24 September 2019, in the afternoon, the FINEX
Professional Development Committee will conduct a
seminar entitled “Empower your Employees to a
Happy Retirement: Let’s Talk about PERA”. The
venue will be announced later.

Before joining Comelec, Atty. Larrazabal used to practice
election law, worked in the Office of the President and taught
law subjects in college. He attended a US Department of State
program in International Volunteer Leadership that studied the
electoral systems in Maryland, New York and Massachusetts.
Atty. Larrazabal was also an officer in IBP and Rotary Cebu.
He also previously chaired the Appeals Committee of the
Philippine Football Federation and was the Festival Director of
Terry Larrazabal Bike Festival.
He took his bachelor’s degree in Political Science and Law
from the University of San Carlos Cebu. Goyo is a certified
football and bike enthusiast.
9. On 26 September 2019, the FINEX Media
Affairs Committee will conduct a seminar
entitled “Fake News and Cyber Libel” from
1:00pm-5:00pm at the Tower Club, Philamlife
Tower, Makati City. Speakers are Mr. Victor
Lorenzo, Chief, Cyber Crime Division, of the
NBI, and Atty. Rosemarie King Dominguez.
10. On 2 October 2019, the FINEX Annual
Membership Meeting will be held.
11. On 7 October 2019, the FINEX Academy Board
of Directors will hold a meeting.
12. On 9 October 2019, the FINEX Board of
Directors will hold a meeting.
13. On 10 October 2019, the FINEX Professional
Development Committee will conduct the Year-
End Economic Briefing at the Grand Hyatt Hotel
in Bonifacio Global City in Taguig.
14. On 11 October 2019, the FINEX Annual
Conference, with the theme entitled “Riding on
the Opportunities of the Next Digital Wave”, will
be held at the Grand Hyatt Hotel in the Bonifacio
Global City in Taguig. Speakers will include
Bambang Susantono, Gov. Benjamin E. Diokno,
and Mr. Jose Isidro Camacho, among others.
15. From 24-26 October 2019, the 2019 IAFEI
World Congress will be held in Matera, Italy.
16. On 25 October 2019, the elimination round of the
Inter-Collegiate Finance Competition (the
“ICFC

“ICFC”) will be held. The final round of the ICFC
will be held on 22 November 2019 at the Bangko
Sentral ng Pilipinas Auditorium from 8:30am-
5:00pm.
17. On 13 November 2019, a FINEX Board of Directors

18. On 20 November 2019, the 13th ING-FINEX CFO
of the Year Awards will be presented at the FINEX
GMM scheduled on that day from 12 noon to
2:00pm.
I urge all FINEX members to actively participate in,
and support, all of our FINEX activities and programs. The
upcoming seminars and talks are very educational and
interesting.

After seven years of serving with the Commission on
Elections (Comelec), former Comelec Commissioner
Gregorio “Goyo” Yrastorza Larrazabal is now a private
citizen practicing law at Larrazabal Law Office.
Atty. Larrazabal first served as Comelec’s Provincial
Supervisor and later as Regional Director assigned in different
provinces in Region III, Region V, Region VIII and the
ARMM. He then became President of COMELEC Regional
Election Directors Organization before he was appointed
Comelec’s youngest Commissioner in 2009. Upon
confirmation by the En Banc, he headed the Steering
Committee and was then credited for helping realize the very
first automated elections in the Philippines in May 2010.
He got his bachelor’s degree in Political Science and Law
from the University of San Carlos Cebu. Goyo is a certified
football and bike enthusiast.

Ayala President & COO Fernando Zobel de Ayala shared his thoughts in a
keynote address during the 7th General Membership Meeting on July 25, 2019
at Fairmont Hotel saying that Filipinos have massive potential to reap the
benefits of Asia’s rise in the global economy. He emphasized that the
Philippines’ long-term prosperity requires that the private sector adopt a long-
term view, collaborate more closely and engage on a more concerted effort with
government to generate sustainable social and economic impact.

The FINEX “Ethics: Black or White (or Gray)? book had
taken a long way since it was launched last year by the Ethics
Committee. A second edition was already printed and now,
a Campus Series was organized.
In partnership with the Ateneo Graduate School of Business
(AGSB) through Gov. Jose Fernandez Jr. Ethics Center, the
Ethics Campus Series entitled “Ethics: Black, White (or
Gray)? on DISCLOSURE” successfully kicked off on August
1, 2019 at Ateneo Rockwell. The forum featured leaders of
three of the top business organizations in the country, Mr.
Edgar Chua of Makati Business Club, Ms. Rizalina
Mantaring of Management Association of the Philippines and
FINEX’s very own Atty. Eusebio Tan who shared their
personal and professional insights, experiences and
advocacies in living an ethical life. unethical.”
When the three of them were asked what to do when given
an unethical order by a superior – one boldly answered to
refuse and resign if needed; the other one opted to a more
diplomatic way, explain first why you cannot do it before
leaving when negotiations fail; lastly, take the sleep test –
can you sleep peacefully at night when you do it?
MAP President and Sun Life Foundation Chair Riza
Mantaring said that an ethical company should always
disclose to clients, emphasizing that if we have doubts
whether to disclose or not, we should better disclose. She
further cited different situations that call for proper disclosure
and gave samples of fraudulent companies that are now non-
existent.
MBC Chair and former Country Chairman of Shell
Philippines Ed Chua shared actual scenarios where Shell’s
ethical standards were tested. He added different ways that
Shell took to address such scenarios and finally ending with
an advice of “not give into it because when you do, there’s
no end to it.”
FINEX President and ACCRALAW Counsel Atty. Ebot Tan
presented his ethical case by defining the word ethics and
citing several studies made on business ethics. He highlighted
that “what is legal is usually ethical and what is illegal is
obviously unethical. But the challenge is to decide what to do
in situations that are not clearly good or ethical, or bad or
unethical.”

The event was organized with the cooperation of the Philam
Foundation, which spearheaded the efforts to have Philam
Life’s important works of art displayed at the National
Museum. These are truly gems, done by local artists, that all
Filipinos could be proud of. So, if you happen to have, say, a
weekend morning to spare, we strongly recommend that you
pay a visit to the National Museum and marvel at the works of
our very own artists… for art’s sake.

another interesting event last 27
July 27 when it July when it sponsored a talk by visual artist Phyllis Zaballero
at the National Museum.
walls of the old Philam Life building along U.N. Avenue, and
the wooden sculptures by Jose Alcantara that were last seen
lining the corridors of the Philam Life Theater in the same
building. The murals depicted Filipino themes from nature
(“Manok,” “Kalabaw,” “Isda”) and typical rural scenes
(“Magsasala,” “Pamilya,” “Harana,” “Pagkain”), all
composed in Manansala’s style of transparent cubism. The
sculptures, on the other hand, show the different facets of
Filipino life across our geography, highlighted by important
events in our history. While many people have gone to
concerts, graduations or other events at the then Philam Life
Theater, these sculptures may have not gained a second glance
then as they have now, as they are displayed with enhanced
lighting and prominence in the Philam Halls of the museum.
FINEX members and guests were brought to the world of the
Filipino artist, from the lens of Phyllis, as she shared the
evolution of her works through the years. The audience got a
glimpse of how formal/ informal training, family background
(growing up here or abroad), nature and one’s surroundings,
the socio-cultural milieu of the day, and genuine love for the
craft could influence an artist’s development, as well as the
themes they choose to delve on. Even the visual artist’s choice
of media to work with could be inspired by ordinary everyday
things that we see around us like pebbles, shells, feathers and
old windows, as in the case of Phyllis.
The talk was followed by a private tour in the hallowed halls
of the museum, where we feasted our eyes on the works of our
national artists including Juan Luna, Botong Francisco, and
many others. The highlight, though, was the viewing of the
seven murals by Vicente Manansala that used to adorn the
walls of the old Philam Life building along U.N. Avenue, and
the wooden sculptures by Jose Alcantara that were last seen

A few years ago, a foreign pharmaceutical company (the
“Company”) acquired rights to a decades old, off-patent drug used
for the treatment of an uncommon kind of parasitic disease.
Immediately after the acquisition, the company jacked up the
price of the drug by more than 5,000%. The move raised the cost
of treatment for some patients to hundreds of thousands of dollars.
This elicited intense public scrutiny, adverse media coverage and
widespread criticism especially from the users of the drug and
even among medical groups. The high-profile company CEO was
vilified and subjected to merciless name calling.
In its defense, the Company initially averred that the disease was
serious and sometimes deadly yet “there have been no
significant advances or research into the disease area in decades.”
The Company added that it hoped to improve the drug’s
formulation and develop new therapeutics. To this, a number of
prominent doctors countered that they were not in need of and
have not been demanding new treatment for the disease. The
question was also raised as to how much of the over 5,000%
increase in the drug price would actually go toward research to
find more effective treatment of the disease. In the midst of the
controversy, the CEO ultimately conceded “I am a capitalist
trying to create a big drug company…” and further stated that “I
could have raised it (the price) higher and made more profits for
our shareholders which is my primary duty.”

appear to pose ethical dilemma. The parties involved will be
kept confidential so as to focus on issues rather than on
personalities.
As to the resolution of “The Case of the Snooping Banker” (our
first Ethical Dilemma article which appeared in the May-June
issue of FINEX Focus and was subsequently email-blasted to
the members), Company B and Parties B and C were cleared
by the authorities.

That the FINEX Board approved the FINEX Policy and
Procedures for Handling Complaints involving Ethics
(“Complaints Policy and Procedures”) in June 2019?
Key takeaways from the Complaints Policy and Procedures are
the following:
1.
1. FINEX members and employees are expected to fully
comply with the FINEX Code of Ethics.
2. Any bona fide member of FINEX may bring to the Ethics
Committee’s attention through a written complaint any
alleged violation of the FINEX Code by any member.
3. The complaint shall describe specific instance(s) of non-
compliance with or violations of the Code and shall be
submitted together with documents or testimony in support
of the allegations in the complaint.
4. The Complaints Sub-Committee shall determine if there is
prima facie evidence to justify taking cognizance of the complaint and if so, shall advise the Ethics Committee of its
determination to proceed with the conduct of the hearing of
the complaint. The latter shall forthwith advise the Board
accordingly.
5. Should the Board approve the Ethics Committee’s
recommendation, it shall advise the Ethics Committee,
complainant and respondent in writing of its decision.
6. The Complaints Sub-Committee shall complete its
evaluation process by conducting scheduled hearings to
receive supporting testimony or documents from or on
behalf of the complainant and the respondent, prepare a
report and secure the approval of at least the majority of the
members of the Ethics Committee. The Complaints Sub-
Committee shall endeavor to complete the evaluation
process within a period of six months from commencement
thereof. If the Ethics Committee fails to submit its report
and recommendation within such six-month period and the
Board is unwilling to extend the deadline, the latter may
exercise its prerogative to decide on the complaint. Either
way, the Board’s decision is final and executory.
7. The recommendation shall include any of the following:
written reprimand, temporary suspension, termination of
membership or other appropriate penalty.
8. Only a lawful order from a court with competent jurisdiction
can stop or restrain the Board, Ethics Committee and/or
Complaints Sub-Committee from continuing to act on a
complaint.

The FINEX Professional Development Committee, in
partnership with SAP Philippines, held the Power of Data
seminar last July 30, 2019 at Dusit Thani Hotel, Makati City.
Speakers Mr. Gregory Domingo, Adviser to the Board of SM
Investment, discussed the harnessing of data for strategic
advantage while Solutions Advisor for Digital Transformation
of Southeast Asia SAP Philippines Mr. Alain Daniel Amarante
on discovering hidden treasures in algorithm. Lastly, Asian
Institute of Management Academic Program Director Prof.
Erika Fille Legara, PhD, talked about data science, machine
learning and business impact.
The Social Involvement Committee (SIC) in collaboration with
Consuelo “Chito” Madrigal Foundation, Inc. (CCMFI) in line
with its poverty alleviation socio-education interventions, has
conducted alternative learning program for the out of school
youth at the CCMFI’s Learning Center, Payatas-Bagong
Silangan, Quezon City site. The first two years’ experience has
seen most of the program’s “graduates” gainfully employed with
their new learnings and skills gained.
Now, in its third year, the enhanced program consists of about
300 hours covering Basic & Common Competencies,
Fundamentals of Accounting, Excel, Basic Business Finance,
Fundamentals of Entrepreneurship, and exposure to actual
business environment or on-the-job training (OJT). The program
design is a collaborative work headed by volunteer professional,
Ms. Elenita B. Cabrera (former member of Board of
Accountancy, former Finance Department Head of St.
Scholastica’s College, and author of books in Accounting &
Finance), Ms. Corito Bautista (Executive Director of CCMFI)
and Dr. Conchita L. Manabat (SIC member and former FINEX
President). Ms. Cabrera has handled sessions in Accounting and
Finance and she has provided the books, practice set, and
exercises for the topics. The accounting firm of Villaruz and
Villaruz has provided the core of faculty to complement
Ms. Cabrera.
In this year’s program, Ms. Corito Bautista of CCMFI
coordinates the Basic & Common Competencies (Workplace
Communication, Negotiation Skills, Technologies in the
Workplace, Use of Mathematical Concepts and Techniques,
Computer Operations, and Skills and Attitudes in managing own
workload and quality of work), SIC Chair Carmen VF Serina
handles the basics of financial literacy and coordinates
familiarization with bank’s operations while another SIC
member Rosalinda Pasco covers the practical side of
Entrepreneurship.

As I grow older, the more I realize the
need to take better care of my health
and environment. I used to think that
some people are just having obsessive-
compulsive (OCD) disorder but the
truth is many of these are just being
careful of their health although there
are a few who are extremely OCD. careful of their health although there are a few who are

it but taking care of our health will lessen the risk of dying due
to poor habits.
Some few reminders for busy financial executives which I learn
from friends, my readings and my own experiences:
1. When arriving home from work do not sit on your bed
directly with your working clothes on. You had been sitting in
all those chairs and car seats which many had also sat - and with
the pollution in Manila, your clothes is a conglomerate of
bacteria and viruses and dusts, etc.
Some few reminders for busy financial executives which I learn
from friends, my readings and my own experiences:

1. When arriving home from work do not sit on your bed
directly with your working clothes on. You had been sitting
in all those chairs and car seats which many had also sat -
and with the pollution in Manila, your clothes is a
conglomerate of bacteria and viruses and dusts, etc.
2. I always carry with me a food safe sanitizer (alcohol-free) so
before I touch those breads served before meals in hotels and
restaurants or anywhere outside home - I make sure my

3. All of us hate cockroaches and ants in our homes and even
offices. My friends recommended an organic spray (brand
name LOC) which I completely attest to its effectiveness.
Aside from being free from chemicals, it insures us of a
place free from ants and cockroaches.
4. For frequent travelers or flyers, especially long-haul flights
ranging from 10 to 12 hours and above, there was a study
that there is more radiation in the plane when it is flying at
high altitude because of less atmospheric shielding. If
possible, avoid midday flights and choose early morning,
late afternoon or better still night flights because of the
absence of solar radiation.

21st Inter-Collegiate Finance Competition
FINEX and JP Morgan Chase (JPMC) Bank sealed the
partnership for the 21st Inter-Collegiate Finance
Competition ICFC when FINEX President Atty.
Eusebio Tan and JPMC Senior Country Officer Carlos
Ma. Mendoza signed the Memorandum of Agreement
last July 25, 2019.
Elimination round is scheduled on October 25, 2019 to
be held simultaneously in Baguio, Pampanga, Cebu,
Bacolod, Davao and Cagayan de Oro. 12 teams will
move to the final round on November 22, 2019 at the
Bangko Sentral ng Pilipinas.
