1. Introduction
1.1 Background
In March 2017, MGA Traffic Pty Ltd was commissioned by Panorama Investment Pty Ltd to prepare a waste
management plan to accompany a planning permit application currently being sought for a proposed mixed-use
development on land located at 615 Warrigal Road in Ashwood.
The proposal includes the construction of a series of buildings which will house the following uses:
▪ 381 residential dwellings
▪ 90-room hotel
▪ 7,773sqm of office
▪ 100 place child care centre
▪ 714 sqm of retail
The proposal is supported by 815 car spaces and 431 bicycle spaces.
Vehicle access to the site is proposed via a new eastern leg to the existing Warrigal Road / The Boulevard
signalised intersection. A secondary access is provided to the rear of the site via Elliott Avenue.
Both external access points lead to an internal access road that runs north south parallel to Warrigal Road dog-
legging to east-west parallel to Power Avenue. This internal access road provides access to two specific car
parking areas, a residential car park housing 442 spaces and a commercial car parking housing 439 spaces.
The development provides a dedicated loading area suitable to accommodate up to an 8.8m medium rigid
vehicle which will service waste collection for the hotel, child care centre, office component and the retail
tenancies). Vehicles may also utilise the kerbside parking provided along the outer internal access road. for
short term temporary loading.
Residential waste will be collected from dedicated areas within the car park.

the waste management elements:

▪ Waste generation calculations presented in this report are estimates only.
▪ The site operator shall make all necessary adjustments to the waste management plan as required,
based on the observed regular post construction operation.
▪ The ‘Operator’ or ‘Site Operator’ refers to the body corporate or owner’s corporation who manage
and operate the communal elements of the site. Management may be via use of staff and/or sub-
contractors / private companies as required.

2.1 Waste Generation Rates
Table 2.1 provides a summary of the weekly (7 day) waste generation rates for the proposed development while
Table 2.2 provides an assessment of the waste generation estimates as they pertain to proposed development.

The above waste generation represent estimates based on industry accepted rates. Should this garbage
allowance be exceeded, the initial course of action should be to review on-site waste practices to ensure the
following:
▪ If general waste is being exceeded, ensure that recyclable waste is separated as appropriate.
▪ Should recycling be exceeded, staff are instructed to ensure that all cardboard boxes and plastic
containers are crushed or flattened before being placed into the recycle bin(s). Mechanical devices
are available to assist in the reduction of recyclable waste volumes.

Following this, an audit on the waste being generated can be used to either increase capacity of the on-site
waste bins (where possible) or increase the frequency of collections. Conversely, waste audits may also be
undertaken to review waste generation with a view to reducing waste collection frequency if the estimated
waste generation rates are excessive and do not meet operational demands.
2.2 Waste Systems
Waste generated by the development shall be sorted on-site by residents and staff into the following waste
streams:
▪ Garbage / General Waste (for both residential and commercial)
▪ Recycling (for both residential and commercial)
It is noted that residential waste systems will be separate from the commercial waste systems with the waste
associated with the various commercial components to be shared.
Other waste streams to be considered / managed include:
▪ Hard Waste: Council will provide hard waste collection services for residents, as such a hard
waste area has been provided within the main bin store area for use by the
residential component of the development.
A private collection service arranged by the individual Commercial Operator(s)
shall be arranged for hard waste items as required.
▪ Charitable Waste: It is recommended that all residential multi-unit developments with
more than 50 apartments provide space for one charity bin. Charity bins are
available in various sizes.
▪ Green waste: A private contractor engaged by the Site Operator will be responsible for
Removing any associated green waste from common and private spaces as
part of any landscaping management services.
Dual Chute
Residents will dispose of waste using the provided dual chute system (in accordance with the instructions
provided by the chute supplier which will be provided to each resident). There is to be one chute dedicated to
garbage and another dedicated to commingled recycling.
Chute doors will be signed as garbage or commingled recycling as appropriate. Signage details are further
discussed in Section 2.7 of this report.
All general waste shall be of appropriate size and placed within tied plastic bags. All paper and non-paper
recyclables (PET, glass, aluminium, steel and HDPE containers) shall be commingled.
Waste that is not appropriate for placement in the chute system can be taken to the waste storage area of the
development. Access is provided via the lift core and stairwell to the basement from each level with an adjacent
bin store conveniently located.

2.3 Waste Capacity & Collection Information
Residential Waste - Private Collection
Given the size of the development, it is proposed to utilise a private contractor to service residential waste
collections. Based on the waste estimates provided in Table 2.2, Table 2.3 assesses the number and type of bins
required to service the development.

Based on the information provided in Table 2.3, the residential component of the development would require the
provision of 17 x 1,100 L general waste bins (collected twice weekly) and 17 x 1,100 L recycle bins (also collected
twice weekly).
Hard Waste
A hard waste area of 4m2 (based on an industry accepted rate of 1m2 per 100 dwellings) shall be allocated
within the bin store area. Information regarding hard waste collection will be issued to the residents notifying
them of the collection dates (two weeks prior to collection). The site operator will be responsible for the transfer
of hard waste for collection.
Commercial Waste – Private Collection
Council waste collection services are limited to a 240L of garbage (emptied once a week) and 240L of
recyclable waste (emptied three times per week) per tenancy for rateable commercial components. As such,
the commercial components of the development will be subject to private waste collection.
Based on the waste estimates provided in Table 2.2, Table 2.4 assesses the number and type of bins required to
service the commercial components of the development.

Based on the information provided in Table 2.4, the commercial components of the development would require
the provision of 5x 1,100 L general waste bin (collected twice weekly) and 5 x 1,100 L comingled recycle bin
(collected twice weekly).

2.4 Bin Details
Table 2.5 provides details of the bins used for waste storage including size (capacity and dimensions) and
colour.

[1] Bin colours (in particular bin bodies) for private waste collections are typically set by the private contractor who supplies the bins as part of their collection services. Bins
are generally coloured to match the branding of the waste collection company.

outlined in AS 4123.7-2006 or as required by Monash Council.
All bins associated with the development shall be sourced and provided by the site operator. Information on bin
suppliers is provided in Section 4 of this report.
The following figures provide a visual example of the typical waste collection bins required to service the
development.

2.5 Bin Storage & Collection Area Details
Bin Storage Area Details
Residential
Residents are provided with a dual chute system located on every habitable level. For larger waste items, waste
storage rooms are located within car park level 1. Access to bin store area is available via the adjacent stairwell
and lifts as nominated below:
▪ Central Waste Room: The central waste room is located adjacent to the two central lift cores which
will provide accessibility to approximately 50% of dwellings. The waste storage
room houses 12 x 1,100L bins and totals approximately 94sqm in area. An

additional 4 x 1.100L bins will be located beneath the two chute systems
located within this area.
There is also a separate waste room to house 4 x 1m2 hard waste cages to
service the entire residential component of the development and an area to
house charity waste bins.
▪ West Waste Room: The western waste room is located adjacent to the easternmost lift core which
provides accessibility to approximately 25% of dwellings. The waste storage
room houses 8 x 1,100L bins and totals approximately 48sqm in area. An
additional 2 x 1.100L bins will be located beneath the chute system located
within this area.
▪ East Waste Room: The eastern waste room is located adjacent to the easternmost lift core which
provides accessibility to approximately 25% of dwellings. The waste storage
room houses 8 x 1,100L bins and totals approximately 30sqm in area. An
additional 2 x 1.100L bins will be located beneath the chute system located
within this area.
Commercial
Waste storage is available within the BOH / loading area attached to the hotel component of the development.
This area houses both the general-purpose waste bins and comingled recycle waste bins for all commercial
components. The area set aside specifically to accommodate waste is estimated at up to 99sqm. Access to this
area is restricted to staff only and is locked at all times.
Table 2.6 outlines the requirements and suitability of the on-site bin store areas based on the calculated number
of bins required to service the estimated waste generated by the development.

The above numbers exclude the areas set aside to accommodate bins housed beneath chute systems.
The design and construction of all waste facilities (including the chute system) must adhere to the relevant
design guidelines or local laws.
The design of the chute system (including size, ventilation and cleaning systems) are to be sourced by a
reputable manufacturer. It is recommended that each chute outlet shall be fixed with a rubber skirt designed to

minimise the effect of falling waste with the area fenced off from the remaining waste store area and restricted
to site operator and or the private contractor only.
Residents can place large items not suitable for the chute system within the other bins located in the waste room
(not beneath the chute system)
The plans, provided in Appendix A, illustrate sufficient space for on-site bin storage, as required by the above
schedule.
2.6 Collection Responsibilities
As outlined in Section 2.3, all general and recyclable rubbish bins will be collected by a private contractor. Private
waste collections should be arranged to occur outside of peak commuter traffic periods and at differing times to
Council’s waste collection schedule.
With regard to the commercial tenancies, it is the responsibility of staff (specific to each individual commercial
tenancy) to transfer waste from within each tenancy (typically via waste/cleaning contractor) to the large bins in
the respective bin store areas.
All general waste shall be placed in plastic bags, tied and placed into the general waste bin within the bin store
area. All recyclable material shall be compacted (cardboard boxes and plastic containers crushed or flattened)
and placed in the recycle bin within the bin store area.
The site operator, and waste contractors are governed by relevant Occupational Health and Safety (OH&S)
legislation including compliance with Worksafe Victoria’s Occupational Health and Safety Guidelines for the
Collection, Transport and Unloading of Non-hazardous Waste and Recyclable Materials.

Vehicle Access and Adequacy
All waste collection will be undertaken on-site from within the dedicated waste / loading bays provided.
Residential
Waste for the residential component will be collected from a rear lift vehicle (nom. 6.4m in length and an
operation height of 2.2m). Access for this design vehicle is shown in Appendix B.
Prior to the collection, the operator shall ensure access to the bin areas is available for convenient and efficient
co-ordination with the waste collection services. Once collected, the site operator shall return the bins to their
regular storage areas / positions. Given the nominated bin sizes, mechanical assistance is advised to enable
easy manoeuvring / transfer of bins.
It is noted that the operator shall rotate the residential waste bins under the chute systems.
Commercial
Waste for the commercial component can be collected from a rear lift vehicle (nom. 8m in length and an
operation height of 3.4m). Access for this design vehicle is shown in Appendix B.
Prior to the collection, the operator shall ensure access to the bin area is available for convenient and efficient
co-ordination with the waste collection services. Once collected, the site operator shall return the bins to their
regular storage areas / positions. Given the nominated bin sizes, mechanical assistance is advised to enable
easy manoeuvring / transfer of bins.

2.7 Signage
On each residential level of the development, doors accessing the chute system will be provided. Each chute
door must be clearly marked to ensure correct disposal. The chute supplier shall include any relevant operating
and waring documentation / signage to ensure correct operation of the chute system,
Warning signs should be provided within the bin store area to indicate falling waste from beneath the chute
system.
Other bins within the waste store area (and within the commercial waste area) will be clearly marked and signed
to ensure correct disposal of the varying waste streams. Additional visual prompts may assist in the correct
disposal.

2.8 Other Information
It is noted that post development (or as constructed) conditions or commercial operator preferences can see the
amendment of the bin types and numbers as specified in this report. As discussed in Section 2.1 of this report,
additional waste streams may also be introduced at the discretion of the site operators to improve
environmental and waste management.

3. Waste Related Amenity
3.1 Ventilation, Vermin Prevention & Washing Facilities
The on-site bin store area shall feature (as a minimum) the following ventilation, vermin prevention & washing
facilities:
▪ Adequate ventilation to prevent odours pervading the car park. Ventilation will be in accordance with
Australian Standard AS1668.
▪ The chute system shall be ventilated via a rooftop exhaust.
▪ Tight fitting doors or other preventative measures to prevent vermin access to the bin store area.
▪ Water supply, hosecocks and appropriate wash facilities (hoses, nozzles etc.) for the regular
maintenance and washing of bins and the bin store area.
▪ Appropriately drained and slip resistant surface to enable the safe washing of bins (Note: During
washing, bins may encroach outside the bin store area temporarily. Washing of bins should occur
outside of peak traffic times).
In addition to the above, all access doors and bin-lids shall be kept closed. Enforcement can be supplemented
by adequate signage.
3.2 Noise Minimisation
The following measures will assist in the minimisation of waste related noise:
▪ Collection bins shall be equipped with rubber castors for deduced noise during transfer.
▪ Waste areas (including the chute system) shall meet BCA and AS2107 acoustic requirements.
▪ Private waste collection should follow the criteria as outlined in the Victorian EPA Noise Control
Guidelines (Section 5 - Publication 1254, October 2008)
3.3 Litter Prevention
The following measures will assist in the management and prevention of litter for which the operator shall be
responsible for:
▪ Ensuring that the on-site waste areas are secure to avoid any unauthorised use and/or waste dumping
within the on-site waste areas whilst maintaining adequate access for residents, staff and operators.
▪ Preventing the overfilling of bins.
3.4 Waste Minimisation
The operator shall encourage the minimisation of waste through the implementation of strategies and the supply
of information to all residents / staff. Useful tips for reducing waste are available online on the Sustainable Living
Guide (www.sustainablelivingguide.com.au).
