Christian Challenge (Baptist Collegiate Ministry)

God Is Mov ing Among College Students "The Kingdom of Heaven is l ike a fishing net that is thrown into the water and gathers fi sh of every kind." I've always thought of Christian Challenge as a fishing net on The U of A campus. We use our Tuesday night "Refuge," our gift bag outreach, our Fall Retreat, our tent on campus, our small groups, the tailgate parties, and our building as a "net" of sorts. Our net has been catching a great mix of students and God blessed us with over 110 students at our Faji ta Fiesta. We have an average of about 65 students coming regularly to our worship nights and we're seeing God move in the hearts of the lost and the young believers He has given us. Specifically, we have a girl named “Carrie” whose heart i s growing more and more open to the Gospel. She is Catholic and is sti ll trying to figure out what this grace thing is all about. She has been coming to Challenge since another student invited her last Fall and at our Fall retreat this year God was really showing His reality in her l ife. We are continuing on the journey with her and hope she places her faith in Christ soon.

"He has given a free gift!" It never gets old seeing a brand-new believer's face full of joy and excitement about discovering Jesus! Katie, a sophomore pre-nursing major, shared the gospel with Jamie and she prayed to receive Christ. Jamie came to Challenge and told us that the God who has been blessing her life is the same One who gave her the free gift of grace and forgiveness. She is one excited girl and was very pleased when she was given a new Bible! Jamie is from northern China and she speaks English amazingly well. This past summer she was baptized and discipled in one of our local churches. Pray that her newfound faith will continue to lead her in boldness to share with others.

What's also exciting for us is to see the joy on Katie's face as well. She was obedient

to share as God had placed on her heart to share with Jamie and there was immediate fruit in her obedience. Katie could have been so sel f-focused, but she chose, during the week of finals, to see the need of someone to hear about Jesus. Seeing students lead their peers to Christ i s such a rewarding part of serving in this ministry!

Thanks for praying also for Julian. He is a Jewish believer who was led to the Lord by another Christian Challenge student just two years ago. He has a heart to share the gospel with others and has committed to doing evangelism training on campus. Pray that God will raise up more laborers l ike Julian and Katie who will be bold in sharing their faith. God is moving among college students and I am grateful for your support and prayers for this ministry! Julie Evans Director

Catalina Baptist Association Church Planting Report

PROGRESS OF CURRENT PLANTS: EastPointe – Planter Dav id Houchin EastPointe meets at East Tucson Baptist Church on East Speedway Sundays at 11:00 am. Oasis Church at Rita Ranch is our sponsor church. In the last year Eastpointe has moved to another location. The lower rent has enabled us to become more financially stable. Two families of 4-5 have had to move due to husbands in the military being transferred. For each family that has moved on we have gained another family excited to be a part of a community of believers eager to serve the people of Tucson. We are starting a small group bible study for the youth this month. For the first time, we have a full band leading worship with some phenomenal people. Eastpointe is growing and we are blessed to be a part of God's plan for His ministry. The Foundry – Planter Ashley Evans We meet Sundays at 5pm at Corona Foothills Middle School in Corona de Tucson. Our local sponsor church in Tucson is 22nd Street BC. Our Sending Church is Biltmore Baptist in Asheville, NC. The Foundry celebrated its 2nd anniversary in August of this year. Over the past year The Foundry has seen has seen numerous new families join the church, developed a strong Leadership Team, led in local mission and ministry projects and become a strong presence for Christ in Corona de Tucson. We have launched new discipleship groups for men and women and continue to have a strong youth ministry. We look forward to God using us to continue to reach our community as well as new work areas in Tucson as we seek to be a church start that starts churches.

Epic Church – Planter Jake Rasmussen Epic Church meets Saturdays at 5:00pm at North Swan Baptist Church at Swan and Glenn. Oasis Church at Rita Ranch is Epic’s sponsor church. God has allowed for Epic Church to develop leadership and the launch of consistent small groups. We have counted it an honor to serve the University of Arizona though a partnership with Campus Crusade and Christian Challenge. With the help of our association we have hosted numerous Block Parties in mid-town Tucson. We were blessed to send 7 members on short-term mission trips both in the US and overseas. We are thrilled we have an association standing with us as we lead with the Gospel to make Jesus' name great in Tucson and beyond.

Grace Community Church – Planters Steve Chamblee and Jay Huffstetler We meet on Sundays at 10:30am at Old Vail Middle School in Vail. Our sponsor church is Hope Baptist Church, Las Vegas NV. We are celebrating our one year anniversary this Sunday. We have grown in the last year from 65 regular attenders to over 120 attenders each week. We continue to see people profess thei r faith in Christ and proceed in believers baptism. We are about to embark on our second international mission trip to Peru. God continues to bless us in our endeavor to reach Vail, Tucson, the West, and the World. Legacy Church – Planter Chase Delperdang We meet Sundays at 10am at Butterfield Elementary School in NW Tucson. Our sponsor church is MVBC. Over the last year we have seen tremendous life change in people across the community. We have been able to partner with Butterfield Elementary and serve them and serve the community through with them. Our Sunday attendance had tripled and we have new small groups being started every semester. God is good and is reaching Tucson through Legacy.

Tanque Verde Cowboy Church – Planter Steve Lindsey We meet at Rocking K Ranch Saturday Nights @ 6:00 o'clock. Our sponsor church is Canelo Cowboy Church. We turned one year old on August the 21st. We baptized 4 people on the 25th of September, our first baptisms. We are averaging between 50-60 people on Saturday nights. We've started a Kids Korral children's ministry and that's been good. We are going to start the winter season of our Ranch Family Fun Days on the 30th of October and try and reach more of the rodeo type folks and bring them to a saving knowledge of Christ. We help sponsor and work the Cowboy Church Ministry's of Arizona's fi rst Rodeo School in Sierra Vista this summer which resul ted in 3 salvations. And we only put one in the hospi tal! We sponsored a fund raiser benefit for a family whose 5 year old son had heart surgery. We raised about $8.000.00 and 300 people attended and heard the Gospel. The greatest thing is watching people grow in the Lord and start bearing fruit!

Nepali Church – Planter Tristan Dyer We meet at the hall we rent at Fountain Plaza Apartments. 2345 N. Craycroft Rd. We meet on Sunday mornings at 10 am. And then each Tuesday night we all meet again at 6pm, but at various homes of the families who attend. Rincon Baptist Church is our sponsor. The plant progressed quickly in the beginning. Our first service was in the 2nd week of January 2010, and we soon grew to an average of 28 people in attendance. Since then we have lost several members, but we have also gained some new families. So our attendance has stayed roughly the same. Worship Catalyst – Leader Austin Ryan Worship Catalyst has been helping support church planting in the Tucson area for over three years now. In this time they have worked with over 50 churches in Arizona and Nevada develop and disciple worship teams for church plants (As well as established churches). Over the past twelve months Tucson has worked with music and creative arts leaders in over 25 local CBA churches.

GOALS: In the next five years we plan on planting at least 15 churches. In order to do this we will need sponsor churches from our association who would be willing to bring these plants under their church in order to help them start off strong. We will also need MANY partner churches that will be willing to partner in one or all of three ways. Pay: This would mean that you could help out financially on a monthly basis (Even $25 a month helps). Play: This would mean that you periodically loan members to the plant in order to help with services or events. Or Pray: This is the most important way that you can partner with a new plant. Our goal for this next year is to plant 5 churches. While we do have a few sponsor and partner churches already identified we are in immediate need for more. We believe that healthy organisms reproduce. If you want to promote health in your church we believe that planting is just the thing. Please prayerfully consider being involved in one of our church plants. Let us know if you are interested. We have identified 10 areas that we would like to see new church plants located in the next few years. This is by no means an exhaustive list. This is just a start. If your church would like to be a part of planting in one of these areas or an area you may have identified let us know. We also are interested in starting language churches. (See Hispanic Report for Spanish-speaking church planting goals.) If your church is interested in this also please let us know.

Director of Evangelism/Missions Report I was recently asked by someone, “What makes Catalina Baptist Association what it is?” I responded by saying, “The diversity of our churches.” Just think - each Sunday people in our churches worship in English, Spanish, Chinese, Korean, Vietnamese, and Nepali. We have churches of all sizes – from the very large to the small. But even with the diversity – what holds us together is the desire to see lost people saved, disciples made, and churches started. Participating in Crossover Arizona will give the churches an opportunity to do exactly that….carry out the Great Commission. I have been meeting with Arizona Southern Baptist Convention state staff and leadership from the North American Mission Board since last November in regards to Crossover Arizona. This coming June 5-11, many volunteers from across the U.S. will be coming to Arizona (and many of them to Tucson) to participate in Crossover events. I expect to have Community Evangelism teams from 4 or 5 of our churches, Prayer Walking teams, a Church Planting Venue, Random Acts of Kindness venues, Block Parties across our ci ty, and Spanish venues. There is much work that will need to be done prior to and following Crossover Arizona. Starting in January there will be Community Evangelism Training and in March there will be training for Prayer Walking. My prayer is that most of our churches in Catalina Baptist Association will determine to be involved at some level with Crossover Arizona. Here are some of the numbers from this year:

• Preached and/or shared information about the association in 22 churches. • “God’s Plan for Sharing” Evangelism Conference had participants from 21 churches. • Two VBS Clinics were held – Spanish at Enchanted Hills & English at Rincon with 70

plus people participating.

• 59 of us enjoyed the Minister-Spouse Retreat at Rio Rico. • The Senior Fiesta at Emmanuel Baptist Church had 125 enjoying the worship time

and fellowship.

• Six churches with 52 participants were involved in Community Evangelism Training at North Swan.

• I continue to meet with pastors and church leaders as requested and dealing with a number of issues that are important to them.

It is a privilege to serve the people that make up this association. We have a huge task and responsibility to do all that we can to share the good news of Jesus Christ wi th those in our neighborhoods, communities, and cities. CBA Hispanic Ministries Vance Wood

According to the U.S. Census Bureau in 2008, Tucson has a Spanish speaking population of 210,000 people. According to Catalina Baptist Association data, we have six Spanish speaking churches reaching around 400 people. Suffice it to say, the numbers don’t look good. This past year we have met monthly with the Spanish speaking pastors a breakfast hosted by Caring Ministries. After we eat (priorities), we pray for each other and have begun to make plans for the 2011 Crossover ministry here in Tucson. We also have developed a BIG vision, a GOD-sized vision if you will… We would like to see twenty (20) new Spanish speaking churches by 2020. Twenty in twenty. Without a movement of the Holy Spirit this is an impossible goal…but in Mark 10:27 Jesus says, “With man this is impossible, but not with God; all things are possible with God.”(NIV) How can you help? God has brought the world to us here in the United States. Do you have a Spanish speaking ministry in your church? Would you step out in faith to host one? Jerry Rankin said “Before Jesus commanded us to "go," He commanded us to love the Lord our God and our neighbor as ourselves. Then He explained that our "neighbor" isn’t necessari ly someone like us, but includes those who are ethnically different. We cannot truly profess to love God without loving others. If we are to be faithful and obedient in reaching the nations, we must not be motivated by guilt or obligation, but by our love for the lost and desire for them to know our God, who alone is worthy of their praise and worship.”

Según la Oficina del Censo de los EE.UU. en 2008, Tucson tiene una población que habla español de 210.000 personas. De acuerdo con los datos de la Asociación Bautista de Catalina, tenemos seis iglesias que habla español que alcanza alrededor de 400 personas. Baste decir, los números no se ven bien. El año pasado nos hemos reunido mensualmente con los pastores que habla español por un desayuno organizado por Caring Ministries. 2009 ASSOCIATION REPORT

Report to Arizona Associations of Southern Baptists

Fifteen years ago this fall, Golden Gate Seminary opened the Arizona Campus and

began offering classes. This was the resul t of a partnership between the Arizona Southern Baptist Convention and the Seminary to provide theological education and to train effective Christian leaders to serve in churches and ministries in Arizona. Since that time, 91 students have received degrees ranging from the Doctor of Ministry to the Diploma of Theology through the Arizona campus. These graduates are serving as pastors, church staff, collegiate ministers, chaplains, church planters, college and seminary professors, and missionaries in Arizona and around the world. What a great fulfillment of the vision for this campus! What a great opportunity it presents as the campus continues to shape leaders who expand God’s kingdom around the world.

This semester, the Arizona Campus has 102 students registered to take classes.

Fifteen of those students are new this semester and 16 are taking classes in Tucson. Thanks to the support of individuals, churches and a private foundation, 47 of our students are receiving scholarship assistance this semester totaling $39,716. This much-needed help for our students often makes the difference to enable them to stay enrolled in seminary. We are grateful for this support!

Students are travelling from as far west as Yuma, Lake Havasu and Bullhead City; as far east as Silver City, New Mexico; as far south as Sierra Vista; and as far north as Kingman to the west and Winslow to the east. This is the resul t of flexible scheduling, weekend classes, overnight accommodations, and online courses. It i s a tribute to the commitment of our students who travel such distances and go through so much to prepare for the ministries to which God has called them. None of this would be possible, however, without the commitment of Golden Gate Seminary to make seminary education available at regional campuses l ike Arizona (and on the internet) and the partnership of Arizona Southern Baptists to support the campus. It is truly a cooperative venture of the Cooperative Program! The first fifteen years of the Arizona Campus have begun a legacy of shaping leaders in Arizona that will make an impact for Christ for many years to come. That is something to celebrate!

Caring Ministries Ministry Report

First of all, we would like to express our sincere gratitude to you, the pastors and churches of the Catalina Baptist Association. Your prayers and support to Caring Ministries mean more than you can ever know. We would also like to thank John Guillott, for all he does in support of our ministry programs and us. This past year, we have had an increase of families and individuals coming to us that are hurting and are in need of help. We are currently distributing over 600 food boxes per month in our afternoon food box program. These are available Monday through Thursday from 1:30 – 4:00 PM. Many of these have lost their jobs and are struggling to make ends meet. As we try to help with the physical needs we have the opportunity to share the love of Jesus with them. Through our food and clothing ministries, God is providing enough to share with over 50 churches and missions that are reaching out to hurting people in their communities and churches. From January through September of this year there have been 557 baptisms through these churches and missions. We praise God for the food and clothing that He provides to Caring Ministries that enables more people to hear the Gospel message and gives them the opportunity to give their hearts to Jesus. CONSTITUTION AND BY-LAWS

ARTICLE I: NAME, DEFINITION AND STATEMENTS OF PURPOSE

SECTION 1 . Name

The name of this organization shall be the Catalina Baptist Association of Arizona, Inc.

SECTION 2. Definition A. Catalina Baptist Association is a voluntary, cooperative

affi liation of churches of like faith and practice, located in geographical proximity, whose purpose is to elicit and combine energies and resources necessary to their growth and development as New Testament churches.

B. It is intended to be a fellowship of churches under the Lordship of Jesus Christ, resul ting in fellowship between members mutually strengthening each other in the New Testament pattern, aiding and encouraging each other in carrying out the evangelistic, missionary and educational tasks we share. It is to be a link between the churches and the denomination.

C. Its authority is derived from the churches i t serves. It is not legislative, but may discipline through withdrawal of fellowship. Its leaders are to be agents of reconciliation within and between its cooperating churches where such efforts are needed and welcomed.

SECTION 3 Statements of Purpose

A. To assist the churches in thei r mission, in their setting and beyond.

B. Fellowship 1. To encourage growing Christian relationships among our people under the Lordship of Jesus Christ. 2. To foster a growing interdependence within and between

our churches. 3. To utilize every type of meeting as a basis for spi ritual

fellowship that we may better know each other, our successe s, problems, and needs.

4. To encourage a growing sensitivity to doctrinal and personal stresses within our involvement in reconciliation.

C. Educational Development 1. To provide training opportunities to equip leaders within our churches and association 2. To provide teams and/or individuals to go into our churches to strengthen leaders and programs, and encourage utilization of these resources where needed and welcomed.

D. Church Outreach 1. To encourage and as requested where needed, assist individual churches or teams of churches in the search for unreached areas and the establishment of temporary and/or permanent work as needed and possible.

2. To encourage sister churches to be sensitive to the needs in neighboring churches and other churches of special need and to help minister to these needs. 3. To encourage and as requested where needed, assist individual churches and teams of churches in the search for special ministry needs and the development of programs to help meet these needs. ARTICLE II: STATEMENT OF FAITH

The Holy Bible is the inspi red word of God and is the basis for any statement of faith. The Association subscribes to the doctrinal statement of the Baptist Faith and Message Adopted by the Southern Baptist Convention in 1998. ARTICLE III: MEMBERSHIP SECTION 1 . Catalina Baptist Association shall be composed of Southern Baptist Churches which are in cooperation with and financially support this association. SECTION 2. Each church shall be entitled to five messengers with one additional messenger for each twenty-five resident members or major fraction there of, provided no church shall be entitled to more than fifteen messengers elected by their church for the purpose of voting at the Annual Meeting of Catalina Baptist Association. They shall be entitled to seats upon the presentation of letters from their churches, or other satisfactory evidence of appointment.

SECTION 3 Churches desiring admission into the fellowship shall make application for such membership by petitionary letter presented to the Credentials Team not fewer than sixty (60) days prior to the Annual Associational Meeting. When new churches make application for membership in this Association by petitionary letters the Credentials Team shall inquire into their articles of faith, manner and nature of organization and fellowship. Upon completion of inquiry the Credentials Team will recommend to the Catalina Baptist Association at the next Annual Meeting that the church presenting application:

A. Be accepted into the Catalina Baptist Association with all rights and privileges of member churches, or

B. That said church come under the watchcare of Catalina Baptist Association for one year (all rights and privileges of member churches, being given to those under watchcare of Catalina Baptist Association), or

C. Application be denied, stating the reasons for such denials.

After the reading of the Credentials Team report, the moderator shall call for a vote. Providing such vote receives a three-fourths (3/4) majority vote, the right hand of fellowship shall be extended and the messengers from said churches shall be seated.

SECTION 4. New churches organized and others desiring affi liation during the interim of the Annual Meetings of the Association may be received into the fellowship and watchcare of the Association by the Executive Board upon satisfactory evidence of their correctness of faith and order, but their affiliation in the Association remains subject to the final approval of the Association at Annual Meeting. SECTION 5. Should it come to the attention of the Credentials team that any church which is a member of the Catalina Baptist Association (1) engages in practices or disseminate doctrine or teachings contrary or abhorrent to those of the participating churches of the Association and of the general statements of principles and faith herein or (2) demonstrate a disruptive or

non-participatory spi rit, the team shall meet with the pastor and the church. If the church does not amend its practices or teachings to be in conformity with those of the general membership of the Association, the Credentials team shall present a motion to the Association at its Annual meeting, with supporting statement of facts, for withdrawal of fellowship from the church. A two-thirds majority shall be required to withdraw fellowship from a church.

ARTICLE IV: TRUSTEES

SECTION I: The Trustees shall consist of three (3) members on a staggering basis, wi th one member serving a three (3) year term, one serving a two (2) year term and one serving a one (1) year term. That means each year there is one rotating off. Trustees shall be elected at the Annual Meeting of the Association. SECTION 2: The legal and business affairs of the Association shall be managed by the trustees who may exercise all powers of the Association and do all such lawful acts as di rected by the Association and do all such lawful acts as directed by the Executive Board, statute, and the Articles of Incorporation, and the Consti tution and By-Laws. SECTION 3. The Trustees shall meet as needed and may meet quarterly prior to the Executive Board Meeting, and keep minutes of said meeting and file a copy of the minutes with the Association office.

SECTION 4. Special meetings may be called by the moderator of the Association by written notice mailed at least five (5) working days prior to a meeting. A quorum shall be present to conduct any business. SECTION 5. A majority of the membership to the Trustees shall consti tute a quorum and the concurrence of a majority of the quorum shall be sufficient to conduct the business of the Trustees, except as may be otherwise specifically provided by statute or by the Articles

SECTION 6. The Trustees shall appoint the Statutory Agent for Catalina Baptist Association, Inc.

ARTICLE V: OFFICERS SECTION 1. The officers of the Catalina Baptist Association shall be Moderator who shall not serve more than two (2) successive terms; a Vice-Moderator; a Clerk; a Treasurer; and shall be nominated from the floor of the Annual Meeting and elected by a majority of the votes cast. SECTION 2 The Moderator shall preside at all sessions of the Catalina Baptist Association and of the Executive Board or designate the Vice-Moderator or another officer to preside in his absence. The Moderator shall be a member of all Teams. The Moderator shall appoint the Annual Program Team, and the Time, Place, and Preacher Team. All other teams shall be nominated by the Nominating Team and elected by the Association. SECTION 3. The duties of the Vice-Moderator shall be to preside in the absence of, or by the designation of the Moderator. The Vice-Moderator shall serve on those teams as determined by the Moderator. SECTION 4. The Clerk shall keep a correct record of all the proceedings of the Catalina Baptist Association. SECTION 5. The Treasurer shall receive and make proper disbursements of all designated funds and all undesignated funds shall be disbursed in accordance with the adopted

Associational budget or upon the receipt of a bill. He shall be a member of the Finance Team, and shall look to the Finance Team for guidance and assistance. The Associational Treasurer and bookkeeper shall be bonded by the Association. They shall make monthly and annual reports to the Association for approval and shall have their records reviewed at the close of the budget year by a three person team appointed by the moderator and approved by the Executive Board. . SECTION 6. The Executive Board has the authority to fill any association office if a vacancy occurs between Annual Meetings.

ARTICLE VI: ASSOCIATIONAL EXECUTIVE BOARD SECTION 1. The Associational Executive Board shall be composed of: (1) the Pastor, and two members elected by each cooperating church and each mission Pastor; (2) the officers of the Association; (3) department heads; and (4) team chairman. Board members present at a regular board meeting shall consti tute a quorum to transact business. SECTION 2. It shall be the duty of the Executive Board of the Association to serve as the Association ad interim. SECTION 3. The Administrative Team shall be composed of (1) the Administrative staff, and (2) all Associational officers. The duties of the Administrative Team shall be to conduct business approved by the Executive Board and facilitate implementation of the Board's di rections, and may also meet prior to the Executive Board meeting for the purpose of considering and presenting new recommendations to the Executive Board.

ARTICLE VII: MEETING SECTION 1. This Association shall meet annually at such time and place, as the body shall determine. SECTION 2. The Association shall promote such meetings as are necessary to carry out the program adopted by the Association.

SECTION 3. The Association Executive Board shall meet quarterly at a regular date selected by the Executive Board and such date may be changed at the Board's discretion. The Executive Board may be called into special meeting as necessary. The Moderator shall call a special meeting by a written notice mailed to every board member at least five (5) working days before the meeting. The notice shall plainly state the purpose of the called meeting. At all called meetings, twenty-five members from at least ten churches shall consti tute a quorum to transact business. SECTION 4. It shall be the duty of the Program Team to prepare an agenda for the annual meeting of the Association. Since the function of the Associational Meeting is primarily for the transaction of business of the Association and the study of the entire denominational program of the Arizona Southern Baptist Convention and the Southern Baptist Convention, under no circumstances will such a program be planned as will prevent the full presentation and discussion of such activities. SECTION 5 . The moderator shall appoint a parliamentarian for the Annual Meeting. Robert's Rules of Order, Revised Edition shall govern.

SECTION 6. Any person wishing to speak must first rise to his/her feet and be recognized by the moderator when making and seconding motions.

SECTION 7. Unkind remarks, direct or indirect, which reflect upon another's character, should be avoided by all messengers. The Moderator may rule the person out of order and direct the person to be seated.

ARTICLE VIII: INDEMNIFICATION

SECTION 1. Any person made a party to any action sui t or proceeding, by reason of the fact that he/she is or was a director, trustee, officer or employee of the Association, or of any Corporation in which he/she served as such at the request of the Association, shall be indemnified by the Association against the reasonable expenses, including attorney’s fees, actually and necessari ly incurred by him/her in connection with the defense of such action, sui t or proceedings, or in connection with any appeal therein, except in relation to matters as to which it shall be adjudged in such action, sui t or proceeding, or in connection with any appeal therein that such officer, director or employee is l iable for gross negligence or willful misconduct in the performance of his/her duties. SECTION 2. The forgoing right of indemnification shall not be deemed exclusive of any other rights to which any officer, trustee, director or employee may be entitled apart from the provisions of this section. SECTION 3. The amount of indemnity to which any officer, trustee, director or employee may be entitled shall be fixed by the Executive Board, except that in any case where there is no disinterested majority of the Board available, the amount shall be fixed by arbitration pursuant to the then existing rules of the American Arbitration Association.

ARTICLE IX: ADMENDMENTS This Consti tution may be amended at any Annual Session of the Association by two-thirds vote of messengers present and voting or suspended by a unanimous vote of the same; provided that the proposed amendment has been presented during the first session.

ARTICLE X: FUNDING

Any funds originating with the Catalina Baptist Association organization, department or ministry shall be channeled through the treasury of Catalina Baptist Association.

ARTICLE XI: POLICY MANUAL The Association shall develop and maintain a Policy Manual which shall describe and/or define the function and responsibility of the Association staff, general officers, program di rectors and all teams. The Policy Manual may be amended by the Executive Board when three-fourths of the members present and voting deem it advisable.
