WHEREAS by the Customs Act 1901 -1916, it-is amongstother things enacted that in time of war, the Governor -

General may, by Proclamation, prohibit the exportation of anygoods, and that the power above mentioned extends to authorizethe prohibition of the exportation of goods generally, Qr toany specified place, and either absolutely, or so as to allowof the exportation of the goods subject to any condition orrestriction :

And whereas a Proclamation was issued on the twenty -sixthday of July, 1916, and published in the Commonwealth of Aus-tralia Gazette, No. 91, of the twenty- seventh day of July, 1916,prohibiting the exportation of goods from. the Commonwealthof Australia to Liberia, unless the consent in writing of theMinister of State for Trade- and Customs has first beenobtained:

HEREAS by Regulation 9 of the War Precautions(Enemy Shareholders) Regulations it is amongst other

things provided that after the fifteenth day of April, Onethousand nine hundred and sixteen, the Attorney - Generalmay, if he thinks fit, by Order published in the Gazette, de-clare that any shares specified in the Order are thereby trans-ferred to the Public Trustee, and thereupon all such shareshall by fóice of the Order be and be deemed to be transferred

to, and vested in, the Public Trustee :And whereas it is by the said Regulation further provided

that all companies, any of whose shares are affected by anyOrder of the Attorney - General under that Regulation, shaltcarry out the Order according to the tenor thereof, by trans-ferring the shares in the books of the company to the nameof the Public Trustee, and that, wit! in seven days after thepublication of any such Order, any person in possession ofany scrip representing shares transferred to the Public Trusteeby fores of the Order shall forward it to the Public Trustee :

APPLICATIONS are invited from persons qualified forappointment as Naval Instructor to teach English and

to assist in History and Geography, at the Royal AustralianNaval College, Jervis Bay, N.S.W.

The following are conditions of appointment:

(a) Applicants must be of Australian birth, or perma-nently domiciled in Australia;

(b) Must not be more than 35 years of age;(o) Must be able to pass a Government medical examina-

tion;(d) Must be University graduates, with, preferably, an

Honours degree in their subject, and must be ex-perienced teachers.

Rates of Pay. £350 per annum, rising by biennial incrementsof £25 to £425 per annum.

An allowance of £40 towards cost of uniform is made onfirst appointment.

GENERAL PAarrcuLA.Rs. Candidates will pass this examina-tion if they secure half marks in Handwriting and in Spell-ing; but those who also gain half marks in Arithmetic willbe eligible for promotion to a higher position in the GeneralDivision. Those who do not secure half marks in Arithmeticwill be required to pass a further examination, after appoint-ment, in that subject in order to become qualified for pro-motion. A Telegraph Messenger, on attaining the age of 18years, must retire unless he has qualified for promotion.Promotion examinations are held half- yearly.

Telegraph Messengers, upon being qualified for promotion,may be appointed to higher positions in the_ General Division,such as Telephonist, Postman, Assistant, and Mail Driver.Officers may advance from these positions to other higherpositions in the General Division. Telegraph Messengersmay also be appointed as Postal Assistants on passing anexamination in Telegraphy.

Telegraph Messengers and other General Division officersmay qualify for transfer to the Clerical Division by passingcompetitive examinations that are held for that purpose fromtime to time, as the requirements of the Service demand.

NAVAL on MILITARY TRAINING. Before any successfulcandidate, who is liable for training under the compulsoryclauses of the Defence Act 1903 -1917, can receive appoint-ment, he must produce evidence from his Area Officer that hehas rendered the personal service required or has been granteda temporary exemption.

APPOINTMENT SUBJECT TO CONDITIONS. A successful csindi-date, upon appointment, must produce evidence of the date ofhis birth and a medical certificate, satisfying the Commis-sioner in such particulars as he may determine, of soundbodily health and freedom from physical defects. A suc-cessful candidate should not undergo medical examinationuntil instructed by the Commissioner to do so.

ment to the Administrative and Professional Divisions, but arenot eligible for appointment to Clerical or-- General Divisionvacancies, unless they were in the service of a State on 1stJanuary, 1901, or are at present permanent officers in the ser-vice of a State, or have retired from the service of the Com-mauweálth or of a State.

Applications must be in applicant's handwriting, shouldshow fully qualifications for the position sought, and mustbe forwarded direct to the Public Service Inspector in theState in which the vacancy exists in time to reach Ida officenot : later than the date shown in each case. If the applicantis an officer of the Commonwealth Public Service a copy ofthe application should be forwarded simultaneously throughthe Chief Officer of the applicant's Iepartment.

In the case of applicants who are officers of the Public Serviceof the Commonwealth or of a State the following particularsshould be set out at the foot of the application:

Applicants from outside the Service should state full nameand date and year of birth. Copies only of diplomas, refer-ences, testimonials, or certificates should be forwarded. Ifthe originals are required they will be asked for.

Minimum and maximum salaries where shown indicate thelimits of the class or grade in which the position is classified.Subject to the provisions of the Public Service .A.et appoint-ments may be made at any salary within these limits. Success-ful appointees must comply with the life assurance provisionsof the Public Service Act and Regulations.

Officers of the Public Service should note that in any casewhere the minimum salary of a position in the Clerical Divisionis not the minimum salary of a Class, and the successful appli-cant is not- eligible for the former by reason of not havingreceived the salary of the next lower subdivision for twelvemonths, he will be granted an allowance equal to the differencebetween the salary for which he is eligible and the minimumsalary of the position until he can be advanced by annual sub-divisional increments to the latter salary.

Wheré vacancies are notified in positions which have been thesubject of award, the minimum and maximum salaries shownare those prescribed by the award. If the officer appointed toany such' position is eligible to become, but is not, a member ofthe organization which obtained the award, he can only be paidthe rates of salary prescribed in the Public Service Act orRegulations for the position to which he has been appointed,unless and until he becomes a member of the organization,when the award rates shall apply.

Officers who may be transferred without promotion or in-crease' of salary, as the result of an application for an adver-tised vacancy, will be required to pay their own expenses ofremoval unless the transfer comes within the conditions pre-scribed in Public Service Regulation No. 54.

Particulars of existing quarter's are furnished merely for theinformation of officers. It is not incumbent on Departments toprovide quarters, which, if provided, may be wholly or partiallywithdrawn at any time.
